Purpose

In accordance with 10 Code of FederaliRegulations (CFR) 70.32(i), American Centrifuge Operating,LLC hereby submits to the U.S. Nuclear Regulatory Commission (NRC) changed pages of theEmergency Plan for the American Centrifuge Lead Cascade Facility as Enclosure 1 of this letter.

Discussion

The changes noted in Enclosure 1 have been reviewed in accordance with 10 CFR 70..32 and havebeen determined not to decrease the effectiveness of the applicable plan. Revision bars in the righthand margin depict changes from the previous revision submitted to the NRC.

Action

No specific action is requested concerning this submittal.

6.1.5 Protective Force Headquarters

The Protective Force Headquarters serves as a focal point for security activities during an emergency.The Protective Force Headquarters is operated on a 24-hour basis and is, therefore, immediately availableto support emergency security operations. The Shift Commander is responsible for coordinatingactivities and communications and performs the following functions:

1. Dispatches protective force personnel,

2. Maintains communications with the protective force officer at the emergency scene,

3. Advises protective force pcrsonnel management, and

4. Advises the BOC staff.

6.1.6 Decontamination Facilities

Specific facilities, resources, and provisions for the decontamination of personnel, vehicles, andequipment are provided. These facilities are located, designed, and equipped to handle potentialemergencies identified in the Plan.

6.1.7 Joint Public Information Center

The JPIC is the designated location for the dissemination of official information about the emergency to

the media and to the public. The JPIC accommodates the following:

1. Coordination of information with interfacing Federal, State, and local organizations and

spokespersons,

2. Press releases and media briefings, and

3. Work space for site personnel, interfacing organization personnel, and representatives of thenews media.

The JPLC is located at the Word Alive Fellowship / Miracle City Academy. JPIC operations aredescribed in designated EPIPs.
