Description of project and objectives and principles for Full RAP
In 2008, during the conduct of Laguna de Bay Environmental Action Planning (LEAP), this project was among those identified as a priority project for Rodriguez (Montalban), Rizal. In 2010, this project was envisioned by Mayor Cecilio Hernandez and the Sangguniang Bayan to ensure the development and sustainable management of the Pamitinan Protected Landscape (PPL) under the principles of nature-based tourism. More specifically, the sub-project seeks to: (1) Maintain the water quality of Wawa River; (2) Preserve existing significant vegetation and environmental features; (3) Preserve or restore the historical site (4) Facilitate local economic activities; (5) Empower the host community in decision-making processes; and (6) Ensure the attainment of financial self-sustainability. The enhancement and protection of the PPL shall be ensured while providing economic incentives to the local constituents of Rodriguez.
The project is located in Sitio Wawa, Barangay San Rafael, Rodriguez, Rizal. The sub-project’s design is largely based on the directions set in the Preliminary Site Master Plan and Draft Business Plan prepared in May 2003. Covering about 4-hectares of land, the components of the project will include the construction of an Administration Building, International Restaurant, Covenant Hall, Family Picnic Grove and Kiosks, Parking Area, Gorge Walk, Riverbank Protection, Wawa Mini Resort, Mini Plaza, Reed Pond and Puzzle Craze, Crops and Crafts Center and Zipline, and landscaping.
In the course of the implementation of the project there will be 397 families dwelling structures that will be affected by the development of the Eco Park. Of this, 128 families have been relocated to the Phase I—D Kasiglahan Village, Barangay San Jose, Rodriguez, Rizal. This is an existing resettlement area developed and managed by the National Housing Authority (NHA) in the municipality of Rodriguez, Rizal. An additional 64 families were also awarded housing units at Kasiglahan Village, but have not yet resettled at this relocation site. In view of this, the scope of this RAP will be the 64 families who have not moved to their awarded units in Kasiglahan Village and the 205 families still residing on site and have not yet awarded any housing unit (see Annex 1). Those eligible for housing units at the relocation site were the tenured (migrants from 1960’s to 1987) and non-tenured (migrants after 1987) residents to be affected by the eco-tourism sub-project. For those affected families who were awarded more housing units at the relocation

site, the basis of the HPDO were the results of their field surveys and site verification at the sub-project site. To be qualified for relocation, the following criteria must be complied by the affected residents:
1. Must have not owned any property in any urban or rural areas. 2. Must have no record of award in any NHA Housing Project. 3. For extended family members, the house or room being occupied must have a
separate kitchen, bedroom and toilet. 4. Must be included in the HPDO’s Master List of surveyed and verified residents.
The objective of this RAP is to ensure that the affected families will be benefited and are not worse off. Specifically, the RAP shall: 1. Preserve the site as a Protected Area and Wildlife Area in accordance with the
provisions of law. 2. Ensure that the affected families shall be relocated to decent dwelling units. 3. Provide relocation assistance and develop an income restoration program for the
affected families Toward this end, the following fundamental measures will be done:
• Stakeholders will be consulted and special attention will be focused on vulnerable groups such as PWDs, Women-headed households, families with weak tenure rights
• Affected families will be relocated prior to civil works, thus only cleared areas will be eligible for civil works.
• The affected families will be provided with assistance to mitigate their loss income prior to the implementation of income restoration program.
• Preserve the affected families support system and present sources of livelihood by relocating them to the area close to their dwellings.
• The closeness of the relocation site to the present dwellings of the affected families will provide an opportunity to local laborers in the area to be hired in the civil works and construction in the relocation site.
• Designate a commercial area during the operation of the project to provide opportunities to members of the Sitio Wawa community to engage in business activities.
B. Summary of Socio Economic Assessment All the affected families are informal settlers who started occupying portions of the project site in the early 60s. Early settlers were attracted to the sites to cater to local tourists who came to enjoy the Wawa Dam. Many of them became fruit & vegetable traders, small store keepers, seller of seedlings. There were also many environmentally degrading and illegal activities such as kaingin, charcoal making, loggings, treasure hunting and mining and an unauthorized selling of property rights. In addition, majority of the illegal settlers have no sanitary toilets contributing to further degradation of the water system.

As a consequence of urban migration, more people came to live in the project site even though their sources of livelihood are no longer related to the potentials of the place. The inventory of affected persons found in Annex 1 of this report also show that 70% do not have regular incomes. The average income per month per household is Php 3,000 and it ranges from Php 2,000 to Php 4,000. Although there are existing units in Kasiglahan Village many of the residents, represented by Kapitbisig, refused to relocate there because of distance and absence of livelihood. In consultation with this organization a new relocation site has been identified for them. The pictures in Annex 2 show the present state of the affected community
C. Description of resettlement assistance to be provided by the LGU Replacement Settlement
Located in Sitio Sapa, Barangay San Rafael, Rodriguez, Rizal is a 7.5 hectares land, The present owner and the local government unit have agreed for the use of this area as resettlement site for the 269 remaining families on site. When done, the area will also accommodate schools and other basic community facilities now located in Sitio Wawa. Each family will be getting 60 sq. meter lot with a 20 to 25 sq. meter housing unit at minimal costs to them. Materials from the dismantled units in present location will be used by the present owners to enhance their awarded units. An existing spring will be tapped for water supply. An existing Department of Health’s (DOH) program to develop water supply in waterless barangays will be tapped in 2013 as additional source. Electric services are available in the area. The area is within easy walking distance to public transportation.

Income Restoration Programs The following livelihood programs and opportunities will be made available to interested and qualified displaced persons: a) Labors for civil works in Sitio Wawa development. b) Cash and food for work program under the MSWD. c) Skills training program. d) Crops and crafts stall operators e) Job priority hiring in operations and maintenance f) Access to senior citizen’s OSCA benefits g) Manpower hiring through PESO h) Other LGU projects.

D. Consultations with people about acceptable alternatives The Municipal Tourism Office (MTO) in coordination with the Housing and Development Office (HPDO), DENR PAMB and MSWD conducted consultative meetings with Barangay Officials and residents of different barangays affected by the Project. These were done in the community itself on October 15, 2010. Concerns for loss housing and livelihood were voiced out by the residents. All these concerns were each addressed by the MTO, HPDO and DENR personnel and they were apprised of their help to facilitate resolutions to whatever problems may arise during the implementation. Although still apprehensive, majority have agreed to the plan for development of the Wawa Eco Tourism Park and proposed relocation. This is shown in the minutes of this October 15, 2010 consultation together with attendance sheets are in Annex 4 of this RAP. E. Implementation Schedule: The implementation of the RAP will dovetail the schedule of project development and shall be done by phases. The first phase of construction shall be in the area that is not occupied and only those cleared of occupants shall be scheduled for civil works. Shown in Annex 5 is the site development plan at the project site divided into phases and indicating the number of structures per phase. Civil works is expected to start on December 17, 2012 and completion date is expected to be for 180 days. Using this, the target schedule per phase is as follows:
