The CIL is a Governmentscheme intended to financeinfrastructure through a levy onnew house building. Theamount to be paid isdetermined in advance by thecouncil and is based upon thefloor area of the build. In theBasildon Council area differentrates are proposed for buildingin each of the 3 mainsettlements. In Basildon theamount is proposed tobe £50/sqm, in Wickford£230/sqm and in Billericay astaggering £350/sqm.
In parallel with the Local Plan ConsultationBasildon Council are also running a publicconsultation on its intentions for a Community
Infrastructure Levy (CIL).
Whilst the concept is notwithout merit we believethe amount proposed forBillericay is excessive and ison a par with that for partsof London. We understandBrentwood are considering aflat rate figure of £200/sqm.There are also considerableuncertainties about thetiming of payments andtheir relationship to theInfrastructure First conceptcurrently being supportedby local politicians of allparties.
Whatever figure is decidedupon for Billericay we donot believe the moneyraised in the town will bespent in the town and ifthe levy remains at theproposed figure it willfur ther reduce thelikelihood of affordablehousing, adding around
£35,000 to the averagehouse price, and couldmake Billericay a magnetfor new house buildingopportunities for a councillooking for ways to offsetthe continuing reductionin the amount of moneyit receives from centralgovernment.

AN UPDATEI am very grateful to the Editor of “The Resident” forprinting my article about fund-raising for a headstonefor Arthur Charles Argent. I knew it was aconsiderable sum of money that needed to be found,but I had every confidence that the people of Billericaywouldn’t let Charlie down.
I am humbled and overwhelmed by the response I’vehad in a very short space of time. Local charitableorganisations have offered support and many individuals have been generousbeyond belief. I’m thrilled to be able to report that I received a donation onArmistice Day, Sunday 11th November 2018 which took me over the totalneeded. Such a large amount of money raised in about seven weeks.
Some people gave their address and you will be receiving a receipt from me indue course. Others of you gave no address and so I can only express mysincere thanks to you through the medium of “The Resident”. Each and everycontribution is so much appreciated, thank you.
If you are reading this and your cheque hasn’t yet been presented for payment,please take this as notice that it arrived after the total had been reached. Pleaserest assured that your cheque has been shredded and will not now be cashed.If this applies to you, please know I am as grateful for your support as if I’dneeded your donation to reach the total. The stone has been ordered and should arrive in the New Year and then it willbe engraved. If timings permit I will try to let everyone know the date of thededication of the headstone in Little Burstead Churchyard ahead of time. It isonly fitting that those who helped fund the headstone should come and paytheir respects as we give Charlie back his name after all these years.
The fact that the total was reached on the centenary of the Armistice itselfseems fitting to me. Once again my sincere thanks to all those who’ve donatedand who are still contacting me.

MAYFLOWER MORRIS MEN GO TO YPRESOn 11th and 12th of October Mayflower Morris Men of Billericay, together withenough friends and family to fill a coach, travelled to Ypres in Belgium. Thepurpose of the visit was to lay a wreath commemorating the many Morris Men
who fell in the GreatWar. Members ofthe wreath-layingparty had relativeswho were killed inthe area. We allattended the verymoving Menin Gateceremony at which anumber of wreathswere laid. The LastPost and Reveillewere sounded, ashas been since1923, except when
Ypres was occupied during the Second World War. Amongst the party wereseveral Morris Men from Blackmore Morris, Thames Valley Morris Men andAlbury Morris Men, intotal there were 12dancers and amusician. Dances wereperformed in the GroteMarkt on Thursday intwo sessions, and beerwas taken! Visits werealso made to theSanctuary Wood andthe In Flanders Fieldsmuseums by membersof the group.
The visit was proposed by the late Tony Motley, a greatMorris dancer, ex King’s Trooper and British Legionstandard bearer. The visit was also in honour of Tony.

What is a LPA and why should Iconsider making one?
A LPA is a legal document that lets youappoint one or more people to help you makedecisions or make decisions on your behalf,should you ever lose mental capacity. Itcomes in two varieties, one for property andfinance, and one for health and welfare.
People believe that their nearest and dearestwill be able to take control of their financialaffairs if they no longer can. This is not true.If you do not have a power of attorney inplace, even your spouse couldn’t take anyaction in relation to a bank account in yoursole name. If you have a power of attorney,then this would not be an issue.
What happens if I do not make an LPA?
If you do not make an LPA and you losemental capacity, then it will be necessary forsomeone to make an application to the Courtof Protection to appoint a Deputy to act onyour behalf regarding any financial affairs and

discuss any decisions that they are looking tomake with you before making any suchdecisions on your behalf.
We are now all living longer but sadly many ofus will experience a loss in ability, bothphysically and mentally, to deal with ourprivate affairs. If you are comfortable with theauthority that you are granting under an LPA,then it is an important step to think about andmake.

Are LPAs safe?
There are a number of safety measures nowbuilt in with LPAs. You are required to have aCertificate Provider who signs to confirm thatthey have discussed the LPA with you, andthat nobody is forcing you to do it. You canalso notify certain individuals of the creationof the lasting power of attorney, if you wish.
It is important to note that you may seek torevoke your LPA at any time whilst you havecapacity. Your attorneys are under a duty to

If your starting point is less than the new fullamount; for every additional year from April2016 you have qualifying National Insurancecontributions, you will add £4.70 a week extrato your pension.
If your starting point is higher than the full
amount of the new State pension you will getthat amount.
If your record is a few years short of 35 and youare not working, you retired early perhaps, youcan buy additional years NI contributions for£761.80 currently. This would give you £244 ayear additional pension. £761.80 in a bankearning 1.5% would pay you £11.42!
State Pensions then are exceedinglygood value for money!

Nearly all of us will have afew days off over theChristmas Holiday and if
you have nothing else to doafter opening all your presentsmay I suggest that if you arenot collecting it already, youcheck on your State pension.The new scheme from April 2016 isrelatively simple, the full amount is£164.35 a week but to get it you need to knowwhere you stand today.
To qualify for the full amount anindividual needs to have paid, or be creditedwith 35 years National Insurance (NI)Contributions. That means currently eitherearning over £162 a week as an employee orpaying £2.95 a week class 2 NI contributionsas a self- employed person. There are specialcircumstances for carers and child benefitclaimants etc.
But not everyone will get the new full amount.It depends on your NI record up to April 2016,and you need to know your “starting point”.

Most people in Billericay must be aware of ourbeautiful park at Lake Meadows, but doeseveryone realise just how fortunate we are in
having such a superb facility so close to our homes?
In the 19th century, the farm hadbeen owned by Major ThomasJenner Spitty, who was a local JP,Deputy Lieutenant and HighSheriff of Essex and died at theend of the 1890s. He was a greatbenefactor to the town in manyways, although he did not, assome suggest, give the park tothe town.
A hundred years ago, the landwas just farmland. It was not until1934, that the chairman ofBillericay Rural District Council,Cllr Harry Bebington and hisfellow council members agreedto purchase the farmland, as apublic amenity for the people ofthe town. On Saturday July 11th,1936, the park was officiallyopened, followed by a feteenjoyed by the crowds. It was thestart of what was to become a
very special place for theresidents of Billericay.
Over the years, with manychanges taking place, includingthe provision of sports facilitiesand a café, the park has beenlooked after by the Parks’ team atBasildon Council. After theSecond World War, the park wasin a terrible state. The lake was fullof rubbish, and the grass hadbeen ravaged by cattle, so themen had to start from scratch.Gradually, after a lot of hard work,Lake Meadows began to comealive again, thanks to thededicated Parks’ team, which atthe time numbered around eightstaff. These days there are usuallyonly one and a half, depending onthe time of year, and funding foranything more than basicmaintenance is very limited.
So, next time that you are at thepark, for whatever reason youuse it, please just remember howlucky we are to be able to enjoythe trees, lake, gardens and openspaces. This is YOUR park! Wemust make sure that it continuesto be a space that we can allenjoy. None of us want it tochange, just to be looked afterand maintained well, by thepark’s team and the Friends ofLake Meadows, who workconstantly to care for it. So pleasesupport everything we are tryingto do, by becoming a memberand showing that YOU care too.
Remember our ‘Carols inthe Park’ will take placethis year by the boathouseon Saturday December15th at 4.00pm, with freemulled wine and Christmasfood. We look forward toseeing you there!

Completion of the FormThe Form is presented as a ‘booklet’ and contains guidance notes.
Some important points:-Everyone must complete and return Part A once – anonymous responses are notaccepted.
Part B must be completed for each individual topic commented on. This might be justone topic, but there is no maximum to the number of comments that can be submitted.We are advised that is best to stick to a limited number of significant subjects.
In Part B it is necessary in Section 1 to quote a reference to the particular sectionof the Local Plan being commented on. A guide to relevant references for the

Make sure an entry also made in Section 2 (ie Sound = NO) and for Section 2a usebest judgment to tick at least one box.
Making comments It should be borne in mind that the consultation is about the soundness of the Plan.Therefore comments are best kept matter of fact, impersonal, and unemotional. Say forexample someone was inclined to comment on the so called ‘spatial strategy’, wherebyhousing has been allocated across the borough on population rather than based onsustainability analysis, as required by national planning policy. Such a comment isbest kept to discussion of what has been done compared with what should have beendone, according to the rules. Prolonged discussion of the anticipated consequencesis not advisable. The remedial action – that is to say what should be changed in thePlan – would be revising the allocation across the borough based on aproper sustainability analysis.
