The 2014 FIFA World CupTM will be held rom 12 June to 13 July
2014 and will consist o 64 matches to be played across 12 cities.
Thirty-two teams will participate, and there will be approximately
three million tickets available or purchase or the 64 matches.

FIFA is determined to ensure that tickets will be
accessible to all ootball ans in Brazil and across
the world. Thereore, FIFA has established a
special entity, the FIFA Ticketing AG chaired by
FIFA Secretary General Jerme Valcke, and also
created a dedicated Ticketing Sub-Committee,
chaired by Horst R. Schmidt, in charge o dening
the Ticketing policy and related decisions or
the FIFA Conederations Cup 2013 and the 2014
FIFA World CupTM. FIFA Ticketing AG is managed
by representatives o the world governing body
o association ootball and members o the
international ootball amily as is the Ticketing
Sub-Committee which the Chairman o the Local
Organising Committee, Jos Maria Marin is also
a member. The FIFA Ticketing Centre (FTC),
operated by MATCH Services AG, is responsible or
the delivery o the Ticketing operations based on
the FIFA Ticketing Policy.

2.2 TICKeT PRICe CATeGoRIesThere will be our (4) Ticket price categories or
the 2014 FIFA World CupTM, as per previous events.
Catgry 1 is the highest priced and located in
prime areas within the stadium.
Catgri 2 a 3 are located outside o the
Category 1 area.
Catgry 4 is the most aordable and is reserved
exclusively or residents o Brazil.
The seating at each stadium and each match
is congured dierently. Category boundary
locations may dier rom match to match.
The opposite stadium conguration is an example
o how the dierent price categories (and other
customer groups) may be applied.
2.3 TICKeT PRoduCTs
There are three types o ticket products available or the 2014 FIFA World CupTM:
Individual Match Tickets are tickets or a specic match;
Venue Specic Ticket Series (VST) are ticket strips or a specic venue. Strips include the Group Matches
(not including the Opening Match), Round o 16 and 3rd / 4th place match, played at the specic venue
and;
Team Specic Ticket Series (TST) are ticket strips to ollow the national team o the customers choice.
Depending on which TST is applied or, the TST may include between 3 and 7 matches
(TST-3, TST-4, TST-5, TST-6 and TST-7). The TST purchased guarantees the customer Tickets or each
round o the tournament that is included in their TST, regardless o whether the Team itsel qualies.
The table below illustrates how the Fixed Team Specic Ticket Series principle is implemented.

2.1 TICKeT sAles sTRuCTuRe sAles PhAses
By providing a sales phase structure, FIFA aims to put in place a ticket purchase platorm
where all customers have a air an d equitable chance o securing tickets. FIFAs ocial
website, www.FIFA.com will be the exclusive sales channel or all ticket products,
complemented by Over the Counter Sales at specifc FIFA Venue Ticketing Centres
located within the 12 Host Cities during the Last Minute Sales Phase.
The rst tickets or the 2014 FIFA World CupTM
will go on sale rom 20 August 2013. During Sales
Phase 1, ans will be able to request tickets on a
Random Selection Draw basis or categories 1-4
rom 20 August 2013 until 10 October 2013 and on
a First Come First Served basis rom 5 November
2013 to 28 November 2013. At this time, ans will
be able to buy tickets based on the date and
venue o a match, or to ollow a team; because
it will not have been decided at that point where
specic teams will play any given match (with the
exception o Brazil as team A1).
During the Random Selection Draw Period, ootball
ans may apply or tickets at any time, it makes no
dierence as to when the application is made, as all
orders will all be processed together. I the number
o applications exceeds the number o available
tickets or a given match and/or category, then a
Random Selection Draw(s) will take place at the
end o the RSD period to determine the recipients.
Sales Phase 2 will commence two days ater the
Final Draw on 8 December 2013 when ootball
ans will know where their respective teams will be
playing. The 1st part o the sales phase will be again
a ticket request collection period with orders to
be made until 30 January 2014. Random selection
draws will take place i applications exceed the
number o available tickets or a given match and/
or category. First Come First Served tickets will be
available rom 26 February 2014 to 1 April 2014.
In the Last Minute Sales Phase rom 15 April 2014
up until the nal match day o the tournament,
tickets will be available to all customers online and
Over the Counter at the designated FIFA Venue
Ticketing Centres. Please reer to section 4.2 or
urther details.

with Brazilian regulations, at least 1% o the total
quantity o tickets oered or purchase will be

2.5 TICKeT PRICes
For the 2014 FIFA World CupTM, Tickets will be made available or purchase to residents o Brazil in
Brazilian Reals (BRL) and to international customers in US Dollars (USD). The prices in BRL or the 2014
FIFA World CupTM are based on a xed exchange rate o R$ 2 BRL to $1 USD. The xed exchange rate will
apply or the duration o the 2014 FIFA World Cup TM sales process regardless o any uctuations in the
value o the two currencies internationally.

In-line with the General World CupTM Bill / Lei
Geral (Law No. 12.663/2012) or the 2014 FIFA
World CupTM, and based on the agreement that
was reached between FIFA and the Federal
Government o Brazil, FIFA will implement specic
ticket allocation principles with regard to certain
members o the general public.
Category 4 tickets will be made available to
residents o Brazil only.
In addition, Students, Elderly people and Bolsa
Familia members resident in Brazil are entitled to
receive a 50% discount or Category 4 tickets andTST and VST as well as disabled access tickets.
Students, Elderly people and Bolsa Familia
members will be entered into a priority Random
Draw with respect to the rst 300,000 Category
4 tickets or the 2014 FIFA World CupTM.
Furthermore, FIFA will also grant discounts o
50% to Elderly people (aged 60 or older by the
day o the Final o the 2014 FIFA World Cup TM)
who are residents o Brazil and purchasing
Categories 1-3 tickets, TST and VST as well
as disabled access tickets.
No other discounts or urther preerential rights
will be granted to other members o the general
public or any Category 1-3 tickets. Individuals
who qualiy under more than one o the eligibility
criteria outlined above will not qualiy or multiple
discounts on the price o their Tickets.

The FIFA Ticketing Centre will be available to
provide urther inormation and address customer
queries through the ollowing contact methods:

3.2 CusToMeR GRouPs
3.2.1 Customer Groups with granted Ticket Purchase Rights
The ollowing Customer Groups have been, or will be, granted the option to purchase tickets. Any o these
tickets that remain unsold will be added to the General Public allocation listed in section 3.2.3.

allocated to FIFA and its customer groups,
the Non-Participating Member Associations,
the Continental Conederations.

been allocated to the LOC.

Ftba Famiy119,742 Purchasable tickets have been allocated
or the Football Families o the Participating
Member Associations (PMA). This is inclusive
o 30,009 tickets (1% o the Purchasable
Tickets) that have been allocated to the
Brazilian Football Association (CBF) as the
host allocation. The Football Family allocation
consists o 700 tickets per PMA per Match or
all Matches in which they participate, and are
intended to accommodate the PMA ofcials and
guests. The supporters o the PMAs will have
access to Tickets through the General Public
allocation (please reer to section 3.2.3 or
urther details).
3.1.3 Purchasable Tickets
The total number o Purchasable Tickets is
calculated by deducting the Complimentary
Tickets, VIP and Media Tickets rom the Seating
Capacity. The total number o Purchasable Tickets
is currently estimated at 2,989,608 (80.4% oGross Capacity).
The Purchasable Tickets are reserved or the
General Public and Customer Groups or whom
certain Ticket quotas have been allocated. A
number o Customer Groups have been granted the
option, or have acquired the option, to purchase
Tickets.

3.1 ToTAl nuMBeR oF TICKeTsThe total number o Tickets is based on the
capacities o the Stadia chosen or each Match.
The total number o Tickets available to purchase
is dened as the Purchasable Capacity, which is a
proportion o the Seating Capacity which in turn is
a proportion o the Gross Capacity as explained in
the ollowing sections.
3.1.1 Gross Capacity
The Gross Capacity is the total number o seats
that exist in the Stadium beore any reductions are
made due to changes in the stadium (seat kills)such as new camera positions and billboards. The
total Gross Capacity or the 2014 FIFA World Cup TM
is currently estimated at 3,720,225. The twelve
FIFA World CupTM Stadia are currently estimated to
have Gross Capacities as listed below:
3.1.2 Seating Capacity
The total Seating Capacity is calculated by
deducting the Contingency Reserves (38,090) and
Seat Kills (347,611) rom the Gross Capacity.
The Seating Capacity o 3,334,524 (89.6% o the
Gross Capacity) is comprised o the ollowing:

current estimate, as the nal conguration has yet
to be nalised or all 64 Matches. At this stage,

Local Organising Committee (LOC). VIP guests
will be invited directly by FIFA or the LOC prior to

The initial General Public allocation o Purchasable tickets consists o 1,491,443 tickets (49.9% o the total

During each o the two the Random Selection Draw
periods, all valid Ticket applications will have an
equal chance o successully obtaining Tickets. This
is regardless o whether the Ticket application was
received at the start o the sales period or at the
end o the request gathering process. Once the
sales period is closed, all Ticket applications or
oversubscribed products or matches are put into
an electronic Random Selection Draw to ensure
that all applicants have an equal chance o success.
Prior to the Random Selection Draw, it is necessary
or the FIFA Ticketing Centre to review all the
applications submitted to check or duplicate and
raudulent applications. Once these applications
have been removed, the process will begin.
In order to satisy the Category 4 requirements
specied under the General World CupTM Bill / Lei
Geral (Law No. 12.663/2012), the FIFA Ticketing
Centre will conduct a dedicated Random Selection
Draw or this category. The rst 300,000 Category
4 tickets within the initial Random Selection Draw
will only be oered to Elderly people, Students and
Bolsa Familia members on a priority basis. In this
Category 4 priority draw, FIFA will not grant any
tickets to mixed applications (i.e. Elderly, Students
and/ or Bolsa Familia members applying with
other persons).
The sole exception to this rule will be those
instances where an adult applies with students and/
or Bolsa Familia members that are minors (under
the age o 18). Ater the rst 300,000 Category 4
tickets have been oered to the Elderly, Students
and/or Bolsa Famiiay members in the Random
Selection Draw, any remaining Category 4 tickets
will be made available through a Random Selection
Draw to the public who are resident within Brazil.
The Random Selection Draw will be observed
by the Ministry o Sports in compliance with the
General World Cup Bill.
During the administration process, and once the
Random Selection Draw has taken place, all Ticket
applicants will be contacted and told whether
they have been successul, unsuccessul or
partially successul in the draw, thereby receiving
conrmation o whether they have been allocated
tickets or not. Customers will also be able to check
the status o their application online using their
Ticketing account at FIFA.com.

4.7 A noTIFICATIon MeThodsAll successul and partially successul Ticket
applicants, who apply or Tickets via the internet
at www.FIFA.com, will receive a conrmation
message by email, or SMS i an email address is not
available, advising them o the Tickets that they
have been successully awarded.
All unsuccessul Ticket applicants applying
online will also receive a message by email, or
SMS, advising that they have been unsuccessul
in their Ticket application. Applicants can also
check the status o their account at any time by
checking online at www.FIFA.com or through the
IVR system. With respect to customers in Brazil
who elect to transact via Boleto, the customer will
be issued a Boleto or the total amount o Tickets

5.1 use oF TICKeTsEach 2014 FIFA World CupTM Ticket is an ofcial
document that provides evidence o the Ticket
holders permission to enter a stadium on match
day during opening hours. The GTCs describe the
terms and conditions that the customer needs to
respect when attending the 2014 FIFA World Cup
The GTCs are issued prior to sale through all ticket
sales channels and are available in a downloadable
ormat online in the ticketing section at
www.FIFA.com. The GTCs will be registered with
the Registry Title and Deed (Registro de Titulos eDocumentos) in good time prior to the event.
Furthermore, the GTCs are printed on every Ofcial
Ticket Conrmation, and on the backs o the
Tickets themselves (in the orm o an abridged
version containing the key inormation o the
GTCs). The contract between the Ticket holder
and FIFA Ticketing AG or 2014 FIFA World CupTM
Brazil Ticketing Ltda is established according to
the Ticket Sales Regulations and the GTCs as the
conditions or the use o the tickets.
5.2 TRAnsFeR oF TICKeTs
FIFAs policies allow ans to purchase tickets
or their own use and the use o their guests,
in order to provide air and equal access to all
ans at ofcial prices established by FIFA. For
the reasons described in detail in Section 7.1,
entitled Prohibition on Unauthorised Resales and
Cooperative Enorcement Activities, FIFA objects
to secondary market resellers buying and reselling
match tickets. Thereore, as one operational
measure intended to protect ans and the integrity
o FIFAs ticketing operation, there are limits on the
transer o tickets. Full details regarding the Ticket
Transer and Resale policy will be posted online.
5.3 sTAdIuM RulesThe Stadium Code o Conduct outlines in detail
certain saety and security measures and policies
and provides guidelines about what the FIFA World
CupTM authorities will expect in terms o behaviour
rom: (a) every person using a match Ticket, as well
as (b) every other person accessing the stadium
using an event accreditation or working purposes.
The Stadium Code o Conduct will be registered
with the Registry Title and Deed (Registro de
Titulos e Documentos) in good time prior to the
event. Furthermore, the Stadium Code o Conduct
is available in on www.FIFA.com and will also beposted at the stadiums on match days.
5.4 TICKeTInG sAles ReGulATIonsThe Ticketing Sales Regulations outline the rules
and procedures required during the process o
applying or and purchasing tickets. It reects all
o the payment and other conditions that potential
customers must be aware o, and also accept, with
the submission o their application.

The supply o Second Round Tickets rom the PMA
ticket quota is conditional upon participation by
the PMA at each o the applicable Second Round
Matches. PMAs are oered a xed number o
tickets which represent eight percent (8%) o the
average number o Purchasable Tickets or all o
the stadiums involved at each stage o the Second
Round.
Ticket Applicants will qualiy as a PMA Supporter i
they satisy the requirements established by a PMA
or qualication as a PMA Supporter; which mustinclude at least one o the ollowing criteria:
I they have the nationality o the respective
country o the PMA
I they are resident o the respective country
o the PMA
I they are a member o the ofcial PMA
Supporters club or a member o a ticket
allocation group designated by the PMA and
approved by FIFA.
Football ans who qualiy as PMA Supporters
will have the ability to access those tickets that
have been made available to their PMA by FIFA
(or will be able to access the general public
ticket allocation). The FTO will work closely with
those PMAs that have a Supporters Club, and/or
delity programme, in order to ensure that PMA
Supporters will be awarded tickets in accordance
with FIFAs Ticketing Policy, and the existing
membership rules that apply or each o the PMA
Supporters Clubs.
Tickets will become available or the PMASupporters on 8 December 2013 two days ater
the 2014 FIFA World Cup Final Draw.
PMA Supporters Ticket Product & Prices
The PMAs and their Supporters will have access to
the ollowing two kinds o Ticket Products:
Team Specic Tickets: Team Specic Tickets are
tickets available or the 3 Group Matches played
by the PMA (i.e. 3 matches between matches
1 and 48).
Conditional Team Specic Tickets: These are
tickets available or the 4 knockout stage matches
(one Round o 16, one Quarter-Final, one Semi-
Final and the 3rd Place Match or the Final)
that could potentially be played by the PMA
(i.e. 4 matches between matches 49 and 64).
All Conditional Team Specic Tickets are
conditional upon the PMA qualiying and
progressing throughout the event. Once the
PMA is eliminated, the Conditional Team Specic
Ticket holders will be reunded the ace value o
the Ticket minus an Administration ee ($10 per
customer / guest up to a maximum o $40).

6.1 PARTICIPATInG MeMBeRsAssoCIATIon
Ater the success o FIFAs Ticket sales distribution
strategy that was implemented or the 2010 FIFA
World Cup, the Participating Member Associations
(PMAs) Ticketing Programme or the 2014 FIFA
World Cup will ollow the same principles.
FIFA has allocated to the PMAs the ollowing
Ticket Allocations:

(including Ticket Allocation Groups)
The FIFA Ticketing Ofce (FTO) will manage the
entire Ticket sales and distribution process or
the PMAs and its Supporters, including Ticket
application, conrmation, payment and delivery.
For the 2014 FIFA World Cup, a total o 509,000
Purchasable Tickets have been reserved or the
PMA Football Family, the PMA Ticket Allocation
Groups and the PMA Supporters.
Football Family Allocation
The tickets or the PMA Football Family will not
be managed through the new ticket sales and
distribution system, thus allowing each PMA
to determine the allocation and distribution
arrangements o these tickets to its ofcials and
guests. Each PMA is entitled to receive, per match
played 700 Football Family Tickets (500 tickets
in Category 1, 100 tickets in Category 2 and
100 tickets in Category 3).
PMA Supporters and TAGs
Ticket AllocationThe Ticket sales and distribution system to PMA
Supporters will be based on the provision o
a standard model Ticketing website branded
according to the corporate image o each o
the 32 PMAs.
The number o tickets that will be oered to each
PMAs Supporters or its 3 Group Matches is eight
per cent (8%) o the purchasable quota in the
respective stadiums where their matches will be

6.2 TICKeT Fund
The Ticket Fund, rst introduced or the 2010 FIFA
World Cup South AricaTM and again or the 2014
FIFA World CupTM, will consist o category 4 tickets
that will be distributed exclusively to residents o
Brazil on a complimentary basis. The Ticket Fund
project orms part o FIFAs social responsibility
initiative.
As part o the overall ticketing operations, a
signicant number o Category 4 tickets will be
allocated by FIFA to the Ticket Fund project. The
Ticket Fund will consist o a certain number o
tickets or all matches, rom the Opening Match tothe Final.
The Ticket Fund is a joint initiative by FIFA and the
FIFA Partners to provide an opportunity to enable
people to experience the FIFA World Cup that
may otherwise be unable to do so through various
special initiatives.

The exclusive hospitality designed or the 2014
FIFA World CupTM will give customers rom every
corner o the globe an experience which combines
superb hospitality and international top-ight
ootball in Brazil and its iconic host cities.
The FIFA Hospitality Programme oers clients
premium tickets bundled together with a wide
range o services such as access to hospitality
acilities at the stadiums (including private suites
and lounges, and marquee tents), gourmet
catering, preerential parking, entertainment
and gits.
MATCH Hospitality, appointed by FIFA as the
worldwide exclusive rights holder o the FIFA
Hospitality Programme, provides a select variety o
hospitality products meticulously designed to oer
a choice o bespoke experiences at the biggest
sporting show in the world.
There are three Categories: Luxury, Business and
Leisure which include a total o ve products. Each
product oers distinct characteristics to meet
personal preerences, business needs and budget.

According to the legal ramework in Brazil, the
resale o sporting event tickets, at a price superior
to the one indicated on the ticket, is prohibited
by article 41-F o Law No. 10,671/2003 (the Fan
Statute). Article 41-G o the Fan Statute considers
it a crime to supply, deviate or acilitate the
distribution o tickets or sale at a price superior
to the one indicated on the ticket. In addition,
according to article 16 o the FIFA World Cup TM
General Law, anyone who sells, oers, exposes
or sale, negotiates, deviates or transers tickets to
the 2014 FIFA World Cup BrazilTM or uses tickets to
the 2014 FIFA World Cup BrazilTM or advertising,
sales or promotional purposes, as competition or
sweepstakes prizes or uses the ticket availability or
advertisement or these purposes is subject to civil
sanctions and criminal penalties.
FIFA will cooperate with Brazilian and other
governmental authorities to combat the dangers
to consumers that arise out o the unauthorised
sales o tickets to the 2014 FIFA World Cup
BrazilTM, and FIFA encourages consumers to report
the unauthorized resellers to their local police
and/or consumer protection authorities. FIFA
has appointed MATCH Services as its agent to
manage its ticketing enorcement eorts. Working
together with the appropriate Brazilian and other
governmental authorities and MATCH Services,
FIFA seeks to minimise the ollowing types o harm
to consumers:

than the ofcial prices or tickets
Fraud
Non-delivery
Mis-description
These types o consumer harms are exacerbated
by the signicant number o unauthorised resellers
who transact online. For some ans, who are truly
passionate and determined to buy tickets, the lure
o colourul, well-designed websites, developed by
companies that are: (a) in the business o reselling
tickets to other events (which they may have the
legal right to resell), (b) oer reunds i they ail
to deliver tickets, and (c) seem to have legitimate
businesses, is just too hard to resist. Consumers
should be aware that the only sources o legitimate
tickets are identied online on www.FIFA.com
FIFA recognizes that Ticket Purchasers and their
guests circumstances may change over time.
Thereore, FIFA has an ofcial Ticket Transer and
Resale platorm online through www.FIFA.com.
The Ticket Transer element o the platorm allows
Ticket Purchasers to submit changes regarding
the identities o their guests, in order to provide
accurate data regarding substitute guests. The
Ticket Resale element o the platorm allows
Ticket Purchasers to seek the potential resale o
their tickets through www.FIFA.com. There is no
guaranty that a Ticket submitted or resale will
actually be resold. But i it is, the transaction will
allow the Ticket to be legitimately acquired by a
new Ticket Purchaser or the ofcial price, and the
original Ticket Purchaser will receive the amount
originally paid by him or her (less a small ee).
