From the President…
This spring, Lake Oswego School District Founda-tion will commence its 16th campaign to raise money for teachers in the district. Our work has never been more important. Last year, despite economic turmoil, and, for many, a rapid and unexpected loss of financial security, we still raised over $1.6 million. This allowed the Lake Oswego School District to rehire more than 23 teachers, keeping class sizes low in the elementary grades, and electives rich for our older students.
One fact about the economy underscores why families in Lake Oswego give to the Foundation:
in this recession, adults with a bachelor degree or higher experienced half the rate of unemployment of adults who achieved a high school education or less. Education is the single most important factor determining the economic future of our children.
The Foundation’s goal this year is to raise $1.8 million. This is achievable, in part, because almost two-thirds of families in the district donate to the Founda-tion. As always, more than 95% of money donated will be spent directly on teachers salaries. Our children count on us to prepare them for the future. We count on you to give again this year.

The financial crisis facing the District and the state re-mains. While careful advance planning by the District has enabled it to minimize economic turmoil so far, as budgets get tighter, planning is even more important. Donations made now help the District devise the best strategy for managing its resources for the coming year.
For the past three years, every school in Lake Oswego
has received the highest possible rating from the state of Oregon. Only the incredible commitment of a community to the education of its children—both at home and by sup-porting the school—could allow this to happen every year.

Throughout its history, the Lake Oswego School Dis-trict Foundation has been
enriched by the generosity of many benefactors—individuals who have contributed time, talent, and money. These invest-ments have helped build a first class school district dedicated to giving its students an outstand-ing academic program. Today, in an effort to take a step toward joining the ranks of “mature foundations,” the Foundation is pleased to offer our community the opportunity to “Invest in Ex-cellence” by investing in our En-dowment Fund. The Endowment Fund’s purpose is to provide a long-term, stable source of financial assistance to the Lake Oswego School District. Endow-ment fund assets typically consist of cash, securities, equities, or property given to a foundation on the condition that the prin-cipal be maintained in perpetu-ity and only the income generated may be expended. The creation of the Lake Oswego School District Endowment Fund is a bold step in cultivating an environment of educa-tional excellence and innovation. It will help to provide the global education required for a strong future citizenry. It will also assure that crucial educational programs continue into the future.

The purpose of the Stafford Society is to create a lasting legacy through an endowment fund. State report cards released by the Oregon Department of Education (ODE) indicate that for the third consec-utive year, all 13 schools in the Lake Oswego School
District have achieved the state’s highest rating.Oregon’s school report cards include information on
student test performance, school improvement, attendance, dropout rates, class size, SAT scores, and teacher education and experience. ODE has instituted a number of changes in its report card this year, including the state’s new growth model, which takes into account student growth and prog-ress over the course of a school year, and a simplified rating scale for schools. The new report card uses three overall ratings for schools: Outstanding, Satisfactory and Needs Improvement. Previously, schools had been identified as Exceptional, Strong, Satisfactory, Low, or Unacceptable.
All LOSD schools have received a rating of Outstanding on the report cards released today, confirming continued high student achievement across all school levels. It is noteworthy that roughly one in five secondary schools statewide is rated as Outstanding. The performance of our four secondary schools reflects the exceptional prepara-tion our students receive at the elementary level, and their continued academic progress at the secondary level.
“We are gratified by these ratings,” said Superintendent Bill Korach, “and extremely grateful to our staff and stu-dents, whose dedicated efforts are reflected in these results. In these challenging economic times, we are fortunate to have the support of our parents and our community in en-suring that our students are well-prepared for their future.”
For Third Consecutive Year, All LOSD Schools Achieve Highest State Rating
Why do we need a Foundation?When school funding was centralized in Salem in 1990, all districts lost the ability to set their own budgets and began to rely on the State government to allocate per pupil funding. The dollar amount provided is below what is needed to sustain the high quality of schools this community used to raise through property taxes. Eighty percent of the School District’s budget pays salaries—less money means fewer teachers.
Where does the money go?Ninety-four percent of all money donated to the Foundation goes to the Lake Oswego School District to cover teachers’ salaries. The balance goes toward fundraising costs, such as printing, mailing and advertising.
How does the Foundation raise money?The Foundation conducts a school-based campaign with parent volunteers beginning in February. This is followed in April by the annual Phonathon, where volunteers contact members of the larger Lake Oswego community by phone to ask for support. In addition, a year-end appeal allows supporters to maximize year-end tax advantages with their donation. Other revenue sources are business programs,
realtor and lender programs, corporate matching funds, an endowment fund, direct mail and special events.
I already give to my school’s PTO. How is giving to the Foundation different?While many Lake Oswego school PTOs do donate a portion of the funds they receive to the Foundation, PTOs also raise money to buy textbooks, smartboards, even playground equipment. Giving to your school’s PTO is certainly a great idea, but only the Foundation designates all contributions received to pay only for teacher salaries—nothing else.
Can I earmark my donation for a specific school?No. Donations to the Foundation are given to the District so that every student can share in the benefit of lowered class sizes.
What’s in it for me?Stronger schools mean a stronger community—Smaller classes and more class offerings are good for all. Even if you don’t have a student in your home, our schools make Lake Oswego a very desirable place to live and help keep property values high, and well-educated students will serve us all as a society.
