Dear Honorable Councilmembers,
The Los Angeles County Bicycle Coalition supports the Planning Department and Planning Commission'srecommendation to set the base residential Floor Area Ratio (FAR) in the Urban Village areas of the CornfieldsArroyo-Seco Specific Plan (CASP). We have been encouraged by the City's efforts to create a forward thinkingplan to reduce greenhouse gas emissions and incentivize the development of mixed use, high-densitycommunities near transit.

After much discussion at the City Planning Commission hearings over the last several months and as the resultsof an independent analysis, it became clear that in order to accomplish balanced mixed use development,deliberate efforts must be made to protect commercial and industrially zoned land In the CASP area. GivenCASP's proximity to downtown and other market forces, there is currently, and will continue to be, greaterpressure to develop the area for residential over other uses. As such, we agree with the City Planning Departmentand Planning Commission that the combination of a 1.5 residential base FAR in the CASP's Urban Village, alongwith the development incentives included in CASP, will facilitate balanced, high-density development in the area.We respectfully request PLUM's support and approval for this recommendation from the Planning Commission.
