    Middletowns town council, what islet o it, got right to work at ues-days committee meeting. Te issuescoming beore council are tricky, es-pecially since the town is without alawyer. As you probably know, thetown lawyer, J. David Grin, the

    now-ormer Mayor Mark Brown,and now-ormer councilors JohnBlaisdell, and Gil Barrington all re-signed eective immediately at thelast meeting. Tat leaves our electedcouncilors remaining.

    At a special meeting, scheduledor uesday, March 27th, at 7 pm,the un will continue. Te remain-ing elected councilors will need toappoint a mayor and ll the emptycouncil seats. Tat should be easy

    enough, since there are a number opeople who have already applied orthe open seats. It gets tricky how-ever, when you look at special rulesin the town code. For example, Vir-ginia state law requires the seats tobe lled within 45 days o the res-ignations. Te town code calls orthe seats to be lled within 15 days,hence the special meeting.

    Te second tricky issue is a votingmatter. Both Virginia state law andthe Middletown code restrict theenactment o certain nancial mat-ters unless voted on by a majority oelected members o the council. Tenancial matters include raising tax-es, contracting debt, and appropri-ating money over $100. Tere is noproblem with this requirement as thecouncil stands, since there are ourelected councilors remaining, which

    suces under both sets o require-ments. Te tricky issue will be i themayor appointed is an elected coun-cilor. Tat would leave the councilwith only three elected councilors,which does not suce under the laws.Both elected councilors Charles H.Harbaugh IV and Donna M. G. Grayhave submitted applications to beappointed mayor. Currently, the onlyother applicant or mayor is ormerMiddletown mayor John Copeland.Conversations with all o the electedcouncilors reveal that the councilorsare ready to appoint one o the elect-ed councilors mayor. Without theadvice o a town lawyer, since there isnot one, the council should take the

    conservative approach, and not ap-point an elected council member tobe mayor. Tere is an argument thatthere is some wiggle room on the is-sue, but why take the risk.

    Individuals who have applied tobe councilors are Gilbert Gil Bar-rington, Clarence ripChewningIII, Kathryn Cordero, Tomas Si-mon, Gerald David Sinclair, and

    Carole Snyder.Another top priority or the coun-

    cil is hiring a new town attorney.Applicants should contact town hallimmediately. Te Virginia Munici-pal League, the towns insurer, andthe Frederick County registrar havebeen helping the town manager andthe council wade through the issuesas they arise.

    Tis is the story I hate to write.Why? Because I would, selshly, liketo keep the Restore to mysel. I haverenovated two houses, and a buildingwith commercial space and apart-ments, with items rom the Restore.I bought dishwashers, stoves, out-door urniture, gardening supplies,light xtures, paint, caulk, a bathtub,doors, tile, range ans, etc. I it is not

    there today, it may be tomorrow. Andeverything is rom 50% to 90% o othe Lowes or Home Depot price.

    Te Restore has been at its new lo-cation at 1944 Abrams Creek Road,o o Featherbed Lane, behind theSPCA, or a little over six months.Te new location has three dockingdoors, and lots more space. Accord-ing to manager Lori Sterling, truck-loads o new and slightly used ma-terials arrive every day. It also goesquickly. On a recent Saturday, whenthe store is only open rom 9 am to 2pm, over 500 people visited the Re-store.

    Everything is tested beore it hitsthe foor. Many o the items donatedcome rom Lowes, Home Depot,

    contractors, and distribution cen-ters. Most items are new; some areslightly used. Store credit is availablei something does not work. Tere

    are no cash reunds. Tere is plentyo parking.

    Lori runs the store with three paidemployees and an army o volunteers.Tere are ty regular volunteers. In-dividuals rom the White Post Diver-sion Center come over to help. Kidsdoing volunteer projects are alwayspopping up. Anyone else interestedin volunteering need only to call.

    I you are going to Winchester toshop at Home Depot or Lowes, stopat the Restore rst to see i they have

    what you need. Dont have time todrive to Winchester? You can visit

    the Habitat or Humanity RestoreFacebook page. Te popular pagecurrently has 2,222 likes. Itemsor sale are listed on the page. Onerecent post was Just in 165, 000screws. A washer and dryer postedsold within twenty our hours. Itemsalso are available on www.Biddin-hole.com.

    Te benets o the Restore are in-numerable. Customers get greatproducts or a great price. Peopleget the opportunity to volunteer or

    a good cause. Items are recycled,instead o being sent to the landll.

    Donations are tax deductible. Andthe prot goes to the local chaptero the Habitat or Humanity, a non-denominationalChristian ministry,whose mission is to build decent, a-ordable homes or amilies in need.Te Habitat or Humanity currentlyhas three houses under construction:945 Orchard Avenue, 440 ChaseStreet, and 635 Woodland Avenue.A listing o completed houses, and adescription o the recipients, are ontheir website.

    project to begin next weekTe City o Winchester is pleased to announce that the Amherst Street

    Improvement Project will begin on Monday, March 26 with some pre-liminary set up. Construction on the roads is expected to begin April2nd.

    Small cars and big plans for tomorrows tech gu

    Te evening o Wednesday, March21, I attended the echnology Edu-cation 500 Race and Engineering andGraphics Expo at Millbrook HighSchool. Te event, the second o itskind at Millbrook, was the culmina-tion o technological projects by stu-dents at the our middle schools inFrederick County: Admiral RichardE. Byrd, James Wood Middle, RobertE. Aylor, and Fredrick County Mid-dle. Te Engineering and GraphicsExpo was a showcase o technologystudents designs involving manu-acturing prototypes, drating, engi-neering design, and other such en-deavors; the race was run with smalldragster cars o the students designand true to set specs.

    I made my way around a semicircleo caeteria tables displaying variouscreations by the students. Here was awhite plastic desk tray that had beencarved rom a single piece o plasticeven though it looked as i it weremade o pieces. Tere were glassesetched by students with the namesand monikers o the various schools,and rough prototypes o machines

    that either dont yet exist or are al-ready around but whose design coulduse updating. One o these was acontraption made o white PVC thathad me thinking that II dont knowwhat I thought it was. It resembled ascaled-down canopy rame, like one

    youd see at any backyard bbq, onlythis one hadnt been constructedwith leisure in mind. A kid sat downin ront o it and began ddling withsomething or other, so I guessed hewas the brains behind it and askedhim what it was. Its a prototype or

    a search and rescue submarine, saidone Nathaniel Buzard, an 18-year old

    junior at Millbrook. Of course it is, I thoughtSee, heres where the two motors

    are going to go, he said, pointing attwo cupholder-looking attachmentson the corners, once the school ap-proves them. Up top here is wherethe camera sits inside the pipe, andits operated with this remote.

    So this is the real size, not a scalemodel? I asked.
