M ortgage rates are hovering at historic lows largely due to implementation of the third round of quantitative easing (QE3). This program, recently orchestrated by

the Federal Open Market Committee (FOMC) involves purchasing additional agency mortgage-backed securities at a pace of $40 billion per month.

In an additional effort to keep borrowing costs down and spur economic growth, FOMC announced it would continue Operation Twist through the end of the year. The plan entails selling $400 billion in short-term Treasuries in exchange for the same amount of longer-term Treasuries.

The FOMC noted that "these actions, which together will increase the Committee's holdings of longer-term securities by about $85 billion each month through the end of the year, should put downward pressure on longer-term interest rates, support mortgage markets, and help to make broader financial conditions more accommodative," according to a statement.

This is timely news particularly for a housing market that's healthier than many realize. According to Trulia, on average, buying a home is now 45% cheaper than renting in the100 largest metro areas in the nation (providing the homeowner plans to stay in the home for the national average time of seven years). That's a savings of $771 every month!

At the same time, housing prices are now posting solid gains. According to the most recent CoreLogic data, year-over-year home prices have risen 5% since September 2011, the seventh consecutive monthly increase and the largest since July 2006. And according to its most recent Housing Markets Insights report, investment bank Morgan Stanley anticipates a 2012 housing price increase of 7% to 9%.

I t’s January 11 as I write this and today it was colder in Alpine, CA than it was in Minneapolis, MN

25° vs 36°. All I can say is us San Diegans aren’t prepared for this type of weather. When it’s 26° we are

guaranteed to find ice on our car windows. Which of course in my world, is the impetus to post a photo on Facebook of the event. Our household has to use a credit card to clean off the ice on our windshields. We got rid of that nasty old ice-scraper when we left Wisconsin 25 years ago. Of course if you don’t have to be out the door first thing in the am the sun will melt the iciness away. Winter in San Diego County is wonderful despite our bemoaning the “cold” weather. Winter gives us the best sunsets of the year, rain showers provide us with green hillsides. If we want to get to the snow, Julian or the Laguna Mountains are not far away. Soon we will see our beloved California Poppy gracing us with it’s presence come February/March along our freeways. Still after 25 years, I sure do love it here. Even when it get’s a little “cold”.

It’s the new year. I don’t know about you but it feels a little on the surreal side that it’s 2013. We ended 2012 with a threat of falling off the “fiscal cliff”. Drama, drama, drama, the media sells it so well. I will be the first to admit that I was not entirely happy with the package that our representatives passed, however, I was glad to see that the mortgage interest deduction is still safe and that families who have gone through a short sale will not be taxed for the forgiveness of debt by the Federal government. This year promises to be another good year for real estate sales, low interest rate, low inventory, combined with an increase in values, is just the right mix for the market to continue to move upward.

O nce again the season of New Year's resolutions is upon us. How many times have we each set lofty goals only to see them fall by the wayside and we

are back to our old ways of doing things. So this year why not do things a little different?

Recently, a friend shared with me that action steps are required to see goals become reality. Let's see how this fits with regards to home repair and maintenance.

The first thing I always do is list everything I’d like to see done to my house, from soup to nuts, the sky is the limit! Brainstorm things that need repair and items that require regular maintenance, upgrades I want to make. Dream it big and have fun with it.

Next prioritize your list, into necessities and niceties. An example to help you get going is, the peeling and cracking paint on your home would most likely be a higher priority than new outdoor furniture. You get the picture, just keep it real!

Then set a deadline to complete the job.

If it is a big project break it down into smaller doable projects. For example, let's say you want to paint your house. Your weekends are free but you know that you can't accomplish the project in one weekend. And we all know that there is a lot of prep work that has to be done before painting to begin. Break down the exterior of your house into easily identifiable sections or parts; work on completing one section or part at a time. Start with the least visible section of your house (the back porch or the side of the garage). This will “shrink” the immediate goal to an achievable mark for one weekend’s worth of work. It will also give you some practice before tackling the more visible areas of your house, and provide a reference for the amount of time you will need to complete the additional sections.

Complete all your prep on Saturday, and then paint on Sunday. Painting can get pretty repetitive and mundane so keep a good pace to avoid burnout, and always save the front or most visible side of the house for last. If you are really feeling the pressure to finish, turn your project into a party; invite family and friends, crank the tunes, get the grill going, and reward the honest day’s work with refreshing beverages and comfort foods! In no time you will be finishing that project and making some great memories to go along with it.

A well planned job will not only give you a great sense of satisfaction but also save you time and money.

leo carrillo ranch historic park By Barbara Allen

W ant to explore an early California rancho? Hidden in a lush coastal canyon in Carlsbad, the 27-acre Leo Carrillo Ranch

Historic Park was once part of the working Rancho de los Quiotes, or Ranch of the “Spanish Daggers.”

The rancho was built in the late 1930s by Leo Carrillo, a Broadway actor, film star, and most notably as “Pancho” in the 1950s TV series The Cisco Kid. Carrillo wanted property with an old adobe and a water source that he could refurbish and recreate as a rancho to connect to his Spanish heritage. He purchased 1700 acres from the pioneering Kelly family who homesteaded the land in the 1860s. The ruins of a two-story, Monterey-style adobe was used as a base for Carrillo’s hacienda. The ranch later expanded to 2,538 acres.

A peacock, one of forty-two on the property, greets you when you arrive. Stroll along a dirt road from the caretaker’s cottage and listen to the lap of water in the creek below as feathery, white wisps float on the afternoon breeze. Farther along, a sign with the

“Flying LC” brand, designed by Carrillo, welcomes visitors. On the right, the small adobe Wash House served as Carrillo’s temporary home while the hacienda was being built. Carved into the threshold at the entry to the hacienda is Su Casa Amigo.

Wind rustles Queen Ann palm fronds above a sand-covered deck beside the aqua reflecting pool. The cabaña, its original bar and fireplace in place, is where Carrillo hosted parties for his Hollywood friends. A large windmill that pumped spring water into the pool still stands guard.

Traverse a footbridge from the hacienda across the creek, loaded

with cattail reeds. Climb a series of steps to Deedie’s House, a pueblo-style artist retreat, perched on a hill overlooking the hacienda.

Restored pictographs etched into the outside eastern wall of the pueblo by Leo Carrillo include a self-portrait of the owner riding his horse, Conquistador, and a drawing of his wife, Deedie. At the far end of the adobe is an outdoor kiln.

Follow a switchback path from the pueblo, alongside the creek, across another wooden footbridge to the horse stables and a second windmill. Bales of hay sit outside six horse stalls—the largest at the far right, Conquistador’s. On the left are a pigeon roost, storage shed, carriage house, and a cantina, where vaqueros, Carrillo’s ranch hands, relaxed after a hard day.

Located at 6200 Flying Leo Carrillo Lane in Carlsbad, the park is open Tue.-Sat. 9 a.m.–5 p.m. and Sun. 11 a.m.–5 p.m. Free 90-minute guided tours are available on weekends. Two areas of the park can be reserved for private events. For more information, check the City of Carlsbad web site.

I love to help my clients get the most from their vacation by sharing info and tips I've learned over the years about some of the incredible places that have awed me ... the Panama Canal is one of them.

Want to save money (and who doesn't) and fulfill your dream transiting the Canal? In the Spring many ships "reposition" from Winter itineraries to Alaska. Most have to transit the Canal to get there. Pricing for repositioning cruises are always priced better than regular cruises. Better yet while the trip begins in Florida, you complete your usually 14 day cruise in San Diego which means "no flight home." It can't be beat, save money and not have to fly home.

Another good tip! To get the best views of the Canal locks, even if you have a veranda stateroom, it is imperative that you be as far forward as possible. So the bow is the place to be...this is where you can see the locks, their impressive size and beautiful decor. Its truly a magnificent experience.

S ometimes you find great music in the most unlikely of places. On a recent trip to our local 99 Cent store I took

a few minutes to peruse the bargain bin. Much to my surprise I came across an acoustic disc by the name of “Song of the Mississippi, Natural Encounters.” This wonderful relaxing disc combines Old Time Americana with Blues and Dixieland music. It’s been such a hit at our home that it hasn’t been out of the player since I brought it home!

I often hear people say California has no seasons. I disagree. We have Earthquake, Winter Storms, and Wildfire Season.

Here are some steps your family can take to be prepared. It is not comprehensive, just a checklist to get you started.

1. Reverse 911 Cell Phone Registration. If you are no longer using a land line, the Office of Emergency Services (OES) cannot warn you to evacuate. Register every family member’s CELL phone number at oes.ca.gov or readysandiego.org

2. Have a Plan. Where do you meet in case of an emergency? Who do you need to contact? Have an emergency kit for each family member already prepared. Go to ready.gov or oes.ca.gov for checklists. And then, PRACTICE your plan.

4. Water. The rule of thumb is one gallon of water per person, per day. fema.gov

5. Change the batteries in your smoke detector at Daylight Savings time when you reset your clocks. Don’t forget your flashlight batteries as well.

6. Documents and Photos. You can replace furniture and buildings. Photos are irretrievable. Take a home inventory. Keep a copy in a safe deposit box & use a backup program such as carbonite.com or the Cloud. Have a storage container ready to go or use a pre-setup one such as docbox911.com sells. Have a small fire safe for valuables. Take your photos and scan them onto an internet storage site. Store negatives in the same safe deposit box you put the home inventory and documents in.

7. Create and maintain Defensible Space. Trim tree limbs back off roofs and sides of house under the eaves. Clean out the rain gutters. Clean out the garage and take all chemicals and flammables to your city’s Public Works Center or drop them off at a local Household Waste event. epa.gov/ Clear space at least 100 feet from our house. Clear up clutter.

9. Learn CPR and First Aid. Contact your local Red Cross at redcross.org.

10. Pets & Special Needs. For your pets, make sure you have food, water, leash, a crate, medicines, toy, and blanket. hsus.org and ready.gov have ideas & lists. Go to the National Council on Disability at ncd.org to make sure you have the right supplies for the disabled and elderly. Medications are critical to have with you.
