Who we areThe University of the Philippines Diliman (UPD) Office of the ViceChancellor for Student Affairs (OVCSA) assists the UPD Office ofthe Chancellor in promoting the welfare of and maintainingdiscipline among students. The UPD OVCSA is at the forefront ofcrafting and providing projects and activities that concern studentsand student services. Such are, but not limited to, food service,guidance and counseling, learning assistance and tutorials,scholarships, student complaints and grievances, student housing,student organization, and student ethics.

Recognizing the power and necessity of the voice of the studentry,the Office also participates in and promotes campaigns andinitiatives led by the University’s student sector in service of theFilipino people.

For any questions, the AskUPD Student Help Desk, under theOVCSA, is a one-stop center for student concerns, where studentscan seek information and advice on academic matters and studentsupport programs offered by the University.

Scholarships and GrantsThe Office of Scholarships & Grants delivers student serviceswhich are significant in fulfilling the University’s mandate tosupport all UP students as agents of national development. OSGprovides various financial assistance to the Iskolar ng Bayan andcontinues the implementation of the financial assistance programs,policies and guidelines as approved by BOR. The staff is trained tohelp in counseling students in obtaining financial support and alsosupports UP Diliman units in need of student services through theSAGA Program.

Student Learning Assistance System (SLAS)The SLAS is an expansion of the Student Financial AssistanceOnline (SFA Online). The expanded System will gather informationon students' financial capacity, connectivity situation andconnectivity options, and learning assistance requirements to helpthe University determine the support to be extended to theapplicant.

Private- and Government-funded Scholarship GrantsScholarships provide various modes of financial support, such astuition subsidy, monthly stipends, book allowances and othersemestral benefits that students will need to continue studying inUP. Scholarship grants are often based on merit as determinedthrough the academic performanceof the applicant.

Student AssistantshipsStudent assistantships provide additional allowance for studentswho are willing to work in different offices of UP Diliman. Qualifiedstudent assistants can render service for a maximum of 120 hoursper month at a rate of Php 60 per hour.

Student LoanStudents who experience difficulties in relation to paying theirtuition and other academic-related expenditures may apply forstudent loans at “student-friendly” payment schemes.

Scholarships and GrantsFinancial Assistance for Student Contingencies ProgramAll officially registered students of UP Diliman and its extensioncampuses/programs, undergraduate and graduate students,cross-registrants, Juris Doctor students, and those enrolled for asecond degree, in diploma, and/or certificate courses are eligiblefor financial assistance for medical expenses incurred due toaccidents and illnesses for the duration of the COVID-19pandemic. Adopt-a-Student ProgramThe Program, through the Diliman Committee on Scholarships andFinancial Assistance (DCSFA) grants additional allowances tostudents with urgent financial needs during the semester.Depending on the financial status of the beneficiary, thecommittee can provide at least Php 2,000 per month to eachqualified student.

DOST Core GroupThe Core Group attends to the DOST Scholars who are enrolled inUP Diliman. It monitors the scholars’ academic performance,facilitates the release of their stipends and manages the Scienceand Technology Learning Assistance Program.

Student HousingUP provides comfortable, accessible, and affordableaccommodations for underprivileged students and studentsfrom far provinces through the Office of Student Housing(OSH).

OSH manages twelve (12) residence halls on campus: six (6)are co-educational: Kalayaan, which is exclusive forfreshmen; Kamagong, exclusive for graduate students; Ipil,Molave and Yakal for upperclassmen; and Balay Atleta forstudent athletes. Four (4) are exclusively for female students:Ilang-Ilang, Kamia and Sampaguita for undergraduates, andSanggumay for graduate students. The CentennialResidence Halls are divided into Concordia B. AlbarracinHall for undergraduate male students and Centennial 2 forfemale undergraduate students.

Since the Academic Year 2020-21, because of the COVID-19 pandemic, conventional restrictions and dormitoryapplication guidelines have been temporarily suspended.Molave and Kamia currently serve as temporary isolationfacilities for mild and asymptomatic COVID-19 cases; andYakal serves as housing for health care workers.

Counseling and GuidanceThe Office of Counseling and Guidance (OCG) is asupport service to the academic programs of theUniversity. It is one of the offices of the Vice Chancellor forStudent Affairs (OVCSA). OCG’s two main professionalservices are counseling and psychological assessment. Italso coordinates the annual University Job Fair.

OCG’s counseling services are available to help studentsadjust to University life, make important life choices, andembark on the task of defining and pursuing their lifegoals. Students either come voluntarily for individualcounseling or are referred by their teachers and/orcollege. College referrals for intake interviews as well asprocesses for readmission and applications for non-majorand shifting can also lead to counseling. Counseling canbe done either individually or by group to addressstudents’ academic, career, personal, interpersonal, andfamily concerns toward overall improvement of theirhealth, wellbeing, and outlook.

Student EthicsThe Office of Student Ethics was a disciplinary body formed tohelp promote ethical student behavior and the values ofHonor and Integrity as necessary complements to the pursuitof Academic Excellence, Social Responsibility, and PersonalDevelopment.

Formerly the Student Disciplinary Council (SDC) formed bythe Chancellor under the administrative supervision of theVice Chancellor for Student Affairs, the OSE is the disciplinaryarm of the University, as per the 2012 UP Diliman Code ofStudent Conduct.

Academic ServicesThe Diliman Learning Resource Center (DLRC) facilitatestutorial services for students through peer mentorship andpeer learning groups. It gathers volunteer peer tutors to assistother students in Mathematics, Chemistry, Physics, Language,and other major subjects. Interested volunteers may sign upthrough http://bit.ly/DLRCTutors using their UP Mail account([email protected]).

DLRC also facilitates Bridge Programs for Freshies, researchsupport for graduating students, and the semestral Kapihan saDiliman (or, its virtual version, the eKapihan sa Diliman), a two-week program that offers a 24/7 study hub for students duringthe finals week. During the eKapihan, virtual peer tutorials ofdifferent subjects are conducted along with mental healthmanagement webinars and fun quiz bees with UP merchgiveaways to foster camaraderie and boost morale.

A safe learning environment through Discord is also managedwhere UP Diliman students may log in anytime and participatein various channels, share playlists, and chat casually if theyneed online study buddies.

Food ServiceThe University Food Service (UFS) serves nutritious, safe,wholesome and reasonably priced food to students, faculty,staff and guests. Supervised by professional Nutritionist-Dietitians, UFS prepares and serves value meals, as well asbakes and sells a variety of products such as cakes, pies,pastries, cookies, breads, and rolls, and provides cateringservices for occasions within and outside the Universitycampus.

The UFS also offers a Practical Training Program. The UFSTraining Program, which started in 1980, is accredited by theProfessional Regulation Commission (PRC) as a course forthose who plan to take the government licensureexamination for Nutritionist-Dietitians.
