OFFICIAL PROCEEDINGS

The Board of School Trustees of the Fort Wayne Community Schools met in regular session in

the Lester L. Grile Administrative Center on Monday, August 26, 2019 at 6:02 p.m. President Julie

Hollingsworth called the meeting to order with the Pledge of Allegiance and the following members in

attendance:

Dr. Wendy Robinson, superintendent, presented the following information and

recommendations concerning awards and recognitions:

On Tuesday, August 13, Fort Wayne Community School students returned to school. This video

highlights this beginning of the 2019-20 school year.

Dr. Robinson presented the following consent agenda items with recommendations for

approval: Minutes from the regular Board meeting August 12, 2019; Vouchers for the period ending

August 26, 2019; payroll for the period ending August 2, 2019; and Personnel Report.

The Minutes from the regular Board meetings held August 12, 2019 were distributed to Board members

for review with a recommendation for approval.

RECOMMENDATION: It was recommended that the Board approve the vouchers for the period

ending August 26, 2019 and the payroll for the period ending August 2, 2019.

RELATED INFORMATION: All vouchers paid by the Fort Wayne Community Schools appear on a

voucher listing totaling $9,237,165.28. Gross wages and fringe benefits paid by the Fort Wayne

Community Schools appear on Payroll Certification document totaling $6,028,933.16 for pay period

ending August 2, 2019.

Detail of all paid vouchers and payroll remains on file in the Business Office until audited by the State

Board of Accounts. Following the audit, these records are stored as required by record retention

regulations.

agenda items be approved: Minutes from the regular Board meeting August 12, 2019; Vouchers for the

Dr. Robinson presented the following recommendation concerning the Purchase of Lenovo

ThinkPad Yoga Laptops:

RECOMMENDATION: It is recommended that the Board approve the purchase of 2,925 Lenovo

ThinkPad Yoga 11e laptop computers from ProSys of Indianapolis, IN for $1,311,277.50.

RELATED INFORMATION: The purchase of these laptops represents the first purchase for the

fourth year of the 5-year technology plan that ensures students and teachers have current technology to

support instruction.

FWCS was able to secure pricing that was below General Services Administration (GSA) pricing.

Indiana law does not require public bidding for purchases made at or below GSA pricing.

Funding will come from CSF (Common School Fund).

A motion was made by Tom Smith, seconded by Glenna Jehl, that the recommendation

concerning the Purchase of Lenovo ThinkPad Yoga Laptops be approved. Roll Call: Ayes, unanimous;

nays, none.

Dr. Robinson presented the following recommendation concerning the Approval of Revised

Board Policies:

RECOMMENDATION: It is recommended that the Board approve changes to the 3000 (Staff) series

of Board Policies, as well as updates to Policy 6110, Funding From Grants, and 7230, Gifts, Grants and

Donations.

RELATED INFORMATION: Board members Julie Hollingsworth, Glenna Jehl and Anne Duff sit

on the Policy Committee, as well as Chief Officer of Student, Family and Community Engagement

Debra Faye Williams-Robbins and FWCS General Counsel David Amen. The Committee reviewed

these policies during meetings that occurred over several months. Updates made to Board Policy reflect

changes in the law and practices of the District. Redlined and clean versions of the policies were

provided to the entire Board in advance of the meeting.

Board Bylaws and Policies are available to the public on the FWCS website. Updated versions will

replace older ones.

A motion was made by Tom Smith, seconded by Maria Norman, that the recommendation

concerning the Revised Board Policies be approved. Roll Call: Ayes, unanimous; nays, none.

Dr. Robinson presented the following recommendation concerning the 2020 Board Meeting

Schedule:

RECOMMENDATION: It is recommended that the Board approve the schedule for 2020 Board

meetings. Meetings are held at 6:00 p.m. on Monday evenings in the Board Room at the Grile

Administrative Building.

RELATED INFORMATION: Dates considered are the second and fourth Mondays of each month

with the exception of April, which is on the third Monday.

A motion was made by Anne Duff, seconded by Maria Norman, that the recommendation

concerning the 2020 Board Meeting Schedule be approved. Roll Call: Ayes, unanimous; nays, none.

The next regular meeting of the Board is scheduled for Monday, September 9, 2019 at 6:00

p.m. in the Lester L. Grile Administrative Center.

Steve Corona spoke of his visit to schools on the first day. He thought it was very touching to see

parents bring their children to school on the first day and watch them walk to their classroom. He was

also struck by the number of parents who came in to schools to register their children on the first day.

Schools were quite busy.

Jordan Lebamoff shared a recent experience of running into a family who attended Towles and Bunche

schools. He was left with a good feeling that the family gave FWCS a try.

Superintendent Robinson talked about ILEARN scores, plans for a press conference with the area

school districts on September 4, and a recent communication from the Governor. The state has changed

the test so much that there is no group that can be protected from the “accountability system”. The state

has not yet decided what they are going to do with the scores so we are going let the dust settle and

keep on with the wonderful start of school that we have had. When we have more information, we will

address this issue.

Board President Julie Hollingsworth also spoke of the ILEARN situation. She reminded that we went

through this four years ago – new standards, new tests, the test scores dropped and the schools were

held harmless. Now we are talking about exactly the same thing. This proves that these test scores are

not the measure of the value of a school.

There being no further business and no speakers, upon a motion by Steve Corona, seconded

Tom Smith, the meeting was unanimously adjourned and dismissed at 6:30 p.m.
