GENERAL ORDERS NO. 6 December 2016 1. The Department is still in the process of relieving Post Commanders for failure to have a Post
representative at two (2) consecutive meetings. Please be aware of your duties under Section 218 of the National By-Laws.
2. Specially designed Calendars have been mailed to every Post and Auxiliary member that paid for a
calendar last year. It is hoped that members will keep and use these calendars. All donations received are used to fund the V.F.W. Claims Office at Fort Snelling. Suggested contribution is $10.00, but any contribution will be graciously accepted. For those who do not wish to keep the calendar, we ask that you return it to the Post so the calendars can be sent to the Veterans Hospital and Veterans Homes. (Please do not confuse this Calendar with the MNVFW Charitable Association Raffle Calendar.)
3. Wednesday, December 7th is the 74th Anniversary of Pearl Harbor Day. All Posts should fly their Flag
at half-mast during the daytime hours. (Include in your prayers, those Veterans that served during this very traumatic time in our history.)

5. The Annual Department Midwinter Banquet will be held at the Minneapolis City Center at 7:00 P.M. on
Saturday, January 21, 2017. Tickets must be ordered on the form included in this mailing. All tickets will be reserved seating. (Tables of 10 with a limit of 400 tickets available at $28.00 per person.)
6. The Gambling Seminar this year will be on Friday, January 20, 2017, from 2:30 P.M. until 4:00
P.M., in Ballroom 4. The Council of Administration will meet at 6:00 P.M. on Friday, January 20, 2017 in Ballroom 4 and at 9:00 A.M. Saturday, January 22 in Ballroom 4. The Finance Committee will meet at 1:00 P.M. on Friday, January 20, 2017 in Chase Boardroom. Members expected to attend committee meetings that weekend will be notified in writing.
7. CONTRIBUTIONS BY POSTS: Attention is directed to the Hospital Recreation Fund for 2016-2017.
Posts that have not sent in their contribution should do so immediately. Suggested contribution is $50.00 or more per Post. These funds are used for the Hospital Emergent Needs Program.
8. All Post, District and Department Officers are reminded that their membership will be delinquent if their
2017 dues are not paid prior to January 1, 2017 or by their Annual Dues date. Should these Officers fail to pay their Dues, they will be removed from Office by the National Commander.
9. In order to comply with Minnesota statues on Gaming, an Assistant Quartermaster as Gaming Manager
may sign and keep the Gaming records and report monthly to the membership at the Post meeting. (The financial records and bank statements of the Gambling Manager should be turned over to the Post Quartermaster and Post Trustees on a regular basis for purpose of Audit.)

11. Enclosed is an order form for Ads in the Mid-Winter Conference Booklet, deadline for accepting ads
is December 21, 2016. 12. The Midwinter Housing reservation form which was in last month's and this month's General Orders is
to be sent DIRECTLY to the Minneapolis City Center in Minneapolis, MN. You need a form for each reservation made. (Copies of the form will be accepted.) If more are needed, contact Department Headquarters. No reservations over the phone will be accepted. Forms were also available in the Gopher Oversea'r and on our Web page at www.mn.gov/vfw .
13. The 2017 State V.F.W. Bowling Tournament will be held in Sauk Rapids hosted by VFW Post #6992.
The tournament is hoped to take place in January. Watch for Forms on our webpage, E-Blasts and in the January General Orders.
14. Post Commanders are asked to refer to their 2016-17 Commander's Leadership Reference Guide,
when ordering any military equipment, ceremonial rifles or ammunition. (The Commander's Leadership Guide is now located online and is NOT mailed to the Post Quartermaster). If you do not have access to the National Web Page, please contact Department Headquarters and we will send you any form or information in hard copy.
The formal written request is to be addressed and mailed to the Adjutant General at VFW National
Headquarters, and must be completed and signed by the Post Commander, Post Quartermaster or Post Adjutant and include the proper information as outlined in the Leadership Guide. It is requested that a Post not go through their Department Headquarters. This only slows down the processing and creates unnecessary paperwork for the Department personnel.
Any correspondence that does not follow the correct procedure, meaning it is not from the Post Officer
or does not include the necessary information, must be returned back to the Post for proper signature and/or information before it can be submitted to the appropriate governmental agency. Because of the other numerous requests the governmental agencies receive each week, this obviously greatly delays the time period in which the VFW Post receives their equipment.
15. The Department has developed a ‘password’ protected portion of the State Web Page
(www.mn.gov/vfw ) for certain forms, manuals, General Orders, etc. These passwords were sent to Post Commanders and Quartermasters in July. Should you have questions, please do not hesitate to contact Department Headquarters.
16. The V.F.W. Charitable Association is conducting a Calendar Raffle to assist the Department of Minnesota with various Program expenses. Please contact Department Headquarters for Raffle Calendars and details. This Calendar Raffle should not be confused with the Calendar that is mailed from V.F.W. National Headquarters.

TEACHER OF THE YEAR
Now that post Patriots Pen and Voice of Democracy competition is about Complete, time to put the same zeal in promoting the Teacher of the Year program competition as you do for those programs. We have some 2,600 public, private & catholic schools in State of MN, including charter and home schools with approximately 55,300 individuals licensed by the MN Department of Education to teach in those schools. There should be at least one teacher in each grade level that promotes Americanism in their classroom and community. Christmas is just around the corner…
Do you know of a teacher that has his/her class send cards or care packages to deployed soldiers?
Does that teacher have a veteran, who may have been one of their students, visit the class and talk to students?
How about one who invites a veteran to visit and read to them or visit and answer questions?
These are just several things they do to promote Americanism. Let’s get those teachers nominated. Remember the deadline for posts to receive nominations is February 15, 2017.

Help your Post Sell Poppies: All you do is stand (A chair if needed) and say Hello to people at a given location, as they approach. Older folks know what the Poppies are, and will purchase one. Young people will ask what they are. Briefly tell them about Flanders Field, about our boys who died and are buried there, and that Poppies grow across the Cemetery. Tell them their donation stays local, doesn’t go to Washington D.C. People really appreciate that very much!
Promote Poppy’s on Veterans Day. Many Schools and Churches have events around Veterans Day. And Promote Poppy’s at your Post Home.

COMMUNITY ACTIVITIES
“We are beginning our 9th Month of Community Service Reporting. We are still pushing for that 100% of Posts in the Department reporting. At this moment we have 24 Posts that have not submitted at least one report at this time. The old saying “Like Pulling Teeth” just to get a single report goes without saying. Memorial Day, 4th of July, POW‐MIA Recognition Day, Veterans Day, Funerals, Aid‐to‐Others are but a few of things that all of us know these Posts have done and are doing. Just not reporting it. 1st District: 3 Posts; 2nd District: 3 Posts; 3rd District: 3 Posts; 5th District: 1 Post; 6th District: 5 Posts; 7th District: 3 Posts; 8th District: 3 Posts; 9th District: 3 Posts. It won’t take much and we’ll meet that goal. I’ve already asked District Commanders to contact the Posts in question. I’ll start contacting them personally shortly. But, we are going to be 100% by the Mid‐Winter C of A! Thank you to each of the 195 Posts that have contributed reports this year to date”.

Comrades, Midwinter is approaching fast. All posts that are 100% in membership and in good standing on the Thursday before midwinter starts will be entered into a $1,000 National Convention stipend drawing. They will also get an additional ticket in the drawing for every percent over 100%. As of November 7th there were 9 posts at 100% or better. Many posts are within a few members and many more are within striking distance. The drawing will be held at the Midwinter membership seminar. If the winning post is unable to attend that post will receive $500 toward their membership fund. The remaining $500 will go into future drawings in March and May. There will also be another $1,000 post drawing in March and a $1,000 recruiter stipend drawing in May. Remember that to be considered an All State Commander you must be represented at all District Meetings. And, to be considered for All American you must be named All State. I hope to see as many comrades as possible at the membership seminar at Midwinter. And also at the Midwinter Banquet to honor our Voice of Democracy and Patriots Pen winners. Fall is just around the corner and time when comrades think of huntingseason. It is time for us to, again, be willing to help our less fortunatecomrades who reside in our Veterans Hospitals and Homes.
Last fall, we served approximately 1,800 Pheasant Dinners at the cost of over $9,000.00. Dinners were
served in 14 different veteran’s facilities.
Pheasants for Hospitalized Veterans, is a “dedicated” fund used for these dinners in the Veterans Hospitals and Homes.
The gambling board has given us permission to use some of these funds for other items for veterans in our VA Hospitals and Homes. Last year,we helped our veterans with donations to these programs also - Trolling for Troops (some Disabled Vets will get to fish with a professionalfisherman), Disabled Veterans Deer and Turkey Hunt (St. Cloud VA helps make this available for Disabled Vets to hunt at Camp Ripley), andMOC Venison Feed.
Last year, a total of 28 VFW Posts in Minnesota donated $100 or more. This is great! However, considering this is a Legal donation from your gaming funds, I think we could all consider giving additional funds tohelp our less fortunate comrades.
To those Posts who have never given to this project, why not consider a donation this year? A huge THANKS to those Posts (and Auxiliaries) who have donated; and maybe, a word of encouragement to increase yourdonation this year (if possible).
Remember that it could be one of us who might need help in the future.

4. MyVA311: Last week, VA launched 1-844-MyVA311 (1-844-698-2311) as a 24/7 one-stop information service platform for all VA services. Veterans, families and caregivers who call MyVA311 can be connected to disability, pension, health care eligibility, enrollment, and burial benefits, the veterans crisis line, the homeless veterans helpline and to a self-service locator to find the nearest VA facility. This is an effort to ensure veterans no longer have to know what number to call for specific programs and services, instead, veterans can call MyVA311 and be connected to the correct call center. If you know what number you’re calling – keep calling it. None of the existing VA numbers will go away. 5. MIA Update: The Defense POW/MIA Accounting Agency announced the identification of remains of four Americans who had been missing in action from World War II and Korea. Returning home for burial with full military honors are: -- Army Pfc. Daniel Hunt, 18, of Columbiaville, Mich., will be buried Dec. 2 in Phoenix, Ariz. On Sept. 28, 1951, Hunt was a member of Company A, 1st Battalion, 9th Infantry Regiment, 2nd Infantry Division, fighting in Korean border area often referred to as Heartbreak Ridge. Hunt was reported missing in action after a series of battles. A Valuable Training Tool to Help Your Post to Succeed – Let’s Call
it Your “VFW Tool Bag”
In 2014, the Veterans of Foreign Wars launched a VERY Valuable Educational Tool for all Posts and Members. This ‘tool bag’ will be an ongoing process of Educating our Posts and how they do business. It is requested that EVERY Post attempt to take ad-
vantage of this Educational tool. If your Post cannot get access to a Computer or the Internet, please contact Department Headquarters and we will copy everything to a DVD and send it to your Post.
Here is the ‘online’ process: On your Computer, go to your Internet Browser and go to www.vfw.org. Find the ‘LOGIN’ in the upper right hand toolbar. Click on the LOGIN. On the LOGIN page type in your email address and password. If you do not have a Member or Quartermaster account, you must create one by following the instructions under ‘Create an account’. (If you need help with this process, please contact Department Headquarters.) The next page will the ‘MY VFW’ page. Under ‘General Member Tools and Resources’, you will find ‘VFW Training Hub’. Click on VFW Training Hub and select the Training Session that will best satisfy your Post needs. We suggest that you review them all and have them in your “VFW Tool Bag” to be used when needed. Should you need any help or have questions, please do not hesitate to contact Department Headquarters at 651-291-1757 or [email protected] . Our Minnesota VFW Posts & Auxiliaries do a great job of supporting the Veterans Homes throughout the State. However, we all know how tough it can be to accomplish everything that should be done
with a limited budget. As a result, we are establishing the ‘MNVFW Donation Challenge’.

YOU: Post/Auxiliary makes a Donation
o Must be $25 or more per Post/AUX at any given event o Turned in at Registration during Fall Conference, Midwinter Conference and/or State
Convention (or mailed to VFW Headquarters to arrive BEFORE the event) There are benefits to simply donating the minimum $25 and an incentive to donate more…
o Any group donating at least the minimum will be in prizes drawings o Post or Auxiliary that donates the MOST $$ will receive a BONUS leveraging entire Donation
Challenge funds to the Veterans Facility nearest their Post WE:
VFW Headquarters will hold drawings at each event o ALL Posts & Auxiliaries donating at least the minimum $25 at an event will be included

Is my add layout correct? -A full page is just that: 5 x 8. -For a Half page layout and a Quarter page is at the bottom of this document.
How can I guarantee the best Quality for my ad? -Send it to us electronically either in a CD or Email. -If you send it in hard copy, print your ad in the highest quality setting your printer can go and have it print in a gray scale NOT color. Also try not to fold your ad. -It is always advisable to send us originals not copies.
Does my Ad look good in a Gray Scale? -Light colors such as red and yellow do not look good in a gray scale.

* * * * * RULES FOR V.F.W. COLOR BOOK CONTEST IN SCHOOLS * * * * * 1. Show sample of the color book to grade school principal for the approval to distribute to 1st, 2nd or 3rd graders for the coloring contest. 2. After determining the number of students in the grades suggested by the principal or teachers, immediately order that number of books from VFW State Headquarters, Rice Street Station - PO Box 17146, St. Paul, MN 55117. The cost is only $.50 per book, plus postage. 3. After the coloring book contest is approved by the principal and teachers, determine if the Post and/or Auxiliary should provide the judges. We should offer to provide the judges so as not to overburden the teachers. 4. When choosing judges, most likely in your Post, Auxiliary or the local neighborhood, you could find two or three judges who have some knowledge of art or education. Be sure to avoid any conflict - don’t choose judges who have students in the grades being judged in the color book contest. 5. WHAT IS THE SCOUT OF THE YEAR PROGRAM?Annually, the Veterans of Foreign Wars of the United States awards three individuals who are: Eagle Scouts, Girl Scout Gold Award recipients, Venture Summit Award recipients and/or Sea Scout Quartermasters who have risen above their peers in exemplifying the qualities of that rank. Awards are as follows: $5,000 1st place National scholarship $3,000 2nd place National scholarship $1,000 3rd place National scholarship
AM I ELIGIBLE?To be eligible for the award, the candidate must:
• Be a registered, active member of a Boy or Girl Scout Troop, Venturing Crew or Sea Scout Ship.
• Be the recipient of the Eagle Scout Award, Girl Scout Gold Award, Venture Summit Award or Sea Scout Quartermaster Award.
• Have demonstrated exemplary citizenship in school, Scouting and community.
• Have reached his or her 15th birthday and be enrolled in high school or home schooled at the time of selection.

WHAT ARE THE DEADLINES?• Deadline for entry to VFW Post is March 1.
• One candidate with full entry criteria must be submitted by a VFW Post to the next level of judging by April 1. The VFW Department (state) Scouting chair-man can provide this information.

WHO MAKES UP THE VFW SCOUTING TEAM?The backbone of Scouting in the VFW is the VFW Scouting Team. These VFW members are deeply involved in Scouting, most with decades of experience.
Appointed by their Department commander, they are responsible for promoting Scouting in their state. They are available to encourage Posts to sponsor units, support units and individual Scout projects. They should be the Department’s “expert” on all phases of Scouting. Many Departments have multiple members of the VFW Scouting Team, but every Department should have at least one individual to promote the values of Scouting to youth and to the VFW itself. The Employer of the Year Award is given each year in recognition to employers whose policies and achievements in hiring, promoting, and training of veterans, with special emphasis on disabled veterans, is outstanding. VFW COMMUNITY ACTIVITIES RECORD BOOK CONTEST
Post will compete with other Posts of similar size. Divisions for competition are as follows: DIVISION I - Posts with less than 100 members DIVISION II - Posts with 101 to 500 members DIVISION III - Posts with 501 or more members Division will be determined by the total members reported by National Headquarters from the prior year on June 30, 2016. Community Activities record books are permanent records of one year’s community service work. After the contests they may be put to practical use in promoting membership, proof of charity expenditures, and display to the community.
CONTEST GUIDELINES
1. Record books should contain community service projects that are completed during the period April 1 through the following March 31.
2. BOOK SIZE: Should be no larger 12 by 16 inches nor more than three inches thick. Make two or more volumes if thicker
than three inches. Number each volume, e.g., Volume I; Volume II, etc. 3. FASTENER and COVER: If books have metal posts, steel is preferable to brass or aluminum. If covers have
decal’s, place self-adhesive clear plastic over the decal’s so they will not be damaged during shipping and handling. Please use superior quality page dividers and index tabbing; the extensive handling that the record books experience must be con-sidered.
4. CLIPPINGS AND PHOTOGRAPHS: Show dates and captions. Include supporting information. 5. ACCOUNTING OF EXPENSES: In a brief statement show how money was spent for each category (one to two pag-
es at the most for each category), 6. ARRANGEMENT OF BOOK: Enter each project by category. (Chronological or month by month listing makes your

PREPARING A RECORD BOOK Posts and Auxiliaries carry on many projects which are of public service. The best way to tell the story of your Post and Auxilia-ry’s work in the community is through a Community Activity record book that contains evidence of the many projects and pro-grams your Post and Auxiliary perform. From the respective sections of the Community Service Record book, the following pro-grams will be judged: Americanism, Youth Activities and Safety. (There is NOT a separate Record book Contests for Amer-icanism, Youth Activities and Safety). The contents of your record book should be so arranged and in such detail that it tells the story of each project, clearly and completely, to those who may read and judge it. Posts and Auxiliaries should combine their community activity programs into one book or one set of books. The Post and its Auxiliary are judged as a unit. Creditable community service projects will usually fit into one or more of the categories that are listed in the Community Activi-ties guide booklet. Select and list each project in only ONE category. DO NOT duplicate. Remember, compile your book so the judges can easily read and evaluate the facts. Do not assume the judges are familiar with your Post or area. In other words, make your record book as complete as possible for it must “tell the story” of your com-munity service. Attach all entries in the book securely, Make bindings strong and yet flexible so the books may be opened easily and fully. In-dex or summarize the activities and projects that are included in the book. The index or summary should be placed in front of the record book or at the front of each category or section. The entry form provides vital information to the Department judges concerning the number of members in your Post; the number of projects you have completed; the number of people who have benefited; the amount of money and time that has been spent (both Post and Auxiliary) and the size of your community. Top winners in Department judging are those Posts and Auxiliaries who have performed, recorded, and entered evidence of their community activities.
COMMUNITY ACTIVITY RECORD BOOKS ARE DUE IN DEPARTMENT HEADQUARTERS

WHO, WHAT, WHEN, WHERE, HOW and WHY are very important words in telling any story. By answering these questions you will help yourself in preparing an award winning record book. Consistent winners start early in gathering data to place in the record book. They maintain a file of newspaper clippings, pic-tures, photo copies, etc. If you live in an area where it is difficult to obtain newspaper articles of your Post or Auxiliary’s community activities, keep a camera handy. ONE PICTURE CAN REPLACE A LOT OF WORDS. Record books are judged solely on the contents of the community service projects that are reported. It is not necessary to prepare an expensive or costly book. Record books are judged by their contents and not by their cover.
EVALUATING A RECORD BOOK Listed on the check sheets are the principal categories which are found in the Community Activity Guide booklet. Each cate-gory is further subdivided into additional subheadings. Each record book is evaluated thoroughly. A detailed study is made of the entries therein. Each creditable activity or project is recorded and scored. Points are given for each acceptable project that is reported. Several factors determine the point value that is awarded each project. They include (1) the extent to which the project is developed; (2) the effort, time and funds that have been expended; (3) the completeness or detail in which the project has been described and (4) the number of non-affiliated persons who have benefited by the project. When all of the projects have been evaluated and recorded on the check sheet, the points are then totaled to establish the final rating of the record book. Sometimes entries are re-examined several times to make certain they have been properly evaluated.
CATEGORIES FOR RECORDING PROJECTS The Community Activities Program is divided into SIX general categories: (1) AMERICANISM & COOPERATION WITH OTHER ORGANIZATIONS; (2) SAFETY; (3) AID TO OTHERS; (4) SCHOOL AND CHURCH ASSISTANCE; (5) YOUTH AND VOICE OF DEMOCRACY; 6) HOSPITAL/BLOOD. Your Community Service Record book SHOULD be put together in this order. When making up a record book it is advisable to group your projects and programs into one of the above categories. If a project qualifies for more than one category, select and list it under one category. It will be given credit, regardless of wheth-er it is listed under the proper category. For example: Lite-a-Bike could be listed under categories one (Safety) or five (Youth and Voice of Democracy). Do not duplicate your efforts by placing them in each of the categories. Remember, when compiling your community service record book you are telling a story of your work to judges who generally are not familiar with your efforts or community. The easier it is for the judges to read the facts, the easier it is for them to evaluate your work. Remember, also if you enter your record book in other competitions, the judges will be less likely to know about the VFW Community Activities Program. Just like composing a good letter, let your record book present the story so there will be no misunderstanding. There will be two Posts in our Department that will be selected as National Outstanding Community Service Posts. The award includes a plaque inscribed with the name of the VFW Post and it’s Auxiliary (if applicable), a $600 stipend to cover part of the 2016-2017 Post Commander’s expenses to the National Convention and publication of the Post’s name in the Convention program booklet.

The 2016-2017 Veterans of Foreign Wars Post and District Publications Contest recognizes excellence in Post and District publications. Entries will be judged on content, design, pictures and graphics (where relevant), and overall quality. Awards will be presented to the winners at the Department Convention and will include a Sweepstakes Award to the best overall publication.
Any Minnesota VFW Post or District that regularly publishes a newspaper or newsletter for its members may enter. Awards will be presented for first, second, and honorable mention, if judged applicable, to the winners. Entries will be judged by Membership Category - 99 and less; 100-179; and 180 or more. If your Post has a web site, it must be recognized by the Department of Minnesota and listed as such in the Department's list of Posts. The web site should be easy to access, please keep it up to date as well as informative for your members. We will be searching through the web sites from time to time throughout the year.
