Setting the V.O.R. OBS identifies the radial the instrument is referencing

If a signal is being received, the sky is immediately divided into two major sections.

This division classifies half of the sky as “TO” the station, and half of the sky as “FROM” the station.

Regardless of the aircrafts current attitude, altitude (assuming it is sufficient), or heading… all aircraft in the same half of the sky will share the same indication.
