    RICHMOND - Operation Air,Land, and Speed returned to In-terstates 81, 95 & 64 yielding 4,946summonses and arrests duringthe two-day enorcement initia-tive which took place Friday, Aug.19, and Saturday, Aug. 0, 011.Te last time Operation Air, Land& Speed ocused on all three in-terstates was in July where 6,800

    violations were cited by VirginiaState Police. Te specialized en-orcement yielded ,41 violationsalong I-81, which stretches romthe ennessee border to West Vir-ginia. Five drunk drivers were ar-rested and ve drug/elony arrests

    were made by state police. roop-ers stopped 1,338 speeders and cit-ed 6 reckless drivers. In addition,there were 67 saety belt violations.Along Interstate 95, which extendsrom the North Carolina border toMaryland, state police cited 1,66

    violations. Five drunk drivers werearrested and 18 drug/elony arrestswere made. State police cited 744drivers or speeding and issuedsummonses to 336 individuals orreckless driving. In addition, 75saety belt violations were issued.Te trac saety initiative coverednearly all 300 miles o I-64 result-ing in 863 violations. roopers ar-rested two drunk drivers and made

    one drug/elony arrest. Te opera-tion also resulted in 336 individu-als cited or speeding and 119 driv-ers stopped or reckless driving.

    Tirty-nine saety belt violationswere also issued. Operation Air,Land and Speed is intended to savelives and reinorce drivers to makesae, smart and responsible deci-sions while driving on Virginiasinterstates, said Colonel W. Ste-

    ven Flaherty, Virginia State PoliceSuperintendent. Unortunately,there are still many drivers whoare willing to ignore making saetya priority on the road despite anincrease in patrols and aggressivehighway saety enorcement. Wecontinue to urge motorists to makea concerted eort to drive less ag-gressively and more responsibly.

    Funds generated rom summonsesissued by Virginia State Police godirectly to court ees and the statesLiterary Fund, which benets pub-lic school construction, technologyunding and teacher retirement.Te comprehensive enorcementproject utilizes troopers, supervi-sors and motor carrier troopers.State police operational duties onother interstates, primary and sec-ondary roads are not aected dur-ing the operation. Funding or theenorcement initiative is providedthrough ederal highway saetymonies. Te August 011 enorce-ment project is the 36th OperationAir, Land & Speed campaign. Since

    its inception in 006, the tracsaety enorcement campaign hasresulted in a total o 183,71 tracsummonses and arrests.

    lane, shall we? We seniors have seena lot o changes in the world sincewe were born.

    In 1941, gas was 19 cents a gallon,which equates to $.95 in todaysmoney. Bread was 8 cents ($1.4today) and milk was 34 cents ($5.9today). Te very next year the pro-duction o autos was halted.

    A car cost around $800 ($1,000today) but ater we were attacked at

    Pearl Harbor, rationing went into e-ect and car owners were limited tove tires. Other things were quicklyadded to the rationing list: bicycles,stoves, gas, cofee, butter and sugar.Most homes had Victory gardensin the yard.

    At 10:58 am on Saturday morning, a 58 year old mao o the Reliance Road Bridge onto Route 81 Southjumped onto the shoulder o the road, and was noany vehicles. James Shell and Charles Schurtz, both town, saw the man standing on the outside o the bcording to Mr. Shell, the man made eye contact witTey pulled over and dialed #77, which connected thVirginia State Police. At about the same time, someon

    On uesday, Aug. 3, as peoplein the Northern ShenandoahValley braced or possible inlandrains and wind rom HurricaneIrenes projected path north upthe Eastern Seaboard they got an

    unexpected jolt.At 1:51 PM as this reporter was

    having lunch with a riend at El-ements on South Royal Avenuein Front Royal, the building wasshaken by what was reported tobe a 5.9 magnitude earthquakecentered 4 miles rom bothLouisa and Mineral, Virginia. A

    quick map check o the USGSwebsite indicated the epicentertriangulated by Charlottesvilleto the west, Fredericksburg andRichmond to the northeast andsoutheast, respectively.According to the USGS the

    earthquake was centered at 38Nlatitude and 78W longitude in

    an area known as the CentralVirginia Seismic Zone. Weakerearthquakes in the 4.0 range to5.0 range are reported as typicalo this zone.ABC V 7 in DC reported the

    quake to be the strongest one inVirginia since 1879.Te USGS reports that 4.0

    quakes can typically be elt 60miles away and 5.0 quake as araway as 300 miles, with damagetypical as ar as 5 miles rom theepicenter o a 5.0 quake.Te Associated Press reported

    that two nuclear reactors op-erated by Dominion Power inLouisa County near Lake Annawithin 5 miles o Mineral wereundamaged. Tose reactors wereautomatically shut down near thetime o the quake. Four emer-gency diesel generators were op-erating key saety systems at thenuclear plants, according to AP.Te quake rolled through North-

    ern Virginia, Washington D.C.and into the Northern Shenando-ah Valley. One co-patron at ouruesday aternoon lunch stop,Edward Jones broker GeorgeKarnes, estimated what he elt asa .0 to .5 tremor. We were un-able to veriy or dispute Karnes

    A spire was reported to havecollapsed at National Cathedralin DC, closing that building tothe public. News 7 DC also re-ported that a building on the 6100block o Oxon Hill Road in PrinceGeorges County, Maryland hadcollapsed. No initial details onthe type or age o that buildingwere available.Our initial experience o the

    earthquake was at our downtownlunch stop. Several customersquickly recognized the sourceo the vibrations and rattling sil-

    Te Middletown own Councilreturned to sniping at its Work Ses-sion on August 16th.

    Mayor Mark Brown opened themeeting by arguing that the Coun-cil should spend seed money to de-termine whether the town has thepossibility o drilling its own wells.Brown wants to hire a consultantto do a easibility study. Currently,Middletown buys its water romWinchester, whose continuous rateincreases have been a source o greatriction or the Council. Since Win-chester is upgrading its plant, theMayor argued that the residents oMiddletown are paying or the up-grade, and that 1% to 14% increases

    will be a yearly event. I Middletowninvested money in its own watersources, the Mayor argued, perhapswater bills could be reduced.

    Councilor John Blaisdell ques-tioned the expense o a well, andwhat would be needed. Te May-or thinks a well can be drilled or$13,000. A chlorine injector wouldcost another $0,000. With changesin technology a ground tank andpump can be used instead o a watertower. Councilor Blaisdell suggestedthe names o people he thoughtthe Mayor should talk to about theidea.

    Councilor Carl Bernhards, Jr. ar-gued that he did not think the in-creases in water bills mattered to the

    Council, since all o the increaseswere passed along to the people inown in their water bills. Besides,he said, the Council cant agree on

    anything, let alone a $0,000 watersystem, so it will never happen. Ber-nhards, reerring to the two most

    recent water main breaks, arguedthat the own cant aord to x itsinrastructure problems, only patchthem.

    Frederick County is buying lesswater rom Winchester, so Win-chester has asked Middletown tobuy more water. Everyone agreedto negotiate with Winchester or alower price.

    Councilor Bernhards then ques-tioned an expense or repair to theair conditioner at own Hall. MayorBrown explained that the unit roze,is not under warranty, and a servicecall was needed. own ManagerJoan Roche said she had not re-ceived the bill, but was working with

    the service company on suggestionson what could be done to the unitgoing orward.

    Councilor Bernhards then ques-tioned a bill rom Carmeuse Limeand Stone or $709, or gravel usedto repair the alleyway behind theIrish Isle. Te Councilor noted thatthe bill or gravel was not approvedby the Council. Te own Managersaid she was working with Car-meuse, and had been told to holdthe bill.

    Bernhards next questioned a billrom Patterson Construction or$5,768 or pump station repairs. TeCouncilor pointed out that $800 othe bill was or lodging and travel.Te own Manager explained that

    they had spoken with Patterson, anda new bill was being reworked with-out the lodging and travel included.Councilor Donna M. G. Gray said

    she is working on a way to changethe titles o the Council members inthe ocial records rom Council-

    men to Councilors. Te Councilalso discussed whether to use thephrase gender bias or discrimina-tion.

    Tings really heated up whenCouncilor Gray reported that a pub-lic hearing had been set or Septem-ber 1, 011, to discuss the third andnal vote or the Committee Struc-ture, Order o Business, and Mayorand Council Pay Cap Ordinances.Apparently, in response to a Let-ter to the Editor in the WinchesterStar that the Mayor said misstatedwhat the pay cap ordinance was, as

    opposed to the Frederick CountyReport, which reported the ordi-nance correctly, Councilor Blaisdell

    argued to leave the pay alone, as itis. Councilor B ernhards and MayorBrown explained that the next coun-cil members voted on to the Councilwould get a raise, and that the cur-rent Council could not vote itsel araise because that would be a con-fict o interest. Te Council mem-bers are currently paid as much asallowed by the current ordinance.

    Sounding exasperated, CouncilorGray said she did not understandthat three members o the Councilwould make more money than theother three, and asked how this or-

    had missed three budget meetings,where it was discussed in detail.

    As tempers fared, Councilor Grayyelled at Mayor Brown that she wastired o the Mayor saying that ev-erything the Council had done in

    the past was wrong. Mayor Brownresponded there is the door . . .Councilor Gray turned to Council-

    or Blaisdell and said to vote againstthe ordinance at the next meeting.

    Councilor Blaisdell complainedthat he had been trying to get acopy o the latest zoning ordinancewritten by the Planning and ZoningCommittee or three months, andstill did not have a copy, when copyhad been sent to the State or re-view. Both the own Manager andCouncilor Gray complained that thecopies that were sent were redlinedcopies, that they could not read.Te Mayor asked the Chair o thePlanning and Zoning Committee,who happened to be at the meeting,

    to get everyone clean copies.Tings heated up yet again when

    the Mayor asked Councilor GeraldD. (Dave) Sinclair why he had notmet with the Middletown PoliceChie yet, as part o his duties as theChair o the Public Saety Commit-tee. Councilor Sinclair repeatedly

    told the Mayor that he had a ull-time job, and had not been able toschedule a meeting yet.

    Te Council also discussed thewhistleblower who called the De-partment o Environmental Quality,and reported that the sludge truckwas leaking sludge and was notwaterproo. Te sludge is 70% wa-ter and is not allowed to be spilled.Te Mayor reported that the owncannot aord a new truck or to out-source the work. Te own Man-ager is looking into alternatives. Teissue is very serious, because theown may be issued an order o or-mal violation and/or be ned by theDEQ.

    Te Mayor admonished all Com-

    mittee Chairs that they need tomeet with their respective teams,

    committee members and employ-ees, to see where money can be cutin the budget. Te own Managerreported that she thought the Coun-cil could cut $3,000 that is budgetedor overtime. Most employees take

    comp time or their overtime, so the$6,000 budgeted was not needed.She also reported that she is pay-

    ing or some o the expenses romthe recent water main breaks roma grant the own received.

    Te Mayor asked each Committeeto drat the responsibilities o theCommittee going orward.

    On a lighter note, the Mayor re-ported that a our-wheeler, recentlystolen in own, was recovered when

    someone tried to sell11 Crawl.

    Winchester City Council con-sidered an ordinance that is nec-essary to correct an error in thewording o last months ordinanceraising water and sewage rates or

    city residents, an increase meantto pay or the essential improve-ments to the citys aging watersystem. Te Ordinance adoptedlast month to raise the rates ac-cidentally included the wrongdate or the increased rates. Itsaid that the rates would increase

    on June 1, 011 whereas the ac-tual date o the increase is June 1,013.

    Council also received themonthly reports rom the re de-partment and police departmentso Winchester. Te police reportshowed an increase in the num-

    ber o thets reported by city resi-dents in 011 rom 010. Almostevery other category or crime sawan increase in 011 rom 010,the lone exception being thatthere were the same number oassaults in 011 as took place in010. Te chart in the report also

    indicated an excessive increase inthe number o trac violationsover the past 5 years.

    Te re department reportcited 6 structural res in June, aswell as 111 other kinds o res.$30,00 worth o city propertywas destroyed by re in June,

    while the re department saved$6,750,000 o city property. Tereport also reported that no re-

    ghters had been killed in theline o duty in June, as well as no

    civilians killed by res during themonth.Both the police department and

    re department are eligible orgrants or equipment. Te redepartment can use their grantto buy either a desktop computeror a network printer. Te policedepartments grant will be usedor several things, both adminis-trative and related to ocer sae-ty. Te grant will also help pay oran upgrade to the departmentswebsite.

    Tis website upgrade will pro- vide better inormation to ap-plicants and assist the Depart-

    ment with their recruitmenteorts,read the letter rom ChieSanzenbacher to Council.

    Council also reviewed theNorthern Shenandoah RegionalWater Supply System, to whichboth Winchester and FrederickCounty belong.
