Key Findings of the Thematic Paper on S3

• Building stronger networks, but only few are supporting global network interconnectivity!

• With the use of qualitative methods, more can be said than it is too early to judge the success.

• Absence of GP to support the diffusion of innovative technologies, products and services.

• Business R&D and R&D co-operation > Labour mobility.

• Three cases: Baden-Württemberg: As a Business Location for IT, Media, Creative Industries; The Paradigm for the North East; and development pathways in Silesia.

Rhône-Alpes), subject to changes (London), driven by market forces and national programmes (Region of Prague, Bratislava), joint co-operation with the observatory for industrial technology foresight (Valencia), sub-regional strategies (Eastern Finland), identification of priority technology areas (Slaskie).

• Successes:• Coherent Innovation Strategy (Berlin), getting universities to

prepare investment plans (Lazio), sector teams (Wales), clusters’ innovative projects (Picardie), leading part in KICs (Stockholm), and creative activities ' (Graz), reinforcing cross-sector cooperation with other sectors (Navarra), strengthening networking and cooperation with centres of excellence in other territories (Lombardy).

Scotland), specific commitment (London), start of the agencies (Rhône Alpes, Prague), 2015 Strategy of Industrial Policy (Valencia), creation of Competitiveness and Technology Poles and clusters (based outside Lisbon), Brainport 2020 (North Brabant), review of innovative actions and initiatives (Makedonia).
