Random selection (equal chance for all)

Utility and land ownership lists

Stratified, proportionate sample• 40% rural; 60% incorporated areas

• Wanted 50 rural/twns & 30-120 for urban

Mail delivery: early-Sept to mid-October

Local promotion

Up to 5 mail contacts for late/non-respondents
