Program Elements

Developed a plan to move employees from entry to the midpoint over eight years.

Employees would receive step increases each year in addition to the cost of living increase.

In FY08 all employees received a 3% cost of living increase.

FY09 Proposal

All employees receive a 3% cost of living adjustment.

Employees are paid for the job-related skills and competencies they demonstrate.

Developing Skill Based Pay Plan

Set up skill-based pay committee.

Committee develops skill hierarchies.

Develop and price skill blocks.

Design training and certification programs.

Prepare a skill inventory for each employee.

Reward and recognize individuals that add skills and competencies to their inventory.
