We are happy to share correspondence with Malta Town Supervisor, Paul J. Sausville and Paul and Maxine Giacobbe. They would like to thank Supervisor Sausville for his interest and hope all supervisors will support and urge county involvement in helping to create the infra-structure necessary to deliver water. September 4, 2012. Dear Supervisor Sausville, I am encouraged by your kind invitation in the Malta Times to share an idea for making Malta an even better place to raise a family and call home. For many years, requests to bring water to Saratoga Lake residents have fallen on deaf ears. We have watched water lines provided for business and economic needs but not for individual tax paying residents. It seems almost unbelievable that in 2012, there are still mem-bers of our community with out access to the basic need of fresh, clean water. For those who have drilled wells, the quality and quantity of water is lacking and the sul-fur content, even after purification is undesirable. So many of us are forced to take our water jugs to Saratoga State Park for the very water we drink in spite of the progress and prosperity in the Town of Malta. In your Malta News it is stated that “the town continues to morph into the 21st Century Malta, a transformation that began 7 years ago”. We have been requesting con-sideration for water for at least 20 years! Water is a basic necessity for “a real town, with a sense of place, a sense of community and a real sense of home”. Hopefully, it is time for the Board to recognize this need, to make the prudent economic move of coordinat-ing the installation of water lines while the equipment and manpower are engaged with the proposed improve-ments in the sewer lines, particularly along the western shore of Saratoga Lake on Silver Beach and Stony Point. Please give us your support in providing a basic necessity for life to your residents. Water would be a positive force in making Malta a better place to live. Sincerely. Paul J. Saratoga Water Services (SWS) is the closest water supplier to Silver Beach/Stony Point area. In 2010 we requested that SWS review the feasibility of providing water for your neighborhood. As you can see from the attached response from SWS dated July 2, 2010 only 39 residents out of 183 surveyed responded to the questionnaire; not all of the 39 respondents with a favorable reply. Mr. Mackay of SWS concluded that the high cost of construction along with an unwillingness by local resi-dents to cover costs, rendered service to the Silver Beach area unfeasible. I am copying the Town Board and Mr. Mackay with our correspondence so that they may be aware of your water supply concerns. Regards,

Thank you so much for taking the time to respond to our letter, which is much appreciated. Is it possible that the response to the feasibility study that you are refer-ring to was influenced by the projected cost of pipe in-stallation? At one time, there were estimates ranging from $15,000 to $25,000 per resident. If pipes were laid by the town, then each resident would bear only the cost of connecting from the road to the cottage/camp/home. There will never be a more economical time than now to provide water pipes while you have the equipment and manpower in place. I am sure that you have heard the complaint before, but lake residents have one of the highest tax assess-ments in the town and also some of the fewest services. Nothing improves the quality of life more than a safe water delivery system. Thanks again for sharing your concerns. You are the only one to respond. Paul and Maxine Giacobbe

Our Lake is in Trouble! “I took these pictures showing the pond behind Stock-holm Road. For decades, it has been a breeding place for fish of many kinds — walleyes, perch, bass and yes, carp. It was, until last year, accessible from the lake by small boats. It can no longer be used for either. Because it is now a stagnant pool, it has become a wonderful breeding place for mosquitos.

Saratoga County Sewer District The Saratoga County Sewer District’s project to up-grade/replace sanitary sewer infrastructure around the Lake will begin this Fall. The project is schedule to be substan-tially completed in early Summer 2014. The work will in-clude upgrading the existing nine (9) pump stations around the lake, replacing sections of existing gravity sewer main, and installing additional sewer forcemains. In addition, the project will also include modifying approximately 170 grinder pumps to make them watertight.

If SLPID is a NY State Agency or Department, then they should already know that there is a requirement on the books that docks and the configuration of the dock as well as the length of the dock have to be submitted to the DEC for approval.

Our dock was registered when it was put in. Quite possi-bly that requirement is not currently being enforced based on what we see with the ever-expanding marinas and condo-like dwellings on the lake. Also, SLPID should know that all motorized boats, including Jet Skis and some sail boats are registered for a given address and that registration has names and addresses tied to it.

Now I know that non motor boats (row boats) and things like kayaks, pedal boats, unmotorized canoes, and racing shells don't have to be registered, but they are part of the general lake traffic as well. Will they be "registered" with SLPID?

It seems like if SLPID wants the Saratoga Lake traffic situ-ation to be better controlled, SLPID should be approaching or lobbying the appropriate state agencies and departments (DEC, State Police, DMV) and target all those non-property owners who launch their "boats.” BTW, even the buoys are registered and have a NY registration sticker on them.

What's the point of all my verbiage? Nobody is going to pay SLPID a cent to register anything, to take pictures or anything like that- — we're already paying for tracking and policing of Saratoga Lake via taxes( State, County, etc). and launching fees every time we launch a boat at the State dock. The launching fee on Saratoga Lake is a joke --- we don't pay any launch fee on the several State-owned launch sites we've utilized on Lake Champlain.

As part of the project, the District’s engineering consult-ant, McDonald Engineering, has mailed easement docu-ments to some property owners around the Lake. These easements are necessary in order for the project to move forward and maintain the construction schedule. Not all properties require an easement, but if you did receive the easement paperwork, please make every effort to sign them, have them notarized and mail them back in the pre-paid postage envelope. If you have any questions, com-ments or concerns, please do not hesitate to contact Exec-utive Director, Chad M. Cooke, P.E., at (518) 664-7396. As mentioned in previous editions of Shore Lines, some ground disturbance can be expected during excava-tions to replace sewer mains. The District and the con-tractor will be making every effort to minimize these dis-turbances. The District appreciates your continued pa-tience and cooperation as we look forward to completing this very important project in order to improve and main-tain sanitary sewer service around Saratoga Lake. Fire Department Progress with Plans for Shared Fire Station

The Malta Ridge and Round Lake volunteer fire companies continue with plans for a shared fire station to be located in the downtown area. These plans are part of a long range strategy to consolidate fire protec-tion services . . . A letter of intent to purchase property located in Parade Ground Village has been agreed to by the involved parties. Plans include forming a not-for-profit corporation which will build and own the fire station. The corporation, to be known as “The Fire Companies of Malta, Inc.” should be in place by mid-September . . . The fire department goal is for construc-tion to begin during 2013 with completion within 1 year. **********************************************

What about the Roundabouts? There is no shortage of roundabouts in Malta. It is important then that both motorists and cyclists know how to safely navigate through them. The general prin-ciple is “Yield at Entry.” A motorist or cyclist must yield to pedestrians and traffic already in the roundabout. The cyclist should proceed as a motorist through a roundabout by merging into the travel lane. Always check over your shoulder and signal your intent to move into traffic. Drivers should not pass a cyclist in a round-about. With some common sense and courtesy, motor-ists and cyclists can share the road responsibly. **********************************************

Malta Sewers to be Upgraded Eighty-five (85) grinder pumps for homes along the western shores of Saratoga Lake On Silver Beach, Man-ning Cove and Stony Point will be raised in elevation 16” and rendered water-tight, thus reducing the likeli-hood of a sewer overflow into the lake. When the entire project is completed late in 2013 or early 2014, the sewer moratorium current in effect on the western shores of Saratoga Lake will be lifted.

Our Lake is in Trouble—continued from page 3 This past week a visitor from Albany attempted to cross the creek at about 7:00 in the morning. He didn't make it. He made it about 2 feet into the creek and began to sink in the muck. My dog Patton began to bark. I followed him to the place where the man was sinking into the MUCK. He was up to his belt line and couldn't move his legs. He was stuck! I tossed him a line, but pull as hard as I could, I had no luck budging him. It took a 911 call and a full Saratoga Fire Department crew to get him extricated. Luckily, he suffered no ill effects from his ordeal.

Notice the cup still in the silt. The man left it after my wife gave him a hot cup of coffee which was greatly appreci-ated. I wonder from where this sediment came. Why has it been collecting recently at such a rapid rate? (It didn't come from the pond) I realize that home owners at the south end of the lake are experiencing a sediment problem, but we in the north end have a similar problem. Our lake is changing and this rate of change has increased in the last few years. “ (submitted by Al McCauley)

HIGHWAY REPORT by Roger Crandall, Malta Highway Superintendent

We were able to accomplish many jobs this summer! We thank you for your patience and understanding during our repairs and paving of town roads.

Please move ALL objects that are in the Town’s Right-of-Way (ROW) for snow removal. These objects include: sprin-kler systems, basketball/hoops, rocks and landscaping. The ROW is about 30 feet from the center of the road. The Town will NOT be responsible for replacing or repairing any objects left within that ROW.

No parking on the streets or 4 feet from the shoulder of the roads from November 1st through April 1st. Your vehicle may be towed and a possible fine of up to $100. Also, it is against the law to plow snow into town roads or across the street onto someone else’s property.

DATES TO KNOW:

~ OCTOBER 15th thru 26th: Brush and tree limbs! Please have them with cut end toward the road. We make ONE trip thru each neighborhood so please have them out by Sunday, October 14th. We are not able to take stumps!

~ JANUARY 8th: We will pick up your Christmas trees! Please have them out by the curb by January 8th. You may also bring them to the Highway Garage for disposal.

CALL US WHEN: ~ a mailbox is damaged during snow plow season – call us and we will fix it (if mailbox needs to be replaced, we use a standard mailbox only)! ~ there is lawn damage from the plows – call us and we will fix it in the spring!

REMEMBER: ~If there is a major storm and you have fallen trees and limbs, we will make a trip throughout the town to pick these up – just have them out by the curbside as soon as you can!

~ There is a shed with salt/sand mix located toward the back of the Highway Garage parking area. You are wel-come to bring a bucket and shovel to take what you need (it is not for commercial use—-residents only). If you have any concerns or questions, do not hesitate to call us at 899-2818. Please keep in mind that we are out on the road often and our secretary is part time so if you get the machine PLEASE leave a message, we will return your call quickly.

Preparing your home for the long winter months . . Fall is the time to prepare winter heating systems in-cluding alternate heat sources. The best defense against winter fires is to have your heating system checked for proper operation. For alternate heat-ing sources such as wood burning systems, make sure the chimneys are clean and free from defects, have them inspected by a reputable compa-ny. The one thing that will save your life if you do have a fire is a properly working smoke detector. Dual sens-ing detectors are the best since they react to both smolder-ing and fast burning fires and make sure they are tested monthly. Did you know that the life span of the average detector is 10 years, after that it should be replaced. Be prepared going into the winter months. For those who have visited over the summer, it was one of the better summers we can remember. Travel safe-ly wherever you go and return safely next year. Did you know that the "Fall" Monarch butterfly is special? It is the 4th generation of the year and lives the longest - approxi-mately 6 months. They migrate south to Mexico or southern California to hibernate. In February or March they find a ma-te, migrate north and east to find a place to lay their eggs; then they pass away and the cycle begins again.

Saratoga P.L.A.N. Opens New Preserve On September 7th, Saratoga P.L.A.N. opened its elev-enth public preserve in Saratoga County, the Rowland Hol-low Creek Preserve. The Rowland Hollow Creek Preserve is a 45-acre pre-serve that includes 3/4 miles of trails that meander through forest with a view of Rowland Hollow Creek. It is part of an innovative conservation subdivision project which created the preserve to buffer the new Meadow Vista Estates development with 45 acres of preserved land, while protecting the water quality and wetlands surrounding the Creek. The project also offers a recreational asset that is open to the general public. A major grant from the Rotary Club of Saratoga Springs funded the trail improvements, entryway, and signage. Midmorning on Sept 1 a raft was spotted floating by our homes midway on Franklin Beach Rd. (the owners were una-ware of the escape). Vince Ruede took action & swam out- but while doing so, the raft drifted farther out towards the middle of the lake. He had a little bit of difficulty maneuvering the raft towards the shoreline. Meanwhile his daughter, Lisa, got into her kayak and headed out to lend a hand and help Vince direct the wayward raft. The raft (belonging to Steve & Jane Masta-itis) returned to shore safely. Another successful Saratoga Lake rescue! (submitted by Donna Hladik)

The recent boating safety class held at Panza’s Restaurant was very well attended by over 30 members. We want to thank Officers Bill Hanrahan and Shaun Rooney (pictured) for offering the course as well as donating their valuable time.

Message to SLPID Commissioner Joe Finn . . . . . . . “I wanted to let SLPID know what an EXCELLENT job your harvesters have been doing this past week on the South End. They started on Thursday and I'm very happy to still see them making passes. The harvester operators have been like surgeons! I took a picture this morning as a comparison and I see literally no weeds on the surface! It's been a tremendous help in allowing us to get our boats out. I've never seen the weeds as bad as they were this year. We were in desperate need of them being here! Thanks for all you do! Hopefully you are able to secure more offload areas and we'll be able to get them cut here much earlier next year. The past two months have really been a struggle.”

“This morning the Harvester was cutting close to shore and between docks from White Sulphur Springs, north about 2 houses plus the cottages.....Then he stopped....... I am about the 4th house north of the cottages and was hop-ing for this kind of cleaning, as I have seen this on the north end of the lake..... What can I do to let the cutters know that I WANT them to cut in close? I see he has now been cutting south of White Sulphur Springs. I even moved my boat close to the shore so he could come as close as possible.... Can someone call him or such......? Commissioner Joe Finn did get in touch with this person and was able to help and answer his questions. One particular paragraph in Joe’s response to this member is worth sharing: “The harvesting crew do a great job in maintaining the lake, along with the harvesters and our (SLPID) treatment efforts. We are very happy with where the lake is today. With the warm weather, the pond weed, called Richardson, was able to double seed this year and is causing many areas to have a very tough year for weeks. In the north we fight this every year. The harvesters are able to capture between 90 and 95 percent of the weeds they cut. The rest will float and depending on the wind direc-tion, will at some point end up on land. I normally pull a number of piles up and out after the harvesters have cut my area. Be assured that the harvesting crew treat all areas equal. No one gets special service be it north, south, east or west.” ******************************

“We support the boat and dock regulations. This is what we have to deal with. The dock in the photo is our neighbor’s from downstate. They hurry to put their dock in on the property line then angle it in the water towards our property. We have a right of way at the property line for a dock. These people own 4 times more property too. If we put our dock in first they butt theirs right up to ours and use our lakefront property as if it were their own.” *********************************************************

I was minding my own busi-ness at Man-ning Cove when this guy grabbed me and pulled me out of the water. It was a violation of my rights and I was to protest against all tur-tle-grabbers! “If floating toilets become a reality on Saratoga Lake, you

The $750,000 Grade 1 Woodward Stakes was won by To Honor and Serve, making it the colts 6th career graded stakes victory. Trained by lake resident and SLA member Bill Mott, the four year old colt turned back Mucho Macho Man in the September 1, feature race of the day.

From the Department of Transportation (you will notice some similarities to the Malta Highway Re-

port, but definitely worth repeating)

Please don’t place/store boat docks too close to the highway. They may interfere with snow plowing ef-forts or they can become an object that an errant vehi-cle may strike.

Please don’t rake leaves into the roadside ditches and

gutters. DOT does not pick these up and they pre-vent proper drainage of the roadside.

During a snow storm or a predicted snow storm,

please do not place garbage cans onto the shoulder area until the last possible moment prior to the arrival of the collector. We realize that this difficult to do, but the snow plow operators cannot always avoid strik-ing these on a narrow highways, such as Route 9P.

Make repairs to your mailbox prior to winter. Locate

it so that it is behind the back edge of the shoulder. Please don’t plow/push/snow plow/shovel snow onto

the Highway. This is against the Law. It may cause an accident and you may be liable.

Update: Saratoga Lake Protection and Improvement District

Lake treatment update. DFWI completed their aquatic weed survey last week. Once they issue their summary re-port (which will be posted on SLPID website (www.slpid.org ) SLPID and ACT will use this report to plan for 2013 treatment. The harvesters are currently (as of 9/7) finishing up at the Sailing Club and will be heading north to work the Saratoga Springs area, Lee’s Park and Franklin Beach area. Bob Hagh estimated that they will be at the Fitch Road take out for around two weeks before heading to the south end for one more sweep around the lake. The harvesting crew will continue to cut into mid Oct. Then they will pull the equipment out of the water and ready it for the winter shutdown. On a personal note, Deborah has always been involved in community events and has served as a volunteer in hometown heroes working side by side with local firefighters helping to teach fire safety to our children. In that capacity, she has been the recipient of such awards as: Colonie Youth Center Summit Award Profiled in 1999 Allstate National Advertising Campaign Regional recipient—Allstate Agency Safety Leadership

award Recipient of the first Fire Safety Commendation Medal

given by the Sons of the American Revolution (the first woman in their history to receive in award).

The Stillwater Free Library’s “Dream Big Read!” 2012 summer read-ing program ended and as a wrap up on 8/26/2012 they held an ice cream social finale. A story was read, everyone made their own sun-dae and Daisy the Clown was there to face paint & make balloon creations. Pictured with Daisy is Takoda Porrazzo.

Stillwater’s Town-Wide Clean-Up

The residents in the Town of Stillwa-ter have the opportunity to beautify their properties. The first of two scheduled clean up opportunities has been scheduled for Saturday, Oct. 27, 2012 at the Town Highway Garage on Lansing Road. The transfer station of non hazardous debris will be collected for a nominal fee from 7:00 A.M. until 2 P.M.

Nothing can be left at any other time!! Accepted items: brush (bundled and nothing larger than 3 in diameter); leaves (bagged); white metal (appliances); furniture and other non-hazardous material; lumber; gar-bage. Items NOT accepted: paint, tar, oil, gas, chemicals or such containers, batteries. Carload: $5 Pick-up: $10 Single Axle Dump Truck: $20 Tires: $2 each PROOF OF RESIDENCE IS REQUIRED!!!
