An offshoot of the Fulbright Economics Teaching Program (FETP), a collaboration between the Harvard Kennedy School of Government and the HCMC University of Economics, the Fulbright School of Public Policy and Management (Fulbright School) is proud to be the leading Fulbright University Vietnam’s academic vanguard and be its first academic unit.

For almost a quarter of a century, the Fulbright School has always been a pioneer and a successful developer of world-class public policy programs in Vietnam. Our success lies in our ability to seamlessly integrate advanced theories and state-of-the-art global knowledge with our deep understanding of Vietnam’s particular conditions. Our vision is to become one of the Asia Pacific’s regional—and eventually global—leaders in providing quality graduate public policy and management education, as benchmarked against exemplary global institutions and the international public service education standards articulated by NASPAA.

FSPPM is devoted to advancing transformative, innovative, and inclusive public policy and management in Vietnam and the region.

We integrate global and local knowledge into our curriculum to train aspiring and practicing professionals, managers, and leaders especially in national, provincial and local government; businesses and state owned enterprises, and universities.

We draw our students from diverse demographic and geographical backgrounds. Graduates emerge as competent professionals with a strong commitment to public service values. KEY MILESTONES

The Fulbright Economics Teaching Program (FETP), in partnership with the Harvard Kennedy School of Government (USA), was founded as a pioneer in education and research in applied economics.

1995

Developed on the foundation of FETP, the first Master in Public Policy program in Vietnam was launched.

2008

The Fulbright University Vietnam (FUV) opened; and FETP was upgraded into the Fulbright School of Public Policy and Management (Fulbright School), FUV’s first academic unit.

2016

The Fulbright School became a member of the Washington, D.C. - based NASPAA, a global Network of Schools of Public Policy, Affairs, and Administration.

2017

The Fulbright Economics Teaching Program (FETP), the predecessor to the Fulbright School of Public Policy and Management, Fulbright University Vietnam, has fulfilled its historic mission as a training center for thousands of officials, both at the national and local levels, during the country’s opening up and transition to a market economy.

The Fulbright School is now embarking on a new mission: how to train the next generation of talented leaders, policymakers and regulators in the art of cooperation and problem solving skills amidst increasingly complex issues facing the country.

With a perfect mix of theorists and practitioners among its faculty members, the Fulbright School not only focuses on the transfer of knowledge, but also on assisting its students in the development of excellent cognitive skills, professional capacities and qualities so they can continue this learning process throughout their career. These will serve as the springboard on which they can further develop their ability to lead, to cooperate effectively and to think strategically. The Fulbright School will continue to contribute to policy efforts to address Vietnam’s pressing challenges through highly applied research as well as rich and diverse policy dialogue.

The collaboration between the Fulbright School and the Harvard Kennedy School originated with the launch of the Fulbright Economics Teaching Program (FETP) in 1995. The Fulbright School’s curriculum has since been modeled on Harvard Kennedy School’s pioneering educational philosophy and training methods in public policy and management.

The Fulbright School’s faculty is the linchpin in all policy dialogues between Harvard University and the government of Vietnam. Over the last ten years, the research groups at the Fulbright School and the Harvard Kennedy School have conducted research and organized executive courses in more than thirty provinces across the country.

Since 2008, the Fulbright School, with funding from the United Nations Development Program, has collaborated with the Vietnamese Government and Harvard Kennedy School to hold the Vietnam Executive Leadership Program (VELP) at Harvard University. This is a forum for senior Vietnamese policymakers not only to engage in discussion with prominent international scholars and experts on global politico-economic challenges but also to focus on critical challenges confronting Vietnam’s economy, institutions and policy.

The Ash Center’s work in Asia, conducted through the Rajawali Foundation Institute, focuses on the role of public governance in solving the complex problems confronting the region’s emerging economies.

The Fulbright School and the other schools of public policy in the region with which we work comprise an important element of the Ash Center’s engagement with Asia. Its faculty possess deep knowledge of Vietnam’s development challenge. This expertise ensures that the Fulbright School’s MPP program is tailored to the conditions students will face when they return to their organizations; it also enables them to pursue a candid and timely dialogue with Vietnamese policymakers.

WHY FULBRIGHT SCHOOL?

THE FULBRIGHT SCHOOL IS LOCATED IN HO CHI MINH CITY – THE UNIQUE MEGACITY, THE LARGEST AND MOST DYNAMIC ECONOMIC HUB OF VIETNAM.

Given its economic vibrancy, social multi-dimensionality, and cultural diversity, this free-spirited southern city has always been the fount of economic reform initiatives for the national economy of Vietnam.

INTERNATIONAL STANDARD PROGRAM

The program is advised by outstanding scholars from the Harvard Kennedy School and leading universities in the world. As Vietnam’s first member of the global Network of Schools of Public Policy, Affairs, and Administration (NASPAA), the Fulbright School delivers high-quality programs that closely follows the highest standards in the world.

CASE STUDY METHOD

The Fulbright School is the first to apply this method to its public policy program in Vietnam.In exposing students to complex real-world situations, this method helps them develop multi dimensional thinking, while honing their analytical and leadership skills. In particular, students have opportunities to discuss these case studies with their authors.

VIETNAMESE AND INTERNATIONAL FACULTY WITH EXTENSIVE RESEARCH EXPERIENCE

This is the Fulbright School’s most treasured asset. Every lecture and case study crystalizes out of our lecturers’ own research, wherein knowledge of policy environment in Vietnam is expertly integrated into regional and global trends. Our faculty actively engages with the public policy community and serves as advisors to both central and local governments across Vietnam.

ACADEMIC PROGRAMS

The program is designed to provide a solid theoretical foundation and practical tools for policy analysis and design. Upon successful completion of this 15-month full time program, students will receive the Master in Public Policy (Policy Analysis) awarded by the Fulbright University Vietnam.

This program focuses on specialized topics such as Public Management, Leadership in the Public Sector, Public Governance, Local Economic Development Strategies, Appraisal of Public Investment, Urban Planning and Management, Local Public Finance, and International Integration and Local Development. Upon successful completion of the program, participants will receive the Certificate of Completion awarded by Fulbright School of Public Policy and Management.

The program is designed to provide a solid theoretical foundation and strong cognitive skills in the area of public leadership and management. Upon successful completion of this 18-month part time program, students will receive the Master in Public Policy (Leadership and Management) awarded by the Fulbright University Vietnam.

The Vietnam Executive Leadership Program is held at Harvard University and provides a forum for senior Vietnamese policymakers and business leaders to engage in a dialogue with leading world experts and scholars on current global politico-economic developments and their policy implications for Vietnam. Upon completion of the program, participants will receive the Certificate of Completion awarded by Harvard Kennedy School.

Vietnam ExecutiveLeadership Program (VELP)

Drawing on the experience of the Massachusetts Institute of Technology (USA), the Fulbright School has made its Open CourseWare (OCW) freely and openly available to all students, researchers, and practitioners in policy-related areas. The aim is to help upgrade and enhance their knowledge of both local and global economic policy issues.

All teaching materials from the Fulbright School are Creative Commons licensed, allowing users to freely modify or adapt the materials for their intended use. The number of downloads and accesses to the Fulbright School’s OCW averages two million annually.

INITIATIVES

Local cooperation initiatives proceed in three steps: analysis of local competitive ability and development strategies; organization of training programs and policy dialogue; and policy consultations based on joint cooperation between local institutions and the Fulbright School.

To date, the Fulbright School has taken these initiatives to numerous cities and provinces in the country, including Tay Ninh, An Giang, Dong Thap, Quang Nam, Bac Ninh, Ninh Binh, Ha Giang. A cooperation project between Fulbright School and the municipalities of Thai Nguyen and Thua Thien Hue will be soon under way.

Additionally, with funding from the Canadian International Development Research Centre beginning in 2018, the Fulbright School has become the host institution for the project “Building research capacity for inclusive public finance for Myanmar”. This project is specially designed for members of Myanmar’s Parliament and senior government officials of Myanmar’s Ministry of Finance and Planning, marking an important milestone in the School’s regional cooperation initiative program.

REGIONAL AND LOCAL COOPERATION PROGRAMS

RESEARCH

Research at the Fulbright School closely tracks the most pressing public policies in Vietnam. Meticulous research conducted at the school, based on empirical evidence, has provided new perspectives and viable solutions to policy challenges in Vietnam as well as other developing countries in Asia. The scientific and practical nature of these studies have enabled the school to engage in productive dialogue with Vietnam’s policymakers and leaders for the sake of public interests and public values. Creatively combining qualitative and quantitative methods, the Fulbright School will continue its studies on institutional reform, macroeconomics, economic restructuring, and environmental economics. At the same time, we will push our research effort into new territory, such as studying the relationship between urbanization and development, regional and local development strategies, the socio-economic impact of climate change and agro-ecosystem change in the Mekong Delta.

THE FUTURE OFFulbright University VietnamThe Fulbright School enjoys a unique opportunity to effect positive change in higher education. Unlikewell-established universities that have to wrestle with decades or centuries of legacy before new innovations can become established, as a young university, the Fulbright University Vietnam can pursue the most innovative ideas and cutting-edge pedagogy relatively freely. The University’s long-standing connection with Harvard University through the Fulbright Economics Teaching Program provides a valuable launching pad for Fulbright’s collaboration with leading universities in the United States and around the world.

At the Fulbright, students are not passive learners. On the contrary, under the close supervision of our faculty members, they are given an active role to play in mapping their own academic path and shaping their own learning experience. This helps develop their critical thinking and professional capabilities and qualities in preparation for their long-term career and success. At our school, each student is an active participant in a learning community that includes faculty, staff, and classmates, who are always interested in and supportive of each other.

To date, the Fulbright University Vietnam is the only university in Vietnam to have received significant financial support from the United States Government. In the past, the United States helped establish top regional international universities, including Tsinghua University in China, American University in Cairo, and American University in Beirut. These universities have been successful because they are deeply rooted in their home countries, and not a “transplant” of American universities.
