Fruits, Vegetables and Herbs Report for the Middle East

Report prepared for ITC’s Market News Service by: Mr. Charles Barkla

Issue 6, December 2010

Introduction The Market News Service of the International Trade Centre UNCTAD/WTO (ITC) provides timely and detailed price and market information on selected primary and semi-processed products of particular interest to developing countries and economies in transition. Regular access to such information is vital to companies deciding when and where they should sell or buy products on international markets. MNS thus aims to serve as a market intelligence tool, to enable developing countries realize their full income potential through global trade expansion. MNS does not act as a broker and is exclusively an information service with the objective of improving market transparency and encouraging price and quality competition for the benefit of all market players. MNS’ team of product specialists draws its information from a network of correspondents in many countries worldwide, collecting up-to-date data on wholesale prices paid for specific products, supply and demand trends, and economic, climatic and legislative information that can affect the short-term market situation of particular products. MNS' information providers include major importers, exporters, manufacturers, wholesalers, and governmental organizations. We continuously encourage and welcome new sources of information. Should you be interested in becoming an information provider and contributing to MNS' efforts to improve market transparency and facilitate trade, please contact us at [email protected]. As with earlier editions, the latest edition of the report on the market for fresh imported fruit, vegetables and herbs in the Middle East puts a focus on the six member nations of the Gulf Co-operation Council (G.C.C.). These markets are Saudi Arabia, Oman, Bahrain, Qatar, Kuwait and the United Arab Emirates (U.A.E.). We have inserted brief notes on each market, and on the regional importing dynamics. We are now featuring a new section of fruit and vegetable industry news, as it relates to the region, as well as to individual markets. To balance some of the market forces, it should be noted that the bulk of trade in the region is undertaken in US dollars. All the currencies in the region operate in very close alignment with the US Dollar. All Gulf currencies have appreciated in value against the Euro and the British pound during 2010. The present economic crisis in Greece and other Southern European countries is putting further pressure on the Euro. This is having the effect of decreasing prices for fruit from Europe, in particular, for the Gulf region. Much has been reported of the financial difficulties in Dubai in the past few months. In our view, this is a case of catch-up of the consequences of the rapid debt-fuelled growth of the past 20 years. In our last report we commented that there were problems and the major change is that these problems are now more widely appreciated. We believe that this is not a regional issue, and maybe not even a UAE issue. It is really only affecting Dubai, which has now embarked on a vigorous programme of asset sales. As this process evolves, we should see a reduction in debt levels and an increasing return to investment in new infrastructural projects, which will help Dubai to maintain its expatriate workforces. As we have commented elsewhere, much of the fruit and vegetable consumption is driven by the expatriate community. We will continue to monitor the effect on the consumption of fresh fruit, vegetables and herbs as well as any flow-on to the distributive infrastructure of Dubai.

We must also mention the issue of food security for the GCC markets. There has been much comment in the media on the investment by various Gulf States in food production outside the GCC. In particular, Africa seems to be a logical place to grow food. Land and labour are lower cost and the distances are minimal. There is a political dimension that plays a role but our view is that this trend will continue to grow. We expect that this newsletter will increasingly report on exports from sub-Saharan Africa to the GCC, both from GCC owned estates as well as from independent local suppliers. We want to point out that prices in our report are effectively already out of date by the time we go to print. They should not be used as a precise means of setting prices, but regarded as indicators of trends. Our objective is to identify trends in supply and demand and their effects on long term market and sector dynamics. They were collected during weeks 42 & 43 of 2010. Where prices show a nil return, it is because these items are normally in stock and are temporarily unavailable. They will be monitored in future reports so that a long term price trend can be developed. Market Trends

UAE Destruction of fruit and vegetable shipments due to unacceptable chemical levels, bad weather in some producing countries and plant disease have kept fruit and vegetable prices inflated. Eggplant, cauliflower, cabbage, cucumber, zucchini, broccoli, bitter melon, etc are plentiful while snap pea, green bean, potato and pumpkin are becoming short in supply. Weak supplies from countries like Jordan, Lebanon, Oman and Syria due to bad weather have seen prices of products like cucumber, tomatoes and zucchini rise. Disease has affected some vegetables including beans and okra. Eggplant, cauliflower, cabbage, cucumber, zucchini, broccoli, bitter melon, etc are plentiful while snap pea, green bean, potato and pumpkin are becoming short in supply.

Kuwait Some local vegetables such as tomatoes and cucumber have high prices, due to high rental fees in the new Al Forda Cetral Fruits and Vegetables Hypermarket in Al Kabbad. Negotiations engaged between the local farmers and the vendors for the prices should sort this out soon. Few of the overseas vegetable and fruits are not available due to off seasons.

Oman Prices are expected to remain high during the change of the seasons, mainly between November to February. Weak supplies from countries like Jordan, Lebanon, Oman and Syria have seen prices of products like cucumber, tomatoes and zucchini rise and

heavy rain in India and Pakistan have also impacted export volumes of products like onions and tomatoes. Normally in winter 80% of the fruit and vegetables are from Saudi and from May until December the fruit and vegetables are from Jordan and Turkey. Vegetables from Lebanon feature all year round as they’re good quality and relatively cheap. Local supplies are supplemented by imports from Australia, China, Thailand, Brazil, Argentina, India, Pakistan, France, Philippines, Kenya and South Africa.

Qatar While a lack of availability of some fresh fruit and vegetable imports have driven up prices recently, it’s expected the start of the winter season should mean local produce should ease prices as it comes on the market. A hot season in Qatar has meant some delays, however, increasingly local produce including marrow, cucumber, tomato, capsicum and more are available.

Saudi Arabia Good supplies of Turkish fruits like lemons, mandarines and oranges continue. Oranges are now plentiful from a range of countries including Egypt, Jordan, Spain and South Africa. Avocado is among products becoming increasingly rare with current supplies only from Kenya. As a result of the weather, tomatoes are still very expensive e.g. the price of a 2kg basket of Syrian tomatoes has almost doubled from SAR 8 to SAR 15. Garlic prices are down while ginger prices have gone up considerably.

Price spike hits produce in UAE A price spike affecting fruit and vegetables in the United Arab Emirates (UAE) is being attributed to several large shipments of fresh produce being turned away by the gulf federation, due to unacceptable chemical levels. According to a report on the Emirates 24/7 website an official from the ministry for the economy said barring the container ships from entering the federation was a precautionary measure and had subsequently led to a shortage of some items. ―The current wave of unbelievable high prices of vegetables and fruit is not only affecting domestic markets, but has hit a number of neighboring countries,‖ the source added. The price of Indian tomatoes has almost doubled to around US$1.60 per/kg, up from around US$0.80 per/kg.

The website reported traders at the fruit and vegetable market in Awir said the hike had resulted from a lack of supply. ―Tomatoes are usually imported from Jordan and Syria. But because the production levels there have dropped, the prices have more than doubled,‖ Abdul Jaleel of Pan Viet Foodstuffs told the website. Onion, which previously sold for around US$0.60 per/kg is now selling for around US$1.30 per/kg. Similarly ginger, which used to cost around US$10 per/10-kg box is now being sold at US$26 per/10-kg box.

UAE has hydroponic farms Dr. Rashid Ahmed bin Fahad, Minister of Environment and Water, hydroponic farm in Ras Al Khaimah. Hydroponics is a method of growing plants using mineral nutrient solutions, in water, without soil. Terrestrial plants may be grown with their roots in the mineral nutrient solution only or in an inert medium, such as perlite, gravel, mineral wool, or coconut husk. The minister viewed the farming techniques used to produce vegetables like cucumber, tomato, lettuce, pepper, egg plants, carrot and shrubbery. Reports show that this method of farming

saves up to 70 per cent of irrigation water. The opening of this state-of-the-art farm demonstrates the ministry's commitment to introduce and follow up advanced technologies and assess farmers' technical and material requirements, study challenges they are facing so as to address them, expansion of new farming techniques with major investment projects to achieve food security and conserve the environment. The minister said the move is part of the ministry's policy, which was launched in 2009, to expand vertical cultivation of crops through plastic green houses. Five farms were selected for pilot trial across the country and now we have 20 hydroponic farm containing 105 green houses.

UAE remains vulnerable to high food price

The UAE will remain vulnerable to high food prices given its low self-sufficiency rate in most farm products because of the poor agricultural potential in its arid desert land, according to a government study.

Its food imports surged by nearly 31.5 per cent to a record high of around Dh37.5 billion in 2009 from around Dh28.5 billion mainly because of higher prices and an increase in the country’s population, showed the study by the Abu Dhabi Department of Economic Development (DED).

The study, presented by DED’s researcher Hassan Mousa at a farming conference in Abu Dhabi on Monday, showed self-sufficiency in the UAE is low in most farm products except for fish which the country produces enough to meet a steady growth in domestic consumption. ―The rate of self-sufficiency in most agricultural products in the UAE has remained very low and this makes the country vulnerable to high food prices as a result of global market conditions,‖ the study said.

―The UAE is urged to intensify efforts to tackle this problem and to expedite the strategic food stockpile product to face any unexpected food crisis that could send prices to new highs again after their surge in 2008.‖

The report showed the UAE’s average food self-sufficiency rate stood at only around 36 per cent in 2009, with that in fruit dipping to near zero.

It stood at only 14 per cent in vegetable, 33 per cent in sugar, 40 per cent in cereal, 50 per cent in egg and cooking oil and 60 per cent in dairy products.

―The increase in prices of local farm products normally do not exceed five per cent while the imported products could surge by 100 per cent because they are usually influenced by currency changes,

transport conditions, prices rises at the country of origin, suppliers behavior and other factors,‖ the study said.

―There is a need for the UAE to expand its agricultural investment abroad and encourage farm investments by the private sector internally.‖

The study said inflated rates do not reflect the real change in farm prices in the UAE on the grounds the consumer price index covers all products.

―For example, vegetable prices grew by around 15 per cent between July 2009 and July 2010 but fruit prices were up by 12 per cent. The prices of some farm products were much lower while those of other products were much higher.‖

The report said the surge in food prices affects mostly low and medium income people who spend a large part of their wage on food and drinks. ―This means spending by these people on other needs will be adversely affected.‖

The UAE had already invested in a massive farm project in Sudan while it is considering setting up a strategic food stockpile to offset supply shortages and sudden prices rises similar to those in 2008, when inflation in the country climbed to a record annual high of around 12.3 per cent.

According to officials, the area of the UAE farm project in Sudan is estimated at around 2,800 square km, scattered over Khartoum, Jazeera, Nile and other arable provinces in the East African Arab country

Figures by the Khartoum-based Arab Organization for Agricultural Development (AOAD) showed those farms exceed the UAE’s total cultivated areas, estimated at around 3.1 per cent of the country’s area of 81,000 square kilometers.

Sudanese officials said early this year the ―Zayed Project‖ is among the largest farm

ventures launched by the UAE in Sudan, with investment of $60 million.

The UAE, Saudi Arabia and other Gulf nations decided in 2008 to invest abroad in farming projects given their arid desert nature following a surge in global food prices that were among the main drivers of soaring inflation in the region.

The six members are among the largest food importers in the world, with their combined farm import bill exceeding $30 billion in 2009.

In a recent study, a key Saudi investment firm said the GCC’s decision to invest in farming projects in Sudan and other countries constitutes a turnaround in their policies to achieve food self-sufficiency, describing it as unrealistic goal.

NCB Capital said the policy shift means the GCC nations, which control nearly 45 per cent of the world’s proven oil wealth, will rely

more on food imports but such projects will allow them to overcome natural constraints at home.

―The GCC nations are shifting their agricultural policies away from the nationalistic goal of food self-sufficiency towards more flexible and broad-based efforts to ensure food security. The previous policies were ultimately undermined by acute constraints posed by the natural environment and resources on domestic agriculture,‖ NCB Capital said.

―This shift is translating into greater reliance on imports, outsourced agriculture and a greater focus on dry agriculture. Farming does not represent a significant component of the GCC economies as an exceptionally arid climate and low capital investments have limited its contribution to GDP and employment.‖

ECME tackles key issues in Dubai This year’s Eurofruit Congress Middle East saw 230 delegates from 30 countries congregate at the Shangri-La Hotel in Dubai, in the United Arab Emirates, on 1-3 November. Sessions ranged from the potential of India as a source of fresh produce for the Middle East, to the state of the regional market following the effects of the economic crisis. Elsewhere, Andriy Yarmak of Fruit-Inform in the Ukraine gave delegates an insight into the opportunities in Central Asia for Middle Eastern exporters, highlighting the large market of Kazakhstan as the most promising. ―Kazakhstan has seen imports of fresh produce nearly double every year since 2006,‖ he revealed. ―Where there used to be just bazaars, supermarkets have entered the market and changed patterns of consumption in the country. Total imports

reached 400,000 tonnes in 2009 and could climb as high as 500,000 tonnes for 2010.‖ In addition to India, the Congress also looked at two other possible sources of fresh produce for the future: Catalonia and Morocco. Driss Dehbi of Dubai-based Alternatives General Trading told delegates that exports from UAE to Morocco currently totalled more than US$200m, whereas shipments in the other direction valued just $40m. He said that the new port in Tangier, creating a direct shipping line from Morocco to Jebel Ali and to the Saudi Arabian city of Jeddah, could lead to an increase in volumes heading the other way. He also pointed out the great strides that Moroccan growers had made over the last few years, gaining certifications, improving quality and raising standards.

The final session of the Congress examined niches in the Middle East market, with particular attention paid to the opportunities that exist for ultra-fresh juices and fresh-cut products, as well as for locally and organically grown produce. Finally, delegates were invited to take one of two local tours, to Al Aweer Fruit &

Vegetable Wholesale Market, including a visit to the coldstores of Fresh Fruits Company (FFC) and Farzana Trading, or to the Emirates SkyCargo terminal, in order to further their understanding of what happens once a product enters the market and what occurs as it is being readied for airfreight overseas.

Dubai’s food exporters eye Europe: Prepared foods are

exported to over 130 countries from emirate Dubai’s success in exports last year were highlighted by three key sectors namely jewellery, food and plastics which grew by 38 per cent, 17 per cent and 23 per cent respectively. Of particular note is the increase in food exports which represents a little over 6.6 per cent of the emirate’s non-oil exports. This year the food exports surpassed all expectations and have done remarkably well. Dubai has a long and deep history in the production and sale of food and beverage products into global markets. Dubai’s agricultural sector has been at the forefront of new techniques, such as hydroponics, that allows farmers to grow produce using very little water. As a result, Dubai’s producers grow a whole host of fruits and vegetables and have penetrated a number of foreign markets including Europe. In addition to this the emirate has gained an international reputation for its processed and prepared foods which are exported to over 130 countries. This is an amazing achievement for the emirate as the bulk of the ingredients need to be imported before local producers add value and export them to foreign markets. EDC took a delegation from the Foreign Investment Office (FIO), an agency of the Dubai Department of Economic Development. FIO’s participation in the exhibition was aimed at promoting sector-specific investment opportunities in Dubai. Representatives from FIO held successful

meetings with interested investors looking to enter the market, and explained the support provided by FIO through the investment cycle. The high footfall at the exhibition allowed FIO to promote Dubai’s strategic location in accessing the Middle East, North Africa and South Asia region. EDC also took a number of UAE manufacturers to the international Sial Food exhibition in France to showcase their products. In doing so EDC was able to create a broader and global awareness of UAE’s ability to produce the best food products that meet international standards. Moreover, the aim was to introduce buyers to the concept that Dubai and the UAE was a modern competitively priced sourcing hub for processed foods. At the same time, the event allowed EDC to introduce via B2B matchmaking events buyers. The prominent position and design of EDC’s pavilion ensured a high level of visitors along with some prominent visitors such as the UAE Ambassador to France. Abdulla Saleh, Managing Director of Al Islami commented that ―it was an extremely successful tour‖. The emirate has not only developed niche products such as chocolates which have been showcased in Sial and developed important export markets with EDC’s assistance. Generally, the chocolate based products represent almost 14 per cent of the food sector exports. It is expected that in 2010 this segment will continue to make inroads in the European markets as

producers look to capitalise on the continent’s demand for such products. Assem Hamzeh, the managing Director of Chocoa and one of the exhibitors, was very optimistic regarding the outcomes from exhibiting at the exhibition and continued to state, ―We are positive that the outcome of our participation will be rewarding.‖ Dubai’s food producers have realised that in order to become competitive in global markets they cannot simply rely on being the cheapest. Instead the producers need to ensure that they have products that meet the standards of the importing nation while

offering the customer a value add in terms of making the purchase. With such pro-active market innovations it is expected that 2010 will see another successful year of exports for the emirate’s food producers. Tareq Dajani, the Export manager for Emirates Marconi who exhibited as part of the EDC Pavilion at Sial, stated that it was a great experience and opportunity and met businessmen from all around the world, sharing with them experience in the field of sales & marketing.

E-system to monitor prices of commodities in a year The Ministry of Economy (MoE) is currently putting in place a centralised system to monitor prices of commodities electronically.

It will take a year to complete, Minister of Economy Sultan bin Saeed Al Mansouri said at the Federal National Council session on Tuesday.

All information related to commodities will be compiled and analyzed from different sources in the system to come out with indices for monitoring the price movement

online, he said.

The system also aims at providing all information regarding the shortage of the items and those in demand as well as the prices of basic goods to help authorities take

appropriate action.

―The system is also designed to issue regular bulletins on food production and expectations at the UAE level as well as in other countries,‖ Al Mansouri said, adding that the system would play a pivotal role in giving an alert that shortage of a certain food

item is expected.

―It will also warn of serious food crisis,‖ he said. The minister was replying to a question by member Khalid bin Zayed on curbing

increase in prices of commodities.

In his written reply, Al Mansouri said the ministry has taken several measures and pursued economic policies which aim at

confronting price hikes.

―It (MoE) has given a big role to the private sector to make available the basic commodities depending on the volume of demand. It has also asked the private sector to coordinate with cooperative societies to provide essential goods at competitive prices, and create a balanced market to

achieve stability in prices.‖

The ministry, according to him, has also issued many laws such as the Consumer Protection Act with the aim of curbing monopolistic practices and exploitation in

the market.

The ministry has also scrapped trade agencies of major food items on the basis of a cabinet resolution, opening the door for direct imports. He said it has also formed control committees countrywide, and officials conduct field tours regularly in coordination with local government authorities to monitor markets and prices and prevent unjustified

price hikes.

In his query, Khalid bin Zayed had requested the minister to find a specific mechanism to halt the recurrent increase in prices, which

affect the middle class and low-income

employees.

―The increase in prices in the UAE is 30 per cent more than other GCC countries,‖ he

said, adding that achieving self-sufficiency in basic food items is the only way to escape

from international fluctuations in prices.

Jeddah sees 150pc hike in vegetable, fruit prices Prices of some fruits and vegetables in Jeddah have increased by up to 150 percent in the week 50. Zucchini, which was SR5 per kg, has doubled. Prices for onions, potatoes and cabbage, which have been stable for years, have also gone up dramatically in recent days. The price of 15 kg of onions has jumped from SR10 to SR27, an increase of more than 150 percent, while Egyptian oranges leapt from SR16 per carton to SR28. Saifullah Sharbatly, head of the Foodstuff Committee at the Chamber of Commerce and Industry in Jeddah, said there are several reasons for the hike. Demand exceeds supply, there has been bad weather in the exporting countries and the US dollar is relatively weak, which means

vendors have to pay more for foreign purchases, especially those from Turkey, Syria, Lebanon and Egypt, he said. He noted that Syria, Turkey and Lebanon have been hit by torrential rain and hail, which has affected production in those countries. Price fluctuations have led consumers to suggest to the ministries of Commerce and Municipal and Rural Affairs that they establish a weekly price index for vegetables and fruits and circulate it everywhere they are sold. Okaz/Saudi Gazette asked Saleh Al-Khalil, Undersecretary at the Ministry of Commerce and Industry for Consumers Affairs if he would investigate the sharp increases. He said the ministry has nothing to do with prices of the vegetables and fruits.

Bahrain: Vegetable prices down by 60% The prices of most fruit and vegetables have fallen by up to 60 per cent following sharp hikes witnessed over the past few months. Vegetable traders said yesterday that the price of staple vegetables has decreased dramatically, with parsley being sold at between 300 fils and 150 fils and the cost of a kilo of tomatoes falling to 500 fils. This was revealed yesterday during a visit by Minister of Industry and Commerce Dr.Hassan Fakhro to the Muharraq Central Market. During the visit, traders and suppliers praised the ministry's efforts to facilitate import procedures and affirmed that

prices are coming down following a period of increase. Traders also confirmed that they are fully prepared for increased demand over Eid Al Adha and will have a surplus of supplies to ensure that there are no shortages. The minister also spoke to several butchers and representatives of the Bahrain Livestock Company who assured him that all preparations are being taken to ensure an abundance of meat for the sacrificial rituals of Eid Al Adha.

Qatar: Fruits and vegetables prices likely to drop

Prices of fresh fruits and vegetables in the country are expected to ease off after having touched peaks over the previous three months, traders at the Central Fruits and Vegetables Market said. ―The prices rose because of lack of availability of produce in exporting countries including Saudi Arabia, Jordan and Syria,‖ one trader said. Qatar imports 95% of its food needs, according to the state’s National Food Security Programme (QNFSP), and gets much of its fresh fruit and vegetable supply from countries such as Jordan, Saudia and Egypt. The upward shift over the past three months has caused uproar amongst consumers in the country who are calling on the authorities to intervene to check what they believe as artificially jacked-up prices. Meanwhile, the local produce has also taken a hit from changes in the climate, even though supply has been growing steadily for a while. ―This was the hottest year in Qatar, causing production loss to farms in the country, leading to delays or reduction of quantity of produce coming in the market,‖ another trader said.

Since having been established, the QNFSP has been working with Qatari farms and offering incentives to local farmers to increase the quantity, quality and variety of local produce, in an effort to reduce reliance on foreign imports. Marrow, cucumber, tomato, capsicum, chilli, aubergine and a variety of greens from Qatar are now available at the open wholesale Market. ―The price of tomato from Qatar is QR36 (box weighing 6-7kg), making it an expensive option though,‖ a trader said. Those from Jordan were QR23-25 (7-8kg), Saudia QR15 (5-6kg) and Syria QR18-20 (7-8kg). ―These prices should further come down in one or two-week’s time because of favourable climatic conditions,‖ he added. But the nature of the business means, prices fluctuate daily based on supply and demand. For example, Saudi onion was QR15 (8kg) on Wednesday but by Thursday it had reached QR20 (8kg). Fuji Apple from China is now QR90 (113 pieces/20kg) but was QR65 last month. Conversely, the price of bitter melon from Saudia was QR25 (5kg) on Thursday, a price drop from QR35 from previous week.

Kuwait: Customers, vendors unhappy with vegetable market relocation The Kuwait Municipality has decided to move the vegetable market in Shuwaikh, to the Sulaibiya area. So far the decision has not been welcomed by either the market's vendors or its customers. There are several reasons why people are not interested in visiting the new vegetable market in Sulaibiya, but one of the main reasons is its distance. "I went to the new place and it's very far. I won't go there and my customers won't go there either," Al-Mamoun, a salesman at the Shuweikh vegetable market, told the Kuwait Times. Here everything is in one place; fish, meat, rice and other commodities. Also the bad roads are an obstacle. Only 4x4s can drive there and sedans will definitely be damaged. Considering most of my customers use sedans most of them won't come." There are also some security concerns. "Sulaybiya is known for its criminality, so we can't just have cash in our pockets," added Al-Mamoun. "Many female customers will be too afraid to enter this area because they know it's not safe. I asked more than 500 of my customers and they all said they will not go to the new vegetable market in Sulaibiya. All the women who were asked if they would go to Sulaibiya for their vegetables refused. "In fact, most of the vegetable market's customers are women who have to shop by themselves because they are alone and will refuse to go there," pointed out Um Soud. "I won't go there; I would rather buy from the co-op even if I have to pay more." Older female customers have long expressed their disappointment with the news of shifting the market to Sulaibiya. "For me it will be impossible to get there," said Um Jasem,a

frequent customer to the vegetable market. "I think those who came up with this idea definitely live in Jahra. Sultan is a Syrian customer who has bought his goods from the market in Shuwaikh for many years. He also expressed a refusal to go to the market in Sulaibiya as well. "If this market is shifted to Sulaibiya I will never go there. I don't think there will be any services at the upcoming market. There isn't even any public transportation there," Sultan noted. The distance is a problem for the salesmen as well. "The market in Shuwaikh is close to where we live," said Mohammed Olu, a salesman. "Here we live to gether and walk to work. Sulaibiya is very far and if I have to go there I will have to spend money on transportation. If this market closes I will have to go back home to Bangladesh. There were also many complaints about the loading area in the new market. "At the market in Shuwaikh there is enough space for lorries and transportation vehicles to load or ship goods that are coming from farms or other places," said Muminallah, another salesman. "I visited the new place and noticed that there is not enough space for loading goods, this is huge problem. Rent will be higher at the new market. "Here I pay KD 90 for my location but at the new place I will have to pay about KD 500," said Ali, another salesman. "This will change the price of the goods I sell so that I can afford rent. Here, my customers already know my place because I have been here for 15 years. I will lose lots of my customers, especially in the beginning, until people get used to the place.

India: Ginger prices surge as heavy rains cut supply Low arrival of ginger due to heavy rains in the producing regions has helped keep prices firm. Traders said arrivals have been delayed by a month from the normal period of November keeping supplies tight in the terminal markets. They expect prices to fall around January because of good supplies. "Dry ginger is selling at around Rs 210-235 per kg in Kochi. Prices are high due to low availability, while exports are not viable at this price," Ramalingam Vishwanath of GRK Traders told.

He expected prices to decline in a month or two after arrivals increase. Indian ginger is being quoted at above $5,300 per tonne in the global markets, while Chinese ginger is just behind that. Ramalingam said that India can export ginger to Saudi and other West Asian countries provided the market decline by $ 200-300 for a tonne. After several years of declining exports, India could manage to export good quantities of ginger in 2009 and 2010 because of crop failure in China.

In this financial year, exports in the first seven months stood at 6,050 tonne as against 2,225 tonne during the same period last fiscal. Earlier, China sold ginger at half the Indian price thereby capturing most of the global market. India's production of ginger is expected to be higher by 30-40% due to good returns from ginger in the past few years. India's ginger prices in 2011 would mainly depend on the

Chinese output, which has been low in the last two years. "Production of ginger would be definitely higher this season as more people have invested in ginger," KS Mohanan, a leading trader from Wayanad told. India produces 2.75 lakh tonne of ginger per annum, almost a third of the world's production of 8.35 lakh tonne.

India: Stringent measures cut onion exports

Onion export from India has declined by almost half on the back of steep hike in export prices and fixing limit of shipment to a maximum of 500 tonnes a day, but the scenario in domestic market is yet to improve. On an average, 6,000 tonnes of onion were exported from India daily before the steps (to curb export) came into play, after which it has come down to approximately 3,000 tonnes a day, sources in Agri cooperative NAFED said. The National Agricultural Co-operative Marketing Federation (NAFED), along with 12 other agencies, including NCCF, STCL, GAIC, Bangalore based CAPPEC and Pune based MSAMB regulate onion exports from the country. Concerned over rise in prices of onion to a high of Rs 40 a kg in the retail outlets, NAFED had last the increased minimum export price (MEP) of the vegetable on November 15 from USD 375 a tonne to USD 525 a tonne for this month. Later, on November 24, it issued another

notification to fix limit to a maximum of 500 tonnes daily for which NOC could be given for shipment of onion with the same objective, the sources said. India exports onion to Bangladesh, West Asia, Singapore and Malaysia. The country has shipped 10.10 lakh tonnes of onion till mid-November in this fiscal, against 12.99 lakh tonnes in the year-ago period, the official data showed. The hike in MEP has made Indian onion competitively costly in the international market. NAFED sources said while Indian onion is sold at USD 525 a tonne, the same from China was available at USD 450 per tonne, Iran USD 375 a tonne, Egypt USD 325 a tonne, Saudi Arabia USD 300/tonne and Karachi USD 500/tonne. But, drop in flight of onion from the country is yet to soothe the scenario at domestic markets.

agriculture is the biggest private business in India, she said 40 per cent of farming activity in the country is dryland farming. "We want to green our arid areas. The UAE also wants to go green, so let us work together". In Dubai also, she spoke in similar vein at a function organised by the Dubai Chamber of Commerce. "Immense potential also lies for a mutually beneficial partnership in the energy sector and also in agriculture and food processing sectors. India is a leading producer of fruits, despite this only two per cent of our trade is in this area," the President said. Her remarks on the issue of agriculture comes a day before she is set to visit an institute working in the field of arid and dryland farming during her visit to Syria beginning on Friday. Turning to the trade turnover between India and the UAE which has touched a record $43 billion, she said that 'they are

complementary in our trade relations and hence, there is opportunity to expand the volume of trade considerably in the coming years.' "Equally important is the potential for mutual investments by the two countries. We need to explore every avenue to realize this potential". The UAE, a long standing commercial and business hub in the region, has also emerged as the third major re-export centre in the world after Singapore and Hong Kong. She hoped that the India Trade and Exhibition Centre would help able to meet the needs of the Small and Medium enterprises and other trade bodies. V R S Natrajan, leader of the Indian business delegation, said that there were huge opportunities for bilateral cooperation in various fields including oil and chemicals, infrastructure, especially construction, railways, metro projects and freight transport.

Pakistan: Govt urged to set up training institutes for

date production Around half of the date production gets wasted and only 10 percent of the produce in the country is exported, exporters said Friday. ―The projected target of date exports from Pakistan from January till December 2010 is 161,000 tonnes worth $60 million‖, Maulana Sadaruddin Palphoto, president of Sindh Dates Growers Association said. There is a greater need of an institute that should provide technical assistance and training to growers, traders and exporters in storage, processing and packing to increase export potential, he added. The export target for next date season is set at around 400,000 tonnes, while anticipated production is 6.1 million tonnes, Palphoto added. Our dates orchards are spread over 1.8 million acre of land in Sindh and more than 85 million trees are having production value in Khairpur and Sukkur, he added. Balochistan is the highest date producing province followed by Sindh, Punjab and NWFP. He said the institute should provide technical know-how and training for

marketing, quality improvement and crop protection in this regard. He said according to Pakistan Horticulture Development and Export Company, Trade Development Authority of Pakistan is establishing Dates Processing Skill Development Institute at Khairpur. ―But this should be done with the consent of all stakeholders especially the real growers and exporters‖, he maintained. Pakistan is the fourth largest producer of dates but exports are insignificant because processing technology and practices are primitive. Pakistan is one of the main growers of dates. It follows Egypt, Saudi Arabia, Iran and the UAE is in the list of top date producing countries with 10 percent share of global production. He said, ―India is the largest importer with market share of about 38 percent while France and UK are second and third largest importers with shares of 4 percent and 2.5 percent respectively.‖

The major countries importing both fresh and dried dates from Pakistan are India, USA, UK, Canada, Germany, Denmark, Malaysia and Indonesia. The world date import is about 0.63 million tonnes per annum while it is estimated that annually about 6 million tonnes of dates are produced world over, he informed. By having improved farm and proper harvesting with modern processing, Pakistan has been certified with Good Agriculture Practices (GAP). Around three date processing plants one each in Sindh, Balochistan and North Western Frontier Province (NWFP) are working on modern

lines. Traders are also striving to produce by-products of dates in order to fetch more foreign exchange, he added. He said buyers from India, China, Saudi Arabia and Uzbekistan have shown great interest in making deals for dates. According to FAO, Egypt, Saudi Arabia, Iran, UAE, Algeria, Pakistan, Sudan, Oman, Libya, China and Tunisia are the major date producing countries of the world. The horticulture crops (fruits, vegetables and condiments) alone contribute Rs 117 billion, equivalent to $2 billion, which is 26 percent of the total value of all crops and 81.8 percent of the total value of minor crops.

Pakistan: Kinnow exports affected by Iranian control Kinnow exports started in November had more than 500 tons of the fruit which were exported to Dubai and Sri Lanka in the first 10 days. The kinnow export target for the current year is 260,000 tons, which is only 10,000 tons more than last year’s target of 250,000 tons. The target last year was met successfully. Explaining this slight increase in the export target, Waheed Ahmed, the former chairman of the All Pakistan Fruit and Vegetable Exporters Importers and Merchants Association, said that kinnow production declines in the year after a bumper crop. The country witnessed a bumper crop last year of two million tons, he informed, adding that production this year is expected to be between 1.6 and 1.7 million tons. He also explained that due to heavy rainfall this year, the size of the fruit is expected to be very large but demand from Europe and Russia is for smaller sized fruits. Despite the slight increase in the export target in light of these facts, the target itself presents a challenge since the Iranian market remains closed this year, explained Ahmed.

Iran, along with the Middle East and Far East, is the country’s largest export market for kinnow and almost 40 per cent of exports end up in these markets, he said, adding that Iranian restrictions for its importers are presenting a challenge for kinnow exporters. The Iranian government has not granted permission to its importers yet, he informed and said that the issue needed to be resolved between respective governments. Ahmed said that if the Iranian market remained closed, then the country will lose out on 80,000-100,000 tons of kinnow exports. Kinnow exports to Russia are also expected to halve in volume from last year’s size of 78,000 tons to this year’s expected export of 40,000 tons. Ahmed also said that increasing costs of production have become a problem for exporters. A 30 per cent rise in packaging and transportation costs have meant that prices of kinnows at the start of the season have increased from Rs300 per maund last year to Rs500 per maund this year, he said.

Afghan pomegranate sales steadily increasing Kandahar has experienced a steady increase in pomegranate sales thanks to increased security in the region. ―This year is much better than the last, said Abdul Raziq, a pomegranate farmer and trader from Daman District. ―I have expanded my market in the city and shipped almost three tons of my best pomegranates to Kabul, Dubai and India.‖ Industries connected to pomegranate cultivation, such as transportation and grocery stalls, have also increased by 300 percent in Kandahar city since 2008, according to officials. A quiet enabler of this business success has been the Afghan National Security Forces. The increased amount of security forces along main supply routes has permitted the vast majority of

shipping to get through to Pakistan and India unhindered. ―In the past, a large portion our shipments were either stolen or criminals and Taliban told us to pay protection money,‖ said Hamadi. ―It was a tough situation that lasted many years. We are grateful that this has changed and our brave Afghan heroes are keeping our roads safe.‖ The market for pomegranates is one of the fastest growing in the world and many find Afghanistan to have the best pomegranates in the world. This season, Kandahar farmers have earned up to 45 Afghani per kilogram of pomegranates and in early November, they shipped more than 40 tons of pomegranates to Dubai in one week.

Egypt: Citrus volumes down, better sizes available Quality has been good concerning the citrus fruits at AgroEgypt this season. The volume is down 10% on last year but the Orange sizes are much better. "Weather changes didn’t affect citrus production too much," explains Ahmed Ghallab, Marketing Manager at AgroEgypt, "but it made our season come 10-15 days early. It did affect other products, mainly vegetables like green beans and green onions causing a lot of losses in those products." Mr Ghallab says that the company expects to increase sales volume by about 25% by opening new distribution channels. AgroEgypt is one of the main companies in Egypt in exporting Egyptian citrus, with an experience more than 10 years in that field. The company has its own strategy in exporting Egyptian citrus which gave it the

opportunity to expand its market to all over the world. AgroEgypt's main citrus markets are Russia, Belarus, Ukraine, Malaysia, Singapore, Dubai and Mauritius. "We are planning to expand our markets to new markets in Africa and Asia like Indonesia, Bangladesh, South Africa, Sudan, Kenya, Mauritius, Seychelles etc." said Mr Ghallab. Ecuador small banana growers look to east Ecuador’s association of smaller banana growers has set its sights on exporting to the Middle East, Africa and China as an alternative to its main receiver, Europe, local news site Andes reported. Quoting Freddy Serrano, representative of the association, the report said that the European market is saturated by large, multinational banana exporters, making it hard for smaller producers to compete. As an alternative the association has signed an agreement with a Chinese distributor to start shipping bananas in 2011. For Serrano, it is China’s size that makes it attractive. ―For us it is the best market in the world; there are 1.3 billion inhabitants that could consume our bananas, and we have 400,000 cartons of excess stock each week

that could be positioned in the Chinese market,‖ Serrano was quoted as saying. The association has agreed to ship US$12 million of the fruit, at a final cost per carton of US $8.25. The agreement taps 400 growers in the provinces of Esmeraldas, Guayas and El Oro. Another country that has caught the interest of the association is Libya, where a government- backed agreement has expanded shipments to 90,000 cartons per week. Tensions between growers and the Libyan receivers emerged last month after payments to growers were not made on time. However Serrano said that all debts have been paid and that the tensions have been ―overcome.‖

Israeli growers stage strike to get more Thais Once the pride of the country, farming survives today only with the help of low-cost foreign labor Israeli agriculture—once the epicenter of the Zionist pioneering, symbolized by hearty kibbutz farmers and crate loads of Jaffa oranges— has been pushed so far to the margins of society that the work of planting and sowing is now done by almost entirely by foreign workers. So, when a shortfall of 4,000 guest workers emerged during this year’s harvest – 15% fewer than the quota set by the government -- farmers launched a three-day strike this week that threatened to choke off the supplies of tomatoes and milk on Tuesday. Rather than sun-burned sabras, or native-born Israelis, some 22,000 foreign guest workers, mostly from Thailand, pick oranges and avocados and cut roses and carnations. Growers blocked traffic at the Arava junction in Israel’s southern Negev region, handing out peppers and flowers to drivers and warning them that rising prices would one day make fresh produce affordable only for

the rich. In the southern town of Netivot, farmers dumped fruits and vegetables on the road. As of Tuesday, however, the strike wasn’t having its intended effect and organizers were weighing extending it a fourth day until Thursday. Themarker.com online news service said wholesale markets and groceries still had produce. A spokeswoman for Shufersal, Israel’s biggest supermarket chain, said the labor action had so far no effect. ―Everything is okay today, we haven’t had any problems,‖ she told The Media Line, asking not to be identified. ―I have no idea about tomorrow.‖ Growers blame the Interior Ministry for refusing to process the applications filed to get the extra 4,000 foreign workers while the government says farmers failed to file in time. Whoever is right, no one has considered the possibility that Israelis themselves would make up the shortfall even as the nation’s unemployment rate stands at 6.2%.

Jordan hopes to resume vegetable exports to Saudi market soon Minister of Agriculture Mazen Khassawneh said he hoped Jordanian vegetable and fruit exports to Saudi Arabia will resume "as soon as possible" after the two countries finalized procedures to ensure the free flow of

premium farming products.

Khassawneh hailed a decision by Saudi Arabia, Jordan's key trading partner, to lift a ban on Jordanian agricultural imports, which he said "transcends the mutual commercial interest", referring to the historically solid ties

between the two kingdoms.

"The resumption of vegetable exports to the Saudi market is being followed up with utmost attention and at the highest levels for the mutual benefit of all parties to the production and marketing processes in the

two sister countries," said the minister.

"We look forward to promoting the confidence of the consumer in Arab states and equally in non-Arab countries at a time when we seek to boost existing scopes of cooperation with sister Arab states as a

priority," he said.

Jordan, the minister said, is keen to apply highest international quality standards on export-oriented farm products which had

gained it a reputation in Arab and world

markets.

"In August this year, the ministry had provided its Saudi counterpart, upon the latter's request, with samples of stamps by its various departments and the names of employees authorized to issue health certificates plus laboratory test forms issued by relevant government bodies," he explained. "The Saudi agriculture ministry had also been supplied with results of pesticide and mineral surveys carried periodically by the Jordan Food and Drug Administration, which have shown Jordanian vegetables free of any microbes or pesticide contaminants," he

added.

Saudi Arabia has recently approved the lifting of a ban on Jordanian vegetables entering its market provided that they meet Saudi standards and specifications and heed other technical regulations, including

labeling and certificates of origin.

Under mutually-agreed terms, a Saudi technical team will visit Jordan six months after the ban's lifting to verify adherence to acceptable procedures in the Kingdom's

vegetable farms. Source: Jordan News Agency - Petra

Interesting season for Moroccan citrus After an exceptionally good start of Moroccan Clementines with good prices, especially on the Russian market, demand completely collapsed, according to Jan van der Voort of Anaco Greeve, Holland. According to him the cause of this is a little unclear, but an early start was made because of a good market for mandarins of the southern hemisphere, which could be one of the causes. The Clementine season started 2 or 3 weeks earlier." Compared to last year 20,000 tons more were already exported" as per January. "Also the light

colour of the new varieties, which are also said to be less tasty and the mild temperature for the time of the year in Russia could play a role." He says, that prices decreased dramatically. Markets for Morocco remain the same with the most important ones being Canada and Russia. Jan says, that imports increase every year. He said that in Russia there are far more customers because of the disappearance of important players such as Sunway, which means that there will be more mutual competition. "In addition a direct container link has been started this

year between Agadir and Saint Petersburg. Each week about 200 containers are being shipped." Furthermore Morocco exports a lot of citrus to the traditional countries in Europe. "At the beginning of this season they emphasized the Netherlands with all consequences. Also for a few years now they have started with the Far and Middle East" according to Jan. He says that the Moroccans go on investing. New packing stations are being built and new estates developed especially around Agadir, where many mandarin varieties

such as Afourer and Nadorcotts are being planted. It is of interest that, according to him, no oranges are being planted. "Unfortunately not much is invested in Berkane, as a result of which the quality of the fruit is not always reliable. If they would do the same as in Agadir it could be a different picture all together." according to him. "As far as taste is concerned they remain the very best." "It will therefore be again a very interesting citrus season and it is hoped, that they will deal with the present market situation in an intelligent manner" he concludes.

Turkey: Hatay boosts vegetable exports The Mediterranean province of Hatay, where crop diversity is high because of its fertile agricultural lands and suitable climate, has registered an impressive volume of vegetable exports in addition to maintaining its strong position in the domestic market. Provincial Agricultural Director Bestami Zabun told Anatolia news agency that the province had 270,766 hectares of arable land, almost 32,000 hectares of which was used for vegetable cultivation. In addition to commodities with high exchange value like wheat and cotton, approximately 1,370 hectares of land is dedicated to the cultivation of parsley, 3,747 hectares for the cultivation of carrot, 237 hectares for leek and 909 hectares for spinach cultivation in the province, Zabun said, adding that cultivators were doing their best to get the highest benefits from the soil. ―The farmers do not leave the land uncultivated after they harvest the cotton and wheat but immediately cultivate vegetables that grow in short time and are sold easily. Zabun said cultivation in the province meets the needs of the domestic market and also yielded an exportable surplus. "Hatay is a strong candidate in becoming a regional actor in vegetable exports. We are exporting to Saudi Arabia, Syria, Jordan and

Russia. Our farmers live on vegetable farming.‖ He also said farmers annually harvested approximately 20,000 tons of the parsley cultivated in Samandağ and İskenderun provinces, and that 20 percent of that yield was exported. ―We receive great demand for our parsley, from Syria, Romania, Serbia, Saudi Arabia and Russia.‖ He also said the average yield of leeks in the province was 7,590 tons, while the average harvest of spinach was 12,861 tons. The two vegetables received a boost to demand among all exported vegetables in recent years because the area in which they are cultivated has expanded in parallel to demand. Zabun said they were holding seminars for farmers in order to further develop vegetable farming in the province, and that they were also taking measures to better maintain food safety and to develop projects to control the use of pesticides. ―We are planning to implement a barcode practice for the vegetables cultivated in our province and the studies for this project still continue,‖ he concluded.
