Thank you for making time next Wednesday at 2p to meet at your office. I have attached a
few slides CSL has make available.
I also attached one of CSL’s planning exhibits I marked for reference. Note, where is says
“Christine Drive” is actually a private access to Lowes with an ingress/egress easement to
Christine Drive. There is some discussion of making that drive a public street.
The proposed multi-use path is not shown on the plan. It will likely be proposed to be 10
feet wide, located on the west side of Route 50 from Armour Road to Mulligan Drive, and
be placed on additional right-of-way.
If you have a minute, please take a look and see if you can find some preliminary
engineering drawings for the improvement of Route 50/Armour Road intersection. They
were presented by IDOT for discussion (10 years + ish ago?)

weeks ago.
Jessica is my prime contact with CSL for the Route 50 access work and other infrastructure
projects at CSL. I believe she will be your primary contact for coordinating the upcoming
meeting at the CSL facility.

Wayne’s initial invitee list includes our IDOT Regional Engineer Kevin Marchek, the
Kankakee County board chairman Andy Wheeler, the Kankakee County highway engineer
Mark Rogers, Mayor Paul Schore (Bourbonnais), Mayor Bruce Adams (Bradley) and me. I
suggested Mayor Tim Nugent (Manteno, K3 Economic Alliance) might be a good addition.
Wayne is working towards an August 23rd meeting at 10 a.m. I think it would be good to
initially meet on the CSL site in order to put eyes on the property and adjacent roadways. If
weather allows, it might be interesting to park at the CSL South, south lot, and walk from
there out the existing access and then along Route 50 to the Armour Road intersection. If
we have a hard time finding a suitable place to sit down, I am sure Tim Nugent would be
glad to host the meeting at the K3 Economic Alliance board room.

• dates on when ground is breaking for the next phases
An official ground breaking is expected as soon as IDOT indicates the proposed main
access to Route 50 is feasible. A soft ground breaking is expected in September to
start construction of the Ring Road and Parking facilities.
The build out of top 4 floors of Building 33 is expected to start Fall 2018.
• number of temp employees (contractors)
CSL expects the number of construction contractors to be vary from 200 and 800 at
any given time during the expansion. Some 200 construction contractors are
expected to be on site this Summer and Fall to support the Building 33 build-out and
CSL South Site Improvements. Additional contractors are expected this Fall or Spring
2019 when work commences on Building 41 and then again when work on the SPINE
and Route 50 access improvements commence.
• number of CSL employees when completed
The number of employees CSL expects when the work is completed depends on the
final design of each product manufacturing facility and process. CSL currently has
over 1600 employees. That number is increasing.
shift work? Approx.. start-quit times
The typical shifts are as follows:
First 0700 to 1505
2nd 1500 to 2305
3rd 2300 to 0705
Salaried employees arrive between 0700 and 0800 and leave around 1630 and 1730.
• entrance locations (vehicle and pedestrian)
o it was mentioned a cross walk across IL 50 for lunch breaks?
CSL is proposing 3 vehicle entrance locations.
Continue to use the existing Armour Road access. CSL plans to extend
pedestrian access from this location to Route 50 on the south side of
Armour Road. CSL is requesting pedestrian crossings be included in any
IDOT improvement to the Armour/ Route 50 intersection. It is a high
priority visiting CSL employees and recruits be able to walk from lodging
facilities to CSL and other local amenities.
Construct a new main employee and visitor access on Route 50 opposite
Lowe’s controlled access. CSL plans for this intersection include controlled
pedestrian crossings.
Construct a new truck access on Route 50 at the same location as the
temporary construction access recently approved. No pedestrian entrance
is expected at this location.
o Temporary vs permanent
The only temporary access proposed is the temporary construction access
to Route 50 that was recently approved. However, CSL is requesting a
permanent access at this same location (new truck access).
Closures.
CSL plans to close the current access on Armour Road nearest to the rail
road bridge (not the currently employee access). They would like to
discuss keeping the access in a condition suitable for emergency egress.
CSL plans to close the former Bunge facility main access and former Bunge
administrative access when the proposed, new CSL South main access and
truck access are constructed.
There is some desire to have the option to re-open the former Bunge
administrative access in the future if the building use changes to a
welcome center or “off-site” meeting point. Neither of these uses are
planned at this time.

(13),Th(16) and F(17) next week and M(20) and Tu(21) the following week. We can meet here
at our office in Bradley if being close to the site would be beneficial or I am able to come to

1. A sample of the agreement/resolution Kankakee County will need to pass to sponsor
the entrance. They have agreed to do whatever is necessary but I would like to get
that ball rolling.

2. A sample of the format IDOT will use to accept ownership of additional right-of-way.
3. Will CSL need to provide a bond for the intersection improvements? If so, can we get
that in motion or at least get an example in front of them?
It took CSL a long time to be able to process the bond for the temporary access. I
would like them to better understand the process.
Is there anything else other than getting the final plans to you that I can be working on or
we can be getting in front of the county or CSL?
One topic I would like to discuss at our meeting Thursday if possible is drainage.
Particularly, what information and supporting calculations are needed. Do you have a
particular check list you would like us to use?

CSL Behring is in the early phases of a 1.8 million-square-foot expansion which will easily require an
investment far north of $1 billion.
Although employment projections have not been publicized yet, there is speculation it could come
close to doubling the existing 1,600-member workforce.
The Australian-based pharmaceutical company has not asked for a penny of financial assistance or
tax breaks from any governmental body.
It has made one seemingly simple request. This request was made 16 months ago, and as of this
week, it still has not been satisfied.
CSL wants a traffic light put at its pending new entrance at the intersection at the Lowe’s Hardware
store. The company has told the Illinois Department of Transportation it will pay for the stoplight.
Incredibly, a state thirsting for manufacturing development has yet to OK what seems to be a simple
request. […]
Abell said CSL is making the largest investment anywhere in the state and perhaps beyond and yet,
their request cannot be resolved.
“We can’t get a three-way light to become a four-way light.” […]
Kankakee County Board Chairman Andy Wheeler said he’s been calling IDOT in Springfield, local
state political leaders and anyone else he can think of to get the situation rectified.

3. Will CSL need to provide a bond for the intersection improvements? If
so, can we get that in motion or at least get an example in front of them?
It took CSL a long time to be able to process the bond for the temporary
access. I would like them to better understand the process.
Is there anything else other than getting the final plans to you that I can be
working on or we can be getting in front of the county or CSL?
One topic I would like to discuss at our meeting Thursday if possible is
drainage. Particularly, what information and supporting calculations are
needed. Do you have a particular check list you would like us to use?

I will be asked to mention: (1) we will hand deliver the Traffic Study to District3s office on June 26. (2) CSLs desire to construct a multi-use path on the westside of Route 50. (3) CSL would like the state to take a look at their long rangeplan for the Route 50, Armour Road intersection.

BRADLEY — As CSL Behring waits for approval for its trafficsignal along Illinois Route 50, a company official clued areaofficials as to what is coming to this area as a result.
Carmagedon. That’s the word CSL site project managerChris Abell used to describe the traffic congestion the areawill face.
“Carmagedon is coming. I don’t know what else to call it,”he said.
CSL Behring is in the early phases of a 1.8 million-square-foot expansion which will easily require an investment farnorth of $1 billion.
Although employment projections have not been publicizedyet, there is speculation it could come close to doubling theexisting 1,600-member workforce.
The Australian-based pharmaceutical company has notasked for a penny of financial assistance or tax breaks from
any governmental body.
It has made one seemingly simple request. This request wasmade 16 months ago, and as of this week, it still has notbeen satisfied.
CSL wants a traffic light put at its pending new entrance atthe intersection at the Lowe’s Hardware store. The companyhas told the Illinois Department of Transportation it will payfor the stoplight.
Incredibly, a state thirsting for manufacturing developmenthas yet to OK what seems to be a simple request.
At the first-ever RESearch Kankakee County forum heldThursday in the former Sears store in the Northfield Squaremall, Abell, head of CSL’s project management office, saidhis frustration grows with each passing week.
Abell said CSL is making the largest investment anywhere inthe state and perhaps beyond and yet, their request cannotbe resolved.
“We can’t get a three-way light to become a four-way light.”
He later added:
“This is community supported. It is noncontroversial. Howdoes this take so long?” he asked.
Abell said CSL leadership recently visited the site, and theyalso were questioned why the light was not already in place.
“This is embarrassing,” he said. He said if this were NewYork and almost any other state, and a company wasmaking an investment like this, it would only be a matter ofa couple weeks for this to be granted.
“Is it worth someone’s time to advocate for us?” he asked.
Kankakee County Board Chairman Andy Wheeler said he’sbeen calling IDOT in Springfield, local state political leadersand anyone else he can think of to get the situationrectified.

CSL Behring is in the early phases of a 1.8 million-square-foot expansion which will easily require an
investment far north of $1 billion.
Although employment projections have not been publicized yet, there is speculation it could come
close to doubling the existing 1,600-member workforce.
The Australian-based pharmaceutical company has not asked for a penny of financial assistance or
tax breaks from any governmental body.
It has made one seemingly simple request. This request was made 16 months ago, and as of this
week, it still has not been satisfied.
CSL wants a traffic light put at its pending new entrance at the intersection at the Lowe’s Hardware
store. The company has told the Illinois Department of Transportation it will pay for the stoplight.
Incredibly, a state thirsting for manufacturing development has yet to OK what seems to be a simple
request. […]
Abell said CSL is making the largest investment anywhere in the state and perhaps beyond and yet,
their request cannot be resolved.
“We can’t get a three-way light to become a four-way light.” […]
Kankakee County Board Chairman Andy Wheeler said he’s been calling IDOT in Springfield, local
state political leaders and anyone else he can think of to get the situation rectified.
