This year, Lebanon is celebrating the tenth edition of the International Beirut Energy Forum under the high patronage of the President of the Lebanese Republic General Michel Aoun. Whereas the year 2020 will mark an important date to measure how much Lebanon has achieved from its 12% renewable energy target, this tenth edition of IBEF marks one last stop before the last mile towards meeting our 2020 objectives.

Having this important event held under the High Patronage of the President of the Republic is a strong message of commitment and support from the Lebanese Republic to sustainable energy development in the country.

This commitment is also clear in all the actions undertaken by the Lebanese Government to support energy efficiency and renewable energy, specifically at the level of the Ministry of Energy and Water.

The International Beirut Energy Forum is one of the most reputable and professional energy events in the Middle East that is specifically dedicated to sustainable energy issues and projects. The Lebanese Center for Energy Conservation (LCEC) is the National Energy Agency for Lebanon. LCEC is a governmental organization affiliated to the Lebanese Ministry of Energy and Water (MEW). Today, as Lebanon approaches steadily from achieving its 2020 objectives, the LCEC is dedicated to set new targets for the years 2025 and 2030. The LCEC currently works under the slogan “The Next Steps”, confirming its willingness to win the last mile towards 2020, acting actively and vividly to develop a concrete action plan for 2025, while planning in partnership with international and local entities a clear vision for 2030.

The World Energy Council (WEC) is an UN-accredited global energy body formed in 1923. Banque du Liban (BDL) is the central bank of Lebanon fully operational since 1964. It is currently headed by Riad Salameh, who was named the Middle East's best central bank governor by Euromoney in 2005.

The BDL controls bank liquidity by adjusting discount rates, by intervening in the open market, as well as by determining credit facilities to banks and financial institutions. It regulates banks' credit in terms of volume and types of credit, by imposing credit ceiling, by directing credits towards specific purposes or sectors and setting the terms and regulations governing credits in general.

Based on this strategy, the actual creation of the National Energy Efficiency and Renewable Energy Action (NEEREA) took place on 25 November 2010 when BDL issued circular No. 236. Financing energy efficiency (EE) and renewable energy (RE) projects through public markets (public capital) offers the potential to substantially increase the availability and lower the cost of investments that are critical to continue market growth.

NEEREA is a green financing mechanism that provides low interest long-term loans to all private sectors for all energy efficiency and renewable energy projects for new and existing facilities. NEEREA includes many national and international players. As the national financing institution, BDL sets the framework of operation and offers benefits to banks.

Following the success of NEEREA promoting sustainable energy projects all over the country, the BDL has tailored another mechanism dedicated to environmental projects which was launched at the end

of 2015. The Lebanese Environmental Action (LEA) is a national financing mechanism initiated by BDL in collaboration with the Ministry of Energy and Water and the LCEC. LEA’s platform is based on NEEREA’s Circulars of the Central Bank of Lebanon.

The Lebanon Energy Efficiency and Renewable Energy Financing Facility (LEEREFF), developed by the European Investment Bank (EIB) and the French Agency for Development (ADF), completes the existing NEEREA financing mechanism by additional funding sources and a Technical Assistance (TA) grant to support LEEREFF implementation. The EIB/AFD loan will be intermediated through the BDL, who will make the proceeds of this loan available to selected financial intermediaries (FI) and will blend EIB and AFD’s financing terms and conditions.
