(Draft) Natrona County School District’s (NCSD) Smart Start Reopening Plan based on Wyoming Department of Education Smart Start Guidance, Governor’s Public Health Orders, and Casper-Natrona County Public Health Department Date : July 16, 2020 Introduction We would like to start off by thanking our students, staff, parents, and our community who worked together with us as we navigated through remote learning at the end of the 2019 - 2020 school year. While remote learning certainly had some difficulties, frustrations, and tears, we are incredibly proud of the way our students, parents, and staff responded. NCSD is committed to an in-person learning/instructional model this summer and fall because of the academic, social-emotional, and economic need of our community. Additionally, NCSD will offer Natrona County Virtual Learning Program for students who cannot or choose not to return to school buildings because of COVID-19. It is important to note, virtual learning is not the same as the adapted learning model we deployed and engaged in this past spring. Natrona County’s Virtual Learning Program has been in existence since 2014 and offers students the opportunity to take core classes and limited elective classes to meet grade level standards and progress toward graduation. 1

As a district, we will continue to create a quality and meaningful learning experience for all students, while also ensuring we maintain a safe learning environment. However, we also cannot ignore the health and safety threat of this virus. We must take prudent steps to keep our schools open and not become the catalyst that spreads the virus among our students, staff, and community. We anticipate there will be positive cases of COVID-19 within the schools, and we will be prepared to effectively and efficiently transfer instruction from an in-person learning model to a remote learning model or adapted learning plan, as applicable. This document represents our current direction, but is still a work in progress, and subject to change, as we work diligently through the public health situation. As we work through processes and next steps, focus group opportunities have been scheduled for teachers, school nurses, building leaders, and staff to provide feedback and engage in collaborative conversations. Stakeholder feedback can be emailed to [email protected] where it will be collected, without alteration, and submitted to the Board of Trustees and Cabinet. Components of NCSD’s Smart Start Reopening Framework (Key Areas);

1. Safety and Wellness - The Safety and Wellness guidance focuses on components within a school day, beginning with the arrival and transitions, and finally dismissal. The format of the guidance provides information on requirements and recommendations regarding the safety, health, and wellness of students and staff during the COVID-19 pandemic.

2. School Operations - Focuses on providing services to students and families during COVID-19 in an efficient and effective manner following statewide public health orders (School Transportation, Food Service, Facilities, and Activities/Athletics).

3. Instruction and Technology - Maintain continuity of learning that is aligned to the Natrona County School District Curriculum in all

ten content areas in a variety of educational settings at a high level of rigor

4. Communication - NCSD is committed to providing timely, accurate, and effective communication with all internal and external stakeholders. NCSD has developed a strategic communication plan for the deployment of information and resources as related to NCSD’s Smart Start Reopening Plan. Through the use of high-level communication, marketing, design of creative content, data analysis, and strategic audience engagement we aim to continuously inform, engage, and connect with all stakeholders. Multiple media platforms (print/digital/social media/etc.) will be utilized to meet the communication needs of all individuals while honoring the critical need for, and providing opportunity, for two-way communication between all affected stakeholders.

Cloth masks will be laundered by NCSD daily. Temperatures will be taken with a no-touch thermometer if symptoms present while on-site during the school day.

Touch surfaces cleaned at least twice daily. Supply cleaning solutions and materials to each classroom. Playgrounds and PE equipment currently have no disinfectant practices but should be cleaned daily.

*Each School/Site will develop processes and protocols to align to this guidance. Scenarios: Scenario 1: A student tests positive for COVID-19. Answer: A student testing positive for COVID-19 must be isolated at home for 14 days and must be asymptomatic for 3 days prior to returning to school. If they are still exhibiting symptoms after 14 days, they must remain isolated until asymptomatic for 3 days. Students and/or staff members who come into close contact with a confirmed positive, as determined by Casper-Natrona County Public Health Department, will be quarantined for 14 days. If symptoms develop during quarantine, testing will occur and based on the results of testing further isolation may be warranted. The student isolated or quarantined will receive instruction through a remote education model, classroom based virtual education model, or through homebound services for their time away from school. Answer: A staff member testing positive for COVID-19 must be isolated at home for 14 days and they must be asymptomatic for 3 days prior to returning to work. If they are still exhibiting symptoms after 14 days, they must remain isolated until asymptomatic for 3 days.

Students and/or staff members who come into close contact with a confirmed positive, as determined by Casper-Natrona County Public Health Department, will be quarantined for 14 days. If symptoms develop during quarantine, testing will occur and based on the results of testing further isolation may be warranted. In-person instruction will continue with a substitute teacher. Scenario 3: There is an outbreak across multiple classrooms and grade levels of COVID-19 in a school setting. Answer: Every effort will be made to not close a classroom or school as a result of a positive Covid-19 case. If an outbreak occurs, schools could be closed by state or local public health officers’ directive or order for a 2-5 day period (or longer if conditions warrant) to conduct contact tracing and allow NCSD to disinfect the facility. For the closure time period, NCSD will deliver a remote education model or classroom based virtual education model to students isolated/quarantined. Scenario 4: Options for a student who is at risk for more severe illness from COVID-19 or lives with someone who is high risk of serious illness if they contract COVID-19 as determined and documented by a healthcare provider. Answer: The student can return to school with the appropriate Personal Protective Equipment (PPE). The student can enroll in Natrona Virtual Learning Program for a full time virtual education, or they can receive instruction through homebound services with a doctor’s note placing them on homebound for a limited amount of time.

Scenario 5: A student who is not at risk for more severe illness from COVID-19 and does not live with someone who is at high risk of serious illness if they contract COVID-19, but has concerns about returning to school and chooses not to return in the fall. Answer: Hybrid instruction and homebound instruction are not an option for the student. The student may enroll in Natrona County Virtual Learning Program. Scenario 6: Schools are closed locally or statewide through public health orders due to pandemic. Answer: NCSD will provide educational services for all students through an adapted learning model for the duration of the closure. Scenario 7: Are face coverings required at all times while students and staff are on school district property and in school district facilities. Are there times when face coverings can be removed? Answer: Currently, the Governor’s Public Health Order requires students and staff to wear masks when social distancing of 6’ cannot be maintained. This order expires on July 31, 2020. NCSD will align to the Governor’s Public Health Orders and Local Public Health Orders that are in place. In the absence of a governor’s or local health officer’s orders, NCSD will encourage masks to be worn by students, staff, and school visitors when social distancing of 3’ - 6’ cannot be maintained. When students and staff are able to be social distanced (6’ or greater) face coverings may be removed.

Definitions Adapted Learning Model is providing learning experiences outside of the traditional classroom. Other terms used include temporary virtual education and eLearning.

Asymptomatic is when a person does not show symptoms or signs of disease or illness. Some people without any symptoms still have and can spread the coronavirus. They are asymptomatic, but contagious. Fever, cough, and shortness of breath are the main symptoms of COVID-19.

Asynchronous Instruction is instruction delivered by the virtual education teacher and received by the student at a different time.

COVID-19 is the name of the illness caused by the coronavirus SARS-CoV-2. COVID-19 stands for "coronavirus disease 2019."

Direct contact (direct exposure) means you meet the CDC criteria as a close contact to someone who is confirmed positive with COVID-19. This requires precautionary quarantine, self monitoring and possible testing

Face Covering is a barrier that gives protection to keep from infecting others. Homebound instruction means offering instruction to a student that is at home or hospitalized for more than one week due to injury or illness. W.S. 21-4-402. Hybrid instructional model is a combination of in-person and adapted learning experiences. Isolation means separating sick people with a contagious disease from people who are not sick. Learning Management System (LMS) s system to deploy and track online courses without geographical limitations (e.g. Google Classroom, Canvas).

Personal Protective Equipment (PPE) This includes masks, face shields, gloves, gowns and other coverings that healthcare professionals use to prevent the spread of infection to themselves and other patients.

Quarantine means separating and restricting the movement of people who were exposed to a contagious disease to see if they become sick. These people may have been exposed to a disease and do not know it, or they may have the disease but do not show symptoms.

Outbreak means a sudden increase of a specific illness in a small area. Remote education means classes delivered by a teacher located in a physical classroom with students present while also providing simultaneous remote instruction. Remote education instruction is delivered through interactive, synchronous technology which allows the student receiving the remote education to ask questions, make comments, and interact in real-time with the teacher, classroom students, and other remote students. Social distancing also called physical distancing means putting space between you and others around you in public. Social distancing also includes avoiding crowds and groups in public. The Governor's Public health order defines social distancing as at least 6’.

Symptomatic is when a person shows signs of illness. For COVID-19, that can include cough, fever or shortness of breath.

Synchronous instruction is the kind of instruction that happens in real time. This means that students, their classmates, and the instructor interact in a specific virtual place, through a specific online medium, at a specific time. Tier I - Open In-person classes and activities, as appropriate. Minimal adapted learning on a limited, as-needed basis. Most students in school at the same time under the provisions of current health orders. Social distancing and face coverings to the greatest extent possible. Buildings open to all students. Tier II - Hybrid Combination of in-person and adapted learning is required due to local or state health directives. Social distancing and face coverings to the greatest extent possible for those attending in person. Buildings open to some students.

Tier III - Closed School buildings closed to students due to local or state health directives or orders. School districts will follow provisions in the approved adapted learning plan. Buildings not open to students. Videoconferencing is the holding of a conference/class among people at remote locations by means of transmitted audio and video signals (e.g. Zoom, Google Meet) Virtual education means school district programs and classes approved by the agency pursuant to W.S. 21-2-202(a)(xxxi), 21-13-330(f-k), and the Chapter 41 Virtual Education Rules for delivery when the teacher and student are in separate locations. Virtual education instruction is primarily delivered through technology and can be asynchronous or synchronous. Virtual education teacher is the instructor of a virtual education course/class Public Health Orders (effective through July 31, 2020) Natrona County School District will continue to collaborate with Casper-Natrona County Public Health Department (CNCPHD) to ensure a safe and healthy learning environment for our students and staff. Regardless of the in-person learning model, any person entering Natrona County School District property will be required to follow all public health regulations. As health orders are continued or modified NCSD will adjust practices to be in compliance with the Statewide Public Health Order.

Eighth Continuation, and Modification, of the Statewide Public Health Order Regarding Bars, Restaurants, Theaters, Gymnasiums Child Care Facilities, K-12 Schools, Colleges, Universities, and Trade Schools

K-12 schools, colleges, universities, and trade schools may provide on-site instruction to students and allow other use of their facilities under the following provisions:

A. Groups shall be limited to 50 people (students and teachers); the facility shall restrict groups of 50 in each separate room; the facility may allow more than 50 people in the facility only if each group of 50 is in a room separated by walls from other groups;

B. Spacing of at least 6 feet between people must be maintained whenever possible; face cov earrings shall be worn in situations where 6 feet of separation cannot be maintained;

C. Six foot spacing of students during transportation to and from the facility must be maintained as much as practicable; and D. Hand hygiene must be performed frequently within the facility.
