The First Day of AB-60

On Friday, January 1st, 2015 California’s AB 60 measure allowed for undocumented immigrants to test for their driver’s licenses.

With DMV offices packed, and hundreds in line at local DMVs-even the earliest undocumented applicants waited more than two hours to test on the first day California allowed their application for driver’s licenses.

Assembly Bill 60 makes California one of just 10 states that now provide licenses to illegal immigrants. The licenses, issued to undocumented immigrants without legal status, include a distinctive marking and are only suitable for the purpose of a driver’s license.

AB-60 License for Driving A Vehicle

It is important to remember that the CA AB 60 driver’s license will allow undocumented immigrants the ability to now legally drive and register their vehicle. But, this will not be an official identification card.

It cannot be used for the purpose of a photo ID for other activities that require photo ID- such as opening a bank account, or going through airport security. Also, law enforcement agencies cannot use this license for criminal investigations, to arrest, or for detention, based on the applicant’s immigration status.

How Many Are Expected To Seek A License?

DMV officials expect 1.4 million people to seek a license in the first three years of the program, and at this time the month of January shows over 59,000 licenses given, and over 236,000 applicants applying for a license.

How Do You Get A License?

It is important to remember that an AB 60 driver’s license is not issued until the applicant proves identity and residency, with qualifying documents or through secondary review, passes a written knowledge exam, and completes a behind-the-wheel drive exam.

Pass/Fail Rate On The Written Exam

It’s clear that there is a divide between those who apply versus those who actually become licensed drivers.

About 60 percent of those who took the test in Spanish failed, and 50 percent

of the undocumented drivers who took the written test in English failed.
