FINSAC WORKSHOP FROM EXPERTS TO EXPERTS RECOVERY & RESOLUTION PLANS 23 - 24 APRIL, 2015 SPEAKERS BIOGRAPHIES FERNANDO MONTES-NEGRET COORDINATOR THE WORLD BANK / FINANCIAL SECTOR ADVISORY CENTER (FINSAC) During 2010-2012 Fernando worked at the IMF as Sr. Financial Sector Expert Staff (Monetary and Capital Markets Department, Financial Oversight Division) involved in crisis and distressed countries (Ireland and Hungary), leading several FSAP Missions (Peru, Mexico, Poland and Uruguay), reviewing multiple FSAPs and other MCM products, reviewing Article IV reports, and assessing IMF programs in crisis countries (Ukraine EPE). Before joining the IMF, he was for over six years Director at the World Bank in charge of the Finance and Private Sector Development Department of the Europe and Central Asia Region. Prior to this assignment he was, for four years, Sector Manager in charge of financial policy, crises management and lending in the Latin America Region, including dealing with the Mexico and Argentina crises. Before joining the World Bank Fernando was Deputy Governor of Colombia’s Central Bank, Advisor to the Monetary Board and Under-Secretary of Finance. In the latter capacity he chaired or was member of Board of Directors of publicly-owned banks and state companies.

pamela provides legal consulting on the establishment and enhancement of recovery and resolution frameworks in FinSaCs client countries in line with international best practice with a focus on brrD alignment and home/host issues. in her previous works as a lawyer for the austrian Central bank (Unit for Financial Markets regulation and payment Systems oversight) and before, from a different angle, at the austrian bankers association she was closely involved in european regulatory policy including CrD iv, crisis management, rr and DgS. in the course of eMir implementation she headed the on-site inspections for the licensing process for the austrian Central counterparty (CCp.a). pamela first became familiar with financial services policy working for the austrian presidency of the european Council in 2006 where she lead the aT delegation of the Council Working group on the payment Services Directive. She studied law at the Universities of linz, vienna and Madrid and received a research scholarship at the european institute of public administration (eipa)/Maastricht in 2004/05.

ANTONELLA PISANISeNior baNkiNg eXperT eUropeaN baNkiNg aUThoriTy

antonella pisani is a Senior banking expert in the resolution Unit at the european banking authority (eba) where she has been contributing to the implementation of the recovery and resolution framework for cross-border banking groups. Since joining the eba in 2014, antonella has been supporting supervisory and resolution authorities providing guidance on the practical implementation of the crisis management related tools including identification of best current practices through comparison analysis. prior to joining the eba, antonella worked for four years at bank of england as a technical specialist part of the banking sector unit first and, subsequently, of the recovery and resolution Team leading on the development and review of recovery and resolution plans of individual banks. From 2002 to 2010, antonella was a Senior banking credit analyst at Moody’s with lead responsibility for the ratings of financial institutions in various countries including italy, Nordic and Cee area. before joining Moody’s, antonella was a banking analyst at Citibank and before that at CibC Wood gundy, covering european financial institutions.antonella studied at the bocconi University of Milan, italy and holds an Mba from the Scuola di amministrazione aziendale (Saa) of Turin, italy.

EMMELINE VAN HEUkELEMSUperviSor The DUTCh CeNTral baNk

emmeline joined the Dutch Central bank in 2013, where she acted as supervisor since, currently as part of a Joint Supervisory Team on a global systemically important bank. her activities range from daily prudential supervision matters to more policy related work, specifically in the field of recovery and resolution planning. last year, emmeline was part of the team that determined the resolution strategy for the Dutch systemically important financial institutions. Meanwhile, emmeline has given several (internal) training courses on recovery and resolution planning to other supervisors within DNb. before joining DNb, emmeline worked as a lawyer for one of the Netherlands’ leading law firms. at De brauw blackstone Westbroek, emmeline spent the majority of time in the M&a department where she acted for a number of international corporates and financial institutions, whilst working with global investment banks and law firms in other jurisdictions on deals ranging from private takeovers to distressed M&a transactions.

arne Martin buscher is a legal expert and head of the policy Section of baFin’s restructuring group. The restructuring group is baFin’s crisis management function for german banks. one key responsibility is the recovery planning. here baFin gained experience at an early stage, well before the implementation of common international standards. in this regard, the policy section provides the nexus between the operative supervisory functions and the standard setting.

Julia bayer is a legal expert and senior policy advisor of the operative supervisory function within baFin’s restructuring group.Julia bayer is responsible for the assessment of recovery plans of systemically important german institutions.

Since 2014 bernhard works with the regulatory Team of risk Consulting of kpMg austria and performs regulatory advisory for banks, especially with regard to rrp (brrD, birg, baSag) and basel iii (Crr & CrD iv). bernhard was leading several projects for supporting large austrian banks with the preparation and implementation of recovery and resolution plans in 2014 and is currently working on supporting smaller austrian banks with the preparation of recovery plans. in addition bernhard is performing trainings for supervisory and management board members about regulatory banking rules, especially related with the austrian banking act, basel iii, rrp and other new european regulations.before joining kpMg bernhard worked at the austrian Financial Market authority (FMa) as Senior bank Supervisor in the Department “Supervision of large banks” where he was responsible for the implementation of supervisory issues regarding basel iii, covered bonds and the development of the pre-transposition of brrD into national legislation which was done by the banking intervention and restructuring act (birg). he additionally worked for a pilot project with european banking authority (eba).prior to this assignment bernhards jobs have been with raiffeisen, Xerox ireland and verband der landes-hypothekenbanken (banking federation). after several years working for landesbanken he was promoted to a member of the board of directors of pfandbriefstelle, as well as business manager of hypo-haftung gmbh (deposit insurance) and hypo-banken-holding gmbh. besides he was non-executive board member of STUZZa. additionally he was head of pfandbriefforum.bernhard was previously member of eU-commission working group “pSMeg (payment services)” and member of eba expert group „business Models analysis”.

Mario Delgado (Spain, 1974) is a partner in Financial risk and regulation in ey since March 2015.

previously, between February 2013 and February 2015 he was head of international Coordination in Frob (Fondo de reestructuración ordenada bancaria; Spanish banking resolution authority) where he represented Frob in the international fora in charge of resolution regulation (eU, eba, FSb).prior to that he worked in the Spanish Ministry of economy. between July 2009 and December 2012 he was Director of Cabinet of the Secretary of State for the economy, where he participated in the structural reforms implemented, especially in the financial sector reform. between February 2007 and july 2009 he was Deputy Director general for international Financial System affairs (iMF and external debt management) after working as senior advisor in that department in the preceding years.

Mario Delgado holds a degree in business Management and a degree in law. additionally he is a Civil servant (on voluntary leave) from the Spanish administrative body of “government’s economists” (economista del estado).

ELENI ANGELOPOULOUheaD oF CriSiS MaNageMeNT DiviSioN eUropeaN CeNTral baNk

eleni angelopoulou is an economist from greece. She has a phD in economics from the athens University of economics and business and an MSc in economics from the University of Warwick. Currently, she is head of the Crisis Management Division at Dg MS iv of the european Central bank, working closely with line supervisors on recovery plans and crisis management and interacting frequently with resolution authorities. She participates in the resolution Committee of the eba. previously she has worked as Chef de Cabinet in the bank of greece and as an economist in the economic research Department of the bank of greece. She has also done research on a Marie-Curie fellowship in the Center for european integration Studies in bonn in 2003-2004.

SAMY HARRAZSeNior reSolUTioN eXperTSiNgle reSolUTioN boarD, brUSSelS

Samy started his career in investment banking with Morgan Stanley before moving into business development at Deutsche bank. he led the team that opened Deutsche bank’s first branch in Saudi arabia and later worked on restructuring the real estate investment arm of Commerzbank, eventually serving as a chief country officer at the firm.

Following his time in the private sector, he joined germany’s national resolution authority (FMSa) who seconded him to brussels to help set up the Srb.

he studied archaeology of the ancient Near east at the Freie Universität berlin and gained a master’s degree in Management from glasgow University. at weekends he may be found on active duty as a volunteer mountain rescue paramedic for the german red Cross.

During 2005 - 2011 Christian worked at raiffeisen Zentralbank, raiffeisen international and volksbank as expert and project leader in various regulatory issues in the context of basel ii / iii and treasury steering. before joining the Financial Market authority Christian headed the Department of regulatory reporting and issues in baWag p.S.k.. and was project leader for drawing up a recovery and resolution plan.

ANDRZEJ STOPCZYńSkI DireCTor oF STraTegiC proJeCTS DeparTMeNTbaNk gUaraNTee FUND, polaND

andrzej Stopczyński joined the bank guarantee Fund at the beginning of 2015 in the capacity of Director of the Strategic projects Department. prior to this, he worked for the National bank of poland as advisor in the Financial Stability Department, the unit involved in establishing a macroprudential supervision framework in poland. in the years 2008-2011, andrzej served as Managing Director of banking Supervision at the polish Financial Supervision authority (kNF) and in this remit was responsible for the supervision of all banks in poland. Concurrently, he was also a member of the eba board of Supervisors. prior to his experience in the supervisory area, he worked for sixteen years for commercial banks, with more than 12 years in the position of Director of the risk Management Department. Mr Stopczyński graduated from Warsaw University, with a ph.D. in physics and he also holds Mba degree. additionally, he was awarded the title of Financial risk Manager (FrM) from garp and that of professional risk Manager (prM) from prMia.
