Program Elements
Developed a plan to move employees from entry to the midpoint over eight years.
Employees would receive step increases each year in addition to the cost of living increase.
In FY08 all employees received a 3% cost of living increase.

FY09 Proposal
All employees receive a 3% cost of living adjustment.
Employees below the midpoint receive a two step increase, or an additional 2%.
