HOW WE LINE UP ON TRACK

We have a core in excess of 130 competitors of both genders and all races who regularly compete in the categories below, as well as a “fl oating slot” which we usually fi ll with a selected high profi le invitational category at each event staged nationally in a 9 round championship calendar sanctioned and approved by MSA.

GT Challenge Originating from the Porsche Unlimited Series, the GT Challenge category brings together some of the fi nest and quickest exotic racing cars seen in South Africa and is open to all sports cars manufactured locally and overseas to GT specifi cations, and features 3 separate classes. GTC1 is for the most powerful and fastest cars – typically turbo powered, GTC2 where the Ferrari F430 and Porsche 997 Cup cars rule at the moment and GTC3 for the less powerful GT cars like the Ferrari F360, 996 Porsche Cup racers and the BMW M3. Other past and present participants are the very quick Nissan GT-R, a brutal looking Dodge Viper, Lotus Elise and Exige, Ford Noble as well as the unique KTM X-Bow.

Kawasaki ZX10 Masters Cup, the largest motorcycle category in South Africa with no less than 25 riders regularly lining up on the starting grid on their 1000cc Super Bikes,

Goldwagen Challenge, a thrilling hot hatch category where over 40 competitors insist on swopping mirrors and door handles around South Africa’s circuits lap after lap. This category also boasts with the most lady racing drivers in any long circuit racing discipline in South Africa

Formula Vee, a National Championship category featuring open wheeled, single seater racing cars powered by VW engines which provides extremely competitive racing for competitors of all ages. It is a category that provides a path for emerging development drivers (some of whom are being funded via a Department of Sport grant) as well as aspiring young karters wishing to progress

GT Classic, which is tailored to the needs of drivers of GT Classic sports cars, including RS and RSR Porsches, Ferrari, Lamborghini, Maserati, Corvette, Aston Martin, TVR, De Tomaso Pantera, Lotus (closed roof ) and some other classic marques as well.

BRINGING YOU UP TO SPEED – some of the opportunities...

Where is the gap in the market?

All our events attract extensive interest from a wide range of society including supporters, readers and viewers from all around the country and parts of Africa, (all being potential visitors and investors). A large percentage of these people also own businesses, or control and infl uence corporate spending.

It is essential that Free State Tourism markets its off erings to these people, and by strategically partnering with the Pro Tour, this can be done very cost eff ectively.

How will the gap be fi lled?

1. Broad-based Mass Media exposure and inspired leveraging - It really makes a lot of sense....

2. More MEGA EVENTS to be staged at Phakisa....

Casting your mind back specifi cally to August last year, you will recall that the Pro Tour had an extremely successful event overall, including some major “plusses” for Free State Tourism, local businesses and residents.

By relocating our event from Kyalami to Phakisa, a signifi cant amount of additional revenue and exposure of Welkom / Phakisa, was generated both before and after the event. The greater Welkom district benefi ted signifi cantly, not only from the positive publicity received, but also economically, as more than 600 bonus visitors in the form of competitors, pit crew, offi cials etc, spent between 2 and 3 nights in the area, injecting much needed revenue into the local economy.

The Pro Tour can realistically visit Phakisa up to 3 times per year, which IMMEDIATELY injects in excess of

R 6 MILLION into the local economy.

Conservative calculations based on the number of competitors and crew members who are involved in our event indicate an immediate, direct capital injection into the local economy which exceeds R 2 Million over the days spanning the event.

This does not take into account any supporters, fans or enthusiasts who arrived on the day from outlying areas as this is not reliably measurable without spending “market research” funds.

Obviously this is a massive potential area to expand and maximise on....

It is essential to involve the local community, encouraging them to participate commercially at MEGA EVENTS held at Phakisa. This can be done by combining and staging other events as a side show, which are of interest to a broader cross section of the population whilst the motor racing is taking place.

Options to include when staging MEGA EVENTS at Phakisa could be - Red Bull Extreme Zone, Drifting, Celebrities in exotic supercars doing hot laps on the oval at Phakisa, Braai/Picnic Days/Weber cooking demos, Skydiving, Bands performing, Table soccer tournaments, a Graffi ti wall, a Reptile park, a Climbing wall, a KidZone, games and rides, Nintendo gaming area, Bodybuilding displays, game farming/hunting displays, Mega 4x4 obstacle course, Boeresports, tractors/farming inplements on display, Mining mini expo – suppliers as well as career opportunities, Agriculture – suppliers – including a crop spraying aerial display, Military displays featuring equipment as well as career opportunities, SAP display - equipment/helicopters as well as career opportunities.

Page 8: Free State Tourism Proposal compiled by Vernon Steyn

3. Specifi cally targeting potential visitors and investors from outlying areas...

The relocated Pro Tour event specifi cally targeted potential visitors from outlying areas - which is Free State Tourism's target market - who could reasonably be expected to make a day trip to Phakisa and received very strong media support from areas like Gauteng and Mpumalanga. This programme must be expanded by exposing the Free State's attractions and investment opportunites at ALL 9 of our events staged NATIONALLY by having a professionally manned, branded “mobile tourism offi ce” where information and marketing literature can be distributed to interested parties.

This will expose some of the local attractions, for example the Willem Pretorius Game Reserve which is situated 77 km away, the Allemanskraal Dam forming the central part.

Also the Vredefort Dome, the Golden Gate Highlands National Park, the Xhariep Dam, your Bloemfontein Botanical Gardens, the Basotho Cultural Village, the Free State Goldfi elds (Mine tours – get schools to visit), the Sterkfontein Dam, the Sentinel Rock as well as many of the attractions on off er around the Vaal Dam and River.

Promote “breakfast runs” in conjunction with some of the roughly 650 registered biking and car clubs,to the benefi t of local hospitality establishments and businesses.

Page 9: Free State Tourism Proposal compiled by Vernon Steyn

4. Developing the road AHEAD and providing for FUTURE GENERATIONS

What is plain to see, is that the Pro Tour Motor Racing Road Show is not only a very eff ective platform to use in order to promote tourism and stimulate commercial activity in the Free State, but also perfectly placed to implement and drive meaningful and eff ective development programmes moving forward.

Out of a pool of roughly 130 active Pro Tour competitors, nearly a quarter of them (23% or 30 competitors) are of colour, or female in gender. This is remarkable considering the high (fi nancial and technical) entry levels required to participate in this high profi le and extremely aspirational and technically orientated sport which has historically been considered the domain of the alpha male.

Progress in development has not been limited to competitors on track only, the Pro Tour has pioneered the way forward on the technical side of the sport as well. However there is much more that needs to be done in order for this to eff ectively embrace ALL aspects of motorsport and take care of the future. Our development vision is to expand by establishing, running and managing, a properly structured, dedicated, Motorsport Training Academy that covers ALL the disciplines required to stage events held at Phakisa (and around the country and into Africa as well).

This programme must be aimed at the 15 - 30 age group, with the goal being to involve younger people in the sport in order to safeguard its future, and assist young people to make decisions about their careers, education and life choices.

Establish Phakisa based development programmes - It is essential that the following areas be properly developed without delay.

*Scrutineer Academy - Pro Tour’s chief scrutineer is the only Formula 1 accredited scrutineer in South Africa and is the chairman of the South African Scrutineer Association (SASA). He has written a training manual embracing the MSA UK standards, which holds the Gold Standard set by the FIA for this type of training, and which will undoubtedly raise the standards of Safety Scrutineering in South Africa.

He is currently implementing the programme internally, and recently recruited two youngsters Thami Malekane and Langa Charles Mali from Orange Farm, who join a growing list of Black, Coloured and Indian scrutineers.

The next step in rolling out this initiative is to take this training to the Free State, while the Border scrutineer association has also expressed interest.

Individuals interested in becoming volunteer scrutineers – which is an excellent way of getting involved in motorsport without having to pay for a race car – will undergo training and write an exam, and be closely observed by duly accredited offi cials as they gain experience.

Page 10: Free State Tourism Proposal compiled by Vernon Steyn

*Marshalling Academy - This is another development area where the Pro Tour is already very well equipped to take initiative to the next level. We have written all the training manuals required, and have the most qualifi ed personnel on hand to implement this programme immediately.

*Train and develop race offi cials – Pro Tour’s existing team of offi cials are the most experienced and qualifi ed in the country with more than 50 year’s worth of collective top level international and national championship experience.

*Train and develop timekeepers – The Pro Tour’s strategic alliance with Pro Timing – Pro Timing are the sole authorised representatives on the African Continent for Tag Heuer Timing, the offi cial F1 timing service providers. Our timekeepers work to the same stringent International standards, using state of the art equipment, and are equipped to train up-and-coming candidates who manifest the potential to perform this vital function.

*Establish an Advanced Driver Training Academy at Phakisa. The taxi and emergency services have been identifi ed as key areas that require immediate training.

*Race School / Development Drivers academy – Pro Tour CEO, Lindsay Steyn, together with other members of the Pro Tour team have extensive on and off circuit Motor Racing experience, covering ALL aspects of the sport. Team management, race car preparation, logistics, and very importantly media and PR liaison are just some of the skills that will be passed on to cadets.

Focus of the strategic partnership.

As South Africa’s largest and most professionally run National Motor Racing Road Show, we are well positioned to partner with a high profi le brand like Free State Tourism. We will focus on providing Free State Tourism with an excellent broad-based mass marketing platform to promote tourism within the Free State Province.

How will we create a unique and valuable position, involving a diff erent set of activities? The Pro Tour already has a large National (and International) media footprint which is driven by its day to day activities attracting much interest in the public domain. By attaching the Free State Tourism brand to our activities, and leveraging off the events that we stage, Free State Tourism will reach a very broad base of potential visitors and investors cost eff ectively.

What is unique about the strategic partnership and how is our off ering diff erent? Our off ering will build loyalty, create trust, develop relationships, build passion and create other positive emotions.

This strategic partnership provides opportunities for embedded advertising, a failsafe delivery system where messages are incorporated right into the action.

Events become known by Free State Tourism’s name and become part of the fabric of the sporting program.

A strategic partnership appears more authentic and honest than paid media.

The cost eff ectiveness of our strategic partnership, compared to traditional media advertising allows Free State Tourism to showcase their brand cost eff ectively.

A strategic partnership creates opportunities for prolonged viral marketing campaigns.

Being accountable.

Perhaps nothing in our society is more needed for those in positions of authority (and trust) than accountability. Too often those with authority are able and willing to surround themselves with people who support their decisions without question. We are ethically committed to openness.

Provide a quality service at a fair price.

Value can be defi ned as the eff ective return on a purchase. Low initial cost does not necessarily represent value. However, our off ering also off ers exceptional value.

Treat people fairly, especially employees and customers.

Fairness is both a responsibility and an opportunity. Employers who practice fairness are able to share their moral values with all because they “practice what they preach.” The fi rst step in establishing the principle of fairness is to recognize that all people are important, regardless of their vocational position.

*Some of our OWN Marketing Objectives. To include Brand Awareness, Advertising, Personalities, Promotion of the event, Publicity / PR, Broad-based Exposure, Leverage Opportunities, Targeted Media Exposure, Special Events and VIP Hospitality Suites into our campaigns.

*Strategically partnering with us is valuable.

Our events attract great interest from a wide demographic range of people including supporters, readers and viewers from all around the country and parts of Africa (all being potential visitors and investors), a large percentage of whom also own businesses, or control and infl uence corporate spending. It is essential that Free State Tourism markets its off erings to these people and by strategically partnering with the Pro Tour, this can be done very cost eff ectively.

*Target Market.

We have identifi ed Free State Tourism’s target market to be very similar to that of our own. Typically these people are upwards of 25 years of age, located all around the country and into parts of Africa (being potential visitors and investors), a large percentage of who also own businesses, or control and infl uence corporate spending.

Business ConceptAn invaluable component of our off ering is the extensive National and International TV exposure (more than 85 hours per year) that we off er Free State Tourism. This will signifi cantly assist Free State Tourism in achieving many of their objectives related to

• The promotion of tourism within the Free State Province. • The development and management of sustainable tourism within the Province. • The Free State becoming recognised as a preferred inland tourism destination and an

essential part of many foreign tourist itineraries whilst visiting South Africa.

Both our viewer and competitor demographic profi les meet the marketing criteria perfectly. Free State Tourism can now cost eff ectively reach a broad base of viewers, potential visitors and investors alike whilst building the Free State Tourism brand throughout South Africa, and into parts of the African Continent which will yield returns on an ongoing basis.

Financial FeaturesUsing senior level strategic planning and strong relationships with media, governing bodies, personalities and suppliers we can provide you with targeted, considered, practical solutions which focus on ROI.

The total commercial media value of this blockbuster package is in excess of R15 million per year, and then there are all the other invaluable leveraging opportunities that come with the package.

What must also be taken into account is that in addition to the media value of the package, there is also a direct capital injection (cash) into the local economy of R6 Million plus, as a result of the infl ux of people involved with the event, which when added to the media value brings at least R21 Million

worth of fi nancial benefi t to the greater Free State community.

Financial RequirementsAs can be seen, there are many valuable features and benefi ts which make this off ering so attractive and essential for inclusion into Free State Tourism’s strategic marketing plan for 2013 and beyond.

This can be achieved by means of a moderate fi nancial investment by Free State Tourism as a strategic partner of the Pro Tour, on behalf of the greater Free State community which will yield signifi cant economic benefi ts to this community.
