controversy ca*sed havoc in "00$ and contin*es to lay mischief till today. Facts have +een twisted and wrongly 1*oted that, #$($ Telangana agitation has res*lted in a si4

 oint form*la. Para # of the )*dgment5 Civil Aeal 6o # of "00" 7 says,8 9n #$($, an

agitation was la*nched +y some olitical arties demanding searate statehood for

Telangana on the gro*nd that eole of that area were not getting their d*e in matters of

ed*cation, government emloyment and economic develoment. 9n the +acdro of theagitation, a si4!oint form*la was evolved which among other things envisaged e1*ita+le

emloyment o*rt*nities!!!!!!!!!:This shows the tye of information and arg*ments thatwere resented on +ehalf of the state ;overnment.

This ara is very imortant +eca*se it deals with organization of cadres. The ara,which has +een deli+erately omitted or the a*thorities concerned closed their eyes,

reads as@

“The State Government shall, within a period of eighteen months

( subsequently amended to 27 months ) from the ommenement of this order,

organi!e lasses of posts in the ivil servies of , and lasses of ivil posts under, the

state into different loal adres for different parts of the state to the e"tent, and in

the manner, hereinafter provided#$ 

This clearly means local cadres have to +e created within "' months of roclamationof the Presidential >rder, #$'&. 5#%!#0!#$'& 7. 6ot at all, at any time at the whims

and fancies of the ;overnment. Presidential >rder was amended several times

s*+se1*ently, +*t ara ? was never altered.

each s*ch deartment in the said city 5other than those concerned with the

administration of areas falling o*tside the city of ydera+ad7 shall +e organised into asearate cadre and the osts so organized shall +e e4cl*ded from the other cadres,

organized in *rs*ance of this aragrah, or constit*ted and comrising of osts

 +elonging to that category in that deartment. :

9t is the resonsi+ility of the ;ovt to esta+lish that city cadres were created, notified

and made transarent a+o*t it, immediately after their creation. 9t is strange that

d*ring the meetings of o*se Committee chief secretary had to e4ress regrets, andtender aologies. Strangely, when d*cation Secretary was forced to a+olish Zone

99 and only then come to o*se Committee, he acted so on one stroe, and iss*ed

another ;.>. showing all s*ch eole in Zone 99 were deemed to have +eenworing in City Cadre. ven today, d*cation

Strangely, even now APPSC is advertising osts *nder city cadre, and in)*stices

contin*e. Formation of Searate Telangana is the only remedy. 9n *rd* there is asaying, !!!)isi lathi *si +hains., meaning whoever holds the stic, +ecomes the

owner of +*ffalo.
