At the Regular Fort Bend ISD Board Business Meeting on June 9, the FBISD Board of Trustees received a long-range Master Capital Plan presenta- tion. The district’s capital needs include: construction, security, technology, and transportation projects, as well as facility and educational adequacy deficien- cy improvements over the next decade. The priorities in the Master Capital Plan were developed as part of a three-phase plan based on a Facilities Master Plan, a Security Master Plan and a Technology Master Plan. These plans served as guides in prioritizing the immediate and long-range capital needs for the District. The first phase of the plan includes projects needed be- tween years 2014 and 2017, the second phase includes projects needed between 2017 and 2020 and the third phase includes projects needed between 2020 and 2023. The first phase of the plan calls for $280 million in con- struction, $18 million for land acquisition, $34 million for se- curity, $66 million for technol- ogy, $15 million for transporta- tion and $19 million for project management. The administration also dis- cussed with the Board their recommendation to call a No- vember 2014 bond election for Phase One of the plan in the range of $333.4 million. Preliminary plans for the Phase One capital needs for the next three years include: •$279.8 million for construc- tion projects: new construction of elementary schools in Aliana and Riverstone, as well as two other schools; classroom addi- tions, current facility deficien- cies, educational adequacy de- ficiencies, and building system life-cycle needs; •$34 million for security and safety upgrades: security cameras, security vestibules, window film, security fencing, access control, emergency gen- erators, new emergency notifi- cation system, and others; •$15.7 million for transpor- tation needs: bus cameras, bus global positioning systems (GPS), and new school buses; •$65.7 million for technol- Since the creation of Mis- souri City’s new Animal Shel- ter in the fall of 2013, Animal Control officers have been providing assistance to the lost and homeless animals in many interesting and creative ways. One prime example of a creative and strategic animal rescue occurred this May, when Missouri City Staff was able to partner with two dog friendly volunteer agencies to rescue a homeless, broken- legged husky who was found within City limits. Toward the end of May, Missouri City Animal Con- trol officers found a friendly husky wandering around with a broken leg. Despite his injury, the dog showed no signs of timidity and jumped right into the Ani- mal Control vehicle. A group in Carrollton named the Texas Husky Rescue offered to help the dog, but it was unable to provide a means of transporta- tion. “We immediately sent out pleas through social media and personal contacts looking for transportation for the dog,” Missouri City Animal Control Supervisor Juan Acevedo said. “After hours of searching, mi- raculously Pilots N Paws, a group of private pilots that fly dogs to rescues, agreed to fly the husky to Carrolton over the weekend.” Missouri City Animal Con- trol Officer Richard Perez delivered the dog to the Arc- ola Airport early one Saturday morning, where the husky was flown by Pilots N Paws to his new home in Carrollton. The dog received a new name, Red, was treated and put up for adoption. Missouri City partners with Texas Husky Rescue, flies dog to Carrolton Birds of Fort Bend: Downy Woodpecker The Parks Youth Ranch (PYR) Board of Directors and Heritage Properties are sad- dling up for success! This year’s event will be held on Saturday, October 4th at The George Ranch His- torical Park Arena. The last two events have raised more than $350,000 and all monies raised were used to fund op- erations of the Fred and Mabel Parks Youth Ranch shelter for homeless teens. The Fred and Mabel R. Parks Youth Ranch opened its doors in March 2011 to address a gap in services for abused, at-risk and homeless youth. PYR is a 20-bed emergency shelter located in Fort Bend County that is able to accom- modate 10 boys and 10 girls, ages 7 to 17, referred by Texas Department of Family and Protective Services and by the local community. PYR’s mission is to provide emergency shelter, counseling and life-changing services to these children. The budget is $33 million more than the current year’s expenditure. The district’s total tax rate remains $1.34 per 100 property valuation. At an earlier public hearing on the proposed budget, no one spoke. FBISD’s taxable property value increased by 9 percent compared to the 6.5 percent growth in the previous year. The district’s total taxable val- ue now is $28. 43 billion. For a penny of school tax rate, the district would earn a revenue of $2.8 million. The average home market value in 2013 was $194,444 and in 2014, it rose by 10 per- cent to $213,888. The average taxable value changed form $177,799 to $195,579. With the same tax rate of $1.34, an average home valued at $213,888, will have to pay a school property tax of $2,928, which is $285 more than last year. The budget provides for a starting teacher salary of $50,000 per year. Also, the teachers will get salary increas- es ranging form 4 percent to 8.6 percent or $2,214 to $4,147. The district’s revenue for 2014-15 is $566.5 million and the operating expenditure in the general fund is $561.7 million, resulting in a $4.8 million ad- dition to the fund balance. The fund balance of the district in- creases from $170 million to $175 million. The administration is pro- posing a Transfer of $22 mil- lion from the surplus fund bal- ance to the bond funds. Following the passing away of Judge Jim Richard, the Republican Party has to find a new nominee to place on the ballot in November. Laura Richard will be the JP un- til Dec. 31. She is the Republican candidate for County Clerk in the November election. The county Republican Party’s executive committee, comprising precinct chairs, will elect the nomi- nee. The executive committee on Monday, June 16, heard from six prospective nominees. They are David Hunter, attorney, Warren Diepraam, attorney, Joan Cain, at- torney, Justin Joyce, Sugar Land Police Department officer, and Mike Rozell, former County Judge. The executive committee is expect- ed to vote on the nominee at its next meeting on June 30. Six vie for Pct. 4 JP nomination Missouri City City Council on June 16 ratified the election of Councilman Robin Elackatt as Mayor ProTem on a 5-2 vote. Councilmembers Jerry Wyatt and Don Smith voted against the ratification. Mayor Allen Owen who did not vote in the initial Mayor ProTem election, voted in favor of the ratifica- tion. Elackatt was first elected Mayor ProTem on May 19 with 4-0 vote. Newly elected coun- cilman Chris Preston was not properly sworn-in on May 19 and hence, the reconsideration of the item. The new state-of-the-art Houston Methodist Emer-gency Care Center opens July 15 in the heart of Mis-souri City, at 8200 Highway 6 between the Sienna Planta-tion and Riverstone commu-Houston Methodist Emergency Care Center located between the Sienna Plantation and

nities. The center will be open 24 hours a day, seven days a week to treat patients of all ages who are ill or injured.

The 9,600-square-foot facil-ity includes 10 private treat-ment rooms, full-service X-ray, CT and ultrasound capabilities.

Most importantly, Houston Methodist Emergency Care Center is staffed by board-certifi ed emergency medicine physicians specializing in emergency care from pediat-ric to geriatric patients, work-ing alongside specially trained nursing and ancillary staff with extensive experience in emer-gency care.

“The new Houston Meth-odist Emergency Care Center gives Missouri City residents a fi rst-class ER right in their own neighborhood,” says Chris Siebenaler, CEO of Houston Methodist Sugar Land Hospi-tal.

“Patients treated at the new center will have direct, expedit-ed admission to Houston Meth-odist Sugar Land Hospital if needed, along with personal as-sistance from patient represen-tatives in scheduling necessary follow-up appointments. And the center will accept all insur-ance plans that are in-network with Houston Methodist Sugar Land Hospital.”

“Our goal is to provide a streamlined, easy-to-navigate system for patients who en-ter the center,” says Dr. Scott Rivenes, emergency depart-ment medical director of Hous-ton Methodist Sugar Land Hos-pital.

“The new facility will enable us to quickly assess patients as they come in, enabling them to see a board-certifi ed emer-gency medicine physician as effi ciently as possible. Since we have onsite imaging and laboratory services, we have access to the full range of diag-nostic services our physicians need without patients leaving the building.”

The new center is just part of Houston Methodist Sugar Land Hospital’s $131 million expan-sion to better serve patients from Fort Bend and surround-ing areas.

“Like many parts of Fort Bend, Missouri City has ex-perienced tremendous popula-tion growth in recent years, and this new emergency center will defi nitely enhance our service to the community,” says Siebe-naler. “It is an amazing facility that will provide a substantial positive impact on the avail-ability of high-quality care for people living nearby.”

For the Use of CDBG Funds

A public hearing will be held to give all Sugar Land residents an opportunity to voice opinions on the Program Year (PY) 2014-2018 Consolidated Plan and Program Year (PY) 2014 Annual Action Plan for the use of U.S. Department of

Housing and Urban Development (HUD) Community Development Block

Grant (CDBG) funds and proposed projects for the upcoming program year. We would like to hear your comments on how we should prioritize programs for the coming year and how we plan to spend CDBG funding.

Every fi ve years, the City of Sugar Land drafts and submits to HUD a Consolidated Plan detailing the City’s community development priorities, an Analysis of Impediments to Fair Housing, and a Fair Housing Plan. In addition, the City of Sugar Land drafts an Annual Action Plan each year that prioritizes the use of CDBG funds. A draft of the PY 2014-2018 Consolidated Plan and PY 2014 Annual Action Plan will be available for public review and comment beginning June 23, 2014 through July 22, 2014. The draft plans may be found on the City website www.sugarlandtx.gov and in the City Secretary Offi ce, City of Sugar Land City Hall, 2700 Town Center Boulevard North, Suite 122, Sugar Land, Texas 77479.

In addition, the City will host a public hearing to further explain the CDBG process and solicit comments and feedback from residents concerning the proposed activities. Comments will be taken into consideration for any changes to the draft plans before submittal to HUD. All attendees are invited to speak on the subject of the CDBG at the public hearing on:

CDBG Program Background

The national objective of the CDBG program is to develop viable urban communities by providing decent housing, a suitable living environment and expanding economic opportunities principally for low and moderate-income persons. Eligible activities include but are not limited to: public facility construction and improvements; handicapped accessibility; operational funding for non-profi t agencies servicing primarily low and moderate income persons; rehabilitation of owner-occupied housing; housing development assistance; enforcement of city codes; clearance and demolition; infrastructure improvements; business development and job creation activities. Not less than 70% of CDBG funds must be used for activities that benefi t low and moderate-income persons.

Fair Housing Issues

The Public Hearing will also be a forum regarding input on fair housing and related issues. Citizens with suggestions and/or concerns will be provided an opportunity to voice those issues during the last portion of the public hearing.

len Owen and Stafford Mayor Leonard Scarcella as well as other Fort Bend County elected offi cials have been working to get a commuter rail line down U.S. 90A for 14 years now. It just may be funded soon.

Scarcella visited Washing-ton, D.C., last week to urge federal funding for the line that would transport numerous Teas Medical Center employees and patients to and from every day.

Congressman Al Green put the meeting together that Scar-cella attended along with Con-gressmen Ted Poe and John Culberson, who squabbled over which commuter rail lines should be built in Houston with federal funds.

Culberson represents resi-dents who live inside the loop along Richmond Avenue. The representative and his con-stituents strongly oppose the proposed rail line down. Poe supports the Universities Line, which would run on upper Richmond in his district, be-cause his constituents want and support the line.

Scarcella said, “We got our point across that there is a lot of support for the 90A passenger rail line. The bottom line is Metro has to make a decision and fi le an application if they want some federal funds. The door is open for that now but you can only fi le one applica-tion and get the money.

“The primary application will be considered. You have to decide what that applica-tion will be for what work and fi le in a timely way. You can do all the squabbling you want to but in the end you will have to come to a consensus,” Scarcella said. “If you are in a squabbling match and try to split the money, you will get nothing and the federal funds will go to some other project.”

The mayor continued: “I feel the worm has turned because I think Metro recognizes that the administration and the federal transportation authority realize that the U.S. 90A commuter rail line has the support and is needed.

A line on Richmond “may be desirable,” Scarcella said, “but it doesn’t have the public sup-port, so Metro is going to have to choose and they recognize now that it’s clear as can be that U.S. 90A is the project that is viable, has public support and makes sense to go forward.

“Richmond Avenue is too contentious,” Scarcella said, Culberson told the group he is 110 percent for the U.S. 90A line.

“Both Culberson and Green want the 90A project. Cul-berson realizes that if he just blocked the Richmond Avenue line then everybody will say ‘there went hundreds of mil-lions of dollars available that you cost Houston’s transporta-tion system.’

“Now he’s saying that Hous-

ton should not lose one penny of it and to use it on 90A. The 90A line is not the only alter-native but it’s pretty obvious that no other project has the public, congressional, state, and legislative support that U.S. 90A has.

“There wasn’t one word in opposition to the 90A project. Everything was very posi-tive and very supportive and expediency was urged for it,” Scarcella said.

Mayor Owen, who was on a conference call to the meeting, said, “Voters approved the 90A commuter line in 2003 and it keeps getting pushed back while Metro goes and consid-ers projects that people do not want. That is why Culberson has joined the team to support 90A.

“He has fought the Rich-mond line from day one be-cause his constituents do not want it. Yet, people out here are begging for the 90A line to be built. Missouri City has set aside zoning of certain pieces of property for a future transit center some where around the Beltway and 90A and the land owners want the line to termi-nate there.

“With the majority of em-

ployees of the Texas Medical Center living in this area, they are very much in favor of the project. It gets employees, patients, visitors and others to the medical center and back without the use of automobiles and parking.

“What I heard from (Trans-portation) Secretary (Anthony) Fox is that until Metro submits an application for funding, nothing can be done. So, I also heard instructions from both Culberson and Green to the Metro Board to get that appli-cation in motion immediately. I think there is a clear direction now on what needs to be done and when.”

Scarcella reported that George Jefferson from Metro attended the meeting along with a representative of Fox and one from the medical center. State Sen. Rodney El-lis, Texas Rep. Ron Reynolds, Owen and Richard Wainerdi, chief executive offi cer of the Texas Medical Center, were on the conference call.

Eleven years ago the people of Fort Bend County said they wanted a commuter rail line in their communities. It appears now that it may fi nally get built.

The City of Sugar Land relies on specialized boards and commissions, made up of residents living within the corporate city limits, to assist with community decision-making processes.City Council has opened the recruitment process for two boards with vacancies: Parks, Art, Recreation, Culture, and Streetscapes and Tree Advisory (PARCS) Board; and Building Standards Commission.Applications are being accepted up to 5:00 p.m., July 18, 2014. ogy infrastructure: Internet infrastructure upgrade, wide area network refresh, data center SAN and virtualiza-tion, data center facilities modifi cations, wireless net-work deployment, local area network refresh, and others;

•$18.4 million for land pur-chases; and

•$19.2 million for other needs: athletic facility life-cy-cle replacements, white fl eet vehicle replacements, energy conservation initiatives and bond support.

The administration dis-cussed plans to use available funding sources for the capi-tal plan, including over $30 million of unspent funds from past bonds and $63 million of unissued, but authorized funds from the 2007 Bond that were allocated for buses and two schools. The administration also proposed to transfer $22 million from the general fund to fund capital projects for possible replacement of com-puters and other technology purchases of equipment with short life-spans.

“The plans are far from be-ing fi nalized, and if approved, the funds for the capital needs would be spent immediately on projects to get ahead of the District’s growth as much as possible, while taking care of the most pressing long-term needs,” said Dr. Charles E. Dupre, Superintendent of Schools.

Chief Financial Offi cer Steve Bassett said, “Fort Bend ISD will be able to handle the bond’s additional debt for Phase One without requiring an increase in the tax rate, which could be realized with additional assessed value

growth of seven percent for the next four years. This growth includes the value of new resi-dential construction and devel-opment.”

The last Bond Referendum passed by the voters in Fort Bend ISD was in 2007 when the District had 67,000 students and 68 schools. Since 2007, six new schools were opened, and three were rebuilt as part of the bond package. Fort Bend has grown to serve more than

71,000 students with 74 cam-puses. The projected student enrollment for 2018 is 77,764, and the projected student en-rollment for 2023 is 84,997.

Fort Bend ISD is the largest employer in Fort Bend County with more than 9,500 full and part-time employees. The Dis-trict spans 170 square miles and includes more than 11 mil-lion square feet of facilities and more than 1,757 acres.

Houston Tidelanders’ show to benefi t Fort Bend Family Promise

Madison Taylor, a Clements High School ninth-grade stu-dent, is among 86 outstanding student leaders from across the state to successfully com-plete Education in Action’s 2013-2014 Lone Star Youth Leadership Council program.

Members participated in the Lone Star Leadership Academy, a weeklong leader-ship development program of-fered during spring and sum-mer breaks by Education in Action. During the program, students completed three lead-ership skill-building lessons, and identifi ed a need in their communities and implement-ed a service project based on that need.

Madison, a fourth-year member of the youth lead-ership council, completed a “Cookies for Canines” com-munity service project where she baked 200 dog treats to donate to the Fort Bend Ani-mal Shelter. She received a certifi cate of merit for her

dedication to developing her leadership skills and service to her community.

“It was a lot of hard work to do this project, but it paid off and felt great to benefi t the animals of my community,” said Madison.

“Membership in the Lone Star Youth Leadership Coun-cil is no small undertaking, es-

pecially when these students’ busy schedules and academic standings are taken into con-sideration,” stated Carolyne Markle, Education in Action’s Alumni Program Coordinator. “The service projects are very gratifying and are great learn-ing experiences for the stu-dents. They feel a real sense of accomplishment when they contribute to solving prob-lems by helping others. While learning lessons that will last a lifetime, they are making positive contributions to our society, and we all benefi t.”

Members documented their projects in a portfolio. The portfolios will be on dis-play at registration for 2014 Lone Star Leadership Acad-emy programs to inspire fu-ture Lone Star Leadership Academy alumni to follow in their footsteps. compact car launched in the summer of 2012, after the Dodge brand’s seven-year absence in the segment, buyers could cus-tomize the Dart in more than 100,000 ways.

Now, in its second year, buy-ers of the Dodge Dart get bun-dling, which makes the most popular features easier to order and less expensive. For 2014, the Dart is available in fi ve models: SE, SXT, Aero, Limited and GT. Retail prices start at $15,995.

Also new for 2014, Dodge expanded the 2.4-liter Tiger-shark MultiAir2 I-4 engine to power the SXT, Limited and GT models. in the Dart. The engine makes 184 horsepower and 171 lb.-ft. of torque and is mated to a standard six-speed manual trans-mission (SXT and GT models) or available six-speed automatic transmission (standard on the Limited model). The STX gets a EPA fuel economy combined city/highway estimate of 27 miles to the gallon.

The Aero model is powered by the 1.4-liter MultiAir Turbo engine mated to a standard six-speed manual transmission or available dual-dry clutch trans-mission. The Dart SE model is powered by the 2.0-liter Tiger-shark engine mated to a standard six-speed manual transmission or available six-speed automatic transmission. It gets 41 miles to the gallon.

The Dart comes with more than 60 safety and security fea-tures that give drivers and pas-sengers peace of mind. Dodge Dart’s key safety and security features include a class-leading 10 standard air bags, four-wheel anti-lock brakes, electronic sta-bility control, electronic roll mitigation, all-speed traction control, ParkView rear backup camera, Blind-spot Monitor-ing, Rear Cross Path detection, ParkSense rear park assist and

The Dodge Dart SXT model also features several new pack-

ages for 2014. The Rallye Ap-pearance Group adds a touring suspension, rear stabilizer bar, 17-inch Hyper Black aluminum wheels with all-season tires, black crosshair grille with black surround, integrated dual ex-haust with bright tips, projector fog lamps, premium cloth seats with accent stripes, leather-wrapped steering wheel with au-dio controls and leather-wrapped shift knob (automatic transmis-sion) and Rallye badge.

The Sun and Sound Group includes a power express open/close sunroof, nine Alpine speakers with subwoofer, 506-watt amplifi er, Uconnect 8.4 CD/MP3 radio with 8.4-inch touchscreen radio, iPod control, SiriusXM Radio, ParkView rear backup camera, fl oating island bezel illuminated instrument panel surround and glove box lamp.

The Cold Weather Group features body-color heated mir-rors, heated front premium cloth seats, ParkView rear backup camera, tire-pressure monitoring display and remote start (with automatic transmission).

Amazing ef-fects such as crossette, twitter glittering, rings and color-changing chrysanthemums will be mixed in to illuminate the skies in Sugar Land.

The grand fi nale is intended to be the ultimate crowd pleas-er and the most exhilarating part of the display. The sky

will erupt with multi-color pe-onies and thunderous salutes expected to leave the audience wanting more.

Live It Up Productions will also perform during the Star Spangled Spectacular. The group is based in southern California and includes a staff of accomplished producers, costume designers and cho-reographers who provide an array of Broadway-style song and dance shows. Their team travels the world, performing at venues such as The Mi-rage Casino, Mandalay Bay, Gaylord Resort in Orlando, the Palm Springs Convention Center and more. The group’s Sugar Land stop will include patriotic rock and country per-formances just before the Star Spangled Spectacular’s fi re-works fi nale.

Other entertainment will in-clude fun-fi lled family games and interactive infl atables. There will be onsite activity stations provided by Life Es-sentials Chiropractic, Sugar Land Art Alliance, H-E-B, Sugar Creek Baptist Church and Shriners Hospital.

Shriners Hospital will pro-

vide face painting and balloon art, Pinots Palette will host a painting lesson/class and the Indo American Forum will give away free bottled water.

The Star Spangled Spec-tacular at Constellation Field is free, but tickets are required to enter the venue due to fi re code requirements.

Tickets are available to Sugar Land residents through June 22 at the Imperial Park Recreation Center, 234 Mat-lage Way. A driver’s license is necessary to show proof of res-idency. There is a maximum of six tickets per household, and they will be available on a fi rst-come, fi rst-served ba-sis. Remaining tickets will be available to the general public beginning June 23.

Concession stands at the stadium will offer an assort-ment of food and beverages for purchase. Outside food/beverages will not be allowed.

Parking is limited at the stadium, so residents are en-couraged to take advantage of a free shuttle from Kempner High School, 14777 Voss Road, from 6-11 p.m.

This is a silly, farcical movie, but it’s funny. Jonah Hill, 30, and Channing Ta-tum, 34, are once again zany undercover cops who are working the college scene this go round which might seem even more ridiculous, but if it makes me laugh, then all is forgiven. The fi rst part-nership of Schmidt and Jenko

occurred in 21 Jump Street (2012), and it grossed $134 million. I predict that 22 will gross more. I know because of scientifi c data: the teenag-ers in my audience screamed with laughter! They were giddy; boys and girls.

The formula has not changed. Captain Dickson (Ice Cube) hollers and cusses

at the lads and directs them to fi nd the big dope dealer who is pushing WHYPHY. I’m still not sure what that drug is sup-posed to be, but I know it is not to be confused with Wi-Fi. That was a running joke if you require a slice of the humor.

Two-time Academy Award Nominee Hill (Moneyball and The Wolf of Wall Street) has not forgotten his roots and re-turned to comedy which is his sweet spot. Hunky Channing Tatum has also shown his ver-satility in this role. In 2012, he starred in Magic Mike and 21 Jump Street. Clothes on and clothes off. Tatum was Magic Mike. And he has a “quirky” personality according to one of my friends. Not sure what quirky means so let me know after you see this fl ick.

The chemistry between Hill and Tatum is balanced and wacky as they try to catch the bad guys while hanging around the frat house participating in power drinking and slam po-etry. The bad guy in this story is The Ghost played by Peter “Fargo” Stormare (1996). He played Gaear Grimsrud; not the guy in the wood chipper (Buscemi). Back to Hill and Tatum; I’ve seen them ev-

erywhere on TV touting this movie. Have you seen them on a commercial with Clyde Drexler and Robert Horry on the NBA Finals? Jonah Hill asks if those two think he’s a good actor and there’s dead silence. Hill did that ad in his downtrodden Schmidt charac-ter.

Props to the lovely Amber Stevens who plays Schmidt’s love interest and just happens to be the captain’s daughter. Uh-oh.
