battleships. The naval ex~naion bill wu passed; but it

was passed by Democra tic votes 1n the Congr ess -- 1n spi te

In June, 1939, Republicans 1n the House voted one

hundred and forty- tour t o eight 1n favor of reducing

appropr iations tor the Ar my Ai r Corps.

Now that ;~roves this one simpl e t act. I t proves that

1f the Republlco.n leader s had been in control 1n 1938 and

1939, these !lleasures to increase our Navy and our air forces

would h av e been defent ed overwhelmingly .

United States Gover lll!lent to prevent profiteering OT' unpatriotic

obstruction by any coT'poration in defense work. It permitted

the Govern.ent to t ake over, with r ea.sonable c011pensa.tion,

any manufacturins: plant .,-hich rerused t u cooper a te in national

defense. The Republican Sent~.tor3 voted against this Russell­

Overton Amendment on August 28, 194C., eight to sb.

The bUl was adopted all ris:ht -- by Deaoe:ratic votes.

But the opi)Osin& vote or those etcht Republican leaders

showed wh&t would happen 1f the national gover nment were

turned ower to their cont rol. Their vote sai d, in effect,

that they put money rights ahead of human lives -- to say

nothing of nAtional security .

You and I , and the overwhelming IDI!jority of Americans,

will never stand for that.

Outside the halls of Congreu e•tnent Republican

denounced the bill . Then when public opinion rose up to

In July, 1937, Japan inveded China .

On JanUilry 3, 1938, I cdled the attention of the nation

to the danger or the whole world situation.

It was clear that rear 111ament was now a necessar y implement

or pe:1ce. I asked for la. r &e additions to Americ:~.n defenses .

I was called an alart:list -- and worse names than that .

In Kar ch, 1938, Gerun troops ru. rched into Vienna .

ln Sept e::aber , 1938, came the YW11ch c r isis . Gerun,

l"rench and Czech armi es were mobilized . Tho result was

only en abor tive a r mistice .
