18665 KLD, Domestic waste water will be
300 KLD and other waste from DG
cooling and misc. use will be 278, KLD. As
chilled hides/skins will be used, hence
TDS will be reduced in waste water.
Water Less Chrome Tanning approved by
CLRI shall be adopted. Hence, no waste
water will be generated from chrome
tanning. Domestic waste water of 300
KLD will be treated in Common STP of
capacity 360 KLD & rest effluent of 18943
KLD will be treated In CETP of capacity 20
MLD.
Municipal Solid Waste: 1350 kg/day
Municipal Solid Waste will be generated
out of which 945 kg/day biodegradable
waste will be sent to Vermi-composting
site within the project site & 338 Kg/day
recyclable waste will be given to

plastic waste shall be given to authorized
recycler.

glue manufacturers & dog chew, 23.9

trimmings or splitting which will be sold
to lower quality of leather goods

isocyanate and polyol will be generated
from ancillary units which will be
collected in leak proof containers at
isolated place and then it will be
disposed to TSDF site and the scraps will
be sold to secondary uses.

CHAPTER-1: INTRODUCTION OF THE PROJECT BACKGROUND INFORMATION
Leather sector plays an important role in the Indian economy. It is one of the most widely
traded commodities globally. The industry has maintained a high level of performance and
acclaimed international clients are acknowledging the Indian leather industry's presence on
the global stage. The Indian leather industry occupies a place of prominence in the Indian
economy in view of its substantial export earnings and growth.
Leather requirement is increasing gradually and different variety of the finished leather is in
demand. The proposed Mega Leather Park is proposed to be developed at Village
Senpurabpara near Ramaipur District, Kanpur Nagar District, U.P. by Uttar Pradesh State
Industrial Development Corporation (UPSIDC) on a land admeasuring of 450 acres out of
which Mega Leather Cluster is proposed to be set up on estimated area of 300 acre and rest
150 acre is proposed for ancillary area for production of Lather products.
About use of Tannery
The present report pertains to assess the impact of the development of leather finishing unit
activity on the surrounding environment.
The tanning industry is the cause of considerable environmental pollution. The industry is
associated with noxious smell arising from its raw materials, the medieval methods of
processing and the solid and liquid wastes it discharges. The conventional tanning process
consumes large quantities of water. The raw hides/skins to finished leather process consists
of two stages.
Phase -I (Leather manufacturing units)
1. Raw to Wet Blue –chrome tanning (Pre-Tanning & Tanning Process)
2. Wet Blue to Dye Crust (Post Tanning Process)
3. Dye Crust to Finished leather (Post Tanning Process)
Phase -II (ancillary units)
1. Finished leather to finished leather products
The report describes Pre-tanning to Post-tanning process as the industry will process raw
hides/skins to finished leather. Also, there shall be provision of ancillary industries for
production of leather products. In the current study the wastewater would be generated
mainly by process & washing from leather industries (raw hides/skins to finished leather).

Site Location
The integrated Mega Leather Park that is proposed to be developed is located at Village
Senpurabpara near Ramaipur in Kanpur Nagar District, in Uttar Pradesh. It is located at
coordinates of 26⁰ 22’13.16” N and 80⁰ 16’7.95” E. Proposed site is at a distance of about 15
Km from Kanpur. It is located approx. 4 Km from NH 86 connecting Kanpur to Hamirpur.
Nearest railway station is Kanpur which is located on the Delhi-Howrah trunk rail line.
Nearest Airport is the Kanpur Airport which is about 20 Km and Lucknow Airport at about 80
Km. The district lies between the rivers Ganges and Pandu and the topography is flat.

leather through tanning operations. Skin of cows and buffaloes is called hide. Skin of goats
and sheep is called skin. Slaughter hides and skins contain 60-70% of moisture, which make
them liable to bacterial attack, which in turn decomposes the hides and skins.
As per NGT order, Zero Discharge proposal is not feasible. Thus, we shall use refrigerated
hides/skins and shall adopt and Water Less Chrome Tanning Technology approved by CLRI
(Central Leather Research Institute). This will reduce the waste water generation and TDS in
waste water & also zero chrome will be there in waste water. Thus, the pollution load on
environment will be decreased.
Process of tanning:
The process of converting raw hides and skins into leather is called tanning. The operations

Firstly soaking shall be done for rehydration After soaking the hided are limed for swelling.
The limed hides/skins are de haired and flashed following which the excess lime is
neutralized in de liming operations. After de liming the hides/skins are first brushed and
dusted off manually to remove maximum amount of the common salt.
After de liming, the hides/skins are washed. Then the hides/skins are chrome tanned using
basic chrome sulphate. We shall adopt water less Chrome Tanning Technology approved by
CLRI (Central Leather Research Institute). After tanning operations like surveying, splitting, re
-tanning, dyeing and fat liquoring are carried out. Finishing operations given to the tanned
hides/skins are dry and do not use water.
Definition: Soaking
The main purpose of this process is to remove the salt used during curing, re-hydrating the
material and to get rid of unwanted materials such as dung, blood, soil, etc. The duration of
soaking may range from several hours to a few days. Depending on the type of raw materials
used, soaking additives such as surfactants, enzyme preparations and bactericides can be
used. The TDS content in waste water generated shall be reduced by adopting low Salt
Usage technology.
Liming
The purpose of this operation is to facilitate the removal of hair, flesh, fat (partially), inter-
fibrillary protein and to open-up the fibrous structure for osmotic swelling.
Dehairing - Lime (8-10 %) along with Sodium Sulphide (3 %) is applied to the skin to remove
hair
Fleshing
The excess fleshing is removed manually or by using fleshing machines. The quantity of wet
fleshings is in the range of 10-15% of the weight of raw hides/skins
De-liming
This is a process to adjust the pH in between 8-8.5 in order to enhance the enzymatic

activity, which converts some of the proteins into soluble forms. pH correction i.e., from 12-
12.5 to 8-8.5 are done by using ammonium chloride in case of soft leather and ammonium
sulphate in case of hard leather.
Waterless Chrome tanning
Basic chromium sulphate [Cr2(SO4)3] (7-10 %) containing 25% Cr2O3 and sodium sulphate
(25- 30%) is used in chrome tanning. The semi-finished leather after chrome tanning is
called wet blue. There will be a complete elimination of water input for chrome tanning
and thus reduction in water usage by adopting Water Less Chrome Tanning Technology.
There will be no discharge of waste water from chrome tanning and thus reduction in
waste water volume will be there and also there will be no need of chrome recovery unit.
There will be elimination of intermediate process of pickling & Basification/Neutralization
process. There will be high chrome content in leather and ZERO Cr. content in waste water
generated.
Splitting
After sammying, the material is split into required thickness using splitting machine
Shaving and Trimming
The semi-finished leather is leveled using the shaving machine.
Re-chroming/ Re-tanning

Water Consumption & Source
In phase I (Raw hides/skins to finished leather) The water will be required mainly for Domestic,
process & wash, D.G. cooling, Boiler, Gardening and misc. purpose. In phase II ancilliary
industries (finished leather to leather product) the process will be dry. Hence, no water will be
used in process. The water shall be used only for domestic & gardening purposes & DG cooling
Total water requirement has been computed as 26306 KLD. Fresh water requirement will be
21114 KLD. The water requirement will be met from Public water supply system provided
within the Industrial Estate or Ground water supply after getting permission from CGWA.

Waste Water Management Scheme
1. Total waste water of 19243 KLD shall be generated out of which total Process waste
water generated from the proposed Leather Park will be approx. 18665 KLD,
Domestic waste water will be approx. 300 KLD and other waste from Boiler (makeup
water), DG cooling and misc. use will be 278 KLD.
2. Water Less Chrome Tanning Shall be adopted hence no waste water shall be
generated from water less chrome tanning.
3. There will be provision of one day storage of waste water in CETP of 20 MLD for
treatment of 18943 KLD of effluent generated.
4. 300 KLD of waste water generated from domestic use will be treated in CSTP of
capacity 360 KLD.
5. 5192 KLD of treated water shall be reused in DG cooling, Boiler(makeup), gardening,
water body and misc. purposes.

6. As suggested by NGT, Excess Treated water from the CETP will be mixed to the
treated sewerage of U.P. Jal Nigam for dilution purpose. Thus, excess treated water
of 12157 KLD generated from Leather Cluster shall be disposed off in the STP (210
MLD), Bingawa-Kanpur, U.P. for which agreement with U.P. Jal Nigam shall be done.
7. There will be no by-pass of any type of effluents or omission or leakage in primary
treatment inside tanneries and hence, there will be no increase in the pollution load.
8. In proposed leather cluster an agreement among the individual tannery owners and
SPV shall be made treat the waste water as directed above.
9. In the proposed leather cluster proper care shall be taken for operation and
maintenance of waste water treatment as prescribed.

Proposed CETP Treatment Scheme Description The CETP Treatment shall consist of the following types of Treatment:

The Physical Treatment includes treatment of Screen Chamber, Grit removal, DAF and
follows with BOD/ COD reduction by extended aeration treatment which forms the
secondary treatment of the unit. The Chemical treatment which follows after the biological
treatment consists of dosing of alkaline and poly solutions along with FeSO4 to produce
Fenton like process and precipitation of hydroxides to form sludge and thereby reduction in
COD for the recalcitrant organic precipitation. The Filtration removes any colloidal BOD after
the clarifier tanks and the water is softened for removal of hardness in resin-based ion
exchange tanks. BOD/COD is removed along with reduction of dissolved COD/ TOC which

Used Oil/Waste oil: Used oil from machineries/D.G. Set. Used oil & Waste oil will be
carefully stored in HDPE drums in isolated room. Suitable care will be taken so that spills /
leaks of used oil from storage could be avoided. The used oil will be sold to vendors
authorized by Central Pollution Control Board for the treatment of the same.
CETP Sludge: Approx. 30120 kg/day CETP sludge shall be generated. CETP Sludge shall be
stored within the project site as per CPCB/MOEF guidelines and shall be disposed off in SLF
proposed within the site designed for 25 years.
From Phase II - ancillary industries (finished leather to leather products)
Hazardous waste generated from the ancillary industry shall be treated as per
Hazardous and Other Wastes (Management and Transboundary Movement)
Amendment Rules, 2016

a. In order to have appropriate measures to prevent percolation of spills, leaks etc. to the
soil and ground water, the storage area should be provided with concrete floor and the floor
must be structurally sound and chemically compatible with wastes.
b. Measures should be taken to prevent entry of runoff into the storage area.
c. The storage area floor should be provided with secondary containment such as proper
slopes as well as collection pit so as to collect wash water and the leakages/spills etc.
d. All the storage yards should be provided with proper peripheral drainage system
connected with the sump
e. Adequate fire-fighting systems should be provided for the storage area, along with the
areas in the facility.
Storage Drums/Containers:
a. The container shall be made or lined with the suitable material, which will not react with,
or in other words compatible with the hazardous wastes proposed to be stored.
b. Drums containing wastes stored in the storage area should be labeled properly indicating
mainly type, quantity, characteristics, source and date of storing etc.
Spillage/leakage control measures:
a. The storage areas should be inspected daily for detecting any signs of leaks or
deterioration if any.
b. Leaking or deteriorated containers should be removed and ensured that such contents
are transferred to a sound container.
c. In case of spills / leaks/dry adsorbents/cotton should be used for cleaning instead of
water.
d. Proper slope with collection pits be provided in the storage area so as to collect the
spills/leakages.

Hence, assuming 3 m height, the area requirement for storage of CETP sludge
= 41750 sqm
= 10.3 acres approx.
Details of Proposed SLF For Disposal of CETP Sludge
Bottom Double Liner System:
• The lining system is additional to the separation or unsaturated zone comprising soil
or rock between the wet season high elevation of the ground water and the landfill.
These double liners consist of native clayey soil/ amended soil/ ad-mixture soil. The
permeability of the soil / amended soil should be less than or equal to 1 x 10-7
cm/sec. Careful consideration has been made in selecting the liner considering the
availability of a huge quantity of clay. Alternatively, 6 mm thick Bentomate may be
used as an alternative to the 0.9 m thick clay liner. This is a geosynthetic clay liner
constituting of Bentonite sandwiched between Geotextiles.
Geomembranes
• These are flexible sheets made from various plastic material. The recommended liner
along the side as well as the bottom of the facility is HDPE. HDPE lining is effected by
overlapping the strips and joining them with a special welding technique. The
thickness of the liner should be 1.5 mm
Protection Layer (Geo Textiles)
• To protect the geo membrane against the mechanical stress and failure thereby,
either silty soil of 20- 30 cm to be put or Geo textile to be used.
Drainage Layer/Leachate Management
• The landfill facility generates leachate during rainy season. This leachate is
impregnated with harmful chemicals and pollutants. These are to be collected,
removed, from the facility and treated. In order to collect the leachate from the
waste body, a drainage layer of 30 cm granular material of permeability > 1 x 10-2
cm/sec is put over the protective layer of Silt/ Geo textiles. This leachate generated
shall be channelized through it to CETP for treatment. The leachate characteristics
shall be provided only after the Cluster will be operation.
AIR EMISSIONS AND CONTROL
Following measures shall be adopted to mitigate the air emissions:

1. Boilers: Individual unit will install Boiler of maximum capacity of 3.0 TPH capacity
individual. Fuel used in Boiler: Steam agro fuel/coke 2 TPD shall be used for boiler.
Proper guidelines will be provided by UPSIDC to each individual unit to follow APCS
and as per that multi-cyclone dust separator or wet scrubber will be installed.For
mitigation of impacts of air pollution, adequate stack height as per CPCB norms for
each Boiler shall be provided for the boilers. Multi cyclone dust collector/wet
scrubber will be provided to control particulate emissions from Boilers.
2. D.G. sets: DG sets of capacity 2 x 250 KVA which shall be installed for emergency use
during power failure for common services. However, individual unit will install
approx. 1 no. of 62.5 KVA for each leather industry unit on their own. Fuel used in
D.G. sets: Low Sulphur Diesel of 860 Lt/Hr shall be used for D.G. Sets. For mitigation
of impacts of air pollution, adequate stack height as per CPCB norms shall be
provided.
3. Fugitive Emissions: High volume/low pressure guns will be used for spraying during
finishing. The conveyors of fuel will be suitably covered with hood or enclosures to
control fugitive emissions. Spray gun cleaning should be done in a closed container.
Leather finishing operations shall be done in a designated room to mix finish
coatings.
4. Vehicular Emissions: For transportation of raw material and finished leather, it is
expected trucks shall be used. To control the impact, dust suppression systems
(water spray) will be used as per requirement at the construction site. 368263.465
sqm i.e. 30 % area shall be developed as green area.

Deliming should be done in a closed vessel to reduce release of H2S & Ammonia in work environment. Sulphide elimination is mostly done by catalytic oxidation. The addition of small quantities of oxidising compounds (such as hydrogen peroxide or sodium bisulphite) can reduce H2S release during deliming.

Power Requirement: Total power requirement of the Park is 15000 KW & shall be met by Uttar
Pradesh State Electricity Board.
D.G. Sets: DG sets of capacity 2 x 250 KVA which shall be installed for emergency use during
power failure for common services.
However, individual unit will install approx. 1 no. of 62.5 KVA for each leather industry unit on
their own. Fuel used in D.G. sets: Low Sulphur Diesel of 1268 Lt/Hr shall be used for D.G. Sets.

To reduce Ambient Noise level the following measures will be adopted --
➢ Green Belt- To reduce the ambient noise 30% green area will be adopted.
➢ DG Set- Shall be bought Acoustic Enclosed
➢ Noise generating units like Machinery area, canteen etc. will be well insulated with
enclosed doors.
➢ Maintenance of vehicles and machinery will be done in a sustainable manner to
ensure best performance and less loss.
➢ Vehicle and people flow during shift changes shall be regulated by allowing exits in a
phased manner.
➢ Earmuffs will be used while running equipment of the Industry.
➢ The green belt will help in reducing noise levels in the complex as a result of
attenuation of noise generated due to plant operations and transportation

CHAPTER 3: LAND DETAILS
Land Form, Land Use & Ownership
Landform:
The SPV is to be allotted 450 Acres of land by UPSIDC for setting up the Mega Leather Cluster
from the UPSIDC. UPSIDC is in the process of acquisition of land, once acquisition is completed
the land shall be transferred to the SPV and UPSIDC will promote the SPV and invite industry for
shareholding. Thus, the land use will be changed to developed leather park. It will cater 120
tannery units (Raw hide to finish leather) on land area of 300 acres which will be developed in
Phase I and 75 ancillary units (Finish leather to finished leather products) on land area of 150
acres which will be developed in Phase-II.
There is no eco-sensitive area within the 15 Km radius of the project site. The topographical
map showing 10 km radius is given Annexure III.
