road/outside factory premises. Vehicles loaded/unloaded with LPG cylinders shall be parked inside the plant premises only and not on road sides.
� Road tankers should be equipped to the standard specified in national regulations reputable code. Vehicles should be mobilized during transfer operations and equipped to prevent untimely movement. Loading/unloading bays should be protected against impact. Fire-resistant coatings shall be provided to tanks/vessels.
� Sections of pipeline and storage systems that can be isolated with valves or blinds should be equipped with safety valves to protect against possible damage as liquid LPG expands with increases in temperature.
� High and low-level alarms shall be fitted to plant storage tanks which can detect overfilling. However, proper supervision shall be done every time.
� For the DG sets, emission limits and the stack height shall be in conformity with the extant regulations and the CPCB guidelines. Acoustic enclosure shall be provided to DG set for controlling the noise pollution.
� Water sprinkling has to be undertaken on regular basis to control the polluting particles.
27.3.14 Expansion of Epoxy Hardening Plant at Sy. Nos. 206 & 207, Village Luna,
Tahsil Padra, District Vadodara (Gujarat) by M/s Admark Polycoats Pvt Ltd - For EC [IA/GJ/IND2/35855/2015, J-11011/15/2016-IA II (I)]
27.3.14.1 The project proponent and the accredited Consultant M/s Ramans Enviro Services Pvt Ltd made a detailed presentation on the salient features of the project and informed that: i. The proposal is for expansion in manufacturing capacity of epoxy hardeners
from 1000 MT/month upto 2000 MT/month by M/s Admark Polycoats Pvt Ltd in the existing premises at Sy. Nos.206 & 207, Village Luna, Taluka Padra, District Vadodara (Gujarat).
ii. All Synthetic Organic Chemicals Industry located outside the notified industrial area are listed at S.N. 5(f) of Schedule of Environmental Impact Assessment (EIA) Notification under Category ‘A’ and appraised at Central level by Expert Appraisal Committee (EAC).
iii. The project proposal was considered by the Expert Appraisal Committee (Industry-2) in its 4th meeting held during 11-12 February, 2016 and recommended Terms of Reference (ToRs) for the project. The ToR has been issued by Ministry vide letter No. J-11011/15/2016-IA II (I); dated 31st March, 2016.
iv. Ministry has issued EC earlier vide letter no. J-11011/91/2009-IA-II (I) on 1st September, 2009 for expansion of Epoxy Hardeners Plant 35 MT/month to 1000 MT/month at Sr. No.207, Village Luna, Taluka Padra, District Vadodara (Gujarat).
v. Existing land area is 14,215 sqm, and no additional land will be used for proposed expansion.
vi. Industry has already developed greenbelt in an area of 33 % i.e., 5010 m2 out of 14215 m2 of area of the project.
vii. The estimated project cost is Rs.250 lacs including existing investment of Rs 510 lacs. Total capital cost earmarked towards environmental pollution control

viii. Total Employment will be 10 persons as direct & 10 persons indirect after expansion. Industry proposes to allocate Rs 6.25 lacs @ of 2.5% towards Corporate Social Responsibility.
ix. It is reported that no national parks, wildlife sanctuaries, Biosphere Reserves, Tiger/Elephant Reserves, Wildlife Corridors etc. lies within 10 km distance. River Mahisagar is flowing at a distance of 4.6 km in North-West direction.
x. Ambient air quality monitoring was carried out at 6 locations during 7th March, 2016 to 27th May, 2016 and submitted baseline data indicates that ranges of concentrations of PM10 (81.2 - 112.3 μg/m3), PM2.5 (39.5 - 53.8 μg/m3), SO2 (12.8 - 15.3 μg/m3) and NOx (17.0 - 25.8 μg/m3) respectively. AAQ modeling study for point source emissions indicates that the maximum incremental GLCs after the proposed project would be 0.03 μg/m3, 7.61 μg/m3 and 0.58 μg/m3 with respect to PM10, SOx and NOx.
xi. Total water requirement is 41 m3/day of which fresh water requirement of 41 m3/day and will be met from existing borewell on site.
xii. Power requirement after expansion will be 300 kVA including existing 200 kVA and will be met from Gujarat Electricity Board (GEB). Existing unit has 1 DG set of 320 kVA capacity, no additional DG sets are used as standby during power failure. Stack (height 5 m) will be provided as per CPCB norms for the existing DG sets of 320 kVA which will be used as standby during power failure.

27.3.14.2 During deliberations, the EAC noted the following:-
The proposal is for expansion of epoxy hardeners manufacturing unit from 1000 MT/month upto 2000 MT/month by M/s Admark Polycoats Pvt Ltd in the existing premises of area 14215 sqm at Sy. Nos.206 & 207, Village Luna, Taluka Padra, District Vadodara (Gujarat). The project/activity is covered under category A of item 5(f) ‘Synthetic Organic Chemicals’ of the Schedule to Environmental Impact Assessment Notification, 2006, and requires appraisal at Central Level by the sectoral Expert Appraisal Committee (EAC) in the Ministry. The ToR for the project was granted on 31st March, 2016, and the public hearing was conducted by SPCB on 19th April, 2017. The EIA/EMP report is in compliance of the ToR issued for the project, reflecting the present environmental concerns and the projected scenario for all the environmental components. Issues raised during the public hearing have been duly addressed by the project proponent. The base line air quality data indicates that PM10 values are already exceeding the prescribed standards of 100 ug/m3. The same is bound to increase further with the implementation of the project, and may not be allowed. The Ministry has earlier accorded EC vide letter dated 1st September, 2009 for expansion of the Epoxy Hardening Plant from 35 TPM to 1000 TPM. No monitoring report on compliance status of EC conditions was made available. No details in respect of Epoxy hardeners were provided.
27.3.14.3 The EAC, after deliberations on the proposal, asked for the inputs and clarifications in respect of the deficiencies reported above. The proposal was, therefore, deferred.

27.3.15.1 The project proponent and the accredited Consultant M/s JM Enviro Net Pvt Ltd made a detailed presentation on the salient features of the project and informed that: i. The proposal is for expansion of Grain based Distillery from 80 to 160 KLPD &
Co-generation Power Plant (2 MW to 5 MW) by M/s Ashoka Distillers & Chemicals Pvt Ltd within the existing premises at Village & Tehsil Hathin, District Palwal (Haryana).

With rega rd to the subject mentioned and in connection with our request for
issuance of certified compliance report, site verification visit was undertaken by
officials from your good office on 1Sth November, 2017. Based on the same, we
have received the aforementioned letter from your good office. We would like to
make the fo llowing submission in this regard for.your kind consideration:
I. The production for the past three years has never exceeded the capacity
(1000 MTPM) for which EC has been granted in 2009. We are herewith

premise area, about 5000 sq .m is marked for plantation (35%). Tree
plantation is being done and full-grown trees are already being maintained
over about 800 sq.m area (i ncluding peripheral greenbelt of 1 m width), rest
being green space 1 gardens over 1300 sq.m area. Also, about 2900 sq.m
area has been earmarked and is being currently used for tree plantation for
about 300 trees. In this regard, we assure that the plantation will be completed
within 2 years time period. Photographs of the present greenbelt are included
herewith as a part of the EC compliance document also.
iii. The details of Environment Management Plan (EMP) and risk assessment
have been included herewith under Annexure - B.
iv . Additiona l Details:

We would like to state that there have been no court cases against our
unit in the past three years.
b) Details of show cause 1 closure notice issued by GPCB/CPCB during last
three years and action taken thereof:
No show cause notices have been issued to the unit The unit had been
issued a closure notice in Dec' 2014. Details are as below:

No expansion has been carried out. EC application has been made for
proposed expansion and will be executed only after grant of EC.
v. Summary of results in tabular format for monitoring done for environmental
attributes have been included in the prescribed format as annexes to the
detailed EC compliance report. The environmental monitoring is being carried
out through M/s Eco Care Solutions, who are recognized as Schedule - II
auditors by GPCB vide letter no. : GPCB/EA-211 (2)/422745. However, they
are not accredited by NABL. In this regard , we hereby assure that
environmental monitoring will hence forth be carried out through NABL
accredited agency only.
VI. The details pertaining to personnel engaged in the Environment Management
Cell have been given hereunder as Annexure - C.
In addition to the above, the comprehensive EC compliance report is also
attached herewith as Annexure - D. The updated monitoring report is enclosed
herewith as Annexure - E.
We hope that the above documents will be in line with your requirement. We

With respect to our application for EC for expansion (increase in manufacturing
capacity from 1000 MT/month to 2000 MT/month), we will be able to represent our

within the premises. The water demand at the ultimate stage of this expansion will
continue to be met through the same borewell. The water requirement will increase from
26 kL/day to 41 kL/day upon the proposed expansion. The industrial water demand will
increase by 15 kL/day, which will be solely for utilities and firefighting. There will be no
increase in the domestic water requirement. The detailed water requirement break-up,
considering the current & ultimate stage is covered under Section 2.8.
Also, the project is located in Padra Taluka, which falls under ‘safe zone’ as per Dynamic
Ground Water Resources of India Report of 2011. We have also made an application to
CGWA for their approval in respect of withdrawal of groundwater for our project.
2.5.5 MANPOWER REQUIREMENT:
Manpower is one of the important resources for efficient and better working of the plant.
The unit is currently employing ~ 100 nos of people directly, as well as indirectly. However,
the prospects of increase in employment are limited since the proposed expansion will
take place in the existing premises itself. Approximately 5 to 10 additional personnel will
be directly employed as a part of the expansion project. Apart from that, about 10 local
personnel will indirectly be required for project assistance.
2.6 MANUFACTURING PROCESS:
Epoxy hardeners of different types are prepared by choosing the requisite raw materials.
The types of hardeners manufactured by Admark Polycoats Pvt. Ltd. are listed below:
Phenalkamine Hardener Phenalkamine Adduct Hardener
Polyamide Hardener Polyamide Adduct Hardener
Polyamine Hardener Cycloaliphatic Amine Hardener
Phenalkamide Hardener
The manufacturing process involves either single stage or dual stage process, depending
upon the desired end product. Both the stages are carried out in the same reactor, which
results in different type of hardeners, including adducts. The manufacturing process is
described below:
a) 1st Stage:

1. Raw materials, depending on the product needed, are charged into a closed dual-coil
jacketed reaction vessel, equipped with stirrer.
2. Prior to initiation of the reaction, the air within the reactor is expelled using Nitrogen
gas, so as to maintain an inert environment within the reactor.
3. The raw materials are then heated up to the desired temperature through circulation
of thermic fluid.
4. Depending upon the type of hardener, reaction water may be generated. This amine
water (reaction water) is collected separately in an S.S tank and sent for recovery of
amines to M/s Multichem.
5. When the desired physical & chemical properties are obtained, the product hardener
is cooled through circulation of cooling water and drained for packing & sale.
6. This product from the 1st stage, (namely phenalkamine hardener, polyamide hardener,
phenalkamide hardener & polyamine hardener) is either sold directly or subjected to
Stage 2 to form adduct type hardeners.
b) 2nd Stage:
1. To manufacture adduct type hardener, the phenalkamine or polyamide hardener or
other bases formed in Stage - 1, are further reacted with desired quantity of epoxy
resin through heating in closed dual-coil jacketed reaction vessel assembly using
thermic fluid circulation.
2. The material formed is adduct type hardener, which is cooled using circulation of
cooling water and drained and packed for sale.
The solvents used to clean the reactor are reused in the next batch.
The process flow diagram for both stages are shown below under Figure 2.3 and Figure
2.4 respectively.
