WelcometoFoundationCollege,formerlyNarreCommunityLearningCentre.Wewishyouallthebestinyourstudieshere.Thishandbookprovidesarangeofinformationthatallstudentsneedtoknow.Thisincludesenrolments,feesandcoursecompletioninformationaswellasstudentsafetyandimportantcontactshereatFoundationCollege.Studentscanalsorefertothevariouspoliciesandproceduresincludedinthishandbook.
FoundationCollegeisregisteredwiththeVictorianRegistrationandQualificationsAuthority(VRQA)asaRegisteredTrainingOrganisation(RTO)andaSeniorSecondaryeducationprovider.AsaSeniorSecondaryeducationproviderwesupporttheprinciplesandpracticeofAustraliandemocracyandarecommittedto;electedGovernment,theruleoflaw,equalrightsforallbeforethelaw,freedomofreligion,freedomofspeechandassociationandthevaluesofopennessandtolerance.Thisisreflectedbothinthewaywedeliverourprogramsandinourdocumentsincludingpolicy.FoundationCollegehasadiverserangeofstudentsoverall,wehavedepartmentsforeachcohort.Thisensuresstudentsreceivetheappropriateassistance,supportandadvicebysuitablyqualifiedandexperiencedstaffwhilestudyingwithus.Whilethishandbookisforreferenceanduseforallstudentsanyspecificdepartmentalinformationisidentifiedassuchand,insomecases,specificinformationisprovidedseparatelytotheappropriatestudents.OrganisationalGoals

AccreditedandPre-AccreditedCourses
TheAccreditedcoursesarepartofasuiteofcourses,whichprovideacomprehensivepackageoftrainingtomeettheneedsofthespecificindustry.Theyarenationallyaccreditedcourses.Theyaredesignedtomeettheneedsofstudentsseekingentryleveltraining,aswellaspeoplecurrentlyemployedintheindustrywhoareseekingtoupgradetheirknowledge/skillbase.Allcourseswillprovideadditionaljobskillsthatwouldassiststudentsintheircareerprospects.Itwouldgivestudentsvitalknowledgeandskillsincludingproblemsolvingandtakinginitiative.Pre-Accreditedcoursespreparestudentsforentryintoaccreditedcoursesandentry-levelemployment.Inordertoprovidequalitytraining,FoundationCollegeregularlyreviewsitsassessmenttasksandlearningmaterialstoensuretheyarevalid,current,authenticandrelevant.StudentsareadvisedofthepossibilityofreceivingNCVERsurveysand/orinvitationstoparticipateinDepartmentendorsedprojects.StudentsmaybecontactedbytheCommissioner(orpersonsauthorisedbytheCommissioner)forauditorreviewpurposes.

Studentsenrollinginouraccreditedcoursesmustattendanenrolmentday/informationsessionwhichisheldpriortothecommencementofthecourse.Theenrolmentday/informationsessionincludestheprovidingofcourseinformationandapre-courseassessment.Thepurposeofthepre-courseassessmentistodeterminethatstudentsarehavethenecessarylanguage,literacyandnumeracyskillstomeettheentryrequirementfortheirchosencourse.Wecanalsoensureweprovideallnecessarysupportservicestocaterforindividualstudent’sneeds.Studentsmayberequiredtoattendaninitialinterview.Studentsenrollinginpre-accreditedlanguageandliteracyprogramsattendaninitialinterview.Courseinformationisprovidedandstudentscompleteapre-courseassessment.
Fees
AllcoursesarecostedinaccordancewiththeVictorianTrainingGuarantee2014GuidelinesaboutFees.Currentfeeinformationcanbeaccessedinthecourseguide,thewebsiteand/orthecourseflyer.CurrentcourseguidesareavailableinthefoyerofFoundationCollegeaswellasthroughthewebsite.Adepositof50%isrequiredtoconfirmyourplaceinthecourse,thisispayableuponenrolment.

SpecialNeeds
StudentswithspecialneedsrequirementsshoulddiscussthesewiththeFoundationCollegestaffpriortoenrolmentandcompletetherelevantsectionoftheenrolmentform.ResourcesthathavebeencreatedatFoundationCollegecanbeprovidedelectronically,onCD,inhardcopyandinlargeprintifrequiredbythestudent.StudentswithspecialneedsareassessedtoensurethatFoundationCollegehastheresourcesandstafftoappropriatelymeettheneedsofthestudent’s.Otherwiseareferraltoanotherorganisationwillbesuggested.
MedicalRequirements
YouthDepartmentstudentsareadvisedthataMedicalEmergency&HistoryDetailsformwillneedtobecompleteduponenrolment.Thisformdetailsanymedicationsthatneedtobeadministeredtostudentsduringcourseattendance.YouthDepartmentstudents,theirparents,guardiansand/orcare-giversareadvisedthatintheeventofanemergencyanambulancewillbecalled,andanynecessarymedicalorsurgicaltreatmentwillbeadministeredasrequired.Anycostsincurredasaresultofinadequateambulancecoverwillbetheresponsibilityoftheparents,guardiansand/orcare-giversofthestudent.
QualificationsforAccreditedCourses
AllstudentsinaccreditedcourseswhocompleteaprogramoflearningthatleadstotheawardingofanAQFqualificationwillbeentitledtoreceiveacertificateandarecordofresults.Whereastudentdoesnotcompleteawholequalification,thenastatementofattainmentwillbeissued.Qualifications/statementofattainmentwillnotbeissueduntilfeesarepaidinfull.
PartialCompletionofAccreditedCourses
AllstudentsenrolledinaccreditedcourseswhowishtoexitorwithdrawpriortocompletionwillbeissuedwithaStatementofAttainmentoraStatementofResults/StatementofAttendanceforallunitsofcompetencesuccessfullycompleted.NotethatthisappliestoAccreditedCoursesonlyanddoesnotapplytoPre-AccreditedCourses.

TransferstootherTrainingOrganisation
Astudentwhowishestotransfertoanothertrainingorganisationorinstitutemustfilloutawithdrawalformforthecoursethattheyareparticipatingin.Coursefeeswillcontinuetobechargeduntilthewithdrawalformiscompletedandhandedin.AStatementofResultscannotbeprovidedunlessawithdrawalformiscompletedandfeesarepaidinaccordancewiththeFoundationCollegeRefundstoStudentsPolicy,seeAppendix6.
WithdrawalfromCourses
Towithdrawfromanycourseormodule/unit:
• InformtheTrainerimmediately.
• CompleteaWithdrawalFormavailablefromtheadministrationofficeandreturnittotheManagerresponsibleforyourcourse.
• Untilawithdrawalformiscompleted,nostatementsorrefundswillbeissuedifapplicable.
• Coursefeeswillcontinuetobechargeduntilthewithdrawalformiscompleted,datedandhandedin.
RecognitionOfPriorLearning(RPL)
Recognisingyourskillsandknowledgeofaparticularcourseormodule,eitherbeforeor
afterenrollinginaFoundationCollegecourseyoucanapplyforRPL,ifsuccessfulinyour
RPLapplication,youmaynothavetocompletemodule/softhecourse.
Theadvantageofthisprocessisthatyoucouldfinishyourcourseinashortertimebecause
youdon'thavetorelearntheskillsthatyoualreadyhave,oryoumayattendlessclasses.
Process:
Ifyoufeelyoumayhavetheknowledgeorskillsinoneormoreofthesubjectsofa
particularcoursepleasefeelfreetodiscussthiswithyourTrainer.

OnceyouhavecompletedtheRPLapplicationandreturnittheOffice,theappropriate

areadvisedofthisdateandyouwillalsobeadvisedwhattobringwithyoutothis
Interviewtosupportyourapplication.

CreditTransfers
Acredittransfercanbeawardedifastudenthaspreviouslycompletedthesameorequivalentunit/moduleaspartofadifferentcourseoratanotherRegisteredTrainingOrganisation.
NationalRecognition
FoundationCollegeacknowledgesnationalrecognitionbyrecognisingtheAQFqualificationsandStatementsofAttainmentissuedbyotherRTOs.
Re-IssuingofCertificatesforAccreditedCourses
Lostormisplacedcertificatescanbereissueduponwrittenrequest.Anyre-issuesrequestedwithinthefirst7yearsofcompletionofthecoursewillincurafeeof$30.00whichwillbepayablebeforethecertificatewillbereissued.Reissuingofcertificatesforcoursescompletedmorethan10yearspriorwillincurafeeof$100.00.
Assessment
Assessmentiscompetencybased.Studentsareassessedtoensurethattheyhaveobtainedordevelopedtheknowledgeandskillstaughtintheircourse.Studentswhoareunabletodemonstratecompetencyatagiventimeorwhosuccessfullyappealassessmentresultsmaybereassessedatanappropriatelaterdate.AssessmentisinaccordancewiththeAustralianQualityTrainingFramework(AQTF).Ourstudentsareprovidedwithdetailedinformationabouttheassessmentscontainedintheircourseuponenrolmentorcommencement.

StudentRecords
FoundationCollegemaintainsindividualfilesanddatabaserecordsforeachstudent.Allrecordsarekeptinasecureenvironment.Accesstofilesandrecordsislimitedtostaffinvolvedintheirmaintenance.Studentenrolmentandresultrecordsaremaintainedelectronicallyforaperiodof30yearstoenablethere-issueofqualificationsorstatementsofattainmentifrequired.ShouldFoundationCollegeceasetoexist,recordswillbetransferredtotheVRQA.AccordingtogovernmentregulationsundertheVRQA,itisarequirementtoretainstudentsworkasevidence.FoundationCollegewillretainstudentsworkforatleast2yearspostcompletionorwithdrawal.Onceworkhasbeenreturnedtothestudent,therewillbenoopportunitytoappealanydecisionasyouareacceptingyourworkbackascompletedandfinalwithyourresults.Ifyouhavenotcompletedthecourse,workwillberetaineduntilcompletion.Ifyourequireacopyofyourwork,itwillbeatthestudents’expense.
StudentRecordsRequest
NoinformationonastudentsprogresswillbegivenoutbyFoundationCollegetoexternalpersons.AlldocumentationrelatingtostudentstrainingandassessmentwillbemadeavailabletothecurrentindividualstudentuponrequesttotheirDepartmentManager.StudentswhohavecompletedtheircourseinthepastsevenyearsmayrequesttoviewtheirrecordsinwritingbycompletingtheStudentRecordRequestFormavailablefromreception.ThisincludesinformationenteredintotheVCAAdatabaseforstudentsenrolledinseniorsecondaryeducationatFoundationCollege.PhotoIdentificationmaybeaskedfor.
• TheBoardofManagement,CEO,Staff,TutorsandVolunteersareboundbyFoundationCollege’sCodeofPracticeandConfidentialityPolicy.
• Uponwrittenrequestindividualstudentswillbeprovidedwiththeirfile.IndividualrecordsarenotpermittedtoleaveFoundationCollege.
• AllplacementrecordsbecomethepropertyofFoundationCollege.Thestudentmayhaveaphotocopyiftheyrequestitandpickitupfromtheadministrationoffice,atacosttothestudent.

Extensions

Evaluation
Duringandattheendofcourses,studentsatisfactionsurveysandquestionnairesareissuedtoallstudentstocomplete.Thisisanopportunityforstudentstoprovidevaluablefeedbackabouttheircourse.Thisprocessisundertakentoensureourservicesaremeetingstudentneedsandareconsistentlyofahighstandard.Wearecommittedtocontinuouslyimprovingourservicestoourstudents.Studentsmayberequestedtocompleteseveralsurveysorquestionnaires.Thesewillbesentinthemailtorandomlyselectedstudentsorprovidedduringclass.

PracticalPlacement
Aspartofmanycourses,studentswillberequiredtoundertakeapracticalplacement.Practicalplacementmeansanystructuredworkplacelearningthatispartofawrittenagreementbetweenatrainingorganisationandanemployerforvocationalorfurthereducationcoursesorprograms.Itincludesworkobservation,workexperience,structuredworkplacelearningandvolunteerwork.Insomecoursesthiscanonlybeundertakenwhenthestudenthascompletedcertainmodules/units.Studentsneedtocompletetherelevantpaperworkwhichmustbereturnedtothetutorforsigningbeforecommencinganypracticalplacement.ThisensurescoverageofWorkCoverinsurance.(Ifthisisapplicabletoyourcourse,pleaseaskthetutorforthepracticalplacementbooklet).Pleasenotethatnotallcoursesrequireaworkplacementcomponent.Forcoursesthatrequireplacement,yourtutorwillexplainwhatisinvolved,thenumberofhoursandprovideanonthejobplacementbook.NOTE:TheassessorconductingyourWorkplaceAssessmentmaynotnecessarilybeyourtutor.AlsonoworkplaceassessmentvisitswilltakeplaceduringtheFoundationCollegeChristmasClosure.

FoundationCollegeunderstandsthatissuescanariseandstudentsmayneedtodiscontinuetheirplacementhours.Ifastudentisunabletoproceedwiththeirplacement,FoundationCollegeandtheworkplaceconcernedmustbenotifiedandarrangementsmadefortheplacementtobecontinuedatalaterdate.Ifaworkplaceisunabletofulfilltheirobligationasaplacementproviderthentutorshavetherighttowithdrawastudentfromaplacementifrequestedtodosobythatworkplace.Ifthisisthecasethenstudentswillneedtofindanalternativeplacement.Ifstudentsfailtocomplywiththeorganizationspoliciesandproceduresorbehaveinanunacceptablemanner,placementmaybecancelledinnegotiationwithallparties.

Allcomplaints,grievancesandappealswillbedealtwithintermsoftheComplaints&AppealsPolicy.Introduction:
ThispolicyrecognisesthatstakeholdersofFoundationCollegehavetherighttohave
resolvedanycomplaintorgrievancetheyhaveinregardtoservice,products,facilities,
managementand/ortreatmentreceivedfromFoundationCollegeorwhileatFoundation
College.
ThispolicyshouldbereadinconjunctionwiththeconstitutionofFoundationCollege
andtheComplaintsandGrievanceprocedureifrequired.
Stakeholderswillbeassistedtoraisetheirconcernswithoutfearofretribution.Itisan
opportunitytodemonstratetruecommitmenttosatisfyingclientrequirements.
Itisnotalwayspossibletolikeorapproveofallpeopleorsituations,butitispossibleto
worktogether.Itistheresponsibilityofallstakeholderstocontributetothesuccessand
goodrunningoftheorganisation.
Incommunitywork,itisimportantthatwetrytosettleconflictsandgrievancesina
compassionate,justandreasonableway.Weareawarethatnotallproblemscanbe
solvedperfectly-bothsidesofaconflicthavetobepreparedtoworktowardsa

Complaint:Somethingthatcannotbefixedimmediatelybythepersonreceivingthe

Purpose:
Thispolicyrecognisesthatcomplaintsandgrievancesdoarise,butappropriatehandling

Purpose:
ThispolicyaddressesrefundsforallprogramsdeliveredatFoundationCollegeandhasbeendevelopedtoensurethatstudentsareappropriatelycharged.Whereapplicable,theGuidelinesaboutFeesforSkillsFirstFundedstudentsareutilised.Assomeprogramsreceivefundingunderdifferentcontracts,theCEOandManagerswilltakeintoaccounttherelevantguidelinesaccordingly.

6. Educators/assessorswilltakestepstodetectplagiarismandcheating,includingcross-referencingstudents’work,theuseofandresearchfromtheinternetandanyotherdatabasesandassessingcombinedworkassignments.FoundationCollegewillmakeavailabletheViperanti-plagiarismsoftwaretostudentsandteachers.
7. Ifabreachoccurstheeducator/assessorwilladdresstheclass(thatthestudentinbreachattends)attheearliestconvenience,notmakinganyreferencetothebreachorthestudentinbreachandreinstatethepolicyandcommitment,alongwiththerequiredpolicyandprocedurestotheclass,andreferencetothereferenceguide.
8. Foreachcourse,allstudentssignoffonaTrainingPlanwheretheyagreethattheyhavebeenprovidedwith,andunderstand,FoundationCollege’spolicyandprocedureinrelationtoplagiarismandcheating.AllstudentsarealsorequiredtocompleteanAssessmentAgreementforassessmentssubmittedwheretheyacknowledgethattheywillnotplagiariseorcheat.
9. IntheeventthatabreachoccursFoundationCollegewill:
• Ensuretheeducator/assessorhasinterpretedthebreachcorrectly.
• Theeducator/assessorwhosuspectsthebreachmustproduceevidencetosupporttheallegation.
• Thestudentwillbeadvisedoftheallegationsinaninterview.
• Inthecasethatmorethanonestudentisinvolvedinthebreach,theinterviewcanbeheldco-jointlyorindividuallyasthestudent/sandeducator/assessoragreeto.
• Thestudentmaybeaskedtoprovideadditionalinformationtodemonstratecompetency.
• TheCourseManagerwillinvestigatethattheclaimhasbeencorrectlyinterpreted,andthatthebreachoccurredintentionally,ratherthanunintentionally.

Purpose:
Forthepurposesofthisdocumentallchildren,youngpeople,adultsandstaffwhoattendFoundationCollegeinanyprogramorcoursewhoareatriskofAnaphylaxiswillbereferredtoas‘student/s-at-risk’.Thefollowingproceduresshouldbeimplementedtohelpprotectstudents-at-riskofAnaphylaxisfromaccidentalexposuretofoodorotherallergens.Reductionofrisk:
Studentsshouldonlyeatfoodthathasbeenspecificallypreparedforthem.WhereFoundationCollegeispreparingfood,ensurethatithasbeenpreparedaccordingtotheparent’s,guardiansorcare-giversinstructions.Somestudentswillchoosetobringtheirownfood.Allfoodforstudents-at-riskshouldbecheckedandapprovedbytheirparent/guardian/care-giverandbeinaccordancewiththeriskminimisationplan.Bottles,otherdrinksandlunchboxes,includinganytreats,providedbytheparent/guardian/care-giverforthestudentshouldbeclearlylabelledwiththeirname.Thereshouldbenotradingorsharingoffood,foodutensilsandcontainerswithstudents-at-risk.Insomecircumstancesitmaybeappropriatethatahighlyallergicpersondoesnotsitatthesametablewhenothersconsumefoodordrinkcontaining,orpotentiallycontaining,theallergen.However,studentswithallergiesshouldnotbeseparatedfromallothersandshouldbesociallyincludedinallactivities.Increasesupervisionofthestudent-at-riskonspecialoccasionssuchasexcursions,incursionsorfamilydays.Ensuretablesandbenchtopsarewasheddownaftereating.Ensurehandwashingforallstudentsbeforeeating.Restrictuseoffoodandfoodcontainers,boxesandpackagingincrafts,cookingandscienceexperiments,dependingontheallergiesofparticularstudents-at-risk.Staffshoulddiscusstheuseoffoodsinsuchactivitieswithparents/guardians/care-giversofstudents-at-riskandthesefoodsshouldbeconsistentwiththeriskminimisationplan.
