    Saban Military Wife Educational Scholarship

    Provided by

    Operation Homefront and the Womens Self Worth Foundation are proud to announce the Saban MilitaryWife Educational Scholarship.

    The scholarship award is offered to wives of uniformed service members to attend vocational trainingprograms in the medical field. Fifteen (15) $8,500* scholarships and five (5) $10,000* scholarships willbe awarded for tuition for vocational training in one of the following fields: dental assistant, medicalassistant, medical billing and coding specialist, medical insurance technician, patient care assistant/technician, nurse assistant training program, or medical transcription. Two (2) $30,000* scholarships willbe awarded for tuition for vocational nursing programs. The scholarship funds may be used to assistwith tuition expenses only -- no books or other fees included. All funds are paid directly to the educationalinstitution. Twenty-two (22) scholarships totaling $237,500* will be given.*The stated amounts are the maximum amounts awarded under each scholarship, but the actual amount paid out may bedifferent than the stated amount because the scholarship awards may be used only for tuition charges, and not towards books,room/board, class fees or similar charges.

    Grant recipients will be required to participate in twelve (12) hours of community service for each year inwhich they are recipients of grant funds. A recipient may choose any activity she would like to do, aslong as the service is performed on a voluntary basis for individuals and/or groups beyond her immediatefamily. Each grant recipient will be required to submit written confirmation that she has completed hercommunity service requirement at the end of the relevant calendar year.

    Applications will be accepted from March 1, 2011 May 1, 2011. The scholarships will be awarded torecipients on July 1, 2011. Selection for the scholarships will be made by a panel of judges, and theaward will be scored in two areas: the applicants response to the essay question and her commitment tovolunteerism. Applicants must follow instructions carefully and complete the application in its entirety tobe considered.

    ELIGIBILITY:

    1. The applicant must be a legal wife of a military member currently serving on active duty, whetheractive duty, Reserve or a member of the United States National Guard (Members of the Reserves orNational Guard are considered the same as active duty if they have served at least 180 combined

    days of full-time military duty since January 1, 2008).2. The applicant must be accepted by a vocational school in one of the required fields or expect to be

    accepted by the same.3. The applicant must begin using the funds within twelve (12) months of the scholarship award and

    the scholarship must be completed within forty-eight (48) months of the award. All funds will be paiddirectly to the educational institution by Operation Homefront upon verification of enrollment andeligibility status.

    The five-person selection committee is independent of the Operation Homefront Board of Directors.

    The letter of recommendation must be from a nonprofit organization or other group with whom you havevolunteered within the last twelve (12) months.

    TO THE AUTHOR:

    1. Please address the letter to the Operation Homefront scholarship selection committee.

    2. The selection committee recommends that you address the following areas in your letter: averagenumber of hours volunteered on a weekly basis, volunteer duties and importance of those dutiesto the organization.

    3. Within the letter, please note your relationship to the applicant.

    Duties: Will assist soldiers and family members with a variety of administrative, clerical and

    human resources functions within the Military Personnel Division (MPD) at Fort Campbell, KY.

    Will be required to perform any number of the tasks listed in this section. Contractor personnelmay be detailed to augment any of the MPD work centers that support the Installation AG.

    Requirements may change throughout the period of performance based on future installation

    needs.

    Review, audit, and update the Military Personnel File (MPF), to include annual, SoldierReadiness Processing (SRP) and customer requests, to include the MPF of Soldiers in/out

    processing. Inform the Soldier of missing documents and data. The Contractor shall

    process documents, refer actions to other work centers as needed and forward MPFs.The Contractor shall update eMILPO and provide the MPF with current Enlisted Record

    Brief (ERB) or Officer Record Brief (ORB). The Service Providers shall update Recordof Emergency Data (DD Form 93) and Service Member Group Life Insurance (SGLV

    Form 8286), and Enlistment/Reenlistment (DD 4-Series).

    Conduct Soldier Readiness Processing and Reintegration in conjunction with the HQDAPersonnel Processing Guidance (PPG) for mobilization and demobilization. The

    Contractor shall operate military personnel workstations of personnel records review, IDCards and Tags, and population of DD 214s in the Installation Support Module. TheContractor shall complete SRP checklists utilizing Deployment and Reconstitution

    Tracking Software (DARTS), if applicable, for all personnel processed. The Contractorshall identify readiness deficiencies, refer them to the appropriate agency and

    commander, and ensure corrective action is taken for the appropriate military personnel

    workstations.

    Conduct the military personnel assessment and support of units in-processing to theinstallation. The Service Provider shall complete AG tasks specified in the Installation

    Mobilization Plan that include collection of individual mobilization folders, assessment

    of units SRP status, verification of Military Occupational Specialty (MOS) qualification,and assistance to unit Commanders. The Contractorshall complete

    mobilization/demobilization reports and forward to appropriate authorities.

    Conduct Soldier In- and Out-Processing IAW applicable regulations and established localinstallation procedures. This includes conducting in- and out-processing briefings,

    updating the MPF or OPF and ERB or ORB, DD Form 93 and Soldier Government LifeVeterans (SGLV) updates, and obtaining other required records or documents for

    transfer. The Contractor shall utilize Installation Support Module for clearing Soldiersout of the installation.

    Administer Defense Enrollment Eligibility Reporting System (DEERS) The Contractor shall administer DEERS as needed. The Contractor shall assist

    customers, provide advice on eligibility requirements, and process applications todetermine eligibility. The Contractor shall enroll and disenroll personnel in DEERS.

    The Contractor shall research and reconcile DEERS information based on inquiries.

    Prepare ID Cards and CAC to include new issues and replacement of missing andunserviceable cards for eligible personnel only. The Contractor shall prepare ID Cards in

    the rapids terminals or manually if necessary. Process requests for and issue ID Tags to eligible personnel as needed. Prepare for signature and issue letters, DA Form 1602, and agent cards permitting access

    to facilities, to include Commissary, PX, and MWR facilities.

    Issue Geneva Convention Cards to eligible personnel only. For SRP operations, theContractor shall complete 100% within SRP scheduled timeframe. Verify eligibility andissue contractor ID badges in accordance with local policy and maintain a log of issued

    badges with daily updates.

    Process various personnel actions.Personnel actions to include: deployment cyclesupport management actions, Manifesting actions.

    Additional duties as required.Qualifications:

    Minimum 1+ years administrative or human resources experience preferably in an ArmyPersonnel/Human Resource position.

    Must have some familiarity with Army terminology and acronyms, documents andterminology, or Army Reserve and National Guard personnel issues.

    Must have effective verbal and written communication skills. Must have a working knowledge Microsoft Word, Form Flow, Excel and PowerPoint. Must pass pre-employment requirements.
