LAST PAPER ISSUE OF THE NEWSLETTER

The Electronic Newsletter was initiated in 2009 and email alert has been the mode of dispatch of the Newsletter for nearly 3 years. However, the hard copy (paper version) was still being printed and posted to nearly 800 members whose email addresses were not available on the database. The time has come to stop printing the paper version both for the sake of our environment and to save on costs of printing and postage (nearly Rs. 35000 per issue and Rs. 1 lakh per year). Every issue of the Newsletter for over 4 years has carried an appeal to all members to provide their email addresses. The web based database still lacks the email addresses of nearly 800 members. This is a notice to all those whose email addresses have not been provided on our database, that this will be the last paper issue of the Newsletter. This decision was approved by the General Body which met in Bangalore in December 2011. So please update your address on the NSI database by following the instructions given in the notice below or else you will not be aware when the Newsletter has been dispatched electronically. You will, however, still be able to read the Newsletter on the NSI website (www.neurosocietyindia.org).

MINUTES OF THE EC MEETING HELD IN DELHI ON 13TH NOVEMBER 2011,10 am – 1 pm.

The meeting was attended by Dr. V.K. Jain, K. Turel, V. Rajshekhar, C. Deopujari, Deepu Banerji,R. C. Mishra.

2011/Nov/EC/01 Site visit – The members visited the proposed site of the 2012 AnnualConference, Hotel Leela Kempinski in Gurgaon and found that the facilities available at this site wereappropriate for the conference. Dr. Saratchandra made a presentation regarding the arrangements,the event manager, the proposed registration fees for the 2012 Conference. Following this the memberswent around the hotel and saw the various halls available for the presentations and the food service andthe exhibition stalls.

2011/Nov/EC/02 Lifetime achievement award – Since there were no nominations, the membersdecided to present this award to Dr. R. M. Varma, pioneer neurosurgeon of Bangalore. The Secretarywould convey the same to Dr. Varma.

2011/Nov/EC/02 Treasurer’s request – The EC considered the following requests from Dr. Deopujari inorder to complete the auditing of this year’s NSI accounts.

a. Reinvestment in bank deposits and HDFC as earlier;

b. Forfeiting Rs 800 from one member as non payment.

The EC accepted the proposals of Dr. Deopujari and authorized him to reinvest the fixed depositsthat are maturing shortly in HDFC bank.

The second proposal was also accepted.

2011/Nov/EC/04 Education Cell - Dr. Deopujari, Coordinator, Education Cell, NSI, has receivedproposals from Sun Pharma and Ethicon (Johnson and Johnson) to fund the proposed educationalcourses of the Society.

2011/Nov/EC/05 Delegates for the AASNS EC meeting in Taipei, 3 December 2011Dr. Rajshekhar requested nominations for the official delegates of NSI to attend the AASNS meeting.Dr. Jain and Dr. Deopujari are attending the meeting and both of them have been designated officialdelegates of NSI to attend the AASNS EC meeting. Dr. Rajshekhar will write to Dr. Seow, Secretary,AASNS regarding the same.

The meeting ended with a vote of thanks to the President and the local hosts, Dr. Mahapatra and Dr.Saratchandra for their hospitality.

2011/Dec/EC/01 The meeting was called to order by the President

2011/Dec/EC/02 Secretary’s report and action taken on minutes of last executive committee meeting.No action required.

2011/Dec/EC/02A Amendments to the Constitution and Byelaws – Notices have been circulated foramendments to the Constitution and Byelaws in the June 2011 Newsletter and put up on the NSI websitesince June 2011.

Two letters were received with suggestions for changes.Dr. V. G. Ramesh from Chennai wrote regarding regional representation in the EC and also abolition ofdiscipline based representation in the EC.

Dr. B. Damany from Mumbai wrote regarding the quorum requirements for General Body meetings andalso on other matters.

Both these letters were discussed in detail as documented below.After incorporating some of the suggestions of Dr. Damany the Amendments to the Constitution andByelaws were passed by the EC.

2011/Dec/EC/03 Treasurer’s Report was presented by Dr. Deopujari.

1. The audited statement of accounts of the Society was presented.

2. Treasurer informed that he has received two audited statement of accounts from Dr. Bagaria for theJaipur Conference one dated 31st July and another 11th July, both of which have been signed by thesame auditors. However, there is a difference in the accounts in the two audited reports.

EC decided to send a letter to Dr. Bagaria asking him to clarify which of the two statements should beconsidered as the final one as the NSI auditor has sought this clarification before finalizing the NSIaccounts.

Treasurer informed that Dr. Umesh T is a defaulter for more than five years as he has not paid hismembership dues. The Executive Committee resolved to accept forfeiture of Rs. 855 due from Dr.Umesh T as membership fees.

Annual approval of accounts by EC

Since TDS certificates are only available by 31st July, after the mid term EC meeting, electronic approvalof the accounts by the EC is necessary before the audited accounts can be submitted to the Income Taxauthorities.

2010/Dec/EC/04 Editor’s Report was sent by Dr. J.M.K. Murthy and presented by Dr. Rajshekhar inhis absence.

Performance

The journal performance indices have further improved for the year 2011. During this year as on 13-12.2011 the number of submissions was 1081. The number of days taken by the reviewers for the initialreview was 12.50 days (range 0 – 47 days). Days taken from first submission to acceptance were 50.95days (range 0 – 157 days) and the days taken from acceptance to publication were 69.46 days (range 8– 152 days. Of the 1081 submissions, 192 (18%) articles have been accepted and another 68 (6%) articleare under review, this includes articles with the reviewers and the articles under revision with theauthors.

All the issues in this year were on the journal website well in time and the November – December issuewill be on the journal website within another 10 days. In this year we have published 302 articlesincluding the articles in the November – December issue. The details are given in the Appendix 1.

The impact factor has improved and is 0.834 for the year 2009, the year in which I have taken over asEditor. From the citations available for the articles published in the 2010 volume, it appears that wemay improve the impact factor further and it may reach 1.

Change of Publishing Company

Dr D K Sahu the present CEO of Medknow Publications informs that there will be change of managementof Medknow Publications from January 2012 and it will be Wolters Kluwer, a leading global informationprovider (Appendix 2). There will be no changes in the terms and conditions under which we had MoUwith Medknow. The advantages with this new set up will be as follows

Wolters Kluwer is a leading global information provider. It publishes many medical and otherscience journals and also medical and science books. This makes the visibility of Neurology Indiamuch wide.

The number of citations of the articles published in Neurology India will likely increase and thus theimpact factor may also go up.

People from the new publishing house are likely to have a meeting with me. Once I have the full details,I will present the same to the EC.

Finances

This year we could manage the finances well with minimal assistance from the Society, Rs. 400,000. Wecould generate Rs. 1,029.644 from the advertisements and subscriptions till the fifth issue of thejournal. I am certain we will be in a position to pay the amount for the November – December 2011issue without the assistance of the Society.

I thank the members of the Executive Committee for their unstinted support and the free hand givento me to develop the journal. I also thank the reviewers for their prompt reviews and sticking to thetime schedules. The quality of the articles being submitted to the journal is steadily improving and I amsure the journal will have a bright feature with good impact factor.

2011/Dec/EC/05 CME Convener’s Report was presented by Dr. Deepu Banerji.We would like to thank the EC for extending support to the CME. Apart from selling the books we needto make it a reference book.

EC accepted to have the CME Theme Subjects on the cover of the issue with the volume number in theinside cover. This was done to avoid libraries asking for all the volumes when the publisher tries to sellthe CME books to libraries. Libraries do not like to buy individual volumes of books but would like tohave the whole series. Since we do not have access to all the CME volumes, it is better to present eachvolume as an independent book rather than part of a series.

2011/Dec/EC/06 Webmaster’s Report

Dr. Rajshekhar presented the report. We were able to have the online submission and review this year.We were also able to send each presenter’s date and time of presentation to their email address.

The e-voting module is ready but we have not tried it this time because of the email problems. If e-voting is going to be made mandatory then the e-voting module should be tried out in the next fewmonths.

We need to discuss with the vendor regarding the creation of the payment gateway as there has been adelay on their part in getting this function started on our website..

Sponsorship: The EC decided to approve sponsorship for the NSI website. All sponsorship proposals willbe screened by EC. The Secretary can look into this matter and present such proposals to EC in themidterm meeting of May/June every year. The final decision on the form of sponsorship and itscontent will be taken by EC. In principle, only company logo will be allowed without any other advertisementof their products. However, link to the company website may be provided.

Dr. Sarat Chandra, AIIMS will be taking charge as Webmaster. Dr. Rajshekhar informed that he is willingto cover for a year just to provide overlap and give guidance.

2011/Dec/EC/07 Education Cell ReportDr. Deopujari, Convener presented the Education Cell Report.

1. Educational Course: He said the first program is going to be held in February at Mumbai. Thisprogram is going to be sponsored by Sun Pharma.Sun Pharma will donate the needed money to NSI and NSI Education Cell will coordinate the payments tothe Faculty and attendees.

A total of 19 candidates have applied for the instructional course and this number is likely to increase.There will be two courses per year.The Second course is going to be held in the month of August at Vellore.The question bank for the first course will be a theory paper of 10 short notes.

For the first program there will be a six faculty from outside who will be giving two lectures each and 12local faculty who will each give one lecture.

2. Microsurgery program: 10 candidates will be offered free training in the Ethicon microsurgery labsin Mumbai, Delhi and Chennai. The candidates will be selected from those attending the EducationalCourse. These courses will be held at regular intervals of once in two months or as needed depending onthe interest of the candidates.

3. Fellowship program:Centers of excellence in Neurosurgery, which are willing to accommodate fellows for a period of 2weeks to 2 months, will be identified. The eligibility for the fellowship program will be within 5 yearsafter M.Ch/DNB and the upper age limit will be 40 years.

4. Liaison Committee for Education: It was decided to form a Liaison Committee who should interactwith MCI and National Board. The term will for a period of two years.

B. Organizing seminars/ workshops:

One Neurosurgeon was given financial assistance, for organizing seminar/ workshop, as shown inannexure-II. WFNS (I) Trust has given a loan of Rs. 01 Lakh to Dr. Deepak Gupta, Organizer ofNeuropedicon 2012, New Delhi.

C. Overseas Training:

Five Neurosurgeons were provided financial assistance for attending conference abroad, as shownin annexure- III

F. Further programmes:

Some programmes for the coming year are in a preparatory stage. Apart from these, freshproposals are welcome.

G. Finances.

Our yearly earning is approximately Rs 7.42 lacs from our investments which are spent on ongoingprogrammes. We propose to increase the quantum of grants in the future.

We have an investment now of Rs. 49.35 lacs in 8% taxable RBI Bonds. In addition a sum of Rs37.53 lacs are in F.D.’s in scheduled banks i.e. PNB and Bank of Baroda. We have received 01 Lakhas donation from Professor R.C. Misra from Agra, and, Rs. 1 Lakh as donation from Dr. H.Bagaria, Organizing Secretary, who organized annual NSI conference at Jaipur. Our Audit reportfor financial year 2010-2011 has already been circulated.

H. The earlier problem, we had with the income tax authorities regarding out not taking priorpermission for accumulating savings which was resolved at the level of the I.T. Tribunal in ourfavour has been revived, as the IT authorities have appealed in the Delhi High Court as I informedyou last year. We are taking appropriate legal steps.

2011/Dec/EC/11 Joint meeting with German Society of Neurosurgery in Delhi, 2012

We have informally invited the German Society of Neurosurgery to partner us in the 2012 Conferencein Delhi. The final decision would be known in the coming weeks. This proposal is approved by theEC. The EC suggested that about 10 to 15 German Neurosurgeons be offered complimentaryregistration and accommodation and expect that this gesture is reciprocated by the GermanSociety when NSI is invited to be a partner in their scientific meeting.

2011/Dec/EC/12 Symposia for 2012 conference in Delhi

The EC discussed the proposals for the symposia for the Annual Conference in December 2012 anddecided on the following:

Neurosurgery – Craniovertebral Junction by Dr. P Sarat Chandra, AIIMS, Delhi

Neurology – Epilepsy boder zones for a Neurologist and a Neurosurgeon by Dr. Manjari Tripathi

Critical appraisal of medical literature by Col. Shankar Prasad Gorthi is considered for CommonSession (Morning) of the CME rather than a parallel symposium.

2011/Dec/EC/13 Letter from Dr. R. C. Mishra – E-Voting from 2012

Dr. R C Mishra presented his proposal to go for e-voting from 2012 onwards.

EC has in principle accepted his proposal and it informed that each and every member should havean email address which is available with the Society on its database.

It as also decided that all communications between the Society Officers and the members will beelectronic from 2012 onwards. Hence there will be no paper newsletter after the January2012 Newsletter. A notice to this effect will be printed in the January Newsletter.

2011/Dec/EC/13A Letter from Dr. R. C. Mishra regarding E-Office and Audio recording ofEC meetings

Dr. R C Mishra presented his proposal to have audio recording of EC meetings and maintain an e-office for NSI on contract basis and outsourcing of secretarial staff. The EC suggested that bids beobtained from multiple vendors for the same.

This was accepted in principle and he was requested to send a mail regarding this to all ECmembers so that it can be decided on the next Executive Committee meeting.

2011/Dec/EC/14 Letter from Dr. V. G. Ramesh – regarding Executive Committee Members categoriesand regional representation

Dr. V. G. Ramesh, Chennai wants NSI to have regional representation in the Executive Committee.He would like to bring an amendment to the by-law so that EC will have one member representatingeach of the 5 Zones of India, namely, North Zone, Central Zone, Ease Zone, West Zone and SouthZone.

The EC discussed this and felt that this was not a good idea as it will not lead to getting the bestavailable candidates from contesting for the EC posts, irrespective of their place of residenceanywhere in India.

If Dr. Ramesh felt strongly about it, he could send the same suggestion as an amendment to theConstitution and it can be taken up in the next General Body meeting.

2011/Dec/EC/14A Letter from Dr. V. G. Ramesh – starting sub-speciality sections of NSI

Dr. V G Ramesh presented his proposal to start sub-speciality sections, so that the separatesubspeciality associations may be merged with the sub-speciality sections of NSI.

The EC discussed this proposal and felt that it will not be possible to merge sub-speciality societieswith NSI without their cooperation. Even with their cooperation, this may not be possible as someof these sub-speciality societies (eg. Skull Base Society) have members from other disciplines suchas ENT surgeons and they will not be eligible to become members of NSI.

2011/Dec/EC/14B Letter from Dr. V. G. Ramesh – to prohibit NSI life members from becomingmembers of any parallel society

The EC has taken note of the concern that was raised by Dr. V G Ramesh. However, it was feltthat since there are already several sub-speciality societies which have membership from NSImembers, it was difficult to prohibit NSI members from becoming members of other parallelsocieties that may come up in future.

2011/Dec/EC/15 Presentation by Organising Secretary of 2013 Conference

Dr. Suresh Sankhla, Organising Secretary, Neurocon 2013 Conference presented the features ofthe forth coming 2013 conference to be held at Mumbai. The venue will be the National Centre forPerforming Arts at Nariman Point. He informed the EC that there are adequate number of hotelsin the vicinity of the venue to accommodate members with different budgets.

The dates for the conference will be December 12th – 15, 2013. The registration fees for theconference will be same as Delhi 2012 conference.

2011/Dec/EC/16 Letter from Dr. Suresh Sankhla – Dates for the EC Meeting in Mumbai

Dr. Suresh Sankhar requested EC members to plan for Executive Committee meeting in Mumbai inApril 2012 as they have their annual meeting of the Bombay Neurosciences Association for thesame weekend.

This request was accepted by the Executive Committee and the date for the inspection will beApril 21st 2012.

2011/Dec/EC/16A Joint meeting of NSI with the “Pan-Arabic Society of Neurosurgery” in Mumbai2013

Dr. Suresh Sankhla informed the EC that there is a possibility of having a joint meeting of NSI withthe Pan-Arabic Society of Neurosurgery in 2013 in Mumbai. He is touch with the office bearers ofthe Pan-Arabic Society in this matter and would keep the EC informed about the progress.

This request was accepted by the Executive Committee.

The issue of free accommodation and registration for the Pan Arabic Society members will befinalized in the EC meeting to be held in December 2012 at Delhi.

2011/Dec/EC/18 Letter from Dr. M K Tewari regarding archives of Neurology India

Dr. Tewari informed the EC that in spite of several reminders from him the archives section ofNeurology India on the Journal website has several missing pages especially for the year 2002.

The EC has taken note of this information and requested Dr. Murthy to work with the publishers tocorrect this deficiency as soon as possible.

2011/Dec/EC/19 Letter from Dr. B J Damany regarding the proposed amendments to the constitution/byelaws of the NSI

Dr. Damany made some suggestions to be incorporated in the Constitution and Byelaws especiallypertaining to quorum for the General Body meeting as this was not constitutional. Most of hissuggestions were already incorporated in the amended Constitution and Byelaws and some werechanged as suggested by him. These will be presented to the General Body.

2011/Dec/EC/22 Presentation by Dr. Shekhar Kurpad, CNS and AASAN

Dr. Shekhar Kurpad, EC Member of CNS and EC Officer of AASAN (Secretary) made a presentationregarding the benefits of International Active Membership of CNS. He informed the EC that CNShas proposed some amendments in their Constitution and Byelaws which will allow InternationalActive Members to be part of the Executive Committee of CNS. He sought the views of the ECregarding the interest of Indian neurosurgeons in such a membership. The EC informed him thatsome NSI members may be interested in International Active Membership although the high annualfees and mandatory attendance at a CNS annual meeting every 3 years will be a deterrent. Dr.Kurpad said that he will take the concerns of the EC to the next CNS EC meeting to be held atJanuary in Chicago. Dr. Kurpad informed the EC that the annual membership fees for full timeacademic neurosurgeons in India may also be reduced.

The bid is in order with a letter fromCNC President and Secretary. The EC accepted this bid. The 2014 NSI conference has been awardedto Coimbatore Neuro Club, Coimbatore.

2011/Dec/EC/25 Arbitration Committee

The Constitution has a provision for an Arbitration Committee to arbitrate on any disputes betweenthe Officials of the Society and the members. Since this Committee has not been constituted, theEC decided to nominate members to the Arbitration Committee.

The suggested committee members will be the past presidents Dr. Ganapathy, Dr. Dharker and anAdvocate for a period of 5 years. It is suggested that Dr. R C Mishra will write letter to the abovecommittee members for their acceptance.

2011/Dec/GB/01 The meeting was called to order by the President

2011/Dec/GB/02 Minutes of EC meeting including Secretary’s report – Dr. Rajshekhar pointedout the salient points of the outcome of the EC meeting held on 14th December 2011.

The Secretary pointed out that the January 2012 Newsletter shall be the last newsletter that willbe posted to members without email addresses. After that the Newsletter will only be distributedelectronically.

The General Body approved the Secretary’s report.

2011/Dec/GB/02A Letter from Dr. V. G. Ramesh - regarding NSI to have regional representationin the NSI Executive Committee. He would like to bring an amendment to the by-law of NSI tostate that EC will have one member representating each of the 5 Zones of India, namely, NorthZone, Central Zone, Ease Zone, West Zone and South Zone.

EC discussed these issues and felt that it may not be possible at this juncture due to reasonsmentioned in the EC minutes.

It was however, decided to involve the Presidents (or their nominees) of sub specialty societies inthe formation of the scientific program of the annual conference. Hence they will be included inthe Scientific Committee of the Annual Conference from 2012 onwards.

2011/Dec/GB/03 Changes to the Constitution and Byelaws – Notices were published in theJune 2011 Newsletter. No objections or suggestions for changes were received by the Secretaryexcept a letter from Dr. B J Damany that has been already incorporated. The Secretary read outthe changes to the Constitution and Byelaws.

All the changes were passed without dissent.

The orators have not been decided at present. It was decided that Orators for the 2012 conferencebe confirmed by the mid-term EC meeting in April, 2012 and the Orators for the 2013 conferencebe decided by December 2012 EC meeting in Delhi.

2011/Dec/GB/08 Venue for 2014 Conference

The house was informed that there was only one bid from Coimbatore which came before theclosing date. The CNC has submitted the bid with Dr. V Rajesh Babu as the Organizing Secretary.The bid is in order with letter from CNC President and Secretary. The EC accepted this bid. The2014 bid NSI conference has been awarded to Coimabtore.

2011/Dec/GB/09 Results of elections

Dr. K E Turel, Returning Officer reported that 397 ballot papers were received and 77 werereturned due to wrong addresses. 17 ballot papers were found to be invalid. 20 ballot papers werereceived in Mumbai on 14th December 2011 and could not be included in the counting.

The Executive Committee of NSI requests all regional neuro clubs/societies to register with the NSIas being representative of neuroscientists of that region.This registration will become mandatory to be recognized as bona fide representative club/societyof that region when bidding for the Annual Conference of NSI.If more than one regional club/society claims representative status then a list of members who arealso NSI members with their NSI membership number and signatures will have to be appended withthe registration form.Registration form is available on the NSI website (www.neurosocietyindia.org) in the Downloadforms section.
