About this documentIn 2013, Frankston City Council prepared and consulted on a Structure Plan for the Frankston Metropolitan Activity Centre (FMAC). The Structure Plan outlined the 20 year vision for the renewal and revitalisation of the FMAC and set out how the vision would be achieved.

The Metropolitan Planning Authority (MPA) has assisted Council officers with the revision, update and implementation of the Structure Plan, which has resulted in:

• The Final Structure Plan, adopted by Council on 25 May 2015;

• An Action Plan (this document) which lists the actions required to implement the Structure Plan and indicates for each: which Council department or organisation is responsible; how the action will be funded, and; the level of priority allocated to each action;

• Amendment C123 to the Frankston Planning Scheme which translates the land use and development directions of the Structure Plan into planning scheme controls.

INTRODUCTIONThis document is intended to be read together with the Frankston Metropolitan Activity Centre Structure Plan, May 2015. The Action Plan includes a range of actions involving various departments across Council, as well as other levels of government and government agencies. The actions have been sourced from the April 2014 version of the Frankston Metropolitan Activity Centre Structure Plan. In total, the Action Plan comprises 37 actions for Council to progressively undertake, with a lead organisation, responsible Council department, funding source, and status or priority level identified for each.

The numbers on the plan below correlate with the numbered actions in the Table of Actions, where these are geographically specific.

Complete the planning process for the Frankston Station Precinct in close partnership with FCC, State Government and other stakeholder agencies. Planning should consider:

• The provision of high quality public open space, including a new green urban space located near the Young Street / Playne Street area

• The upgrade of the Station Precinct and Young Street to create an attractive and safe arrival space for public transport users, with improved east-west connections, consistent with Council’s formal submission to the Frankston Station Precinct Taskforce

• Improved connection and integration between bus and rail services

• The need for undercover bus shelters and train shelters

• The potential for a mixed use, transit-oriented development, including on the existing commuter car parks on the east side of the rail line with office / institutional / diverse housing and integrated commuter car parking

Complete Stage 1 of the Boulevard project along the Nepean Highway in partnership with VicRoads, and pursue a business case to government for Stage 2. The Boulevard should include:

• Significant street planting and landscaping

• Improved public spaces on both sides of the Highway

• Improved east-west pedestrian connections across the Highway between the foreshore and the City Centre

• The potential to slow vehicles to improve safety and amenity

• Additional signalised crossings at the foreshore reserve entry points

• Staged delivery, with an initial focus on the section between Wells Street and Davey Street

Continue to lobby and work with Parks Victoria, South East Water and relevant landowners in undertaking the following actions along Kananook Creek:

• Re-introduce boat moorings and encourage boat traffic

• Strengthen the environmental and recreational qualities of the waterway and creek reserve

• Continue to dredge and clean the Creek between the Creek mouth and Mile Bridge

• Investigate the extension of Kananook Creek boardwalk south of Davey Street so that it connects into the pier foreshore area

• Explore opportunities for interpretative material recognising the Aboriginal heritage significance of the foreshore and Kananook Creek

• Investigates the economic and access impacts of introducing paid on-street parking

• Guides the introduction of a Parking Overlay for the activity centre (including options for cash-in-lieu payments)

• Identifies alternative locations for commuter car parking at peripheral locations in the FMAC that could activate streets and shops as commuters walk between the Station Precinct and their cars

• Initiates discussions with private car park operators with a view to improving pricing structures and signage

Frankston Station Precinct Taskforce – In January 2015, the Minister for Public Transport announced the establishment of a Taskforce to lead the transformation of the Frankston Station Precinct. The Taskforce is a “representative group of key stakeholders who will work together in an objective, balanced and public-minded manner to achieve consensus on where Government can best prioritise its expenditure of $50 million to transform the Frankston Station Precinct. This will complement the existing funding and investment in Chisholm TAFE as part of an overall State Government investment of $110 million to revitalise Frankston.” (Source: Terms of Reference – Frankston Station Precinct Taskforce, State Government Victoria).
