Incubators that invest in individuals as opposed to businesses
Talented and motivated individuals will be identified (with special preference for economically backward individuals) – the
incubators will invest in training and preparing them to create ventures of
their own.

These incubators will buy out failed enterprises and ideas, and new
entrepreneurs will be incubated who can pursue these ideas and facilitate
new venture creation
