The purpose of this document is to provide guidance to perspective Sponsors who wish to submit a proposal

for a CEERTS project during the appropriate phase of the FRCC Biennial Transmission Planning Project.

Terms and Definitions

The following is a list of terms and definitions applicable to the BTPP.

Cost Effective or Efficient Regional Transmission Solution (CEERTS)

See FRCC Regional Transmission Planning Process (FRCC-MS-PL-018) for details.

Developer Qualification Limit (DQL)

See FRCC Project Developer Qualification / Qualification Review Application and Instructions (FRCC-MS-

PL-077) for details.

Potential Analyses Types

See Appendix A below.

Regional Transmission Solution

Based on the FRCC proactive planning process managed by the FRCC Planning Committee, for a proposed

project to be considered a regional transmission solution, the proposed project should have the potential to

provide benefits to more than one local transmission provider area, and be generally characterized by meeting

three of the five following criteria:

a. Project is a tie line b. Increase dispatch flexibility for multiple entities c. Potential to increase area to area transfers d. Displaces two or more planned projects e. Results in a more robust transmission solution than the combination of individual

potentially displaced projects.

Temporary Confidential Information (TCI)

Application items marked as TCI will not be distributed to FRCC working groups and committees for review

until the latter stages of Step 3 of the BTPP.

TCI will be available to FRCC Staff, and independent consultants retained by FRCC Staff to perform

independent analyses as part of Step 3 of the BTPP.

In Step 3.A.4.a of the BTPP, the FRCC Planning Committee will request “that the entities responsible for the

existing project(s) that could be impacted by the proposed CEERTS project, or entities who would be required

to implement additional local projects provide cost information to the FRCC [Planning Committee] to be used

in their analysis”. This cost information will be submitted to the FRCC Planning Committee in the latter stages

of Step 3.

The intent of TCI is to facilitate the simultaneous release of cost estimate/containment information for the

proposed CEERTS project and the cost estimate for potentially displaced or affected projects from the regional

transmission plan to the FRCC working groups and committees.

5.3c Expected affected/impacted projects from the regional transmission plan

5.8 While not a binding CEERTS eligibility criteria, please note that the FRCC Planning Committee generally

considers a CEERTS project to be regional in nature in the Proactive Planning process if it meets three of the

five following criteria:

a. Project is a tie line

b. Increase dispatch flexibility for multiple entities

c. Potential to increase area to area transfers

d. Displaces two or more planned projects

e. Results in a more robust transmission solution than the combination of individual

potentially displaced projects.

Appendix A – List of potential technical analyses that may be performed to evaluate potential

CEERTS submittals

Load Flow

• Evaluate the ability of the CEERTS project to meet NERC TPL-001-4 P0 through P7 Steady-

State events for steady-state simulations using a list of contingencies, similar to those used in other

FRCC planning analyses, as provided by the RPS. This analysis might consider, but is not limited

to:

o Whether the CEERTS project brings any lines above their short-term emergency (STE)

ratings (thermal or voltage) after contingencies and the regional plan did not. Results will be

flagged for RPS review if:

▪ The facility is under 100% of the applicable thermal rating in the base case, but over

100% of the entity’s applicable thermal rating in the study case.

▪ The facility is over 100% of the applicable thermal rating in the base case and

increases by more than 3% in the study case.

▪ The facility is outside of the applicable voltage criteria in the study case and the

difference is at least 0.02 p.u. from the base case.

o Number of infrastructure projects (including automatic tripping schemes) that are required to

mitigate non-emergency thermal and voltage overloads with the CEERTS project compared

to the regional plan. If the impact is flagged as detailed in the above bullets, the consultant

should assume that a project is needed to mitigate the overload.

o Amount of redispatch or operating actions that are required to mitigate non-emergency

thermal and voltage overloads with the CEERTS project compared to the regional plan

o Amount of allowable firm load shedding or allowable interruption of firm transmission

service that is required to meet system performance.

• Comparative loadflow analysis (beyond TPL-001-4 Requirements) that measures positive and

negative impacts of CEERTS projects compared to the Regional Plan. This analysis might consider,

but is not limited to:

o Whether the CEERTS project aggravates or mitigates overloads of continuous or non-

emergency ratings that require post-contingency operating action. Consultant may go back to

local utility to request local planning criteria and assess if increased overloads have a

material difference.

o The degree of failure – whether the CEERTS projects increases the quantity of non-

emergency overloads that require post-contingency operating action.

o Impact on non-BES facilities (e.g. 69 kV).

• Review of the CEERTS project to validate that it meets specific project needs/benefits of

potentially displaced regional plan projects. Reference regional plan Project Information Form (PIF)

details as well as any additional (needs) information provided by the project owner to identify any

other appropriate analysis.

Dynamics

• Evaluate that the CEERTS project can meet NERC TPL-001-4 P0 through P7 Stability events for

stability simulations using a list of contingencies, similar to those used in other FRCC planning

analyses, as provided by the RPS. This analysis might consider, but is not limited to:

o Ability to meet FRCC Stability Criteria for Transmission Planning Performance, FRCC-MS-

PL-050

o The need for additional fast tripping relaying schemes or other infrastructure with the

CEERTS project as compared to the regional plan

• Comparative stability analysis (beyond TPL-001-4 Requirements) that measures positive and

negative impacts of CEERTS projects compared to the Regional Plan. This analysis might consider,

but is not limited to:

o Amount of automatic load shedding

o Amount of generation tripping

o Amount of transmission element tripping actions

o Generator oscillation damping ratios

o Bus voltage recovery times

o System frequency recovery characteristics

o Impact on non-BES facilities (e.g. 69 kV) and voltage/frequency dependent loads

Short-Circuit

• Comparison of available short-circuit fault currents with the CEERTS project as to the regional

plan (Analysis to determine whether the CEERTS project’s available fault current results potentially

exceed any circuit breaker interrupting capability

• Analysis of potential impact on planned breaker replacements based on regional plan

Additional types of considerations:

• Evaluation of utility interconnecting needs (additional tie-lines)

• Evaluation of overall system losses with CEERTS project compared to the regional plan

• Evaluation of CEERTS project feasibility in acquiring right-of-way.

• Evaluation of construction timing for the CEERTS project.

• Evaluation of equipment resiliency considerations (e.g. storm hardening), considering local design

criteria and regulatory requirements

• Evaluation of potential to integrate inverter-based technologies – e.g. assessment of short circuit

ratios, small signal instability, protective relaying performance, sub-synchronous oscillations, etc.

• Other evaluations as appropriate and requested by the Planning Committee
