RECORD TIZNOW COLT LIVES UP TO EXPECTATIONSBy Ron Mitchellt @BH_RMitchell

The scene in the sale pavilion at Ocala Breeders’ Sales was electric April 27, when a Tiznow colt—

the buzz horse of the sale—was led into the ring mid-way through the second session of the spring sale of 2-year-olds in training.

After an opening bid of $500,000, competition for the colt consigned by Bobby Dodd on behalf of Brad Grady ebbed and flowed up to $2 million, with three different parties battling back and forth in $50,000 increments. Bidding stopped at an OBS record $2.45 million.

Initially there was some confusion about the identity of the winning bidder, as Spendthrift Farm’s B. Wayne Hughes, seated inside the pavilion and to the left of the auction stand, was in the mix. Kerri Radcliffe, bidding from the rear of the pavilion, was also active.

But it turned out that agent John Moynihan, seated in the office of OBS sales director Tod Wojciechowski, secured the colt on behalf of Coolmore’s M. V. Magnier. Moynihan said Coolmore put together a partnership to race the colt.

“Beautiful horse who moved beautiful,” Moynihan said. “He’s a great big horse. Any horse that can go that fast and looks like that, we’ve got to take a chance on. It’s like I told them, I don’t want to have to run against him. He’s that good, I think. We just hope he materializes into what I think he can be.”

Grady set a reserve he was comfortable with, and lined up partners to race the colt if expectations fell short. Then he enjoyed watching the bidding fireworks.

“We knew he was a really nice horse,” Grady said. “Bobby told me he was one of the nicest horses he’s saddled. I set a reserve we were comfortable with and we would have raced him. But this is a business

and we had to make sense business-wise.”The record-priced colt is a testament to the

breeding, racing, and pinhooking program put together by Grady, Dodd, and their Grand Oaks operation. Grady-owned and -bred Girvin is one of the top prospects for this year’s Kentucky Derby Presented by Yum! Brands (G1) and Irap, a successful Dodd pinhook, is also being pointed to the Derby for owner Reddam Racing.

Dodd said the colt was shown some 300 times leading up to Thursday.

The colt’s attraction stemmed not only from being speedy—he turned heads when he breezed an eighth of a mile in :09 3/5, co-fastest time during the pre-sale under tack show—but also from his breeding.

He is out of the Distorted Humor mare Moonbow and his second dam is multiple stakes winner Storm Beauty, a Storm Cat half sister to champion sprinter Gold Beauty, who produced grade 3 winner Buffum, multiple stakes winner and grade 2-placed Stormy West, and graded stakes-placed Renaissance Lady.

Bred in Kentucky by WinStar Farm, the colt was bought by Grand Oaks for $125,000 from Woodford Thoroughbreds, agent, at the Keeneland September yearling sale. BH

OBS STRONG GAINS LED BY RECORD TIZNOW COLTBy Ron Mitchellt @BH_RMitchell

Led by the record-priced $2.45 million Tiznow colt, one of three seven-figure transactions, the third ses-

sion of the Ocala Breeders’ Sales spring 2-year-olds in training sale posted dramatic increases April 27.

At the end of the day, the sales company reported 171 horses sold for $17,397,500, up 24.3% over the $13,987,500 gross for 164 sold in the third session a year ago. The average price increased 19.3% from $85,290 in 2016 to $101,740, while the median price rose to $50,000 from $48,500 a year ago.

The buyback percentage was 13.2%. It was 23.4% last year. Fifteen horses brought $250,000 or more, compared with 12 at last year’s third session.

Heading into Friday’s finale, OBS has sold 521 horses for $47,382,700, for an average price of $90,946 and a $47,000 median. From 906 cataloged through three sessions, 276, or 30.5%, have been withdrawn, with the 109 horses bought back representing an RNA rate of 17.3%.

OBS sales director Tod Wojciechowski said the Tiznow colt’s purchase price, which exceeded the previous OBS record of $1.9 million paid for a Tapit filly at the 2015 April sale, may have surpassed expectations.

“There was obviously a lot of talk on the grounds about the Tiznow colt, but he probably went beyond the consignors’ expectations and ours as well,” Wojciechowski said. “It was an exciting day, with two million-dollar horses

along with that and a lot of horses getting sold, with a 13% RNA rate. That tells us a lot of horses are exchanging hands.”

The sales company executive said the numbers reflect not only strength at the top, but a deep buying bench at all levels, showing the broad acceptance of the April sale by buyers and sellers.

“We have seen this evolution of the April sale, to where consignors are comfortable bringing any type of horse here, and buyers are comfortable buying those type horses and they come here looking for those,” he said. “We have the high-end buyers, (and) we have the mid-range buyers. … There is a comfort level knowing stock like that is here.”

Ciaran Dunne, whose Wavertree Stables sold a More Than Ready filly for $1 million to Alessandro Marconi, said the broad-based buying bench was reflected by the fact that some buyers who purchased the day’s top individuals were not the typical seven-figure buyers.

“The buyer was new to us (for the More Than Ready filly) and the people who chased her up to $1 million were not the usual people who buy at $1 million,” the Florida horseman said. “That’s the greatest testament to the market—that you can lead one up there scared that you don’t have the biggest buyers on her, and at the end you didn’t need the big players. The players who were there were big enough.”

Bobby Dodd, who sold the Tiznow colt, was the session’s leading seller, with seven sold for $3,141,500.

John Moynihan, agent for M. V. Magnier on the Tiznow colt, was leading buyer with the one purchase.

in his right front foot, but his connections are still hopeful the son of Tale of Ekati can run in the May 6 Kentucky Derby Presented by Yum! Brands (G1), train-er Joe Sharp said April 27.

Sharp said the quarter crack manifested while the colt was still at Churchill Downs’ Trackside Training facility and was the catalyst behind the decision to move Girvin last week from that base to Keeneland, which has an all-weather synthetic training track. Since being in Lexington, Sharp said Girvin has been treated by Dr. Raul Bras at Rood & Riddle Equine Hospital, where he was fitted with a special bar shoe and has utilized both the hyperbaric chamber and the swimming facilities at the Kentucky Equine Sports Medicine and Rehabilitation Center.

“He’s very sound on it now. It’s just one of those deals where... we were just monitoring it. And every quarter crack is different,” Sharp said. “This one threw us for a little bit of a turn and we expected it be routine. And obviously... (with the Kentucky Derby), the last thing I wanted to do was throw up a red flag any earlier than needed.

“I wanted to see how it was going to go. I wanted to see which way it was going to go before I had to get asked about what I thought if we could make (the Derby). We are planning on breezing, and as long as he’s able to breeze and come out of it well, he’ll run in the Derby. But if he’s not sound enough to make the breeze, we’re not going to go into the Derby not having breezed in two weeks.”

Girvin has not worked since turning in a four-furlong breeze at Trackside April 15. The colt did pop a quarter crack in his left hind in January, but that foot has not

been an issue since, according to Sharp.“When he popped the last quarter crack, he never

missed a day. He was never sore on it. He was great,” Sharp said. “The long and short of it is the (current quarter crack) wasn’t where we wanted it. On Tuesday we weren’t happy with it. So we took him to Raul Bras at Rood & Riddle (and) we utilized KESMARC’s hyperbaric chamber.

“He’s shipped every day and (Wednesday) we just wanted him to have a day to chill—let him graze, have a very light day, just let him relax at the barn. And today he was way better. (Thursday) was the first day he swam at KESMARC.”

Sharp said he is still deciding whether to train Girvin at Keeneland April 28 or have him swim one more day. “I’m probably leaning towards swimming,” he added.

“We’ve had the best team possible on it,” Sharp said of Girvin’s quarter crack. “The bottom line (is), if he’s right we’ll go for (the Kentucky Derby). And if he’s not, I have a feeling we’ll be back there again some day.” BH

Two juveniles sold for $1 million during Day 3 of the Ocala Breeders’ Sales spring sale April

27, a More Than Ready filly and a Union Rags colt.For a brief moment April 27, Hip 778, a

daughter of More Than Ready, was the OBS spring sale-topper, selling for $1 million only to be eclipsed a short time later by the record-priced Tiznow colt (Hip 793) that sold for $2.45 million.

Consigned by Ciaran Dunne’s Wavertree as agent, the filly was purchased by Alessandro Marconi, on behalf of an unnamed Middle Eastern client.

During the April 20 under tack show

workouts, the filly worked the co-fastest eighth-mile of :09 3/5.

“She is quality all over,” said Marconi, noting that she was his top selection in the sale. “We couldn’t see another horse after watching her.”

Marconi said his client is from the Middle East and the filly will be sent to Europe to race.

“We were expecting that,” the buyer said of the filly’s cost.

“We thought she was a superstar when we bought her and she trained like it,” Dunne said. “It was good for everyone for her to be received like that by the buyers.”

Bred in Kentucky by KatieRich Farms, the filly is out of the Clever Trick mare Miss Mary Apples, second-place finisher in the 2002 Schuylerville Stakes (G2) at Saratoga Race Course. The filly is a half sister to multiple

stakes winner Miss Red Delicious and stakes winner Dr. Diamonds Prize, who was also grade 2-placed in Canada.

Dunne said the seven-figure price tag is affirmation of the decision by Joe Minor to step up and pay $390,000 for her from KatieRich’s consignment at the Keeneland September yearling sale.

Dunne said Justin Casse selected the filly out of the yearling sale and that Minor stepped up to take her home.

“We would never have paid that for her, but Joe came out to Keeneland the afternoon when she sold and decided he wasn’t going home without her,” Dunne said.

Following the purchase, a new pinhooking group put together by Olin Gentry also bought into the filly and she was pointed to one of the March juvenile sales but missed that date after developing a virus.

“We were very disappointed when she missed March, because she was one of the best horses we had on the farm,” Dunne said. “The best thing for her was to give her some time, and Olin and Joe were willing to do that and were rewarded.”

A new pinhooking partnership group made a big hit during the Day 3 session, with the purchase of a Union Rags colt for $1 million, to tie the second-highest price of the sale.

The colt consigned by Paul Sharp, agent, was purchased by Red Barons Barn and Rancho Temescal, with trainer Jeff Mullins signing the sale receipt.

Bred in Kentucky by Greg Goodman’s Mt. Brilliant Farm, the colt is out of the A.P. Indy mare Poco Mas. He is a half brother to Argentine group 2 winner Carinosa. His second dam, the Strawberry Road mare Adel, won the Edgewood Stakes and finished second in the 1998 Del Mar Oaks (G1T). She is the dam of five winners, including Canadian champion Interpol and stakes winner Forestry Type.

Mullins said the colt looks as if he could be a classic-type horse.

“He is just a big nice colt, who looks like the type who can get you to the first weekend in May,” he said. “He breezed nice and is a nice individual.”

The seven-figure price is a big return on the $60,000 paid by Sharp and Crow when they

bought the colt from Lane’s End, agent for Mt. Brilliant Farm, at the Keeneland September yearling sale.

Liz Crow said the colt is owned by a partnership she and Sharp formed last year consisting of 11 people. The partners purchased nine horses for a total $600,000. Two were sold in March and they have a Dialed In colt consigned to the OBS spring final session April 28.

“We’re ahead of the game and thrilled about it,” Crow said. “The stars aligned.”

Crow said that in February the colt appeared to be the best horse in the group “and he just kept getting better. He really turned a corner about a month ago. He’s just a classy, nice horse and we really think he will be a two-turn horse.” BH

Much has been said of Mark Casse’s success with lauded

pupil Classic Empire and the multi-ple grade 1-winning champion’s re-turn to form, and rightfully so, but sitting quietly in the same shedrow is a more traditional prototype of Casse’s program.

An advancing, sturdy 3-year-old, whose progress has prospered under his conditioner’s acclaimed patience, Conrad Farm’s State of Honor earned his way into the 143rd Kentucky Derby Presented by Yum! Brands (G1) conventionally.

The bay colt faced some of the best, ran commendably against them in four consecutive races, and acquired the needed ammunition to enter the biggest clash of his young career with a fighting chance. More than that, he speaks to the always-engaging narrative of the improving underdog, the storyline of the small breeder with the big dreams, and the humble horseman who is more than just one exceptional star in his barn.

“He’s doing extremely well,” Casse said. “We think he’s getting ready to run a big race in the (Kentucky) Derby and you shouldn’t overlook him. The timing is good, he’s had a little break (since a runner-up effort in the grade 1 Xpressbet Florida Derby April 1), and one thing we know about him is he’s going to

try. There’s also probably not a bigger horse—if you see him, at 17.2 (hands)—and it’s shocking how quick he is for such a massive horse.”

Well-regarded early, the Canadian homebred of Manfred and Penny Conrad began his career in two consecutive Woodbine stakes events for Casse. Unsuccessful, he was given a trio

of tries in maiden special weight races to build his confidence and he ended his juvenile season with an inspired runner-up effort in Ontario’s top juvenile event, the Coronation Futurity.

then ran third behind Kentucky Derby contenders McCraken and Tapwrit in Tampa Bay Downs’ Sam F. Davis Stakes (G3) Feb. 11 and second in the Lambholm South Tampa Bay Derby (G2) one month later behind the latter. Wheeled back on three weeks’ rest, he was second-best in the Florida Derby to Always Dreaming, and finished 1 1/2 lengths clear of multiple graded stakes-winning millionaire Gunnevera.

In his quartet of 2017 efforts, the colt was never better than fourth choice and his odds have ranged from 4-1 to 13-1. It is likely he will again be at long odds when he goes to post on the first Saturday in May.

“I would say that State of Honor is a decent horse on the synthetic, but as soon as (assistant trainer and son) Norman (Casse) got him to Palm Meadows for the winter and breezed him on the dirt, he said he thought he became a serious horse,” Casse said. “He has a dirt pedigree, so it’s not a big surprise. Plus the Conrads are from Canada and they like watching their horses run, which is one of the reasons he ran at Woodbine early.

“They’re great owners to have. They only breed four or five horses a year and I’m just so happy for them. They deserve a shot with a horse like this.”

The Conrads are not the Oxleys or the Barbers of the racing world who often are seen starting for Casse. They do not have a powerful and plentiful Rolodex of racehorses, but what they lack in quantity, they make up with quality. Currently with 16 horses in training (all with Casse) and five broodmares based out of the Waterloo region of Ontario, the husband-and-wife team approaches the game with the kind of open eyes that enable them to soak in the full spectrum of the experience.

“It’s really exciting,” said Manfred Conrad, a native of Saarbrücken, Germany. “We have never experienced anything like this. It is something we have dreamed of. We thought it would be wonderful to win a stakes race, but never thought we would get into the (Kentucky) Derby. Last year we were in the Queen’s Plate and

that was unbelievable, but this is something else. We are very fortunate to have Mark Casse. We only have a small farm and a few mares and really rely on him to help us navigate through it all, and he and his team have done a truly great job.

“It’s an unexpected and exhilarating experience. We didn’t aspire to ever do this, but it’s happening. We’re just going to enjoy it all. I would not be opposed to a win or a second, of course, but I’m honestly very grateful just to be in the Derby. We’re absolutely delighted.”

Penny Conrad, 70-year-old a native of Essex, England, has been more hands-on with the horses since the couple ventured into ownership approximately 10 years ago. Like Manfred, 71, she has enjoyed her semi-retirement from the world of commercial real estate with a hobby that has brought her joy, while also integrating a similar strategic thrill.

“We started with just two horses,” she said. “With State of Honor’s breeding, we decided who the mare would go to, like with our other mares. It wasn’t an over-the-top stud fee, and obviously it was just one of those things where the stars just crossed for him. When he was second in the Florida Derby, we couldn’t believe it. We have been so pleased with all his races, and being that we were in Florida this winter, we were able to see them all.

“You never know how they’re going to grow up. Mike Carroll, who looks after my broodmares at Grandview Farm, was very impressed with him early and said he was the biggest they’d ever had on the farm. He’s really come along, and this winter he has been running with some of the best and running well. We’re a small operation, so it is an amazing thing to go to the Derby. We have some nice racehorses and a lot of that is thanks to Mark and his team. We just hope the race goes well and look forward to enjoying the experience.”

Improving speed figures, a positive form trajectory, a classic pedigree and a pair of owners who are easy to root for—State of Honor is more than just an understudy in another popular Casse production. The strapping sophomore has his own exciting story worth telling on the first Saturday in May. BH

PARADISE WOODS HAS FINAL WORK FOR KENTUCKY OAKSBy Jeremy Balant @BH_JBalan

Richard Mandella has a certain giddiness about him when one of his good horses is

going well.Not so long ago, after Beholder’s morning

breezes, he had a frequent pep to his step. In the Santa Anita Park grandstand April 27, the excitement was back.

“It looked like a morning gallop,” Mandella said of Paradise Woods’ six-furlong work in 1:12 2/5—her last before shipping to Churchill Downs for the Longines Kentucky Oaks (G1). He then switched to a grinning, raspy character, and shadow boxed a nearby turf writer. “I’m pretty excited.”

The Hall of Fame conditioner’s mood had a clear source. After the Union Rags filly ran behind workmate Milhaud early and effortlessly moved past in the stretch, Mandella said she may even be moving forward off a record-setting 11 3/4-length win in the April 8 Santa Anita Oaks (G1).

“We set her back there, but she wanted to go,” he said of the filly owned by Steven Sarkowsky and Martin and Pam Wygod. “She’s a young, learning filly that’s very fast. She’ll probably be on the lead in the race, but we’ll continue to school her, just like we do all of them. You never know (when they might run into adversity). ... It looks like she’s getting better to me.”

With regular rider Flavien Prat aboard Thursday, Paradise Woods ran fractions of :23 4/5, :35 1/5, and :59 1/5, then galloped out to seven furlongs in 1:26 2/5, all under a tight hold by the French jockey.

“She felt good. She’s as good as she was before,” Prat said. “I mean, I didn’t even ask her. She hit the quarter pole and just went by.”

About the possibility of a less-than-ideal trip against 13 other fillies in the Kentucky Oaks, Prat said he thinks his filly is capable of dealing with a tougher trek, and pointed to her maiden-breaking win at Santa Anita March 11. With the caveat that it was only at 5 1/2

furlongs, the jockey saw and felt the signs of a horse that could deal with certain aspects if things don’t entirely go her way.

In her maiden-breaking win, Paradise Woods raced in fifth early, made a four-wide move, and pulled away to win by 4 1/4 lengths. A start later in the Santa Anita Oaks, the filly cruised on the lead and was never threatened.

“It won’t be like last time,” Prat said of the Kentucky Oaks, compared with the Santa Anita Oaks. “There was no speed in the (Santa Anita Oaks). We’ll see what happens. She’s won from off the pace. It was 5 1/2 furlongs, of course, but she took the dirt well and she didn’t panic.” BH

Sunny Skies got Darley's freshman sire Animal King-dom off to strong start with his North Hemisphere

juveniles when she won her first start by nine lengths April 27 at Keeneland. Animal Kingdom now has win-ners in both hemispheres.

The chestnut filly out of the unraced Marquetry daughter Skyscape is a homebred racing for Nancy Polk's Normandy Farm and is trained by Ken McPeek.

Sunny Skies is the second foal Polk bred out of Skyscape, who Kristin Mulhall purchased as agent for $50,000 from the 2003 Keeneland November breeding stock sale. Skyscape has produced seven winners out of 10 to race, including grade 2 winner Sky Cape and stakes-placed winners Reality Show and K O Love. The mare is out of Emley's Hill, a grade 3-placed winner who produced six winners out of nine starters.

Mulhall bred the mare in partnership with Dr. Melinda Blue until 2012. Polk bred the next foal in 2013, a colt by Gio Ponti named El Tio Piano. Skyscape has a yearling colt this year by Union Rags.

Polk tried to sell Sunny Skies at the 2016 Keeneland September yearling sale but bought her back for $47,000. The filly was quick out of the Keeneland gate in a 4 1/2-furlong $60,000 maiden special weight event Thursday and took the field of seven other challengers through early fractions of :22.69 and :46.02. She easily pulled away from second-place finisher American Alphabet and stopped the timer in :52.33.

Sunny Skies is Animal Kingdom's first Northern Hemisphere starter. The 9-year-old son of Leroidesanimaux has three Australian-bred winners to date—Earth Angel, Platinum, and Lord Cecil.

Animal Kingdom was named Eclipse champion 3-year-old colt in 2011, when he won the Kentucky Derby Presented by Yum! Brands (G1) in his first start on dirt. He went on the following year to capture

the Dubai World Cup Sponsored by Emirates Airline (G1). Animal Kingdom, bred and raced by Team Valor International, retired with five wins and five seconds from 12 starts and $8,387,500 in earnings.

Animal Kingdom entered stud at John Messara's Arrowfield Stud in Australia, where he stood for AU$38,500. Darley at Jonabell launched Northern Hemisphere breeding career, then shuttled him back to Arrowfield in 2014. The sire spent the last three years standing exclusive at Darley. HIs 2017 fee is $30,000. BH

PLETCHER CONSIDERING ROYAL ASCOT FOR AMERICAN PATRIOTBy BloodHorse Staff

Todd Pletcher told officials at Ascot Racecourse that he is seriously consid-

ering the Queen Anne Stakes (G1) at Royal Ascot for American Patriot. The straight-mile contest on turf June 20 is the first race of the five-day event.

The 4-year-old War Front colt landed the biggest victory of his career last time out with a neck success in the Maker’s 46 Mile Stakes (G1T) on turf at Keeneland April 14.

WinStar Farm homebred American Patriot was also a smart performer in 2016, when he scored in the Kent Stakes (G3T) over nine furlongs at Delaware Park in July and finished a close third in the 10-furlong Secretariat Stakes (G1T) at Arlington International Racecourse in August.

“We have put American Patriot in the Queen Anne Stakes and are seriously considering bringing him over for the race,” Pletcher said April 27. “The horse is in great form and came out of his win at Keeneland really, really well. We have been very pleased with the winter and spring he has had and it seems he is in career-best form at the moment.

“I feel American Patriot has made a step forward this year. He was a bit unlucky last year in the Secretariat Stakes and has come on well over the winter. He has matured into a big, strong, beautiful horse. He has a nice turn of foot and a great disposition to go along with it, so we feel he is a good candidate to take a look at travelling over to England.”

Pletcher saddled his first Royal Ascot runners in 2011, when Bridgetown finished 12th in the King’s Stand Stakes (G1) and More Than Real came home 11th in the Coronation Stakes (G1).

“Royal Ascot is unbelievable,” Pletcher said. “We hope to do a little better than we did with our runners before, but it was still a great experience.

“I have been a few times to Royal Ascot when I haven’t had runners. It is a fantastic event and we look

forward to coming back, hopefully with some success this time.”

The 33 entries for the Queen Anne Stakes also include leading European-based runners Minding, who capped a superb 2016 by taking the Queen Elizabeth II Stakes sponsored by QIPCO (G1) at Ascot on QIPCO British Champions Day in October, as well as last year’s QIPCO Two Thousand Guineas and St James’s Palace Stakes (both G1) hero Galileo Gold.

A U.S.-trained challenge could include Miss Temple City, who may line up at her third Royal Ascot, following a fourth in both the Coronation Stakes in 2015 and last year’s Duke of Cambridge Stakes (G2).

Last year’s Queen Anne Stakes was won by a US-trained horse for the first time, when the mare Tepin was successful. BH

NTRA STAYING BUSY IN WASHINGTONt @BH_FAngst

While the Triple Crown races are approaching, the National Thoroughbred Racing Association continues

a busy stretch in Washington putting the industry’s message forward on immigration and tax issues.

The political mood on immigration issues may be too steep a challenge for horse racing and other industries that want additional seasonal workers through the H-2B visa program. Supporters of the H-2B program hope a potential new provision will allow workers who previously worked in the program to return to the U.S. and not be counted against a 66,000 yearly cap.

There is some hope that such an exemption for returning workers could be added during budget negotiations that face deadlines. As of noon ET April 27, a provision had not been added to budget negotiations going on in Washington. An initial deadline of April 28 will now likely be pushed back.

National Public Radio reported the House and Senate Appropriations committees were close to agreeing on a short-term spending bill to avoid a government shutdown until the budget was completed. That would effectively extend the budget deadline to May 5, giving more time for H-2B to be addressed.

Still that added time may not improve the chances of the H-2B exemption for returning workers. Earlier this month NTRA president Alex Waldrop noted it appears to be an uphill battle.

“The reality is that these legislative fixes are very difficult to pass because of the environment in Washington, D.C., today,” Waldrop said. “There is a great deal of pushback against anything perceived as a loophole to allow foreign workers into the U.S. We make the case that many of these jobs go unfilled because U.S. workers don’t want them, but that has not won the day so far.”

In 2016 Congress failed to renew the “returning worker exemption” that permits workers from the previous three years with clean records to enter the country again without counting against the 66,000 cap. That exemption effectively raised the number of workers under H-2B from

66,000 to approximately 190,000. The most recent cap was reached in just 10 days this year, with 33,000 visas granted out of some 90,000 applications.

Efforts are ongoing to have the Department of Treasury change its rules on pari-mutuel winnings in order to acknowledge the 300-1 threshold should be based on total ticket cost before reporting and withholding requirements kick in. Waldrop said the NTRA is awaiting the change to take effect and hopes to have the industry ready to quickly adjust. The NTRA has not seen any change in opinion on the proposal, but believes personnel changes and unfilled positions in the Treasury have slowed the process.

On Dec. 29 the Department of Treasury and Internal Revenue Service issued the proposed regulation changes on reporting and withholding, beginning a 90-day comment period that ended in late March. On April 17, 12 members of Congress from a number of key racing states signed a letter delivered to the Department of Treasury requesting that recently proposed IRS regulations relating to the way pari-mutuel winnings are calculated for tax withholding and reporting purposes be finalized as soon as possible.

And on one other topic, President Donald Trump’s tax reform proposal that would eliminate most itemized deductions, including gambling losses, certainly would impact the industry. Of course President Trump’s proposal is just the beginning of a long process, but the NTRA is monitoring.

Considering President Trump’s proposal was about a page long and some considered it a “wish list,” many changes will be on the horizon. Still, if Trump’s “wish” were to come true, it certainly would impact an industry that counts on core players for much of its handle.

Currently bettors are allowed to claim gambling losses against their winnings. A player who reports $12,000 in winnings, can also claim his losses up to that amount in deductions. If the ability to claim losses were eliminated, that full $12,000 in winnings would become taxable income.

“We’re on top of it, but we don’t think there’s a realistic concern at this point,” Waldrop said. BH

JOHN HANCOCK ENJOYS JUVENILE NICHE AT KEENELANDBy BloodHorse Staff

Trainer John Hancock won four races during the first 13 days of Keeneland's 15-day spring meet,

including three wins with 2-year-old first-time starters, matching Wesley Ward.

"We've had a monster meet," said Hancock, who has nine wins at Keeneland in his career. "It's been a good month of April."

Hancock already sold juvenile filly Flat Drunk, who won on debut April 13 as the first starter for her sire Flat Out.

"She left here yesterday morning," Hancock said. "She was on a plane to California going to (trainer) David Hofmans. We've had interest in some others. Looks like we might get fortunate to sell one or two more."

Hancock, based at Riverside Downs training center, enjoys preparing young horses and credits a great deal of his success to his employees at Riverside.

"We target our babies for Keeneland," he said. "We buy (at the Keeneland September yearling sale). When we come here to race, we are ready to run."

None of the youngsters are as special to Hancock as the Awesome Patriot filly Amberspatriot, who won her debut April 19. His late mother, Bivian Hancock, owned a 25% stake in her.

"When that filly crossed the wire, it was a feeling I

could never describe," Hancock said. "I walked halfway up the racetrack to pick her up and lead her back into the winner's circle. I've had some offers for her, but I won't ever sell her." BH

PAST THREE WINNERS RETURN FOR HONG KONG’S QE IIBy Bob Kieckhefer

The past three winners of the Audemars Piguet Queen Elizabeth II Cup (G1) all will be looking for

a repeat April 30 at Sha Tin against contenders from Japan, France, and Australia, and another pair from their own ranks.

The 2,000-meter (about 10-furlong) fixture starts a run of four group 1 events as the Hong Kong season winds toward conclusion.

The trio of locally-based previous winners is headed by Werther, the reigning Hong Kong Horse of the Year and winner of both the BMW Hong Kong Derby (G1) and the QE II last season. Blazing Speed won the 2015 QE II and Designs on Rome landed the 2014 edition en route to being named that season’s Horse of the Year.

This time around Werther, a 6-year-old New Zealand-bred gelding by Tavistok, has the hot hand. After being sidelined earlier in the season, Werther returned to form to win the Citi Hong Kong Gold Cup (G1) in February at 2,000 meters and then warmed up for Sunday’s race with a decent fourth going 1,600 meters (about one mile) in the Chairman’s Trophy (G2) April 9.

Trainer John Moore said the delay in starting his campaign may be working to Werther’s advantage. While competitors may be weary from a long season, his star is full of vigor and “running his brand off” in training.

“Werther’s as fit as he was last year and the interrupted start to the season has meant that we lead into this race off a perfect prep,” Moore said after Werther appeared early on the work tab during a rainy Wednesday morning. “He’s peaking at the right time and his work this morning was just what I wanted to see.”

Hugh Bowman will ride Werther, as he did in last year’s edition to a commanding 4 1/2 length win.

Blazing Speed, an 8-year-old Dylan Thomas gelding, hasn’t visited the winner’s enclosure often since taking down the 2015 QE II Cup but finished only a short head behind Werther in the Gold Cup. He worked briefly on the wet all-weather track Wednesday morning and trainer Tony Cruz said Blazing Speed is “condition-wise, fitness-wise, 100%.”

Designs On Rome, a 7-year-old Holy Roman Emperor gelding, needs a serious reversal of form to return to contention. Once the star of Moore’s dominant stable, Designs on Rome has shown only brief flashes of his early brilliance in recent years and finished sixth of seven in the Gold Cup.

“If he could run third or fourth (Sunday), it would be a very good result,” Moore said after Designs on Rome’s Wednesday gallop. “Anything in front of that would be a bonus.”

Coming from Japan to challenge the locals is Neorealism, a 6-year-old son of Neo Universe. His primary claim to fame is defeating Maurice in the 2,000-meter Sapporo Kinen (G2) last August. The Noriyuki Hori trainee finished ninth in December’s Longines Hong Kong Mile (G1) and last was seen winning the Nakayama Kinen (G2) at 1,800 meters.

Local star jockey Joao Moreira has the mount on Neorealism.

Dicton will represent France. The 4-year-old Lawman colt won a group 3 event at Chantilly in January of his 3-year-old season and then finished third behind Almanzor in the Prix du Jockey Club (G1)—the French Derby—in June.

In his first overseas adventure, Dicton seemed a bit uncertain during his Wednesday morning work on both the turf and all-weather at Sha Tin.

“The horse is in good order and we’re hopeful,” said

Rupert Pritchard-Gordon, racing manager for owner Robert Ng.

The third overseas hopeful is The United States, an Irish-bred, 7-year-old son of Galileo who represents Australia. He has been knocking heads with some of Australia’s top middle-distance runners and finished fourth behind the super mare Winx in his most recent start, Australia’s Queen Elizabeth Stakes (G1) at Randwick April 8.

Two other local runners easily could throw a monkey wrench into the works.

Secret Weapon, a 7-year-old gelding by Choisir, finished second to Maurice in last December’s Hong Kong Cup at Sunday’s distance and ran a close third in the Gold Cup.

The local “youth” is served by Pakistan Star, a German-bred 4-year-old by Shamardal. Pakistan Star quickly developed a big fan base with gigantic runs from the rear of the field in his early-season efforts and finished second to potential 2016-17 Horse of the Year Rapper Dragon in the final two legs of the Hong Kong Classic 4-year-old series.

At Sha Tin, the 2,000-meter races start with a short run into the first turn and the field doesn’t straighten out until the 1,400-meter mark (about seven furlongs). But with a field of eight, all the runners should have time to find position. On form Neorealism should be on or near the lead, but several others project to keep that one honest. A hot pace could play in to Pakistan Star’s game.

The QE II became an international event in 1995 and achieved group 1 status in 2001. The current purse of HK$20 million equates to about US$2.57 million.

The race is a highlight of the Hong Kong social season, with coverage by fashion and society segments of the media, as well as the extensive local racing media establishment.

The Champions Mile and the Chairman’s Sprint Prize May 5, and the Standard Chartered Champions & Chater Cup May 28 wrap up Hong Kong’s group 1 season. BH

SANTA ANITA OFFICIALS CONFIDENT FUTURE CARDS WILL FILLBy Jeremy Balant @BH_JBalan

On the day Santa Anita Park could not field enough entries

to fill its scheduled live racing card, the California Horse Racing Board met at the Arcadia, Calif., race-track.

But with a pair of Santa Anita executives before them to discuss recent race meets at the track, the CHRB commissioners did not directly broach the subject.

After the meeting, Joe Morris, the senior vice president of West Coast operations for The Stronach Group, said he was not concerned with Santa Anita filling cards for the rest of the meet, which runs through July 4.

“We expect to draw on schedule and as planned through the rest of the year,” Morris said, reinforcing similar comments made by Santa Anita racing secretary Rick Hammerle April 23. “There’s a little bit of a sickness going around, which can happen on occasion when 2-year-olds come in from different places, so that’s not helping the situation. ... The rain earlier this year is part of it, too, but it’s never one thing.

“We’re continuing to work with (the California Thoroughbred Trainers) and (Thoroughbred Owners of California).”

Santa Anita pushed the CHRB in 2016 to give the track contiguous meets this racing season, which

essentially amounts to one large meet from Dec. 26-July 4, instead of having a short Los Alamitos Race Course meet split the dates in April, as it did in 2016. A reason cited during that discussion last year was that Santa Anita could build “momentum” with a longer meet, which Morris feels is still building even after the cancellation of Thursday’s racing.

“I think we are (building momentum),” Morris said. “But we certainly planned on running (today) and would have liked to run (today).”

Included in the discussions Thursday during the CHRB meeting were talks about why tickets get stuck in tote machines, marketing and stabling in both regions of California, and fair-circuit carryover pools from meet to meet.

CHRB commissioner Madeline Auerbach did take issue with Morris during the Santa Anita discussion, however, regarding the track’s policy on how it handles its

large meeting. She felt Santa Anita sent mixed messages to horsemen and gamblers by indicating a meet ending (April 9) and beginning (April 14) in some areas, and a December-to-July meet in others.

“On the one hand, you’re saying we’ve stopped this meet and started another, when there’s really no breaks between the two meets,” Auerbach said. “So you did some things where it looked like you closed the meet (like jockey and trainer standings). ... It seemed like an arbitrary thing to do to roll back the dates. ... The other thing that seemed arbitrary—although I understand why you did it, because you wanted more money, and we all do—was keeping the jackpot (Pick 6 carryover) going (instead of having a mandatory payout).

“I think you’ve confused the horsemen, we’ve created some unhappiness, and we’re struggling with some inventory management and getting these horses to run.” BH
