CHAPTER 1 : INTRODUCTION
1.1 Background of Study
Due to the requirements and frequent flood reported at surrounding area of Jalan 40,
Jalan 30, Jalan 29, Jalan 28, Jalan 26, Jalan Indah 15, 16, 17 & 20, part of the area around
Kg. Selayang Baru, Kg. Selayang Indah, Kg. Selayang Pandang and along Anak SungaiJinjang from confluence to Sungai Jinjang, a study on the flood mitigation was carried
out. Subsequently, to determine and recommend to Jabatan Pengairan Dan Saliran
Selangor various structural flood mitigation measures such as drains / streams capacityimprovement up to detailed design.
1.2 Objectives
The objectives of this project are: -
a) To upgrade the existing drainage system wherever possible in order to reduce or
minimize flood problem. b) To alleviate current flood condition in surrounding kampung areas and
downstream.
1.3 Scope of Works
The main scope of works of the project includes the following:-
a) To identify affected stretches of river bank or drain/stream along Anak Sungai
Jinjang along Jalan 30, Jalan 29, Jalan 28, Jalan 27 & Jalan 26 which are subjected toerosion, collapse of existing rubble wall drain and upgrading the natural earth drain
system.
b) To collect additional data and information required for the detailed designs of the
works, which are to be carried out in next stage. The required data and information
are as follows: -
Hydrological analysis to estimate major and minor storm runoff for the drainagesystem is carried out.
Hydraulic analysis is undertaken to establish flow profiles.
Prepare a program for all necessary engineering surveys and geotechnical
investigation.

c) To propose feasible flood mitigation and drainage improvement works for immediateimplementation to improve or to minimize the study area from flooding. The
improvement and minimizing works include the following: -
Carry out detailed design of the flood mitigation works, upgrading of the existingdrains / streams and any other drain required as well as the relevant drainage
structures for the efficient functioning of the system.
Detailed planning and design of flood mitigations works and structures shall be
compatible with JPS standard practices, best suited to site conditions, economical
to construct and easy to operate and maintain.
The study area covers a length of approximately 1,500.00m of Anak Sungai Jinjang along
Jalan 30, Jalan 28, Jalan 27 and Jalan 26 from confluence to the existing twin box
culvert, (Plate 30 & 31) and the surrounding area. The study area is illustrated in Figure
1 and Figure 2.
1.4 Area of Concerned
(i) To identify affected stretches of river bank/drain/stream along Anak Sungai
Jinjang Jalan 26 and to come up with appropriate new U-shape drain system.
(ii) To identify the bottle neck area at the existing round pipe culvert crossing Jalan29. The location is between Jalan 26 and Jalan 27 (Figure 4, 5 & 6).
(iii) To identify affected stretches of existing rubble wall (Figure 10, 11, 19, 28, 29
& 30) along Anak Sungai Jinjang Jalan 26 and the existing natural earth drain(Plate 21, 24 & 25).

CHAPTER 2 : EXISTING CONDITIONS AND FLOOD PRONE AREAS
2.1 The Study Area
The Study Area is about 1,500.00m long Anak Sungai Jinjang from confluence of
existing twin box culvert (Plate 30 & 31) located at Kampung Selayang Indah in the
municipal of Majlis Perbandaran Selayang.
Based on the observation during the site reconnaissance on 11 March 2009, 12 April
2008 and 22 March 2008, it was found that most the Study Area is within the vicinity ofthe existing housing and commercial buildings area.
The existing two round pipe culvert crossing Jalan 29, near Jalan 26 and Jalan 27 hasbeen identified as a critical area contributing to the flooding during heavy rains. The
section of existing two pipe culverts is inadequate to discharge water from drain/streamalong Jalan 30 during or after heavy rain (Figure 1 & 2).
Part of the existing rubble wall has been collapsed need to be reconstructed or replaced
with U-shape drain along Jalan 26. Some stretches are originally earth drain. (Figure 3 &
4).
2.2 Problems Encountered at Study Area
From the site reconnaissance conducted on 22 March 2008, 12 April 2008, 10 & 11
March 2009 and discussion with JPS Gombak on 11 March 2009, following are some of
the problems encountered and flood prone area along the Study Area.
(i) Flooding at Jalan 29, caused by existing two pipe culverts (Figure 1 & 2).
(ii) Collapse of existing rubble wall along Jalan 26 (Figure 3 & 4)
(iii) Access problem for some stretches along Jalan 28 (Plate 23, 24 & 25)(iv) The existing brickwall fence constructed on drain reserved land (Plate 25, 27 & 30).
2.3 Existing Site Condition
2.3.1 Flooding caused by Two Pipe Culvert Road Crossing at Jalan 29
The Study Area are surrounding with an existing housing scheme and commercialbuildings. The existing old monsoon drain along Jalan 30 & Jalan 40 located in
between commercial building and housings are seen not having any problem to
flow the water(Figure 1 & 2).
Under normal conditions, these two round pipe culverts are seen not having any
problem to discharge water from the upstream old monsoon drain and not causedany flooding problems.

We were informed that the flood occurs during or after heavy rain where the pipe
section is inadequate to discharge water (Figure 1 & 2). The flow capacity
increasingly and caused water overflowing to surrounding area of Jalan 29, Jalan
27 and Jalan 26.
2.3.2 Collapse of existing rubble wall drain and erosion along Jalan 26
A part of the existing drain/stream at this area is still natural earth section with
grass cover and at several locations along the drain/stream especially at turning
area where the drain/stream is subject to frequent scouring effect, the earth sectionis seen undergoing river bank erosion and slope failures is indicated in Figure 3& 4. The failed slope is still not protected and may experience further erosion and
slope failure in future.
The slope protection has been partly displaced and seen scattered around thedrain/stream bed with plenty of rubbish seen trapped in between the collapsed anddisplaced panel which will cause constriction to the flow.
2.3.3 Access problem for some stretches along Jalan 28
There is no access to the some fetches area (Plate 24 & 25). The drain/stream
flows exactly in between of the existing two brickwall fence. The existing
drain/stream at this area is still natural earth section with grass cover (Plate 23, 24& 25) and at several locations along the drain/stream especially at turning area
where the drain/stream is subject to frequent scouring effect (Plate 24), the earth
section is seen undergoing river bank erosion (Plate 19 & 21).
2.3.4 Existing brickwall fence built on drain / stream reserved land
Brickwall fence was constructed along some fetches (Plate 23,24,25,27 & 31)adjacent to the existing twin box culvert (Plate 30) and plantation nursery is
located within drain reserved area (Plate 30).

CHAPTER 3 : DATA COLLECTION AND ADDITIONAL INFORMATION REQUIRED
3.1 Data and Reports Collected
The main source of data and reports for this study area are obtained and furnished by JPSGombak, Majlis Perbandaran Selayang (MPS), and bought from Jabatan Ukur dan
Pemetaan Negeri Selangor, Shah Alam. The data and reports collected for the Study Area
include the following:
(i) Pelan Susunatur dan Tanda Nama Jalan, by Jabatan Perancang Bandar, nMajlis
Perbandaran Selayang(MPS).(ii) Syit Piawai 69D, Daerah Gombak, Mukim Batu, Mukim Bandar Selayang.
(iii) Syit Piawai 77B, Daerah Gombak, Bandar Selayang.(iv)Preliminary Survey Plan provided by the previous contractor.
3.2 Additional Information Required
Additional data and information required for the stage of design, such as:
(i) Survey plan
Detailed topographical survey and cross section along Anak Sungai Udang, Anak
Sungai Jinjang is required to determine the extent of channelisation being
constructed and how the channelisation section affects Anak Sungai Jinjang alongJalan 26 towards the existing twin box culvert. This information shall be provided
by JPS Gombak or a licensed surveyor, who will be appointed by JPS Selangor.
(ii) Detailed Cross-Section for existing pipe culvert at Jalan 29
Details of cross-section shall show level, size and construction materials of two
nos. of the existing pipe culvert. This information shall be provided by JPS
Gombak or a licensed surveyor, who will be appointed by JPS Selangor.
(iii) Detail Cross-Section of existing Twin Box Culvert
Details of cross-section shall show level, size and construction materials of the
existing twin box culvert. This information shall be provided by JPS Gombak or alicensed surveyor, who will be appointed by JPS Selangor.
(iv) Soil Investigation Report
Soil Investigation is required to be carried out to determine the soil properties for
detailed design of new road crossing box culvert, channelization area and slope
protection works. The works shall be carried out by the soil investigationcontractor to be appointed by JPS Selangor. If available, the previous Soil

Investigation Report within the study area shall be helpful or sufficient to obtainthe data.
(v) Previous Topographical Survey of Sungai Udang and Sungai Jinjang
To determine the existing drainage system and the siltation condition due to theurbanisation of the surrounding catchments area, by comparing with the current
survey information.
(vi) Majlis Perbandaran Selayang, MPS.Master plan development for areas along Anak Sungai Udang and Anak Sungai
Jinjang is required to check the extent of development taking place within thecatchment area. Storm management report for development area is essential
information for detailed design.
(vii) Concurrence of Design Parameter
JPSs concurrent is required on the following design parameters or assumptions tobe adopted for the detailed design:
(i) Catchments area to be adopted either pre-development or post-
development or certain percentage to be considered for the post
development due to possible error or flood detention ponds not properlyfunction within relevant development area.
(ii) Design ARI to be adopted for the proposed channelization section andproposed river improvement to the existing Anak Sungai Jinjang.
(iii) Free board to be adopted for the existing bridge crossing (Plate 27).
(iv) Catchments area is obtained from available topographical map assuming
the surface runoff remains unchanged by the urbanization.

CHAPTER 7 : CONCLUSION
The proposed feasible flood mitigation and drainage improvement works for immediate
implementation to improve the study area from flooding is mainly to control flood at sourcepoint before discharging through the existing twin box culvert at CH762.50 to Sungai Jinjang.
Replacement of the existing two pipe culvert crossing Jalan 29 with bigger and suitable section,
proposed 3000W x 2000H box culvert however cannot be carried out due to additional costapproximately RM1.2 million to relocate the existing TM fibre optic cables crossing the road.
Additional scope of works by providing gabion, riprap and hand railing along CH1150.00 toCH1450.00 may also improve the area.
Options to channelize part of the river section along CH00.00 to CH500.00 have been carried outat site. By providing free flow from the upstream may minimize or reduce the flood problems.
Part of the existing rubble wall drain which still in good conditions have been maintained (Plate26, 27, 28, 29 & 30). Make good and repair works have been carried out to the affected stretches.
On top of that, a safety measures have been carried out by installing galvanized hand railing
along the drain. Two reinforced concrete pedestrian bridges located at CH50.00 and CH150.00
have been constructed in order to give access for the public to cross the drain.
Increasing the frequency of desilting work to the existing drain/stream especially along
CH700.00 to CH762.50 should be also adopted by JPS Selangor due to rapid development withinthe Study Area catchments area.
Another big task for JPS Selangor is to educate the public not to use the drain as a dumping area,not to throw any wastages, rubbish or debris direct to the drain. Changes in attitude and mentality
may contribute to better conditions of the drain. It also preserves the fish habitat and may
minimize maintenance cost for clearing and cleaning the drain.
