Official newspaper of Fort Bend County, Missouri City & Sugar Land By SESHADRI KUMAR In an extraordinary move, Fort Bend County Judge Bob Hebert last week nixed the purchase of a “Social Media Intelligence Gathering Software.” Hebert has terminated the acquisition of the software for emergency management purposes, originally presented on the May 7, 2013 Commissioners Court Agenda, according to a press release issued by the county judge’s office. Hebert’s decision came on the heels of the disclosure that the National Security Agency gathered cell phone data of all individuals under a secret program. Also, local Tea Party activists and Republican Party members, concerned about the far-reaching privacy issues raised by the software, were preparing to voice their protest. Hebert said, “While I believe this software is safe, given the current federal government disclosures of their waiver of personal privacy rights in digital communications and the lack of sufficient time to investigate the uncertainties regarding possible future modifications of this software, I have decided to pull this request from the June 11 agenda which effectively terminates Fort Bend County’s consideration of the matter due to established grant deadlines applicable to the purchase.” The purchase of the SwiftRiver-2011 software is a regional project coordinated by the Houston Urban Area Security Initiative (UASI) of which Fort Bend County is a member. The software uses ‘trend monitoring’ of alert words (key words) across multiple online channels; including social media, photo sharing sites, and traditional online news sources, to gather ‘real-time’ open source information in emergency situations. Fort Bend County was to purchase the software for the Houston region in order to enhance response capabilities in emergency situations utilizing the information gathered from these public sources. Due to the rapidly approaching deadline for the depletion of grant funding for this software, the time needed to research questions about the ability of the software to be used for malicious purpose is not available, the press release added. The item was first placed on the commissioners court agenda in April for contract negotiations. Hebert pulled the item and delayed its consideration after Commissioner Andy Meyers said he had serious concerns about the project and had many unanswered questions. Jeff Braun, Fort Bend County’s Emergency Management Coordinator, provided a clarification the project. Again, the item was considered on May 7 to allow contract negotiations. Meyers voted against it. After contract negotiations, the Emergency Management Coordinator recommended purchase of the software at a cost of about $230,000. The item was to have been placed on the agenda of commissioners court for consideration on June 11. At this juncture, Hebert killed the project. The region was looking at procuring two different types of software to accomplish the above purpose; one is called SwiftRiver and the other is called Ushahidi. SwiftRiver gathers as many possible streams of data about a particular crisis event as possible (e.g. Boston Marathon bombing). Second, that stream of data is filtered through both machine based algorithms and humans to better understand the veracity and level of importance of any piece of information. Ushahidi offers many tools for visualizing geospatial data. It offers a robust platform for mapping events. The SwiftRiver platform was being sought after by the region because increasingly publicly shared information from citizens gives the best overall picture in the first hours of a major incident, according to Braun. Braun gave an example for the use of the software. During 2011 winter weather incidents, OEM used social networking sites to gather information about where roads were icy or impassable; and where accidents were causing road closures. This information was found by searching Twitter and Facebook; often individuals are more likely to post this information on Facebook or Twitter instead of calling 9-1-1. In subsequent years, the OEM used social media to gather information about flooded intersections, malfunctioning traffic signals, wildfires, and even rumors of school shootings. This project would help the Houston region build a “state-of- the-art” social media monitoring project which will hopefully set the standard for others in the field of emergency management and homeland security, Braun said. The software is not capable of scanning password protected accounts or reading any individual’s email accounts. Further, the software is not able to view private posts on social networking sites, Braun said. On Tuesday, May 28, at Constellation Field in Sugar Land, a recognition and thank- you event, Our Community Salutes (OCS) Fort Bend, was hosted for the young men and women of Fort Bend County who have decided to enter military service upon graduation of high school. The event was conceived by Bonnie Worstell, a junior at Clements high school and a member of NJROTC. Learning of the negative reactions many people had toward her friends who were enlisting in the military after high-school versus the accolades other graduates received who chose to enter college, Bonnie, as part of her Girl Scout Gold Award, took the opportunity to establish this first-time event to honor and thank the graduating seniors of Fort Bend County who have chosen to enlist in the military. Bonnie noted, “It’s because they made their decision to serve our country that we are free and able to make our own decision(s)”. As a result of Bonnie’s passion and desire, she engaged a group of professionals and volunteers to work with her in initiating and establishing a recognition event for these brave young men and women. One of the first on-board was the Skeeters organization who generously provided the event space and tickets for these new recruits and their families. Gene Clark, Executive Director of the OCS National organization and SSG Christopher Grice, the U.S. Army Recruiter from the Katy Recruiting Center Fort Bend Salutes Military Recruits By SESHADRI KUMAR In response to the massive signature campaign on red light cameras, Sugar Land City Manager Allen Bogard has recommended the creation of an independent citizen task force to study the effectiveness of red light cameras. City Council is expected to take action on the appointment of the task force on June 18. Following a city administration report that the petition to prohibit the enforcement of Sugar Land’s red light cameras is invalid, City Council members said the receipt of the petition represented a significant concern of Sugar Land residents, thus prompting the city manager’s recommendation. The seven- to 10-member task force will be provided approximately three months to conduct an independent review and develop recommendations for City Council’s consideration. The recommendation could include elimination, modification or continuation of the red light camera program. Bogard recommended that the task force conduct its meetings in accordance with the Open Meetings Act and provide an opportunity for extensive public input. The petition was submitted in April. Sugar Land’s City Charter designates the city secretary as the official responsible for reviewing and validating petitions. A report based on the city secretary’s review of the material was presented to City Council on June 4. According to the report, the petition included the required number of signatures; however, the signatures were Task force on red light cameras proposed By BARBARAFULENWIDER Memories that at the time were nightmares will never fade for those who watched their house values sink into oblivion in the mid-1980’s in Southwest Houston. With U-Hauls heading out of Houston at record numbers, the large apartment complexes all but emptied and negatively affected the area’s residential property values. Many who owed homes in southwest Houston moved to Sugar Land and Missouri City, so to this day when building apartments in any East Fort Bend town appear on a city council agenda it is still strongly protested by some. In Missouri City, Councilman-at Large No. 1 and Mayor Pro Tem Jerry Wyatt leads the charge and at the June 3rd council meeting he did and District C Councilman Robin Elackatt joined him. Each voted no on a rezoning request that would allow 600 apartments to be built in Missouri City. The apartments would be on land that is south of Trammel Fresno Road, east of Fort Bend Parkway and west of Hightower High School. While the rezoning does conform to the 2009 Comprehensive Plan for Missouri City, it isn’t consistent with the Future Land Use and Character map, which designates the 30 acres as a business park. Most of the land on the north side of Hwy. 6 and south of Trammel-Fresno Road has been used for commercial purposes. Council’s vote in favor was 5-2 to rezone on first reading. They will cast a final vote on second reading June 17 -- two days after the District A council member is elected. Hands and Hearts Foundation (HHF) of Sugar Land, antici-pates another mission trip this summer to aid families in Cen-tral America.

The Foundation teams with Hearts in Motion (HIM), which operates a year-round medical and educational facility near Antigua, Guatemala. HIM coordinates several groups each year from its home base in Highland, Indiana.

Stan Wilkening serves as HHF board president as well as a working member of the mission trip most years. He is chair of the Hands and Hearts Golf Tournament, which held its 12th successful event in May, 2013. “The funds cleared on the tournament allow the foundation to assist other mission mem-bers, especially teens, with travel costs,” Wilkening said. “Our youth get a taste of giving to a community while learning how lucky they are to be able to return to a prosperous and healthy environment.” The next mission trip is planned for July, 2013.

HHF was formed in April, 2002, as a Christian-based, 501(c)(3) nonprofi t corporation. With no paid employees, volunteers carry out all operations and activities of the foundation, which provides support, assistance and encouragement for a variety of projects.

The foundation supports local non-profi t agencies such as East Fort Bend Human Needs Ministry Food Pantry and sup-plies Christmas toys for children in Head Start programs. In addition, HHF has also funded individuals who seek to im-prove the lives of people in under-resourced areas, both locally and worldwide, by serving as teachers, Christian evangelists, and volunteers on mission trips to Guatemala, Mexico, Hondu-ras, Tibet, Africa and the Netherlands.

Hands and Hearts mission to Central America

The Sugar Land Garden Club’s new board members met re-cently and are very excited about the upcoming year. The club s founded in 1932 is over 150-members strong and always looking for new members to join the fun fi lled group and enjoy its activi-ties. The club meets at the Knights of Columbus Hall in Sugar Land, the third Tuesday of each month beginning in September. Its annual Garden Art and Yard Sale will be held in Septem-ber at the Sugar Lakes Recreation Center. Dr. Randal Glenn of Fort Bend Dental Associates was installed on May 16th, 2013 as the Presi-dent of the Greater Houston Den-tal Society (GHDS) founded over one hundred years ago.

The GHDS is the local com-ponent of the Texas Dental Asso-ciation (TDA) and the American Dental Association (ADA) and is the fourth largest local component society in the United States with a current membership of over 1,600. Their members are com-mitted to providing the highest quality of oral health care to the Greater Houston community and are dedicated to the principles of ethics, professional advancement, and advocacy.

The GHDS promotes pub-lic and professional oral-health education and strives to provide the most up-to-date information available in their profession so that local dentists can stay con-nected with what’s happening in the fi eld of dentistry today.

Dr. Glenn is also one of Fort Bend County’s Historical Com-missioners and in his installation address to his colleagues and guests he noted, “History is im-portant because in order to chart a path for the future, we need to know from where we came. We in dentistry are intimately con-nected with our history. The tri-als and tribulations of our previ-ous generations are echoed in our

voices today. The issues faced by our dental forefathers of 1904, the year this Society was founded, sound as if they were lifted from the pages of today’s GHDS Jour-nal of 2013.”

Dr. Glenn also talked about mentorship and his remarks could be applied to almost any profes-sion: “Sometimes being a mentor is accidental. Younger dentists, dental students or even pre-dental students may be watching you, how you deal with patients, how

you treat your employees, the quality of work you provide, how you conduct yourself profes-sionally. Your standing in your community, your education, your experience, your character, is most certainly a model for oth-

The Texas Medical Asso-ciation Political Action Com-mittee (TEXPAC) has named Sonal Bhuchar of Sugar Land as the 2013 recipient of its June Bratcher Award.

TEXPAC presented her with the award during the Texas Medical Association’s (TMA’s) annual conference, held this year in San Antonio.

TEXPAC presents the June Bratcher Award for Political Action every two years to a physician’s spouse who was an outstanding volunteer in a federal or state political campaign. This year, however, Mrs. Bhuchar herself was the political candidate.

TEXPAC modeled the award in 1987 after a similar American Medical Associa-tion (AMA) Political Action Committee award, whose fi rst recipient was June Bratcher of San Antonio. The honorees are

members of the TMA Alliance, a volunteer organization of physicians and spouses. Mrs. Bhuchar has been active in the alliance for 22 years.

Mrs. Bhuchar is a physical therapist, community volun-teer, and health advocate. She is married to TMA member Subodh Kumar Bhuchar, MD, a Sugar Land pediatrician and

family physician.Last year, Mrs. Bhuchar

campaigned for state repre-sentative in House District 26. Though she did not win the election, her grace and perse-verance throughout her cam-paign proved she is a champion for the family of medicine.

“Sonal is known for working tirelessly and passionately for a number of groups, including the Fort Bend Independent School District and the TMA Alliance,” said Jerry Hunsa-ker, MD, chair of TEXPAC’s Board of Directors.

Before launching her run for offi ce, Mrs. Bhuchar, a 10-year veteran of TEXPAC, served as vice president of membership and vice president of com-munity health and well-being for the TMA Alliance. In her community, Mrs. Bhuchar was president of the Fort Bend In-dependent School Board, and

served on the Board of Direc-tors of the Fort Bend Education Foundation, the Child Advo-cates Council, the Economic Development Council of Sugar Land, the Indo American Char-ity Foundation, the Mahatma Gandhi Library, and the Sugar Land Exchange Club Board. Mrs. Bhuchar was instrumental in merging Project WATCH, a community health program originally sponsored by TMA, into the everyday health edu-cation efforts of Fort Bend schools.

TMA is the largest state medical society in the na-tion, representing more than 47,000 physician and medical student members. It is located in Austin and has 120 compo-nent county medical societies around the state. TMA’s key objective since 1853 is to im-prove the health of all Texans.

regarding the rezoning, he was curious why staff had not.

He was told that staff felt the entrance to the proposed gated apartment development in rela-tion to the toll road needed to be farther north. He was also told that the toll road authority has the ultimate jurisdiction on the road into the development.

Nguyen then asked if this was the highest and best use for the land since it was initially zoned for a business park. “Will any other use produce a better economic base and bet-ter quality of life?” he asked.

Mayor Allen Owen said multi-family is “critical to the development of any area. If we don’t get people using that shopping center where Kroger is today, we’re going to end up with empty boxes.”

He also noted that a new park and ride that will accom-modate up to 2,500 cars is going in nearby and that the medical center will soon be hiring 1,500 more employees, some of whom can live in the apartments, shop nearby and drive a few blocks to catch a bus to work.

He also said that the apart-ments will be buffered by Trammel-Fresno and Hwy. 6 and that while Missouri City has approved the building of numerous senior citizen devel-

opments, the city also needs to build housing that will attract young people.

Nguyen then asked Bob Graf, Missouri City economic development director, what the city’s options for the property might be in the future “if we give this up.” Graf said he thinks that any future commer-cial development project will need some type of high density along with it for support.

Councilman Don Smith said the city has had several surveys that say that area is under served. “Many who will live there are youngsters who want to stay in this area. We are addressing part of that big picture. We applauded when Kroger came here and we did a lot of enticing to get them here. Now we have an opportunity to help them (Kroger) when they need the help.”

Councilman Floyd Emery added that the rest of the prop-erty is still zoned for retail so the city hasn’t lost that. Wyatt then said council has to amend the comprehensive plan whether retail is left in or not.

Emery asked if there’s been any spike in criminal activity in Sienna since apartments were built there and Police Chief Joel Fitzgerald said there has been no increase in crime in Sienna.

Then Clinton Wong, devel-oper, stepped to the podium and said, “Fourteen years ago I bought these 56 acres and

got it zoned LC3 for the best commercial use. Having held it for 14 years we’ve had many retail developers look at it and come pretty close (to build-ing) but they all said ‘it’s a bit premature.’

“After 14 years, we still see what is happening in one of the corners being developed by Kroger. You still have three more corners left. In the de-velopment business there are several schools of thought: build retail and the customers will come. I never went to that school. Another school says build the houses, apartments -- bring the people fi rst and then build the retail as the last thing.

“Having waited this long, I went so far as to look at all the remaining land in Missouri City that can take residential development and we’re run-ning short of land. In the last two or three years in Houston and all across Texas, because of a fi nancial crisis, we have seen a strong, strong demand for apartment rentals. A lot of young buyers can’t qualify for houses, so they have to rent.

“They want a total environ-ment of apartments that mix with the community -- movies, businesses, restaurants, etc. We want to take it one step ahead of what’s out there and have an enclosed lake that’s stocked with fi sh -- something that’s different.

“This is a way we can best utilize this big, beautiful tract

of land. We picked the less beautiful tract and put apart-ments there. We will leave the prime 26 acres to the south for commercial. We still need more housing than the apart-ments,” Wong said.

“The tract to the west is over 100 acres. It could be a hotel but fi rst you’ve got to build rooftops for younger and older people. Seniors are downsiz-ing and workers are coming in to take jobs. They all need places to live. Residents create the need for commercial. You need to develop the demand for retail.”

Elackatt asked if the people who live there will keep up the property and Wong said no, that the developer will main-tain all the landscaping. “We will ensure that the property is well maintained and keeps its value.”

Emery and Smith pointed out that the apartments would not overload nearby schools and Nguyen asked if the apart-ments would be restricted only to adults and not allow chil-dren. Wong said, no, of course children would be allowed to live there.

Wong then told council that letters were sent out to all nearby residents who might be concerned about his proposed development and he said he got “zero objections.”

With that said council voted to approve and then moved on to the next agenda item.

Singer-song writer and a twenty-year, highly decorated active National Guardsman, Darby Ledbetter, stationed in Austin, Texas, heightened the momentum of the event by performing his Emmy Award winning song “I Won’t Let My Guard Down” and later closed the event with his crowd-standing performance of Lee Greenwood’s hit song “I’m Proud to be an American”.

Colonel Scott Reval, Chief of Internal Review, 75th Train-ing Command, Beaumont, Texas, addressed our recruits

and shared his words of wis-dom as they and their families prepare to embark on their military service to our country. In addition, Col. Reval shared the history and mission of the military Challenge Coins which he later presented to each recruit.

Texas Sate Representative Rick Miller, a former US Navy Captain and decorated Naval Aviator, spoke to the heart of the families, particularly as a parent with a son currently serving as a Navy Commander FA-18 aviator. Rep. Miller gave words of encouragement to each recruit to “stay the course”.

Technology is a double-edged sword. To use it or abuse it is in our hands.

The issue of privacy is now on top of our minds. Is there anything really private any-more in this world? Maybe not.

Inquiring minds are grap-pling with the diffi cult ques-tion: How much privacy should we sacrifi ce for secu-rity?

These are not issues that happen only in the realm of the Federal government. They do occur in our own private homes.

Last week, Fort Bend County Judge Bob Hebert sensed the mood of the public, and made a bold decision in terminating the proposed pur-chase of a software that would monitor all the social media traffi c.

Though County Commis-sioner Andy Meyers raised a red fl ag in the very beginning, Hebert did not hesitate to kill the project at crunch time. He deserves to be commended for making a politically incorrect decision and for going against the trend.

Residents of Fort Bend

County may have little or no power to change what the Na-tional Security Agency does with our telephone calls or emails.

But, people can have some say in preventing undue snooping by local law en-forcement agencies or gov-ernmental bodies like the cit-ies and the counties, all in the name of public good.

Apart from doing secretive things on its own, the federal agencies are routinely using the local law enforcement agencies for collecting intel-ligence and raw, communica-tion data.

The Department of Home-land Security routinely en-tices local police departments with grant money to acquire tools that would spy on the public.

Bureaurcrats and elected offi cials who are averse to losing the grant money, which they think is free money, suc-cumb to the idea of getting the latest technology.

Fort Bend County’s pro-posed purchase of a $200,000 software for monitoring emails and twitter during an emergency is one such do-

good project, blessed by the federal Department of Home-land Security.

It is easy to see the justi-fi cation for monitoring the social media: The fi rst photo-graph of the landing of Flight 1549 into the Hudson River in 2009, was from a picture posted on TwitPic prior to any offi cial notifi cation from pub-lic offi cials.

The social monitoring proj-ect, at best, would be a tool to help the fi rst responders rush aid to an affected area, after a disaster. It is not a disaster prevention tool.

When the world forgets pa-per and communicates only with electronics, the mode of monitoring the social media may be appropriate. Are we ready for this social experi-

ment today, that too at Fort Bend County?

What is the use of emer-gency management or fi rst responders, if they could not effectively render aid and rescue, with the available re-sources. They already do a good job, without the ultra-modern, futuristic technology.

In many states, the federal grant money has helped lo-cal police departments install video cameras on the public right of way so that in time of a crisis, the video tape may yield a clue.

In this context, the city of Sugar Land should revisit its program of installing video cameras on public streets. The city is not even receiving the federal money to install the cameras.

Public sentiment is wooed with the perception that the video camera would help solve crimes. Here people are led to suspend their belief in individual privacy.

Would it not be more ef-fi cient to have a video cam-era in every property to deter criminals, instead of installing dozens of cameras all over the city, just because of the like-

lihood that someone would have witnessed the crime and be able to identify the vehicle?

Or is it justifi ed even if one in fi ve or six thieves is caught?

It sounds innocuous to have a video camera on the streets. Especially, those who raise the privacy issue are made to look like paranoid fools by the proponents of the technology who profoundly ask: If you have done nothing wrong, what are you worried about?

This attitude, combined with the ignorance and the ap-athy of the public, has led us today to the quagmire where a spoken or written word could potentially never be private.

Even with the Constitu-tional right of an American citizen, protecting him or her from a warrantless search, any misguided person could mis-use the data.

The federal government may not knowingly violate the Constitution in acquiring pri-vate data and may be passive-ly storing them somewhere. But, what is the guarantee that the information will not be used against anyone?

This is not a Republican or Democratic issue. Imagine, tomorrow, under a Republi-

can administration, someone misuses the secret data against a political opponent. Would you say that conservatives are merely crying wolf today?

Finally, the red light cam-eras in Sugar Land need to be mentioned, though it does not infringe on privacy. The use or misuse of data is a matter of concern here.

Florida’s WTSP-St. Peters-burg 10 News has uncovered that ‘traffi c light cameras are an unsafe plague on roadways rife with corruption across the country.’ The 10 News Inves-tigators discovered the Florida Department of Transportation quietly changed the state’s policy on yellow intervals in 2011, reducing the minimum below federal recommen-dations. While yellow light times were reduced by mere fractions of a second, research indicates a half-second reduc-tion in the interval can double the number of RLC citations — and the revenue they cre-ate. After the story aired, the county promised to re-time all of its intersections.

To build and strengthen new partnerships with State and local governments and the private sector, the U.S. Department of Housing and Urban Development (HUD) requires a single consolidated submission for the planning and application aspects of the Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), HOME Investment Partnerships (HOME), and Housing Opportunities for Persons with AIDS (HOPWA) Programs.The overall goals of the community development and planning programs covered by the Consolidated Plan are to strengthen partnerships with jurisdictions and to extend and strengthen partnerships among all levels of government and the private sector, including for-profi t and nonprofi t organizations, to enable them:• to provide decent housing;• to establish and maintain a suitable living environment, and,• to expand economic opportunities for every American, particularly for very low-income and low-income persons.The purpose of the Consolidated Plan is to require the County to state in one document its plan to pursue these goals for all the community planning and development programs, as well as for housing programs. The FY 2013 Consolidated Action Plan will serve the following functions:1. A planning document for the jurisdiction, which builds on a participatory process at the lowest levels;2. An application for federal funds under HUD’s formula grant programs;3. A strategy to be followed in carrying out HUD programs; and,4. An action plan that provides a basis for assessing performance.The Consolidated Plan Final Rule requires that local government jurisdictions submit to HUD fi ve-year Consolidated Plans containing a housing and homeless needs assessment, a housing market analysis, a strategic plan, an action plan, and the required HUD certifi cations. The fi ve-year, 2010-2015 Consolidated Plan includes Fort Bend County’s revised housing and homeless needs assessment and housing market analysis. The 2010 Consolidated Plan includes 2000 Census and HUD data regarding low-income households, cost burden and housing conditions. The County’s strategic plan refl ects the changes in the population of the County as evidenced by the 2000 data and provides consistency between the FY 2005-2010 Consolidated Plan’s goals and objectives and the FY 2010-2015 Consolidated Plan’s goals and objectives. The strategic plan sets forth program goals and specifi c objectives that help local governments and citizens keep track of results.The FY 2013 Consolidated Action Plan includes the proposed projects to be funded during FY 2013, September 1, 2013 to August 31, 2014. The public notice listing the FY 2013 proposed projects was published on Wednesday, May 29, 2013. The notice was prepared using the fi ve (5) percent reduction in grant amounts that HUD had recommended to Fort Bend County. HUD released the FY 2013 program allocations late on Thursday, May 30th. The program allocations included increases for the CDBG and HOME Programs and a reduction for the ESG Program. On Tuesday, June 4, 2013, Fort Bend County revised the list of proposed projects to refl ect the actual HUD allocations. The projects are listed below by program funding source. Not Just Oil, Pennzoil

This movie started out with a bang, a baby bang, and pretty much stayed at that level for the entire 115 minutes. Bravo for director Louis Leterrier.

He also directed “The In-credible Hulk” so we know he can direct a solid second-rate fi lm. Perhaps he’s holding back on us because somebody thinks enough of him to invest $75,000,000.00. (estimated).

I can assure you that the mon-ey went into actors’ contracts because the cinematography and set design were on the short-end of the budget stick.

The script was jumbled and often did not make sense even though I certainly could fol-low the action and I like a good magic trick as much as the next guy. The Four Horsemen ( Jesse “Mark Zuckerberg” Eisenberg, Woody Harrelson, Isla “Arrest-ed Development” Fisher, and Dave Franco (younger brother of James Franco) were the cool magicians that stole money from

a French bank while performing in Vegas.

Now how can that be? Magic! The script had its moments,

but, at times, it was diffi cult to connect the dots.

So we either had some weak editing or a sloppy script; still not sure. I’m leaning toward chaotic script.

The young actors (excluding Woody) will look back on this fi lm with a smile and some pride.

Woody’s too cool to care. And Leterrier was also blessed to have Morgan Freeman and Michael Caine to prop up the en-tire operation.

And rounding out the cast as FBI Agent Dylan Rhodes was Mark Ruffalo; not a bad ensem-ble.

Note to Ruffalo: shave the beard a little closer or apply

more make-up or something. Ruffalo’s a good-looking man, but he looked a little; shall we say “unpleasant.”

This movie’s been out for a week and already grossed around $39 million by June 5th so somebody thinks it’s worth seeing. I, however, will never bother to see it again; not even on Netfl ix. Rock ‘n Roll.Grade 74. Larry H. [email protected]

Physicians at Methodist Sugar Land Hospital (MSLH) call little Elayna Nigrelli a “miracle baby,” and with good reason.

Elayna was born via post-mor-tem Cesarean section following a medical emergency that caused her pregnant mother Erica’s heart to stop beating for more than 20 minutes. But thanks to the inter-vention of coworkers, emergency medical personnel and the staff at Methodist Sugar Land Hospital, Elayna and Erica are alive and do-ing well.

“This is a situation that most doctors would maybe only see once in a career, if that,” says Dr. Brian Heaps, the Sugar Land ob-stetrician who delivered Elayna. “Generally speaking, the progno-sis for mom and baby following a cardiac incident isn’t very good. This really is a miracle.”

One morning in February, Erica – a teacher at Elkins High School in Missouri City – began feeling ill at work. She was 36 weeks preg-nant and assumed that her symp-toms were typical.

But in an instant, Erica col-lapsed in front of a coworker. Her husband Nathan, who also teach-es at the school, was in a nearby classroom and heard the commo-tion. He arrived to fi nd his wife on the fl oor, not breathing and with no pulse. He quickly called 911, and the school’s two nurses and a coach trained in fi rst aid jumped in to help. The coach began cardio-pulmonary resuscitation while the nurses administered an automatic external defi brillator, or AED, un-til the ambulance arrived.

At Methodist Sugar Land Hos-pital, Emergency Department physician Dr. Shawn Baichoo was going about routine duties when he heard a quick mention on the scanner radio about “CPR” and “eight months.” The report said the patient was headed to MSLH.

“At the time, I didn’t know if the emergency medical technician was referring to an eight-month-old baby or a woman who was eight months pregnant,” Dr. Baichoo says. “But I knew either way it was a very serious situation.”

Dr. Baichoo and his staff pre-pared for Erica’s arrival, which was imminent. “We pulled to-gether the nurses that needed to be involved and we paged for as-sistance from any physicians who were in the hospital at that mo-ment,” he said. “Within minutes we had a full team, with obstetrics, neonatology, radiology and anes-thesia all represented.”

Dr. Heaps was in his offi ce next door to the hospital that morning, seeing a patient, when he received an emergent call from the Emer-gency Department informing him that a pregnant woman in cardiac arrest was en route – and his ser-vices were needed.

“I apologized to my patient and literally sprinted across the park-ing lot to the ER,” says Dr. Heaps.

Shortly after, EMS person-nel wheeled Erica into the hospi-tal, and Drs. Heaps and Baichoo learned that she had been uncon-scious – without a pulse and with-out breathing on her own – for ap-proximately 25 minutes.

The window of opportunity for a successful medical intervention in a post-mortem C-section is typically seconds to minutes. “So we didn’t waste any time,” says Dr. Heaps. Dr. Baichoo and the Emergency Department staff con-tinued to resuscitate the mother as Dr. Heaps and fellow obstetrician Dr. Patricia Mitchell, performed a C-section right there in the exam-ining room.

“We were ready to go,” Dr. Heaps says. “It only took about 20 seconds to deliver the baby.”

Once Elayna was born, Dr. Baichoo and Dr. Bracken Kolle – an anesthesiologist who came down from the operating rooms to assist – continued their efforts to revive Erica. In addition to con-tinuing chest compressions, Erica was administered epinephrine, a

drug which helps regulate heart rate, along with other medications. Dr. Kolle also replaced a tempo-rary airway installed by the EMS crew with an endotracheal tube to allow Erica to be attached to a ventilator.

Within a few minutes, Erica’s heart began pumping again. “It was God’s plan,” says Dr. Baichoo.

Once she was resuscitated, Erica’s breathing and blood fl ow began to improve rapidly, in part because the baby was no longer in utero and requiring oxygen. Hos-pital employees lined the halls to stop foot traffi c so Erica’s gurney could be rushed to an operating room for Dr. Heaps to complete her surgery.

“Despite the seriousness of her condition, she was in the Emer-gency Department for less than an hour,” says Dr. Baichoo. “It was an amazing turn of events.”

Cardiologist Dr. Yassir Son-bol later determined that Erica’s emergency was caused by an un-detected heart condition called hypertrophic cardiomyopathy. This thickening of the heart mus-cle often leads to abnormal heart rhythms and is a frequent cause of death for young athletes – which is why Elkins High School had the AED on campus and staff trained in its use.

“The most important part of this story is that the baby and mother were kept alive by the actions of

Erica and Nathan Nigrelli with “miracle baby” Elayna. those nurses and staff at the high school and the emergency re-sponders,” says Dr. Heaps. “They are the heroes. But the presence of so many trained personnel here at Methodist Sugar Land Hospi-tal – people with the knowledge and experience to deal with these types of unusual situations – made a difference.” To help Erica’s heart condition, electrophysiolo-gist Dr. Jasvinder Sidhu installed a pacemaker defi brillator to protect against further episodes of sudden death in her chest, and today she and baby Elayna are doing fi ne.

“What happened that day is nothing short of a miracle,” says Dr. Baichoo. “Everything that had to fall into place did so. But the EMS knew that Methodist Sugar Land Hospital was the right place to bring her – if there was any hos-pital in the area that could pull to-gether the needed specialties with a moment’s notice, it is Method-ist.”

Tradicao Brazilian Steak-house has created special drink in remembrance of Anne Sullivan, a young fi refi ghter who was lost in the May 31st tragic fi re with proceeds go-ing to scholarship.

In loving memory of fallen fi refi ghter Anne McCormick Sullivan, Tradicao Brazilian Steakhouse located at South-west Freeway and Wilcrest, has created a red cocktail in her honor.

“The Punky,” Anne’s nick-name at the fi re station, is a concoction of mint, straw-berry puree, rum, and white wine, shaken with a splash of sprite and soda.

A facebook poll conducted by the restaurant helped with the naming of the drink. Dur-ing the month of June, The Punky will be on the restau-rant’s drink specials menu and all proceeds will go to the Anne McCormick Sullivan Memorial Scholarship.

The soon-to-be-established scholarship encourages young women to enter the noble pro-fession of fi refi ghting.

As an alumni of Dulles High School (’07) and soccer teammate of Melissa Abran-tes, the restaurant’s sales co-ordinator, Anne’s absence is palpable to the Tradicao com-munity.
