MESSAGE FROM PATRON

1. Directorate of Air Veterans continues to walk the tight rope of meeting the

aspirations of thousands of Air Force pensioners without compromising with quantified

standards. In pursuit of excellence, one is quite likely to fall prey to obstructions. DAV,

for instance, has been operating from a disjointed location wherein its various

constituents are yet to be located under single roof. The quantum of workload has been

on the increase without corresponding enhancement of required resources.

2. However, no constraints has deterred DAV from delivering the best possible

services to our esteemed Air Veterans. DAV has been slowly but gradually making

inroads to reach to our veterans through multiple media. FTT is just one of them, others

being Air Veterans Rallies, Pension Adalats, Job-fairs etc.

3. The element of emotional quotient is very high in our day to day business as we

deal with Air Veterans and their families who have made us proud in the past. As we

understand that we all have to transform into Air Veterans in the days to come, the

sincerity of purpose by all the members of this Directorate is very high. We have been

conducting regular briefings to sanitize the staff to deter straying into callous

bureaucratic tactics while dealing with veterans and their families. Your good words in

response provide significant impetus to work even harder.

4. I assure all the Air Veterans and their families that DAV is always there to lend an

ear to your problems and render all possible help within the framework of laid down

policies.

1. In view of the need of the Defence Forces to maintain physical fitness, efficiency and effectiveness, as per the extant Rules, Defence Service personnel retire at an early age compared to other wings in the Government. Sepoy in Army and equivalent ranks in Navy & Air Force retire after 17/19 years of engagement/service and officers retire before attaining the age of 60 years i.e. the normal age of retirement in the Government. Considering these exceptional service conditions and in the interest of ever vigilant Defence Forces, the pensionary benefits of Ex-Servicemen have accordingly, over time, been fixed.

2. It has now been decided to implement “One Rank One Pension” (OROP) for the Ex-st

Servicemen with effect from 1 July 2014. OROP implies that uniform pension be paid to the Defence Forces Personnel retiring in the same rank with the same length of service, regardless of their date of retirement, which, implies bridging the gap between the rates of pension of current and past pensioners at periodic intervals.

3. Salient features of the OROP are as follows:

(a) To begin with, pension of the past pensioners would be re-fixed on the basis ofstpension of retirees of calendar year 2013 and the benefit will be effective from 1 July 2014.

(b) Pension will be re-fixed for all pensioners on the basis of the average of minimum and maximum pension of personnel retired in 2013 in the same rank and with the same length of service.

(c) Pension for those drawing above the average shall be protected.

(d) Arrears will be paid in four equal half yearly installments. However, all the family pensioners including those in receipt of Special/Liberalized family pension and Gallantry award winners shall be paid arrears in one installment.

(e) In future, the pension would be re-fixed every 5 years.

4. Personnel who opt to get discharged henceforth on their own request under Rule 13(3)1(i)(b), 13(3)1(iv) or Rule 16B of the Army Rule 1954 or equivalent Navy or Air Force Rules will not be entitled to the benefits of OROP. It will be effective prospectively.

5. The Govt has decided to appoint a Judicial Committee to look into the anomalies, if any, arising out of implementation of OROP. The Judicial Committee will submit its reports within six months.

6. Detailed instructions relating to implementation of OROP along with tables indicating revised pension for each rank and each category, shall be issued separately for updation of pension and payment of arrears directly by Pension Disbursing Agencies.

1. Whereas the Central Government has decided to implement One Rank One Pension

(OROP) for the Ex-Servicemen for payment of uniform pension to the armed forces personnel

retiring in the same rank with the same length of service, regardless of their date of retirement,

which implies to bridging the gap between the rate of pension of current and past pensioners at

periodic intervals.

2. Whereas it is necessary to implement the same in an equitable manner keeping in view the

existing pension structure, the conditions of service, the reasons for varying pensions in case of

service personnel of the same rank with the same length of qualifying service retiring at different

points of time as well as the principle of OROP decided by the Government vide Govt. of India letter

No. 12(1)/2014/D(Pen/Pol)/Part-II dated 7.11.2015.

3. Now, therefore, the Central Government hereby appoints a Judicial Committee headed by

Justice L. Narasimha Reddy, retired Chief Justice of Patna High Court.

4. The Terms of Reference for the Committee shall be:

To examine and make recommendations on references received from the Central Government on

the following matters:

(a) Measures for the removal of anomalies that may arise in implementation of the

OROP Letter No. 12(1)/2014/D(Pen/Pol)/Part-II dated 7.11.2015.

(b) Measures for the removal of anomalies that may arise out of inter-service issues of

the three forces due to implementation of OROP order ibid.

(c) Implications on service matters

(d) Any other matter referred by the Central Government on implementation of the

OROP or related issues.

In making its recommendations, the Committee shall take into account the financial impact of its

recommendations.

5. The Committee shall make its recommendations within six months of the date of its

constitution. It may, if necessary, make interim reports on any of the matters mentioned in

Paragraph 4 above.

6. The Committee will devise its own procedure and may call for such information and take

such evidence, as may be considered necessary. Ministries and Departments of Government of

India shall furnish such information and documents and other assistance, as may be required by

the Committee.

7. The Committee will have its Headquarters in Delhi. All administrative support will be

produced by Department of Ex-Servicemen Welfare, Ministry of Defence.

1. The undersigned is directed to refer this Ministry's letter No 12(1)/2014/D(Pen/Policy)-Part-II dated 7th November, 2015 notifying One Rank One Pension (OROP) scheme for Defence Forces personnel. Salient features of the scheme have been mentioned at Para 3 & 4 of above said letter with the provision that the benefit of the scheme shall be implemented from 1.7.2014 to all pre-1.7.2014 pensioners. Para 6 of the letter provides that detailed instructions relating to implementation of OROP along with tables indicating revised pension for each rank and each category, shall be issued separately for updation of pension and payment of arrears by Pension Disbursing Agencies concerned.

2. The undersigned is directed to say that in order to quicken the process of revision of pension/family pension, total 101 pension tables indicating rates of pension/family pension under OROP scheme notified vide this Ministry's order dated 7th Nov, 2015, are appended to this order*. The appended tables indicate revised rates of Retiring/Service/ Special/ Disability/ Invalid/ Liberalized disability/War Injury Pension including disability/war injury element and ordinary/ special/ liberalized family pension of Commissioned Officers, Honorary Commissioned Officers, JCOs/ORs and Non-Combatants (Enrolled) of Army, Navy, Air Force, Defence Security Corps & Territorial Army retired/discharged/invalided out from service/died in service or after retirement. The existing pension of all pre-1.7.2014 pensioners/family pensioners shall be enhanced with reference to applicable table for the rank (and group in case of JCOs/ORs) in which pension with reference to the actual qualifying service as shown in Column-I of the tables subject to maximum term of engagement for each rank as applicable from time to time. The rate of pension of pensioners/ family pensioners drawing pension more than the rate of revised pension/ family pension indicated in annexed tables, shall remain unchanged.

3. The undersigned is also directed to convey that full pension of PSU absorbees who had opted for 100% commutation of pension, shall also be revised under this order with reference to revised pension of the rank determined for regular category of pensioners. However, there shall be no change in restored amount of pension already notified by respective PSAs in their case.

APPLICABILITY

4. The provisions of this letter shall be applicable to all pensioners/family pensioners who had been retired/discharged/ invalided out from service/died in service or after retirement in the rank of Commissioned Officers, honorary commissioned officers, JCOs/ORs and Non-Combatants (Enrolled) of Army, Navy, Air Force, Defence Security Corps, Territorial Army & Ex-State Forces and are in receipt of pension/ family pension as on 1.7.2014.

4.1 The provisions of this order, however, do not apply to UK/HKSRA/KCIO pensioners, Pakistan & Burma Army pensioners, Reservist pensioners and pensioners in receipt of Ex-gratia payments.

METHODOLOGY FOR IMPLEMENTATION

5. All Pension Disbursing Agencies (PDAs) handling disbursement of pension to Defence pensioners are hereby authorized to carry out revision of Retiring/Service/ Special/Disability/Invalid/Liberalized disability/War Injury Pension including disability/war injury element and ordinary/special/liberalized family pension of all pre- 1.7.2014 pensioners drawing

pension as on 1.7.2014 in terms of these orders with applicable rates of dearness relief without calling for any applications from the pensioners and without any further authorization from the Pension Sanctioning Authorities concerned.

6. Where the revised pension as on 1.7.2014 worked out in terms of these orders, happens to be less than the existing pension/ family pension as on 1.7.2014, the pension shall not be revised to the disadvantage of the pensioner.

7. Arrears on account of revision of pension from 1.7.2014 till date of its implementation shall be paid by the Pension Disbursing Agencies in four equal half yearly installments. However, all the family pensioners including those in receipt of Special/Liberalized family pension and all Gallantry award winners shall be paid arrears in one installment.

8. The initial Pension Payment Order (PPO) or its Corrigendum PPO (Corr PPO) indicates rank, group and qualifying service for which the individual has been pensioned. This information is available with Pension Disbursing Agencies as they have revised pension of all such pensioners in the recent past in terms of Government orders issued for implementation of recommendations of Sixth CPC, CSC-2009 & CSC-2012. In case, however, any information regarding qualifying service, rank, group etc., is not available with Pension Disbursing Agencies, such cases may be referred to Pension Sanctioning Authority concerned on the proforma enclosed as Annexure-A*. The Pension Sanctioning Authorities concerned will provide the requisite information from the available records within 15 days of the receipt of request from the Pension Disbursing Agencies.

9. In case of any doubt relating to revision of pension in terms of this order, pension disbursing agencies may immediately take up the matter with nodal officers of respective PSAs details of which shall be notified by Pr.CDA(P) Allahabad in their implementation instructions.

10. The OROP shall be basic pension from 1.7.2014 and therefore, additional pension as applicable to the old age pensioners/ family pensioners on attaining the relevant age (80 years and above) shall also be enhanced by the PDAs from 1.7.2014 or the date from which the pensioner attains the age of 80 years or more, whichever is later.

PAYMENT OF LIFE TIME ARREARS (LTA)

11. If a pensioner to whom the benefit accrues under the provisions of this letter has died/dies before receiving the payment of arrears, the Life Time Arrears of pension (LT A) shall be paid in the following manner: –

a) If the claimant is already in receipt of Family Pension or happens to be the person in whose favour Family Pension already stands notified and the awardees has not become ineligible for any reason, the LTA under the provisions of this letter should be paid to such a claimant by the PDA on their own.

b) If the claimant has already received LTA in the past in respect of the deceased to whom the benefit would have accrued, the LTA under the provisions of this letter should also be paid to such a claimant by the PDA on their own.

c) If the claimant is a person other than the one mentioned at 11(a) & 11(b) above, payment of LTA shall be made to the legal heir/heirs as per extant Government orders.

12. The following elements shall continue to be paid as separate elements in addition to the pension revised under these orders-

i) Monetary allowance attached to gallantry awards viz. Param Vir Chakra, Ashok Chakra etc.

ii) Constant Attendance Allowance, where admissible.

iii) Dearness relief as sanctioned by the Government from time to time.

MISCELLANEOUS INSTRUCTIONS

13. No arrears on account of revision of pension/family pension shall be admissible for the period prior to 1.7.2014.

14. No commutation of pension shall be admissible on revised/additional amount of pension accruing as a result of revision of pension under these orders. However, the existing amount of pension, if any, that has been commuted will continue to be deducted from the revised pension.

15. As a result of these orders, there will be no change in the amount of gratuity already determined and paid with reference to the rules in force at the time of discharge/invalidment/ death.

16. Any overpayment of pension coming to the notice or under process of recovery shall be adjusted in full by the Pension Disbursing Agencies against arrears becoming due on revision of pension on the basis of these orders.

METHODOLOGY FOR REPORTING

17. An intimation regarding disbursement of revised pension shall be furnished by the Pension Disbursing Agencies to the Office of the Pr. CDA(P) Allahabad in the format prescribed as Annexure¬B* to this letter in the following month in which revision takes place. PDAs shall also ensure that an intimation regarding revision of pension is invariably conveyed to the pensioners concerned for their information irrespective of the fact the same is beneficial to them or not. The Public Sector Banks who are disbursing defence pension through Central Pension Processing Centres (CPPC), the progress report shall be furnished by the CPPC of the bank directly to the office of the PCDA (Pensions) Allahabad through electronic scrolls.

18. All other terms and conditions which are not affected by this order shall remain unchanged.

19. This issues with concurrence of Finance Division of this Ministry vide their ID No PC. 1 to 10(11)/2012/FIN/PEN dated 2.2.2016 .

ISSUE OF ELIGIBILITY CERTIFICATE FOR OIL PRODUCT AGENCY/LPG DISTRIBUTION TO ENTITLED

ESM/WIDOWS/DEPENDENT UNDER 'CC1' AND 'GP' CATEGORY

1. The Ministry of Petroleum and Natural Gas has made three Schemes wherein the entitled ESM/Widow/Dependent can get an Oil Product Agency/LPG Distribution allotted. These are as follows:-

(a) Retail Outlet Dealership under 'CC1' category.(b) Regular LPG Distributorship Scheme under 'GP' category.(c) Rajiv Gandhi Gramin LPG Vitran Yojna (RGGLV Yojna) under 'GP' category.

2. Under these Schemes, all the entitled personnel of three services viz Army, Navy and Air Force can take part. To prove their eligibility for participating in these Schemes, they are required to obtain the Eligibility Certificate from the DGR. The desired applicant is required to apply to DGR along with the copies of requisite documents proving their eligibility for obtaining such certificate.

3. Retail Outlet Dealership

The following ESM/Widows/Dependents are eligible under the scheme:-

(a) Widows/dependents of those members of Armed Forces who died in war or in harness due to attributable or aggravated causes to Military Service.

(b) Ex-servicemen who are war disabled/disabled in peace due to attributable or aggravated causes to Military Service.

(b) Able bodied Ex-servicemen.

4. Regular LPG Distributorship Scheme/RGGLV Yojna Scheme

The following ESM/Widows/Dependents are eligible under the scheme:-

(a) War widows/dependents of those who died in war.(b) War disabled/disabled on duty while serving in operational areas.(c) Widows/dependents of those who died in harness due to attributable or

aggravated causes to Military Service.(d) Disabled in peace due to attributable or aggravated causes to Military Service.

5. Based on the guidelines, DGR is required to issue Eligibility Certificate to the entitled ESM/Widow/Dependent for category covered above except in the case of Para 3(c), where the Able bodied Ex-servicemen are to apply directly to the Oil Company along with the copy of Discharge Order or Pension Order. Selection of a Distributor/Dealer under the Schemes is done through draw of lots of all eligible applicants by the concerned Oil Companies.

6. Procedure to apply for Eligibility Certificate

As per the marketing plan of the concerned oil corporation, locations for Retail Outlet, LPG, Kisan Seva Kendra etc. are advertised by oil companies in two newspapers (one English

Daily and one 'Regional Vernacular Daily') having maximum circulation in the Districts in which the dealership/distributorship is to be located. On publication of such advertisement, the applicant is required to apply to the concerned Oil Company within a specified time. Concurrently, the applicant is required to approach DGR for obtaining the Eligibility Certificate which the applicant is required to produce at the time of interview. The various documents for various categories along with the application required to be submitted to DGR are as follows:-

EXEMPTION FROM INCOME TAX

1. The entire Disability Pension (i.e. Disability element and Service element shall be exempted from income tax vide CBDT Instruction F.No. 200/51/00-ITA-1 dated 02 July 2001.

2. Liberalized Family Pension is also exempted from income tax. Family pension is chargeable to tax under the head of “income from other sources” for which there is no provision for deduction of tax at source. Pension disbursing branch need not deduct income tax at source on family pension.

3. As per section 10(18) of the Income Tax Act, pension and family pension of winners of gallantry award such as Param Vir Chakra, Maha Vir Chakra and Vir Chakra is exempted from income tax with effect from Assessment year 2000-2001, any income by way of:

(a) Pension received by an individual who has been in the service of the Central or State government and has been awarded Param Vir Chakra, Maha Vir Chakra and Vir Chakra or such other gallantry award as the Central government may, by notification in the official gazette, specify in this behalf;

(b) Family Pension received by any member of the family of an individual referred in clause 3(a).

PROCESSING OF BILLS FOR REIMBURSEMENT OF EXPENSES INCURRED ON EMERGENCY TREATMENT OF ECHS BENEFICIARIES AT NON EMPANELLED HOSPITALS

Based on the various queries from the environment regarding requirement of various documents for processing of bills for reimbursement of expenses incurred on emergency treatment of ECHS beneficiaries at Non Empanelled Hospitals, it is highlighted that 'Individual Reimbursement Claim' will include the following documents for timely processing of bill at all levels:-

(a) Application of claim by the member(b) Photocopy of ECHS smart card/Registration Slip(c) Emergency Information Report (EIR) issued by ECHS polyclinic/Referral(d) Copy of Admission/Discharge Slip(e) Emergency Certificate issued by treating hospital(f) Summary of case including diagnosis and outcome(g) Bills in original along with a photocopy, including details of

consultation/diagnostic/ Surgery/treatment charges as applicable. Original bill will be verified by treating physician /hospital

i. In case AFV is alive, cancelled cheque of AFV's saving account.

ii. In case AFV has passed away, copy of death certificate of AFV and cancelled cheque of his legal heirs who have preferred the claim. Cancelled cheques are sought to establish authenticity as well as to avoid transcriptional errors.

EX-SERVICEMEN ENTITLED FOR CANTEEN FACILITIES

The following categories of Ex-Servicemen are also entitled for CSD facilities:-

(a) An Ex-Servicemen who retires at his own request after having rendered a minimum of 5 years of service.

(b) An Ex-Servicemen who is released from service honourably as a result of reduction in establishment or after completion of specific period of engagement or on medical ground attributable to Military service.

EXTENSION OF ECHS FACILITIES TO PERMANENT DISABLED DEPENDENT BROTHER AND CHILDREN OF

WIDOWED/SEPARATED DAUGHTER OF A ECHS BENEFICIARY

1. Government has extended ECHS membership to all dependents as applicable in CGHS vide GOI, Min of Def Corrigendum No. 18(17)/2011/US(WE) dated 31 Oct 12, it is pertinent to mention that following category of dependents who were earlier not eligible for membership of ECHS, will also be eligible for it:-

(a) MINOR CHILDREN OF WIDOWED/SEPARATED DAUGHTERS: As per GOI, Min of Defence letter No S11011/32/2011-CGHS(P) dated 19 Jan 12, children of widowed/separated daughters who are dependent upon the ECHS beneficiaries are entitled for ECHS member. The upper age limit for the children will be 18 years and they should be normally residing with the Govt servant/pensioner.

(b) PERMANENT DISABLED DEPENDENT BROTHER: As per GOI, Min of Defence letter No.S11011/13/2012-CGHS(P) dated 25 Jul 13, it has been decided to extend the ECHS facility to permanently disabled dependent brother of a Govt Servant/pensioner without any age limit. Permanent disability means a person with 40% or more of one or more disability. The beneficiaries must be suffering from any one or more of the disability as mentioned below:

(i) Blindness (iv) Hearing impairment (vii) Mental illness(ii) Low Vision (v) Loco Motor Disability(iii) Leprosy-cured (vi) Mental retardation

The eligibility criteria for permanently disabled dependent brother to avail medical facilities under ECHS will be as under:

(i) He must be wholly dependent on the principal ECHS card holder beneficiary.(ii) He should be unmarried and should not have his own family.(iii) The income limit for deciding dependency shall be as prescribed by the Ministry of Health and Family Welfare from time to time and as applicable in CGHS for the time being in force.(iv) He must be ordinarily residing with the primary ECHS card holder beneficiary.(v) All the above conditions are required to be fulfilled for availing ECHS facilities. The ECHS facilities will cease to exist with immediate effect if any one of the above conditions is violated.

INCLUSION OF NON PRACTICING ALLOWANCE (NPA) FOR REVISION OF PENSION/ORDINARY FAMILY PENSION IN RESPECT

OF MEDICAL OFFICERS OF ARMY MEDICAL CORPS/ ARMY DENTAL CORPS/ REMOUNT VETERINARY CORPS

1. Govt of India, Ministry of Defence has issued letter No 1(7)/2014-D(Pen/Pol) dated 31 Jul 15 according to which in case of Pre-96 retired medical officers, who were drawing NPA element at the time of their retirement, NPA @ 25% shall be added to the minimum of the scale of pay as on 01.01.96 subject to the ceiling that pay plus rank pay plus NPA should not exceed Rs 29,500/-.

2. In case of Pre-2006 retired medical officers NPA @ 25% shall be added to the minimum of the pay in pay band plus grade pay and MSP subject to max ceiling of Rs 85,000/-.

SIMPLIFICATION OF PENSION PAYMENT PROCEDURE: SUBMISSION OF CERTIFICATES BY RETIRING ARMED FORCES

PERSONNEL ALONG WITH PENSION PAPERS

GOI MoD Letter No. 3(01)/2015-D(Pen/Pol) dated 25 Aug 15

1. The first payment of pension after retirement gets delayed mainly due to two reasons i.e. (i) due to delay in receipt of intimation by the pensioner that pension papers have reached the PDAs and (ii) due to delay on the part of the pensioner in approaching the bank for submission of undertaking/non-re-employment/re-employment certificate. In order to simplify the pension payment procedure, it has been decided that required undertaking/status of non-re-employment/re-employment after retirement may be obtained by the Services HQrs/Record Offices from the retiring Armed Forces Officer and Personnel along with other documents before his retirement.

2. The undertaking/certificate shall be forwarded to the pension disbursing agencies along with Pension Payment Order by the Pension Sanctioning Authorities concerned in the case of Commissioned Officers and Record Offices concerned in the case of JCOs and ORs following the usual procedure. In case of pensioner drawing pension from agencies other than bank viz Defence Pension Disbursing Office/Treasury Office etc. a copy of cancelled cheque obtained from retiring personnel shall also be forwarded by the Record Offices along with pension payment order to the pension disbursing agencies to ensure payment of pension into the pensioner's account.

3. Hence, all PDAs are authorized to credit the Pensionary Awards notified in favour of the pensioner into his/her bank account as and when due if said undertaking/certificate is received along with the pension documents. The pensioner would no longer be required to visit the pension disbursing agency to activate the first payment of pension. The pensioners will be required to be called to the paying bank branches/DPDOs only if the undertaking/documents submitted by Service HQrs in the case of Commissioned Officers (through PSA)/Record Offices concerned in the case of JCOs and ORs were incomplete. Submission of Certificates prescribed for continuation of monthly pension/payment of dearness relief, shall be followed as hitherto fore.

CENTRALISED PENSION DISBURSEMENT SYSTEM

1 Ministry of Defence, GoI has decided to implement a Centralised Pension Disbursement System for crediting pension directly into pensioners bank account through a Centralised Pension Disbursement Agency (CPDA). The major aspects of the system are outlined in succeeding paragraphs.

2. The new system would be applicable to all pensioners retiring on or after 01 Apr 2016. In the new system only PDA shall be Centralised Pension Disbursement Agency (CPDA), which is being located in OPW Annexe, AFCAO Subroto Park, New Delhi. There is no change in pension disbursement of existing pensioners.

3. CPDA will disburse/revise the pension as per the PPO/Corr PPO issued by PSA i.e. Jt CDA(AF), Subroto Park, New Delhi. The pension would be credited by CPDA every month in the designated bank account of the pensioner. Bank account will have to be linked with Aadhaar Card number. An SMS and email will be sent by CPDA after the payment is released for information.

4. As per the new system for the first payment of pension, the pensioners would be required to approach the nearest designated DPLC/Service Cenre/PAO for identification. Aadhaar based e-Jeevan Pramaan certificate initiated through Jeevan Pramaan portal will also be accepted. In case of death of pensioners, the Life Time Arrears (LTA) and family pension will be released by CPDA. Next of Kin is required to submit forms like CDA 651 and CDA 652 to DPLCs/Service Centres.

5. For annual identification the pensioners are required to report to DPLC's/Service Centres or submit life certificate through Jeevan Pramaan portal. In addition to these centres will also act as grievance handling settlement centres.

COMPILATION OF INJURY REPORT AND ATTRIBUTABILITY CERTIFICATE IN INJURY CASES

1 In case of injury, unit raises Injury Report (IAFF(P)-23) along with opinion of AOC/Stn Cdr/CO with regard to attributability. If opinion in the injury is annotated as attributable to service, the relevant para of the Entitlement Rules to Casualty Pensionary Awards to Armed Forces Personnel 2008 is to be quoted in Attributability Certificate. The cardinal consideration for deciding the attributability in all cases should be some casual connection of the injury to Military Service. The format for attributability certificate (Annexure 'A' to this magazine, page no. 46) must be signed by the AOC/Stn Cdr/CO and attached with Injury Report.

Points to be adhered while raising Injury Report and Attributability Certificate

2. A number of observations are being raised by Pension Sanctioning Authority while processing the disability pension claims, which results in inordinate delay towards finalization of disability pension. In order to avoid observations, few points are to be adhered while raising injury report and attributability certificate.

(a) Correcting fluid not to be used.(b) No cutting/over writing to be resorted too.(c) Any amendment to be duly authenticated by initiating officer.(d) Only original copy of Injury report to be forwarded along with RMB.(e) Duly completed Attributability Certificate in original to be attached with Injury

SCHEMES/PROVISIONS MADE BY THE GOVERNMENT TO IMPROVE THE CONDITION OF THE AGED PERSONS

Ministry of Social Justice and Empowerment

1. The Ministry of Social Justice and Empowerment is implementing a Central Sector Scheme of Integrated programme for Older Persons (IPOP) since 1992 with the objective of improving the quality of life of senior citizens by providing basic amenities like shelter, food, medical care and entertainment opportunities and by encouraging productive and active ageing. Under this Scheme, financial assistance (up to 95% in the case of States of Jammu and Kashmir, Sikkim and North-eastern states and 90% for rest of the country) is provided to Non-Governmental/Voluntary Organisations, Panchayati Raj Institutions etc. for maintenance of Old Age Homes, Respite Care Homes and Continuous Care Homes, Multi-service centres, mobile medicare units, Day care centres for Alzheimer's disease /Dementia patients, physiotherapy clinics for older persons etc. The Programme is mainly implemented through Non-Governmental/Voluntary Organisations.

Ministry of Rural Development

2. Old age pension is provided under the Indira Gandhi Old Age Pension Scheme (IGNOAPS) which is a component of National Social Assistance Programme (NSAP), implemented by Ministry of Rural Development. Under IGNOAPS, central assistance of Rs. 200/- per month is provided to persons in the age group of 60-79 years and Rs. 500/- per month to persons of 80 years and above and belonging to below poverty line (BPL) household as per the criteria by Government of India. State/UTs have been requested to contribute at least the same amount under the scheme.

Ministry of Health and Family Welfare

3. Keeping in view the recommendations made in the National Policy on Older Persons, 1999 as well as the State's obligations under the Maintenance and Welfare of Parents and Senior Citizens, 2007, the Ministry of Health and Family Welfare had launched the National

thProgramme for Health Care of the Elderly (NPHCE) during the 11 Plan period to address various health related problems of elderly people. The basic aim of NPHCE is to provide dedicated health care facilities to the elderly people through State Public health delivery system at primary, secondary and tertiary levels, including outreach services.

4. Major components of this programme, launched in 2010-11, are:

(a) Community based Primary Healthcare approach;

(b) Strengthening of health services for senior citizens at District Hospitals/ CHC/ PHC/ Sub-Centers;

(c) Dedicated facilities at 100 District Hospitals with 10 bedded wards for the elderly;

(d) Strengthening of 8 Regional Medical Institutions to provide dedicated tertiary level Medical Care for the elderly, with 30 bedded wards and Introduction of PG courses in Geriatric Medicines in the these Institutions and In-Service training of health personnel at all level.

5. As on date, a total of 104 districts of 24 States/UTs have been covered under the Programme.

Ministry of Finance, Department of Revenue

6. A number of incentives have been provided under the Income Tax Act, 1961, to a senior

citizen (i.e., an individual, resident in India, who is of the age of 60 years or more at any time during the relevant previous year). Some such incentives are:

i. A Senior Citizen is liable to Income-Tax if his total income exceeds Rs.3 lakh as against the exemption limit of Rs.2.5 lakh applicable in the case of other individuals. An individual resident in India who is of the age of 80 years or more at any time during the relevant previous year is liable to income tax if his total income exceeds Rs.5 lakh.

ii. Any sum deposited in an account under the Senior Citizens Savings Scheme Rules, 2004 is eligible for deduction under section 80C of the Income-Tax Act subject to a limit of Rs.1.5 lakh.

iii. A deduction of Rs.20,000/- (Rs.15,000/- in other cases) is allowed under Section 80D of the Income Tax Act in respect of premium paid to effect or keep in force an insurance on the health of an individual being a Senior Citizen.

iv. A deduction of Rs.60,000/- (Rs.40,000/- in other cases) is allowed under Section 80DDB of the Income-Tax Act on amount of expenditure actually incurred for the treatment of specified diseases in case of a Senior Citizen.

v. No deduction of tax at source is required to be made under Section 193, 194, 194A, 194EE or 194K of the Income Tax Act in case of Senior Citizen if he furnishes to the deductor a declaration to the effect that the tax on his estimated total income of the relevant previous will be nil.

vi. Under the Service Tax law, activities relating to advancement of education programmes or skill development relating to persons over the age of 65 years residing in a rural area by an entity registered under Section 12AA of the Income Tax Act, 1961 are exempt from Service Tax.

Ministry of Railways

7. The following facilities have been extended by Ministry of Railways from time to time to senior citizens:

i. As per rules, male Senior Citizens of minimum 60 years and lady Senior Citizens of minimum 58 years are granted concession in the basic fares of all classes of Mail/Express/Rajdhani/Shatabdi/Jan Shatbdi/Duronto group of trains. The element of concession is 40% for men and 50% for women. No proof of age is required at the time of purchasing tickets. However, they are required to carry some documentary proof as prescribed showing their age or date of birth and have to produce it if demanded by on-board ticket checking staff. Senior Citizens can book reserve tickets across the reservation counters as well as through internet.

ii. In the computerized Passenger Reservation System (PRS), there is a provision to allot lower berths to Senior Citizens, Female passengers of 45 years and above automatically, even if no choice is given, subject to availability of accommodation at the time of booking.

iii. In all trains having reserved accommodation, a combined quota of two lower births per coach has been earmarked in sleeper, A/C 3 tier and A/C 2 tier classes for the Senior Citizens, Female passengers aged 45 years above and pregnant women when travelling alone.

iv. Accommodation is also earmarked for Senior Citizens during specified hours on suburban sections by Central and Western Railways.

v. Instructions exist for provisions of wheel chairs at stations. This facility is provided, duly escorted by coolies on payment as per present practice. Moreover, Zonal

Railways have also been advised to provide free of cost 'Battery Operated Vehicles for Disabled and Old Aged passengers' at Railway Stations.

vi. After departure of the train, if there are vacant lower berths available in the train and if any physically handicapped person booked on the authority of handicapped concession or a senior citizen, who has been allotted upper/middle berth, approaches for allotment of vacant lower berths, the on-board Ticket Checking Staff has been authorised to allot the vacant lower berth to them making necessary entries in the chart.

i. Separate counters are earmarked at various Passengers Reservation System (PRS) centres for dealing with the reservation requisitions received from physically handicapped persons, senior citizens, ex-MPS, MLAs accredited journalists and freedom fighters, if the average demand per shift not less than 120 tickets. In case there is no justification for earmarking of an exclusive counter for any of these categories of persons including handicapped persons or senior citizens, one or two counters depending upon the total demand are earmarked for dealing with the reservation requests for all these categories of persons.

Ministry of Home Affairs:

8. The Ministry of Home Affairs has issued two detailed advisories dated 27-3-2008 and 30-8-2013 to all States Governments/UTs advising them to take immediate measures to ensure safety and security and for elimination of all forms of neglect, abuse and violence against old persons through initiatives such as identification of senior citizens, sensitization of police personnel regarding safety, security of older persons, regular visit of the beat staff; setting up of toll free senior citizen helpline; setting up of senior citizen security cell; verification of domestic helps, drivers etc.

Ministry of Civil Aviation:

9. In order to facilitate the passengers, particularly senior citizens, expectant mothers, passengers with disability, first time travellers etc. all the stakeholders have been instructed to ensure that the following requirements are complied:

i. Airline /airport operator shall ensure provision of automated buggies free of charge for all senior citizens, in the terminal building to facilitate their access to boarding gates located beyond reasonable walking distance at all airports having annual aircraft movements of 50,000 or more. This facility may be extended to other needy passengers on demand basis free of charge.

ii. Airport operators shall provide small trolleys after security check for carriage of hand baggage (permitted as per regulation) up to the boarding gate.

iii. Airport operator shall adequately display information regarding availability of automated buggies and small trolleys in the terminal building at prominent locations including dos and don'ts regarding the same. This shall also be published on the website of the airport operator.

iv. Further, Air India offers 50% discount to senior citizens on the highest economy class Basic Fare. The discount is offered to those who have completed 63 years of age on the date of commencement of journey.

v. Senior citizens can also avail multi-level fares offered by Air India on each sector for travel on domestic sectors, starting from a low level advance purchase fares which facilitate early selling to the highest one.

A two-day Defence Pension Adalat (DPA) on 30 & 31 Jul 15 was successfully conducted by Headquarters Maintenance Command, Nagpur. The event was conducted flawlessly in close coordination with the Audit agencies/authorities involved. Shri Sudhansu Mohanty, Controller General of Defence Accounts (CGDA) was the Guest of Honour. The Adalat received an overwhelming response and approximately 500 pensioners attended the adalat and discussed their grievances.

RANK PAY PHASE – I & II: DETAILS OF NOT PAID CASES

Directorate of Air Veterans has carried out fixation of pays with reference to Rank Pay Phase –I (with effect from 01 Jan 1986) and Phase-II (with effect from 01 Jan 1996). TH1. 4 CII Western Regional Council Meet on IAF Skill Development was conducted at Air Force Station Pune on 04 Sep 15. Heads of more than 40 leading corporate houses attended the conference. After the conference, the participants were taken to the work sites. The main motive of the conference was to showcase the work culture and the skill level of Air Warriors to the corporate world. Many of the participating companies have shown keen interest in employing Air Veterans and many of them have already registered with IAF Placement Cell.

2. Placement Fairs are now being conducted by Directorate General Resettlement on quarterly basis in a year. Two of these fairs in each year are organized by Army and one each by Navy and Air Force at different locations pan India under the aegis of respective Command HQs.

3. First such job fair was conducted by DGR at Delhi Cantonment on 06 & 07 May 2014, second job fair was conducted under the aegis of Naval Western Command at Mumbai on 11 Oct 15. 4. With an endeavor to facilitate more and more avenues for the placement of Ex-servicemen, different job portals have come-up, where in Air Veterans/soon to retire Air Warriors can register themselves. Given below are the details of the portals presently available to an Air Veteran.

(a) The site is maintained by IAF Placement Cell. Air Warriors/Veterans can register after his/her discharge order has been issued by Air HQ/AFRO. After approval of his profile, Air Veteran can login and apply for any job posted on the website.

(b) The site is maintained by Directorate General Resettlement. After registering, individual can attend various job fairs conducted by DGR.

(c) The website is hosted on CII's (Confederation of Indian Industries) servers. After registration, the profile and resume of individuals will be accessible to all the CII members who can search for veterans with required QRs and call such veterans for interviews/appointment.

(d) National Career Service (NCS) is a Govt of India (Ministry of Labour & Employment) initiative. The project is aimed to connect aspirations of youth with opportunities and facilitate registration of job seekers, job providers, skill providers, career counselors etc. The portal has variety of services like information about skill development courses, internship, career counseling, etc. along with other employment related service.

AVM Cecil Parker (Retd)

1. Air Chief Marshal IH Latif, PVSM was commissioned into the (then) Royal Indian Air Force in 1942 and is my senior by a decade in both age and year of commission. This ex-Chief of Air Staff (CAS), Governor of Maharashtra and Ambassador to France is too well known to require any introduction. His life story has been most effectively penned in 'The Ladder of his Life' by an author who knows him best – his wife Bilkees Latif. These recollections are therefore not about his public persona but my personal observations of and interactions with the human being behind the public figure, for nearly 50 years.

2. First a disclosure; Idris Latif was never my commanding officer. We first met in the late 1950s when, as a young Flt Lt QFI, I was posted to a Palam based squadron to look after the flying practice of staff officers on the strength of Air HQ and (then) HQ Opl Comd. I was required to carry out air tests, brief visiting aircrew and give dual checks. Wg Cdr IH Latif was one of them who came regularly and I was deeply impressed with his utterly polite and friendly attitude towards even very junior officers like myself. In the mid 1970s, as a Gp Capt I was in command of our air base in Hakimpet and very involved in the induction of the Polish trainer aircraft (ac) Iskra into our Air Force. Air Mshl IH Latif was then the AOC-in-C of Maintenance Command which had one of their logistics units on my station. He flew down personally to check if I needed any logistics / technical help; if so, I was to call him directly. In the late 1970s, as AOC Adampur, I had a most pleasant visit from Air Chief Marshal & Mrs. Latif and never felt any pressure from having the CAS on my air base. (This was quite in contrast to my one earlier experience of having the CAS visit to my station!).

3. In 1980, while attending the RCDS in London, I was at the Farnborough Air Show seated in the cockpit of the F-16 ac in the static display being briefed by their company representative when I glanced up and saw the CAS of the IAF standing, patiently awaiting his turn. I immediately commenced to leave the ac but he most courteously waved me back. Later, along with our AAs in London and Paris, we had a delightfully informal lunch with families. On my return to India, I was posted to DSSC Wellington where, following the CAS' annual address and visit, he listened patiently to my plans and was most supportive in the improvements I could implement and initiate in our Air Wing there. In 1983-85 as an AVM I was Commandant of our Air Force Academy when His Excellency (HE) Governor of Maharashtra was the Reviewing Officer at one of our bi-annual Graduation Parades. As was the procedure, I had drafted his address for him. With great humility and charm he asked me if I minded his deviating from the draft and went on to deliver a very effective extempore address. In January 1985 both HE and his Begum were gracious enough to attend the marriage reception of my daughter in Mumbai and almost failed to recognize me in a kurta pajama!

4. Since we both retired in Hyderabad we meet frequently at social and professional events as he continues to take interest in the welfare of Air Veterans. Our personal relationship was now more informal after we had shed uniform. One of our mutual Hyderabadi civilian friends once

called me up inviting us to a Dinner he was hosting for 'Idris Bhai' – the very first time I heard the CAS so addressed! I asked him what time the Chief Guest was due as I would need to reach before him as per service etiquette. He laughed and cheerfully enquired as to whether I had not heard of 'Hyderabad's Late Latifs'? I assured him that I had, but this was one Latif who would never be late; he wasn't! Among the senior air officers I met and interacted with in the IAF, my icon for humane attributes and 'tehzeeb' continues to be 92 year old Idris Bhai.

Ex Corporal Wilfred Felix Andrade

1. As the years roll by, walking down memory lane brings back memories of nostalgia and the years gone past. It is now nearly forty two years since I joined the Indian Air Force, taking the first baby steps to don the light green khaki tuckout uniform and the webbing belt with white anklets over black leather boots for parade. The pride of wearing one's uniform still remains in my heart as I grow old with age. I remember the first lines of the song, “you will never grow old”. My first love of joining the Indian Air Force remains till today although my second innings just ended as a Manager in a nationalised bank with a period of service extending thirty years thereafter.

2. It was the Christmas Season in 1973 just before the Goan Carnival. As a young strapping lad of eighteen odd years I left my village home to join the Air Force at a recruiting camp at Panjim, Goa. The branch recruiting officers had arrived from Cotton Green, Bombay. In those days very few Goans joined the services, leave alone the Air Force, in comparison to the Navy. My father, a World War II Veteran from the Royal Navy retired from the Indian Navy as a Lieutenant with a Wartime Commission. Needless to say he took great pride in remembering one of his classmates of yesteryears viz the late Air Marshal Eric Pinto who died in a helicopter crash in Leh, Ladakh in the early fifties. I had passed my Secondary School Certificate examination with Maths, General Science, Physics and Chemistry as my main subjects. I was lucky to be given a choice of trade. Being allotted a trade at recruitment was a novelty in those days. I was preferred as a Radar Operator as I knew what Radar meant.

3. Equipped with a Rahdari Certificate (Railway Warrant) six Goans left Bombay after completion of the necessary formalities to join our respective training establishments at Bangalore and Chennai. Lady luck first smiled on me when I began my ab-initio training at No. 6 Ground Training School, Jalahalli in February 1973. Along with a few boys from Coonoor and Kolar Gold fields I was selected to play hockey for the training squadron team. We Goans are adept at Sports and take to playing football and hockey like a fish takes to water. Our batch was full of trainees who were the sons of retired Warrant Officers. They had a strong will to strive for excellence. Being a sportsman, studies had always taken a back seat in my career and was not my cup of tea.

4. My first posting on completion of training was to a forward post, a small radar unit in a field area at Ferozepur near Punjab border. The Hussainiwala border gave us a lot of courage and inspiration to do our duty. The radar was an Italian make ANTPS1E (Army Navy TPSIE) which had to be wound up after the heating of diesel in winter. It gave us a good look at Lahore, Montgommery and Sargodha airfields in Pakistan. We had to report all enemy air activity to our ADDC at Barnala. The Air Force family at Ferozepur was a small one with a complement of twenty airmen and commanded by Sqn Ldr Mangal Singh AE(L). The Adjutant was a young Fg Offr A Chatterjee AE(L). We were stationed at an abandoned army field unit very close to the border. Our Flight Sergeant or Chiefee was an old timer and a father figure who led by example.

5. The stint at Ferozepur was a memorable one. We underwent air raid warning drills very often as the threat of an imminent war still loomed large after the 1971 war. The qualifying examination to the rank of Corporal with an “A” grade set me off to Jalahalli once again to undertake a conversion course in Radar as a Fitter or Mechanic. Incidentally I still keep my Chevrons of, my winter uniform as a memorabilia though the uniform has now been changed. The Indian Air Force has undergone many cosmetic changes in its outlook but the morale of the airmen still stands high. Once again the hockey bug took over and I joined the station hockey team of the Training Squadron at Jalahalli. I had to opt for a cease training soon thereafter as I refused to sign for an extension of service period.

6. At Shillong, to get maximum radar coverage we were stationed on one of the highest peaks at Shillong, where it rained for nearly nine months a year in those days as Cherrapunji and now Mawsynram lies a few miles away. Some of my fellow radar operators manipulated their leave so that they could enjoy Durga Puja and other festivals leaving us from the Western parts of India to do double and triple shifts in the watch system. The radar unit at Shillong was for the coverage and tracking of Chinese fighter aircraft viz the F6 and F7 who made use of the neck of Sikkim and Bhutan to slip into Indian airspace for their photoreconnaisance activities. The Movement and Identification cabin kept me very busy in my shift as I had a good rapport with the Figher Controllers in our Operations Room.

7. The extreme, treacherous cold climate with chilly winds blowing on the peak during the rainy weather gave us little protection. We wore our winter uniform almost throughout the nine months with woollen gloves, woollen stockings, our great coat and woollen cap and yet shivered to the spine. This was in the year 1978 when the Assam Agitation along with the Bodo movement was in full steam. The strenuous night shifts coupled with the five shifts a day completely took a toll on my health and physique and I collapsed one day in October 1980 while returning to my billet. I was medically relegated to Cat CEE after a visit to Command Hospital at Alipore Road, Calcutta.

8. I was unlucky not to witness any war, skirmish or engagement but enjoyed my stint of eight years and eight months in the Air Force before I was medically released/boarded out in October 1981.

PAY FIXATION OF MUSICIAN TRADE PERSONNEL ON MERGER OF GP 'Z' WITH GP 'Y'

During an internal review at Air Force Central Accounts Office, it was observed that an anomaly existed in the fixation of pay of Musician trade personnel with effect from 01 Jan 06. Pay has been re-fixed in terms of para 5 of SAFI 1/S/08 by taking sanctions from Ministry of Defence, thus benefiting 222 Musicians trades personnel. Arrears have been credited in the IRLAs for May 2015 of affected personnel.

PAYMENT OF PENSION TO GOVERNMENT PENSIONERS THROUGH AUTHORISED BANKS

1. Is it necessary for the pensioner to open a separate pension account for the purpose of crediting his/her pension in authorized bank?

2. Can a pensioner open a Joint Account with his/her spouse?

3. Whether a Joint Account can be continued for family pension after death of a pensioner?

4. Can a pensioner transfer his/her pension account from one branch to another branch of the same bank or to the branch of another bank?

5. Is it necessary for the pensioner to be present at the branch of the bank along with documents for the purpose of identification before commencement of pension?

6. Can the pension paying bank recover the excess amount credited to the pensioner's account?

Ans. The pensioner is not required to open a separate pension account. The pension can be credited to his/her existing savings/current account maintained with the branch selected by

the pensioner.

Ans. Yes. All pensioners of the Central Government Pensioners can open Joint Account with their spouses.

Ans. Yes, the banks should not insist on opening of a new account in case of Central Government pensioner if the spouse in whose favour an authorization for family pension exists in the Pension Payment Order (PPO) is the survivor and the family pension should be credited to the existing account without opening a new account by the family pensioner for this purpose.

Ans. (a) Pensioner can transfer his/ her pension account from one branch to another branch of the same bank within the same centre or at a different centre;

(b) He/ She can transfer his/ her account from one authorized bank to another within the same centre (such transfers to be allowed only once in a year);

(c) He/ She can also transfer his/ her account from one authorized bank to another authorized bank at a different centre.

Ans. Yes. Before the commencement of pension, a pensioner has to be present at the paying branch for the purpose of identification. The paying branch shall obtain the specimen signatures or the thumb/toe impression from the pensioner.

Ans. Yes. The paying branch before commencement of pension obtains an undertaking from the pensioner in the prescribed form for this purpose and, therefore, can recover the excess payment made to the pensioner's account due to delay in receipt of any material information or due to any bonafide error. The bank also has the right to recover the excess

amount of pension credited to the deceased pensioner's account from his/her legal heirs/nominees.

Ans. Yes. The pensioner is required to furnish a Life Certificate/Non–Employment Certificate or Employment Certificate to the bank in the prescribed format in the month of November every year to ensure continued receipt of pension without interruption. The pensioner can also present himself/herself at any branch of the pension paying bank for being identified for issue of life certificate. In case a pensioner is unable to obtain a Life Certificate on account of serious illness/ incapacitation, bank official will visit his/her residence/hospital for the purpose of obtaining the life certificate.

A pensioner having Aadhaar number can alternatively submit e-Jeevan Pramaan, a digital life certificate introduced by the Government of India. For obtaining this, he/she will have to enroll and biometrically authenticate himself/herself by downloading the application generating digital life certificate from the website or other means described on the website. Once digital life certificates in the form of Jeevan Pramaan are fully implemented, pension paying branches will be able to obtain information about the digital life certificate of their pensioner customers by logging on to the website of Jeevan Pramaan and searching for the certificate or by downloading through their Core Banking Systems. Pensioners will also be able to forward to their bank branches by email/sms the relative link to their digital life certificate.

Ans. The account is not allowed to be operated by a holder of Power of Attorney. However, the cheque book facility and acceptance of standing instructions for transfer of funds from the account is permissible.

Ans. The pension paying bank is responsible for deduction of Income Tax from pension amount in accordance with the rates prescribed by the Income Tax authorities from time to time. The paying branch, in April each year, will also issue to the pensioner a certificate of tax deduction as per the prescribed form. If the pensioner is not liable to pay Income Tax, he should furnish to the pension paying branch, a declaration to that effect in the prescribed form (15 H).

Ans. Whenever any additional relief on pension/family pension is sanctioned by the Government, the same is intimated to the agency banks for issuing suitable instructions to their pension paying branches for payment of relief at the revised rates to the pensioners without any delay. The orders issued by Government Departments are also hosted on their websites and banks have been advised to watch the latest instructions on the website and act accordingly without waiting for any further orders from RBI in this regard.

Ans. Yes. As decided by the Central Government (Civil, Defence & Railways), pension paying banks have been advised to issue pension slips to the pensioners in prescribed form when the pension is paid for the first time and thereafter whenever there is a change in quantum of pension due to revision in basic pension or revision in Dearness Relief.

Ans. Yes. A Pensioner is entitled for compensation for delayed credit of pension/arrears thereof at the fixed rate 8% and the same would be credited to the pensioner's account automatically by the bank on the same day when the bank affords delayed credit of such pension/arrears etc without any claim from the pensioner.

7. Is it compulsory for a pensioner to furnish a Life Certificate/Non-Employment Certificate or Employment Certificate to the bank in the month of November? If so, how can this requirement be complied with?

8. Can a pensioner be allowed to operate his/her account by the holder of Power of Attorney?

CASE STUDIES

NON-POSSESSION OF PENSION PAY ORDER

1. XXXXXX Ex-WO ABC was enrolled in Indian Air Force on 27 Apr 1943 and discharged from service on 31 Dec 1958 at his own request on transfer to pension establishment. The individual expired on 23 Sep 1980.

2. In the month of July 2002, a representation seeking for commencement of family pension was received from Smt. Y after a gap of 22 years claiming to be the legally wedded wife of the Late Ex-WO. After scrutinizing the service records of Late Ex-WO, it was found that his mother Smt. Z was recorded as Next of Kin. Since Smt. Y had approached this directorate after a gap of 22 years, the nearest Provost Units were approached to carry out a detailed investigation in order to verify the authenticity of the claim.

3. After verification by the Provost Units, Smt. Y was advised to submit requisite documents to this directorate in order to process her case for grant of family pension. In response Smt. Y showed her inability to produce the PPO number and the details of Pension Disbursing Office of her late husband. Therefore, Provost Units were again approached to help the widow in finding out the PDO details of her late husband. In addition, this directorate also approached O/o PCDA Allahabad for tracing out the PPO number and PDO details of her late husband. However, PCDA Allahabad could not trace out from their mammoth record the required information of the deceased in the absence of PPO number.

4. Numerous letters were exchanged with various agencies to find out the details but in vain. Therefore, the case was taken up with Ministry of Defence to waive off the requirement of PPO number. However, the request was not accepted by Ministry of Defence and O/o the CGDA on the grounds that PPO number and PDO details are the basic audit requirement to establish legitimacy and genuineness of the claim.

5. Finally in the month of Jul 14, after conducting an intensified effort by this Directorate and PCDA (AF) the PPO number of the deceased was traced out at O/o the PCDA (P) Allahabad on the basis of service number. Thereafter, the claim for grant of family pension to Smt. Y was processed and PPO in respect of the widow was issued by PCDA (P) Allahabad.

Case Analysis: Smt. Y had got married with Late Ex-WO after the former got retired from Indian Air Force. Hence presuming that she is not eligible for family pension, Smt. Y approached this directorate after a long span of 22 years after her husband died. It was a matter of sheer luck and the joint efforts put in by this directorate and the O/o PCDA (P) Allahabad that the PPO number was traced out on the basis of service number.

Conclusion: All Veterans are advised to impart essential knowledge about their pension details and documents such as PPO No and details of bank from where the pensioner was drawing pension to their spouse which can go a long way in helping them in gaining their legitimate rights.

1. XXXXXX Ex-MWO(HFL) ABC was enrolled in Indian Air Force on 19 Jun 1963 and discharged from service on 30 Jun 02 on superannuation. The individual expired on 24 Nov 07.

2. The intimation regarding death of Ex-MWO(HFL) was given to this directorate by Sh. X who claimed to be the eldest son of the deceased. He also informed this directorate that his mother Smt. Y had passed away prior to his father's death. This was supported with the copy of death certificate of Smt. Y along with the representation. As per the policy in vogue, for cases where the wife dies prior to the death of husband, the Pensionary benefits and other NE benefits would be transferred to the eldest child who is below 25 years of age or unmarried/divorced/widow daughter if eligible. But, as Sh. X was above 25 years of age he was not eligible for grant of family pension. However, Sh. X was entitled for some financial grants from IAFBA and AFGIS. These grants would be released by IAFBA and AFGIS only on the basis of home death notification issued by this directorate. Since Sh. X had not attached an original/ink signed attested copy of death certificate of Ex-MWO(HFL) in the initial representation, this directorate could not issue home death notification to IAFBA and AFGIS.

3. After various reminders to submit the ink signed attested death certificate, the nearest Provost Unit was approached to visit the house of the deceased and assist Sh. X in forwarding the necessary documents to this Directorate. After a prolonged duration, this Directorate was in receipt of ink signed attested copy of death certificate. Thereafter, Home Death notification was issued to various agencies i.e. IAFBA and AFGIS for release of financial grants to Sh. X.

Case Analysis: In the instant case, Sh. X presumed himself to be eligible for family pension inspite of being over 25 years of age. On realizing the actual facts, the individual showed reluctance in forwarding the ink signed attested copy of death certificate to this Directorate. It is pertinent to mention at this point that once any death intimation/representation is received at this Directorate, it is then dealt in a case to case basis which is monitored on regular basis. Hence, any delay in forwarding the requisite documents by the claimant adversely affects the efficiency of this Directorate and disbursement of financial benefits to the eligible heirs.

Conclusion: On demise of a veteran, the Next of Kin/representative must immediately intimate the matter to this Directorate along with original or ink signed attested copy of death certificate. Frequent errors like copy of death certificate issued in local language (except in English and Hindi), forwarding of Xerox copy of death certificate, forwarding of self attested copy of death certificate etc delays issue of home death notification by this Directorate to IAFBA and AFGIS. Therefore, it further results in late release of financial grants to applicant if eligible.

PRIC-11 Scheme was revised and PRIC-15 has been introduced with effect from 01 Jul 15. The details of the revised scheme are given below:-

A few instances have been reported of fraudulent persons making

telephone calls to Air Veterans informing them about large amount of

money payable to them from AFGIS and requiring them to remit some

advance amount etc.

All Air Warriors, Air Veterans and their family members are hereby

cautioned to beware of such hoax calls and strictly avoid getting enticed

into the trap of fraudsters. If any such call is received, discrete

measures may be adopted to obtain as much information about the caller

name/telephone number/address etc and inform the same to AFGIS.

REVISION OF RATE OF INTEREST ON IAF SOCIAL SECURITY DEPOSIT (IAFSSD) SCHEME OF AFGIS

The Board of Trustees of AFGIS has approved the revision of rate of interest on IAF Social Security Deposit Scheme. The revised scheme will come into effect from 01 Nov 15. Revised rate of interest on non-cumulative scheme is 8.20% per annum and on cumulative scheme is 8.55% per annum. New interest rates would be implemented prospectively and not retrospectively. Thus revised rate of interest will be applicable on renewal of existing deposits and new deposits made on or after 01 Nov 15.

MEDICAL INSURANCE SCHEME (MIS): REFUND OF CONTRIBUTION

1. Consequent to the introduction of ECHS on 01 Apr 03, the Medical Insurance Scheme (MIS) of AFGIS was closed on 01 Apr 2003.

2. Air Warriors who were member of the MIS Scheme and retired from IAF during the period from 01 Aug 1991 to 31 Mar 2003 were advised through various means (letter/print/electronic media) to claim their refund of their contribution.

3. Individuals who have not claimed the refund till date are requested to contact AFGIS with following documents for claiming refund of their MIS contribution.

(a) Medical Insurance Scheme (MIS) card in original.(b) One cancelled cheque with full bank details (A/c No, Address of the bank,

IFSC, MICR code) for direct remittance of payment.(c) Present postal address.(d) Mobile number and E-mail address

REVISION OF HOUSE BUILDING LOAN (HBL) POLICY

The Board of Trustees of AFGIS has approved the revision of the existing HBL policy with effect from 01 Oct 15. The salient features of the new policy are:-

(a) Max Amount: 50 lacs (subject to repaying capacity of applicant)

(b) Repayment: 300 EMIs (max)

(c) Rate of Interest:

The rehabilitation grant under Family Assistance Scheme (FAS) provides monthly assistance to family of deceased Air Warriors for 15 years for death in service. Similar Rehabilitation grant is also paid for a period of 08 years to the Next of Kin of an Air Warrior who dies after retirement subject to the condition that the deceased Air Veteran has rendered a minimum of 20 years of service.

A merit based scholarship scheme, which provides incentive and encouragement to meritorious children (studying in XI or above classes up to Post Graduation) of serving and retired Air Warriors.

Monthly maintenance grant to special children is paid to children of serving and retired Air Warriors with 70% or above disability, up to the age of 30 years. The amount has been enhanced from 18,000/- per annum to 24,000/- per annum with effect from Oct 15.

IAFBA pays an amount of up to 50,000/- to Air Warriors and their families towards medical treatment on the merit of each case, when such facilities are not available through service hospital/ECHS.

This scheme was launched on 26 Mar 2013. Under this scheme, a grant of 7,500/- is paid to widow/NOK with an aim of ensuring decent last rites of the deceased Air Veteran. The grant is paid by the Service Institute of the nearest Air Force Unit to widow/NOK and subsequently reimbursed by IAFBA.

A grant of 50,000/- is paid for daughter's marriage of all deceased Air Warriors. For death after retirement cases, a minimum of 20 years of service is required.

IAFBA extends grant to World War-II Veterans who have served in Air Force and were released without pension on being declared surplus before independence. An amount of up to 4,000/- per month (after deduction of amount paid from State/Central Govt.) is paid for life and extended to the widows after the death of Veteran.

A maximum amount of 25,000/- or 40,000/- is paid to the NOK of a deceased Air Warrior for purchase of trade instrument or as reimbursement of Tution Fee of Vocational/Professional Courses to bereaved wives or orphaned children.

Special scholarship is granted to orphan children of Air Force personnel who die in service. A maximum of two children in a family are entitled to cover expenses on their tution fee till completion of class XII. Amount of 3,000/- per month for boarders and 800/- per month for day scholars is granted.

1. The Hon’ble President of India, Shri Pranab Mukherjee, awarded the prestigious President’s Standard to No 18 Squadron and No 22 Squadron on 28 Nov 2015 at a grand and befitting ceremonial parade at Air Force Station Hasimara. The President’s Standard is awarded to operational Units based on their past record and achievements during peace as well as hostilities. The Commanding Officer of No 18 Squadron, Group Captain KJ Singh and the Commanding Officer of No 22 Squadron Group Captain Sandeep Singh received the Standards. The Parade was commanded by Group Captain KJ Singh, CO 18 Sqn.

2. 18 Squadron AF was formed at Ambala on 15 April 1965 with five Gnat aircraft and eleven pilots under the command of Wg Cdr AL Michael. The Squadron is endowed with a rich history and a formidable operational legacy. The Squadron took on the role of the ‘Defenders of Kashmir Valley’ during the 1971 Indo-Pak war and carried out extensive flying towards escort duties and also mounted a near continuous day time Combat Air Patrol. On 14 December 1971, fighting bravely & valiantly, alone in his Gnat, against PAF Sabres, Flying Officer NJS Sekhon laid down his life. He was decorated posthumously with the highest gallantry award of the nation, the ‘PARAM VIR CHAKRA’ for sublime heroism, supreme gallantry, flying skill and determination above and beyond the call of duty displayed in the face of certain death. 18 Squadron remains the only Squadron of the IAF with a PVC awardee. The Squadron operated an improved version of Gnat ‘The Ajeet’ from May 1980 onwards. In 1981, Sqn Ldr Rahul Dhar was awarded ‘SHAURYA CHAKRA’ for carrying out a dead stick landing after an engine seizure. The Squadron bid farewell to ‘Ajeets’ in December 1988 at Bagdogra.The Squadron was resurrected at Hindon with the formidable MiG-27 ML aircraft in June 1989, thus entering the supersonic era. In 1996 the Squadron moved from Hindon to Kalaikunda and soon after it was designated as the first dedicated Night Strike Squadron of IAF. In January 2010, Flt Lt M Arora was awarded ‘SHAURYA CHAKRA’ for recovering an aircraft after a canopy burst at an altitude of 10.5 km during a supersonic run, despite grievous injuries and hostile environmental conditions in the cockpit. The Squadron has also participated in several international exercises at Kalaikunda with the French Air Force, United States’ Air Force, Royal Singapore Air Force and Royal Air Force. In the year 2013, the Unit was additionally entrusted with the task of towing the banner target for air to air firing and on 19 September 2014 the Squadron finally moved to its present location, Hasimara. Since its inception, the ‘Flying Bullets’ has received three Shaurya Chakras, one Vayu Sena Medal (Gallantry), nine Vayu Sena Medals and four Mention-in-Dispatches in addition to the Param Vir Chakra awarded to Flying Officer NJS Sekhon.

3. 22 Squadron Air Force, then called as the ‘Hell’s Angels’ was raised on 15 Oct 1966 at Air Force Station Bareilly as the eighth Gnat Squadron of the IAF. In December 1969, the Squadron moved to Kalaikunda where it was tasked for Air Defence Role during the 1971 war. Here, the Squadron drew first blood for IAF by shooting down three intruding F-86 Sabre jets in a single four aircraft mission on 22 Nov 71. Thus the ‘Hell’s Angels’ found a special niche in the history of Indian aerial combat when they proved their mettle as the most successful and destructive fighter Squadron of the IAF in the 1971 War. For its daring performance, the Squadron was re-christened as the ‘Sabre Slayers’. All three pilots who shot down the F-86 Sabres; Flt Lt MA Ganapathy, Flt Lt RA Massey and Fg Offr D Lazarus, were awarded Vir Chakras. The Squadron was awarded Battle Honours during the Indo Pak conflict of 1971 for “Air Offensive for Liberation of Bangladesh”. In April 1986, the Squadron received its official crest and was renamed as ‘SWIFTS’, the Squadron motto being “COURAGE TRIUMPHS”. In February 1990, the Squadron converted to the MiG-27 ML aircraft at Hasimara. The Squadron was deployed for Op Vijay in 1999 and for Op Parakram in 2001-02. On 08 August 2001, ‘SWIFTS’ became the first fighter Squadron to land at Lengpui airfield in Mizoram. The Squadron was relocated to Kalaikunda in the year 2012, but moved back to Hasimara in August 2014. In the recent years, the Squadron has won various air to ground gunnery competition trophies and has participated in various international exercises with foreign Air Forces thus remaining at the forefront of professional excellence. The number of honours and awards which have been bestowed on the unit and its personnel bear a testimony to this fact. The Squadron continues to render yeoman service to the nation in the best traditions of the Indian Air Force. The Commodore Commandant of 22 Sqn, Air Mshl PP Reddy Vayusena Medal ADC, CISC and Air

Vice Marshal TD Joseph Vayusena Medal Vishist Seva Medal, AOC Adv HQ Pune, Commodore Commandant of 18 Sqn graced the occasion.

Air Chief Marshal Arup Raha Param Vishisht Seva Medal, Ati Vishisht Seva Medal, Vayusena Medal, Aide-de-Camp, Chief of the Air Staff and Chairman Chiefs of Staff Committee, Air Marshal C Hari Kumar Air Officer Commanding-in-Chief, Eastern Air Command, Air Marshal BBP Sinha Air Officer-in-Charge Administration along with other senior defence and civilian dignitaries witnessed the ceremony. The President also released a First Day cover for No 18 Squadron and No 22 Squadron during the ceremony.
