1. Executive Summary,

Forever Sanitation Ltd (FSS) is a company that was started by Mr. John Businge in May 2013. The company is venturing into pit emptying initially piloting with the Gulper technology. The company will start the Gulping business using one (1) gulper operating in Nakulabye, Kasubi, Bwaise, Kawaala, Namungoona and Makerere-Kikoni areas for the first three months. FSS will be managed by Mr. John Businge himself, who has a good understanding of the opportunity, having worked for a rival gulping company before. The company has had regular Gulper and sanitation trainings from the Marketing team at Water for People – Uganda

2. General Description of the Business.Forever Sanitation Ltd was started in May 2013, by the sole proprietor, Mr. John Businge, who received business training about the gulper pit emptying opportunity being promoted by Water for People –Uganda through its Sanitation Marketers. This Business opportunity is about the service of emptying pit latrines using the Gulper, hand-powered equipment that can be used in high-density areas that are not accessible to mechanized vacuum tankers (Cesspool).

2.1. Service offered by Forever Sanitation Ltd.A latrine is a pit dug into the ground into which people ease themselves – depositing a mixture of urine and faeces. Over time, the pit fills up and at some point must either be closed (and another pit constructed) or be emptied. What people are buying is the removal of all or part of the contents of their latrine so that it may continue to be used, extending the life of the latrine and increasing the return on the initial capital investment made in building it. Therefore Forever Sanitation Ltd will be providing pit emptying services using the manual device known as the Gulper.

2.2. The Industry;In Uganda in general and Kampala in particular, the pit-emptying service providers are regulated by National Water & Sewerage Corporation (NWSC) – who manage the sludge dumping facilities, Kampala Capital City Authority (KCCA) and National Environment Management Authority (NEMA) who set the standards and permits for handling and transportation of sludge. The current pit-emptying facilities are estimated at 43- 6 tones-

cesspool vehicles which can empty about 400 tones a day yet the demand could be over 2,000 tones implying that over 80% of the total demand is uncovered for. Besides, most of the slum areas cannot be accessed by the cesspool truck thus the need for maneuverable pit-emptying measures to access the congested households without access roads/pathways. Further to that a household could have a maximum of 1 tonne of sludge hence a 6 tonne vehicle could be under-utilized if they are not many customers to fill up the full-tonnage. Each trip costs about Shs100,000/= irrespective of whether they truck-capacity if fully utilized. It is in view of the above that the gulper-technology innovation comes in handy and use of smaller-tonnage vehicles becomes more cost-effective both to the client and service provider.

3. Market Plan.

3.1. Market Analysis.According to the 2012 market study by business advisory firm Captiva, potential market size for Pit Emptying for Kampala and its environs is US$6.1 million per annum. Demand for Pit Emptying services outstrips supply by 378 cubic meters of septage a day. Kampala and its environs therefore require an additional thirty five 6-ton cesspool trucks over and above the existing 43 trucks to meet the demand for pit emptying services. It is noteworthy these will only serve a segment that can be accessed by the tankers and households willing to pay in excess of UGX 100,000 per trip. The market currently lacks alternative technology for the segments that cannot afford the tankers or are inaccessible by the tankers. In some cases it is both factors. A study by Captiva has showed that the cost of entry in the business is between UGX 1,000,000-1,500,000, that is if the business already owns a pick-up truck.

3.3. Target Market

Virtually all customers will be householders or landlords in the high-density areas. Most latrines are owned by house-owners – including owner-occupiers and landlords (on behalf of their tenants). It is rare for tenants to pay for pit emptying.

Pit emptying is an on-site service provided to a householder at home. It is normally done during daylight hours. The service can offer to empty as much or as little as the customer requires or as the household budget will allow. The unique selling point of the gulper is that it can be used in places that are inaccessible to commercial vacuum tankers. When pits are water logged they are like septic tanks and are easy for gulping.

Where the house (and the latrine) is close to the road the pit can be emptied by a powered vacuum tanker. However, these cannot operate effectively more than 30 metres away from the vehicle so another approach is needed for pits not accessible by a tanker. The Gulper is ideal for emptying latrines that are constructed in areas where houses are clustered and have no planned road network - only foot paths. This is because the operator can easily carry the Gulper on his shoulders.

In the provision of pit emptying services in Kampala district, our prospective customers are classified into:

Household customers in the informal-settlement (Slums), low lying areas of for example; Bwaise, Kasubi, Katanga, Namungoona, Kawaala, Nansana etc who pay cash for each barrel filled up with sludge from the latrine. The customers in this segment often have their pit full at least every 4 months in the year, due to the characteristic period flooding, and a high water table nature of these areas.

Institutions like schools, public latrines and other establishments which are often filled up by the high rate of users.

3.5. Competitive Environment.Competition in the pit emptying business is mainly made up of cesspool emptier and fellow gulper pit emptying businesses. According to the analysis made by Forever Sanitation Ltd, the competition in the gulper pit emptying business is likely to be strong because of the low cost of entry into the gulper business. This will most likely drive down the market price for every barrel emptied.

4. Sales Strategy.Although reliable access to proper sanitation is a universal need, getting people to pay for their own pit emptying service, especially in the highly populated and poorly planned urban communities, is a big challenge. Challenges of high prices charged by the cesspool emptier, poor access road network, poverty levels coupled with low household incomes, and other problems pose a real threat to the sustainable provision of pit emptying services – and the general access to sanitation for all. To counter this, Forever Sanitation Ltd, with the new gulper pit emptying device, will continuously engage the communities we work with, through mobilization and sensitization of the consumers, community leaders, and other stakeholders. This will ensure that the pit emptying service becomes more affordable through the pay per barrel service, on top of improving on the market’s awareness about the technology and the service.Since poorer customers may not be able to afford to pay for their pit to be fully emptied (this can mean removing up to 14 drums of waste), we shall give them the option to have a minimum amount removed of at least 2 barrels.Reflecting the poverty of many of these areas, Forever Sanitation will ensure that at least part of the fee is paid by the customer before the emptying work starts. We shall also consider the opportunity to pay a commission to a customer who successfully recommends Forever Sanitation to other customers.

5. Marketing Plan.Since the market for the gulper-based service lies in those high-density areas that are inaccessible to vacuum tankers, many of the residents are tenants and on low incomes and are not in a position (legally or financially) to enter into a pit-emptying contract. Forever Sanitation will therefore identify and target owner-occupiers and landlords. This will be best done by working in our own locality or recruiting someone who knows the locality and is willing to make house-to-house visits. These marketers will be paid a commission for each contract successfully concluded.It is essential to brand the business, its equipment and its staff in order to create a clear identity in the locality. However, Forever Sanitation believes that the quality of the service is what people will talk about and will lead to repeat orders.

5.1. Pricing Strategy.Apart from the direct costs of emptying a pit, other factors will influence the price that can be charged. Forever Sanitation will charge the price for pit emptying fixed at Ush 30,000 per 200 litre drum. This price range will be influenced by a number of factors such as;

The perceived value of service by households especially the fact that it allows them to pay per the barrels emptied.

The willingness of people to pay the price given that we are willing to be flexible in our price structure – the more barrels emptied leading to a discount on price per barrel.

5.2. Business Relations & Alliances.In order to become and remain relevant in the sanitation sector and particularly pit-emptying in Kampala and the entire Uganda at large, Forever Sanitation Ltd will seek to establish, nurture and maintain mutually beneficial business relationships and alliances with a number of key stakeholders. The key ones include:

6. Operation Plan.

Forever Sanitation Ltd is located in Kasubi - Kawaala, Rubaga division; the proposed business-premises will also be located around the same area to minimize transport costs.

6.1.1. Location Benefits;The location of our business in Rubaga division gives us an advantage in the sense that we neighbor the biggest target market areas of Nakulabye, Kasubi, Namungoona, Nansana, Makerere-Kivulu, Bwaise and Kalerwe all of which are in the same vicinity.

6.3. Operational Process.

6.3.1. The Pit Emptying Process;The gulper pit emptying process will be as follows. Two Forever Sanitation operators arrive at the house (pit latrine) with the gulper and at least 2 50litre buckets, with 200 litre barrels stationed on the waiting truck.

6.3.1.1. Preparation Stage.After chlorinating the pit, all non-biodegradable materials such as plastic, rags, bags, old shoes etc. are removed from the pit to avoid blocking the Gulper, using a stirring rod with four hooks protruding on the sides.

Using the Gulper, the semi liquid sludge is now pumped out of the pit into a 50-litre bucket placed inside the latrine. The quantity to be emptied will be determined either by the reach of the Gulper or by the funds available to the latrine owner. If the sludge is too solid for pumping, more water may need to be poured into the pit.

6.3.1.3. Transfer Stage.The filled up 50 litre bucket is then carried to the road where 200 litre drums are placed on the waiting truck along the main road.

6.3.1.4. Disposal Stage We shall then use the hired pickup truck to transport the sludge in barrels for dumping and treatment at the facility in Bugolobi, paying the appropriate dumping fee based on the volume of sludge.

6.3.1.5. Disinfecting the Equipment. Because Forever Sanitation believes in quality and safety, we shall ensure that the Gulper, rod, buckets and drums, as well as our operators’ dry protective wear like gumboots, gloves, mouthpiece, goggles and the pickup are disinfected at the disposal site immediately after dumping.

7. Human Resource Plan.7.1. Staffing.

Forever Sanitation Ltd will be managed by a team of 2 members who will be charged with managing the day-to-day activities of the pit emptying business. These will include a Manager, 1 operators, an accountant. The 2 will be paid allowances for their participation, and will be reimbursed for reasonable costs incurred in the course of their involvement in the business.

The operators will be paid 20,000/- and the manager 25,000/- respectively per trip depending on a number of factors that include the type of job and its duration, the assignment on the job, expertise and whether they are being employed on a temporary or permanent basis.We will endeavor to ensure that our employees do not leave and work for competitors by signing an agreement that runs for a specified period of time and providing incentives that provide motivation and encourage hard work and loyalty. The company has not grown to point of providing health care to employees although this well embedded in our long term plan.

The key staff is the operational staff and in the unfortunate event that they should fall sick or are simply unable to work, alternative temporary staff will be contracted for the specific operation.

8. Management Plan.

Forever Sanitation Ltd is managed by Mr. John Businge who runs the day to day business activities.

8.1. Ownership.

Forever Sanitation Ltd is wholly owned by John Businge who has 100% shares. He has advanced level of education and has been in running of family business for the last three years. Overtime he has gained adequate business experience and has fair knowledge of the business environment in Kampala. He has been in retail business; dealing in ice-cream and selling of air time for the last three years. His business-premises are a container but soon will be renting an office premise. He has been a supervisor in one of the pit-emptying business in Kampala which has endeared him to potential customers that he can take on from the start.

9. Financial Plan.

Using the proprietor’s personal savings, Forever Sanitation has already acquired most of the items and equipment needed for the business. Key among them are the gulper machine, the collecting barrels, the protective wear for staff and other sundry cleaning and buildings items. One critical asset the business has not secured is the pick-up truck. The business is at the moment hiring one on a daily basis and quite expensively.

Forever Sanitation Ltd is therefore requesting for a credit facility of Shillings Thirty million only (UGX 30,000,000) to enable the business acquire a pick-up truck of their own.

9.1. Proposed Loan Repayment Method and Period.

The loan repayment will principally be by way of sales proceeds generated by the business. Loan repayment back period requested for the credit facility is 3 years or 36 months, at a rate of 20% per annum.

9.6. Analysis of the Daily income statements.

(i) From the tables, using own pick-up generates a net profit of UGX 210,000, operating 2 trips of 12 barrels per day or UGX 3,780,000 per month compared to a net profit of UGX 38,000 per day or UGX 684,000 realized when using a hired pick-up. With hiring a pick-up, it is only realistic to operate 1 trip of 6 barrels per day because the cost of hiring one is charged per trip, while with owning a pick-up, the business has the freedom to operate 2 trips of 12 barrels per day as long the cost of fuel is made.

(ii) The non financial elements in these comparisons are that (i) with an own pick-up, its control is fully with me the business owner. This means that programming and deployment, time management, reliability factors that are premised on the pick-up truck, are fully within my control as the business owner. This greatly improves efficiency and level of business organization and ultimately performance and (ii) owning a pick-up brings all the rewards and risks of ownership on the back of me-the business owner. However we shall circumvent the risks of ownership by having the vehicle comprehensively insured against all risks.

(iii) The assumptions to this analysis are that with a personal pick-up truck, 12 barrels will be extracted every day and that only one marketing person will be deployed per day.

10.Implementation Plan.

The business is always in operation. We started operations in April 2013. We have already begun putting into practice some of the strategies mentioned in this proposal.

10.1. Business Performance.The biggest hindrance to our business operations has been the fact that the cost of hiring a pick-up truck is so high that it eats into our profit margins. Sometimes we are not able to serve all our customers because even the truck that we usually hire is not readily available due to other commitments. The table shows our business performance for the period April 2013 to June 2013;

With insufficient public health education offered to the pit emptier, there is high possibility of health hazards/risks since the equipment is manually operated and sometimes the people (operators) come into contact with the sludge e.g. when transferring the sludge from small drums into big drums ready for disposal.

Extra care is to be taken in filling the 200litre drums, as the drum may bursting if over-filled due to the buildup of methane gas.

The gulper technology is new to the market and may require aggressive marketing to establish.

Our pricing strategy still needs to be proved and therefore there is a high risk of making losses.

We may find challenges recruiting committed employees for the business. The transportation of the sludge may be a challenge since the terrain of Kampala

is somewhat hilly. The fact that we do not own a truck but rather have depend on hiring means

that when the truck is engaged in other work and we have customers to serve, we may have to forfeit them.

Weak slabs of the latrines may sometimes lead to collapse during the emptying exercise which may lead to loss of life.

Contract for Provision of Pit Emptying Services

This contract is made between _________________, (hereafter known as the Client) and Forever Sanitation Ltd (hereafter known as the Operator).

The Client desires to have the onsite sanitation (septic Tank, Ventilated Latrine, Traditional Latrine) facility emptied at the following location _________________________________________________.

Therefore, the parties hereby agree as follows:

1. Client shall grant Operator access to the facility and its surroundings during regular business hours and other mutually agreeable times.

2. Client shall pay Operator ______________________ UGX per trip after the job has been completed unless otherwise agreed in writing.

3. Services to be performed by the operator include emptying the sanitation facility, cleaning the surrounding area upon completion and properly disposing of the waste.

4. The Contractor shall not be held liable for any loss, compensation, damages or consequences caused to any sanitary structures, outhouses or pit latrines during the performance of the duties of the sub contractor in the

waste disposal process); directly, indirectly resulting from or incidental and not limited to the following conditions:

Force majeure / an act of God Poor/shoddy construction of the sanitary structures/outhouses/pit latrines that is contrary to the required minimum

building/construction standards for sanitary structures/outhouses/pit latrines under the law Poorly maintained /debilitated state of sanitary structures Overcrowding beyond the optimum usage of sanitary structures/outhouses/pit latrines

The extent of liability of the Contractor will be considered in circumstances of proven failure to comply/negligence/recklessness of the sub contractor during the performance of his duties under this contract.
