The Division of Investigation, U. S. Department of Justice, is charged with the duty of investigating violations of the laws of the United States and collecting evidence in cases in which the United States is or may be a party in interest.

The Division does not have investigat ve jurisdiction over violations of Counterfeiting, Narcotic, Customs, Immigration, or Postal Laws.

However, the Division of Investigation will immediately institute inves­tigations of alleged violations of Federal Laws other than those listed above.

The following list indicates some of the major violations over which the Division has investigativA jurisdiction:-

National Motor Vehicle Theft Act National Bankruptcy Act White Slave Traffic Act Impersonation of Government Officials Larceny of Goods in Interstate Commerce Cases involving transportation in interstate or foreign commerce of

any persons who have been kidnapped Theft, Embezzlement or Illegal Possession of Government Property Anti trust Laws National Bank and Federal Reserve Act Violations, such as embezzlement,

abstraction or misapplication of funds Crimes on any kind of Government reservation, including Indian Reserva­

tions or in any Government building or other Government property . Neutrality violations, including the Shipment of arms to friendly nations

Frauds against the Government Perjury, embezzlement, or bribery in connection with Federal Statutes or

officials Crimes on the high seas The location of persons who are fugitives from justice by reason of vio­

lations of the Federal Laws over which the Division has jurisdiction, of escaped Federal prisoners, and parole and probation violators.

It will be appreciated if information in the possession of law-enforce­ment officials concerning the above listed violations is promptly forwarded to the Special Agent in Charge of the neirest field office of the Division of Investigation, U. S. Department 9f Justice. If the information indicates that immediate action is necessary, telegrams marked "Government Rate Collect"o or telephone calls will be accepted. The address of each of the Field Offices of this Division appears on the inside back cover of this bulletin.

The New Year of 1934 ushers in an era which I trust will go down in history as one marked by an increased vigor and achieve­men.t in the field of criminal investigation and the suppression of crime. I believe that it will, in view of the fact that the general public is crime oonscious as never before.

I wish to take this opportunity of acknowledging the many expressions of appreciation and praise received from my associates and law enforoement offioials throughout this and other oountries and to assure each of you that I am deeply grateful. To the many police and law enforoement organizations and associations whioh 'have passed commendatory resolutions relative to the worlt of

'\ the Division of Investigation, I offer my gratitude and thanks. To all of you I wish a happy and prosperQus year.

The Division of Investigation has experienoed a busy and sucoessful year. You have no doubt noticed the expansion of the "Fugitives Wanted by Polioe" bulletin in which this is published. The Identification Unit has gone well over the four million mark in its total of fingerprint reoord cards. During the past year it added a Single Fingerprint File which at present contains the prints of over three thousand individuals and which is growing rapidly. Its international exchange of fingerprints bas also grown Ôapidly during the past year. The crime statistics work of the Division has received gratifying support from law enforcement officials and its additional data oompiled from fingerprint oards has received universal commendation. The new Federal Kidnaping and Extortion Acts have increased the Division's work to a great extent and I am glad to report 'that all kidnaping cases and the majority 'Of extortion cases handled by the Division during 'the past year were solved. The solution of these cases was effected as a result of the close cooperation and invaluable assistanoe of local law enforce­ment officials. In several instances, the guilty parties were tried in State Courts, with the Division lending every possible aid to the State authorities. The concentrated attack necessary in any successful battle upon crime is admirably illustrated by these cases. The Division of Investigation in September, 1933, as the result of Presidential Proclamation of June 10, 1933, based on the Economy Act of March 20, 1933 took over the investigation incident to all litigation concerning War Risk Insurance policies, formerly per­formed by the Veterans Administration.

It is my firm belief t,hat organizations as well as in­dividuals must either progress or retrogress - there is no stationary point. The Division of Investigation will move forward as in the past and I feel sure that you law enforcement officers will do the same. SYMPATHETIC INKS

Persons who indulge in secret wrl ting for legitimate or ne'farious reet,sons must have invisible or sympathetic ink. In their ohapter on this subjeot, Mitohell and Hepworth-::- say -that both Ovid (43 B.C. to A.D. 17) and Pliny (no doubt the EldertA.D. 23 to 79 ) tell about sympathetio inks. They knew of the use of milk and plant juices for this purpose. Whe!l heated modera-telYt the wri ting turns brown before the paper or parchment begins scoroh, and-thust.o the message beoomes reade,ble. These are but two examples" of seoret inl×s -that are made visible by heating. Some of the materiØls that are used char more easily than paper, but others act upon the pape,r such way the,t thein a writing turns brown, or even jet-blaok."

Without going outside of the homet one oan get several materials for making sympathetic ink that is developed by heat. Any of "lihe following substances can be used, though it must be confessed that some of them are very poor indeed: ,Allmt soda (either baking or washing)t borax, flour boiled with plenty of water, corn sirup thinned with water, soap solution, diluted muoilage, milk, lemon juice, saliva, or storage battery aoid diluted with 10 or 12 volumes of water.

The salts of several metals have long been favorite materials for sympathetic ink. These salts are not all oolorless in the solid form or in strong solution, but solutions so dilute as to make invisible marks on paper can be developed by Buitable means. Among these salts are lead acetatet ferric sulphate, mercuric chloride (corrosive sublimate, dangerous to handle and very poisonous), copper sulphate, cobalt chloride, and nickel chloride. In addition to being turned brown or black by the vapors of ammonium sulphidet writing with any of these saJ.ts can be developed by heat, and still other means can be employed with some of them. For instance, if a ferric salt is used, tannic acid solution will turn the writing black, or potassium ferrocyanide will form Prussian blue.

Of the salts just mentioned, cobalt chloride is in some respec'ts the mos't " interesting. When a water solution of the salt evaporates to dryness, yhe chlo­ride appears in crystals which are red, though not, intensely so. If the solu­tion used as sympathetic ink is very dilute, tpÙ thip layer of crystals left in the paper when the writing dries will not be perceptible. If the writing is kept for some time in quite dry air, or is warmed moderatelYt the cobalt chloride loseÚ most of its " we,ter of crystallizat,ionll and then is so intensely blue that the writing is visible. writing vanish, beoause the blue salt regains its water of orystalliza­tion and turns red. These ohanges baok and forth oan be repeated many times, but if once the secret writing should be heated a little too strongly the paper will char and the writing will be permanently blaok.

As a means of developing secret writing with a variety of substanoes, iodine is interesting. It is preferably used as the vapor from the solid element, though the tincture diluted with water oan be employed. If a thin solution of staroh was used for the writing, iodine will turn it blue. The color disappears after a time and more quiokly by gentle warming. Writing with a solution of soap becomes yellow or br.own because the fatty acids in the soap absorb iodine vapor more readily than the paper does. This color soon disappears, for iodine is so volatile. Copper sulphate and lead ace­tate are also colored temporarily, while marks made with merouric chloride show as white on a background of yellow paper. Finally if the writing was done with distilled water, iodine vapor will color the letters a little more strongly than the background. The water dist rbs the sizing at the surface of the paper and thus allows the iodine vapor to be absorbed more readily there than elsewhere.

In the examination of a dooument suspected of containing secret writing, the first step would naturally be to heat the paper moderately. This may bring out nothing, but it is not apt to destroy the latent evi­dence. Exposure to iodine vapor or to the fUmes of ammonium sulphide might be next in order, though the fUmes from ammonia water could be used. If heat and the various vapors fail, chemical solutions must be tried on seleoted small parts of the dooument. To treat the whole sheet of paper with a reagent that brought no visible result might destroy all ohanoe of developing the writing.

INTERESTING IDENTIFICATION •

FUGITIVE WANTED FOR MURDER IDENTIFIED AS MURDERED

According to advice received in the Identification Unit of the Division of Investigation, a murder was. committed in oanoke, Virginia on Augus.t 21, 1924. An individual known as Percy or Andrew Hansbrough was reported to be wanted for th s crime and a c py of the wanted circular containing fingerprints issued in this case, was re­ferred to the Division for the purpose of determining Hansbrough's whereabouts at a later date.

On December 7 , 1933, the Division received from the Police Department at Columbia, Missouri, the fingerprints of a deceased person who, apparently, had been murdered in an abandoned house in the southern part of Boone County, Missouri. The officials indicated they were at a loss to know the motive of the murder or the identity of the individual. The fingerprints forwarded were taken about five or six days after the murder according to the doctor's estimate of the day of his death. After the fingerprints of the deceased had been classified and searched in the identification records, it was found that he was the same as Hans­brough wanted by the Roanoke officials. The interested authorities were informed immediately of this rather unusual identification.

INTERESTING IDENTIFICATION •

PRISONER HO MURPERED GV4 D WHILE ESCAPING LOCATED THROUGH FINGERPRINT IDENTIFICATION

According to advice reoeived in the Identification Uni t of the Division of Investigation, the apprehension of Alex nder J. Kaminsky was urgently desired by the Sheriff of Hampden County, at Springfi eld, Massachusetts, as well as the Supervisor of the Bureau of Identification , Sta e House, Boston, Massachusetts , in conneotion with Kaminsky's esoape from the Hampden County House of Correct on on .Ootober 22 , 1933" after murdering a guard .

Information appearing in the files of the Identification Unit reflected that Kaminsky had been received in the institution named on September 25 , 1933, to serve a term of 6 months for o arrying a revolver in an auto . His oriminal reoord, however , appears to have started in 1919, when he was placed on probation at New Bri tain, Conne o·ticut for theft . In 1921 he wa,s oommi tted to the Sohool for Boys by the New Bri tain authorities for theft , and in 1925 and 1927 i t is reported that h e was again returned t o the School for Boys. In 1928 he was sente oed .. to serve a te m of one year in the State Farm at Raiford, Florida for breaki g. and n ering , and ,in 192 .h w s received in the State Prison e,t Wethe sfie"ld, .Gonnect cut 'tio serve four to seven years for statutory burglary.

Upon receipt of the advice concerning the murder oommitted by Kaminsky, the usual wanted notioe was placed in the identification files. On November 22 , 19 3 , one Robert Laroy alias Bob Laroy was arr sted ,by . tp.e P,q ioe ynchburg , Virgini ," charged with burglary. Laroy ' s fingerprints were taken and forwarded to the Division of Invest.igation immedi tely" where a se rort of the identification files proved conclusively that Laroy was identioa .witn Kaminsky, ' the fugitive !V nt:ed for,murder by the Mas,sachusetts authorities . Advioe conce ning this iqÿntification was telegraphed at onoe to the Massachusetts and Virginia officials, and acoording to the latest information received in the Identification Uni t, arrangements have been effected to secure the return of Kaminsky to assachusetts for trial.

The identification of the fugitive in this case is but one of the approximately 350 effeoted each month in the Division ' s Identification Uni t .
