93 T he year 2006 was the first full year the division operated on its own, after its amalgamation in 2005 to form the Forest Resource Management (FRM) Division. The main function of the division are related to licensing, surveying, mapping, resource information, GIS and Remote Sensing applications and Reduced Impact Logging (RIL) implementation and monitoring. Basically, the management of forest resources needs to be based on the mapping and inventory of the forest resources. In this division, the remote sensing and geographic information system (GIS) are applied for the continuous monitoring of forest development by detecting changes and for the integration of the results into existing databases. Behind these tools, actual forest operations and licensing activities facilitate the compilation and verification of forest resources database These working systems are supporting the first strategic thrusts of SFD, which is to ensure that the management and development of Sabah’s forest reserves are in accordance with the principles of sustainable forest management. As usual, this report is prepared to view all forest mapping, licensing and engineering works achieved and implemented in 2006. Remote sensing and GIS activities are discussed, which are: listing out all map updates, map production, databases management and system developments. Also summarized are licenses approved in 2006 and an overview of ground activities, which relate to Forest Management Units (FMUs), Sustainable Forest Management License Agreements (SFMLAs) and Reduced Impact Logging (RIL) operations. Licensing The issuance of timber licenses, coupe permits and the Occupation Permits (OPs) continued to be the main functions of the Forest Resources Management Division (FRM). These licenses are issued under Section (24) of the Forest Enactment. The coupe permits are issued to licenses subscribing to Sustainable Forest Management (SFM) under the Sustainable Forest Management License Agreement (SFMLA). At present, there are (14) SFMLAs and Long Term License Agreements (LTLAS) of which (8) were issued in 1997, (2) in 1998, (1) in 2004, (1) in 2005, and (2) in 1996. The issuance of SFMLA licenses has phased out the short-term licenses (Form I license) as well as the old Forest Concession Licenses. Overall, the types of permits issued in 2006, were predominantly coupe permits under the SFMLA, even though they have been reduced quite significantly. As of December 2006, a total of 168 occupation permits (OP) are still valid throughout Sabah. All approved OPs are inside the Permanent Forest Estate (PFE) for various purposes such as logging roads, stumpings, camping sites and others (please refer to Table 17.1). The OP has a validity period of between 1 year to several years depending on the type of activities under taken in the area. In 2006, the department issued 62 coupe permits covering 85,043 hectares under the SFMLA as shown in Table 17.2. Of these, 11,001 hectares were for agro-forestry programs and 2,638 hectares were issued for the helicopter logging operations. In the same year, 13 Form 1 licenses with a total of 14,868 hectares were also issued. Apart from these, 334 Form 2B licenses covering 58,890 hectares were issued in the same year. These figures are shown in Tables 17.3,17.4, 17.5 and 17.6 respectively. The coupe permit’s validity for the above activities spanned between 3 to 30 years depending on the usage. However, most of the SFMLA coupe permits have a validity of 15 years. The overall figure showed that the department had approved a total of 85,043 hectares of coupe permits in 2006. The department also had licensed out 10,217.58 hectares of Form 1 licenses in Forest Reserves (FR) and 2,095.73 hectares in Statelands and 1,626.52 hectares in Alienated Lands. The total area being couped and licensed in 2006 was about 99,911 hectares, slightly lower compared to 2005’s figure of 104,295 hectares. In the same year, the department also had issued 334 Form 2B licenses involving an area of 58,890 hectares, as indicated in Table 17.6. This figure showed a slight drop from the previous year. The issuance of Form 2B licenses is still relevant as it provides log supplements to the local wood-based industry in Sabah to sustain their operations, apart from the direct benefits to the land owners or small timber operators involved in the industry. Form 2B licenses largely cover alienated lands being opened up for agricultural development. It is worth mentioning that, logs produced from Form 2B licenses contributed about 449,823m3 and 139,462m3 of logs and pulpwood logs respectively, in the State in 2006. Other wood-based products such as charcoal and poles from mangroves, were also produced although the quantity was insignificantly small.
Remote Sensing Activities
Stratification of Malua Forest Reserve, Ulu Segama Forest Reserve and Ulu Kalumpang Forest Reserve.Aerial photos and some satellite images have been purchased to update the stratum data and current landuse of these forest reserves. A forest description of Malua Forest Reserve and Ulu Kalumpang Forest Reserve is summarized in Table 17.7. Fig.17.3 & 17.4 showed the stratum maps of Ulu Kalumpang FR and Malua Forest FR.
Calculation of encroached Mangrove Reserve in Tawau and SandakanSpot5 (Fig. 17.5) with 10m resolution (dated 07/04/2005 & 14/07/2005) was used to identify encroached areas in four (4) Mangrove Reserves. The total encroached area is estimated at about 10,289 ha in 2006 (Please see Table 17.8). Overall results found that Mangrove Reserves are encroached by road construction, aquaculture activities, planting of oil palm and also titles being issued and the land alienated.

Topography Map Acquisition from JUPEMTo ensure the accuracy of any forest management map, FRM has acquired a new set of topography maps in 2006. A total of 289 topography maps with various Mapsheets Numbers were acquired and distributed to all Forestry District Offices to facilitate their forest monitoring and mapping activities (Please refer to Table 17.9).

In late 2006, eights (8) areas had been proposed to be gazetted as Forest Reserves (Please refer to Table 17.15). If approved, this will bring the total PFE to 3,604,293.98 hectares (Please see Table 17.16).

GIS Spatial Data Development In 2006, work on the compilation of detailed Comprehensive Harvest Plan data was carried out for Malua Forest Reserve with an estimated net production area of 25,000 ha. Samples of data stored in GIS database were shown in Fig.17.6 and Fig.17.7. Data on harvestable trees, proposed road network and steep areas are being compiled for easy access, retrieval and analysis of the data. As of December 2006, a total of 19 compartments, which cover an area of 6,686 hectares were up-loaded into the system.
Web-based Application Modules Development Working towards the development of the department’s web-based application module, final enhancement work particularly on the GIS geospatial data link of the web-based module, was finalised by July 2006. Concurrently, the development of the state GIS-based application –Sabah Malaysian Geospatial Data Infrastructure (Sabah MyGDI) was also completed. Training was also conducted for the 15 participating agencies on the Harvester Module, Custodian Module and Sectoral Application. The url address of the website is http://www.sgdc.sabah.gov.my.

Forest Management Plan Mapping In 2006, GIS mapping capabilities were used to map out the encroached mangrove forest areas from satellite imageries for the Mangrove Replanting Project. The identification of areas to be planted was done based on the criteria given such as a 400 meter buffer from the shoreline, encroached area of 5 hectares and above and other relevant information from the field. GIS mapping was also used in delineating the compartment of FMU 2 (Paitan and Sugut Forest Reserves) in which, 264 compartments were delineated and assigned to relevant land use as shown in Fig.17.8. The spatial analysis was carried out based on the data from the topography (slope classification analysis), forest strata (data extracted from satellite image) and ground-truthing data (aerial survey and data from social baseline survey).

Under the Ulu Segama - Malua SFM Project, several GIS techniques were used to map the project area. Mapping tasks include the slope classification analysis, which was further accelerated with the digital topography data from Yayasan Sabah. Delineations of compartments was done by the Natural Forest Section of the Forest Research Centre as shown in

Fig.17.9. The mapping of the silviculture area of approximately 4,000 hectare was done based on GIS data and ground-truthing data. In 2006, the first level mapping of the baseline spatial data for the Conservation Area Management Plan (CAMP) of FMU 10 (Trus Madi Forest Reserve) was completed. Four types of maps are shown in Fig.17.10 and Fig.17.11 for FMU10. In addition to this, mapping will further be enhanced to accommodate the data and information of conservation targets, which will be identified by the team.

Thematic Map Production A total of 878 thematic maps were produced in 2006, which mainly comprise Form IIB maps, coupe license maps, CHP maps and GPS location maps. Maps produced by the GIS Unit are summarized in Table 17.18.

Restoration of Mangroves in Sibyte Forest Reserve Restoration of existing or former mangrove forest areas is becoming extremely important nowadays. This is imperative given the current threat to these coastal forests and the importance of mangrove forest ecosystems to human life. Triggered by the Tsunami disaster two years ago (early on December 26, 2004, a magnitude 9.3 earthquake off the Indonesian island of Sumatra triggered an ocean-wide tsunami that killed 220,000 people.), and subsequently, following the call made by the YAB Prime Minister, the multi-stakeholders at the National level called “Pasukan Petugas Khas Jawatankuasa Operasi Menanam Pokok-Pokok Bakau Dan Spesies-Spesies Yang Sesuai Di Persisiran Pantai Negara” was formed under the auspices of the Ministry of Natural Resources and Environment (NRE). The main objective is to oversee the planting of mangroves and other suitable species along the country’s is coastal areas, with the view to mitigate potential tsunami catastrophe in the future. In response to this, the Sabah Forestry Department (SFD) has been allocated RM5 million under the RMK9 project to carry out mangrove restoration projects throughout Sabah. This includes replanting activities for degraded and encroached mangrove areas in Sabah. As for a start in 2006, a total of RM 150,000.00 had been allocated to SFD for the commencement of the mangroves replanting program. A preliminary assessment of potential contractors was conducted by SFD in August 2006 to assess the qualification of contractors to be appointed prior to the planting program as outlined in the proposal of Mangroves Restoration program under RMK9 for a site at Sibyte Forest Reserve, Sandakan. The preparation of the site as selected by SFD prior to planting on the other hand, is solely under the responsibility of the appointed contractor under the name of MB Enterprise. MB
Enterprise had carried out the site preparation starting on 7th
September 2006 based on the Criteria for Mangrove Planting in Sabah prepared by SFD. There are two (2) planting sites selected for this program, a. Former area cleared for charcoal and piling production, b. Former illegal Occupation site at Pangkalan Sg. Manila. In 2006, a total of 15 hectares areas were planted with two (2) species of mangroves such as Rhizophora mucronata and Rhizophora apiculata. A total of 16,665 propagules were planted in both planting sites.
Forest Harvesting Unit ActivitiesThe main function of the Forest Harvesting Unit is to ensure that the forest harvesting practices are fully implemented in accordance with the SFM concept. This is also to ensure that these practices would be able to meet the economic, silvicultural, environmental and the social objectives through: systematic approach planning and implementation, controlling, monitoring and evaluating, research and development, and to provide forest-harvesting information activities. Since the conventional logging system has been phased out in almost all of the FMU areas, the RIL system has been introduced to improve harvesting efficiency, to reduce the unit cost of production at both the harvesting and operational scale and to reduce damage to the forest, thus strengthening the management system.

Harvest Plan & Information Management In terms of performance, some SFMLA holders had performed quite well in 2006. For instance, YS group had submitted 36 CHPs covering some 17,984 hectares (599,343 m3) within the Benta Wawasan and Rakyat Berjaya areas including the Ulu Segama – Malua (USM) project area.Timberwell Berhad was found to be the most active SFMLA holder doing RIL. A total of 10 CHPs had been submitted to the department with a net loggable area of about 2,397.05 hectares and 26,025 m3 of timber. While, KTS Plantations Sdn. Bhd. had submitted only 4 CHPs with a net loggable area of 2,068.08 hectares and 22,493 m3 of timber. Deramakot had also submitted 2 CHPs with a net loggable area of 433.96 hectares and this is expected to contribute 18,380.32 m3 of logs. This is shown in Table 17.20.

• Harvesting OperationsOne of the functions of this unit is to ensure that Reduced Impact Logging (RIL) guidelines are followed and adhered to on the ground. All RIL implementation procedures are thoroughly checked and verified by trained RIL field staff.
In 2006, the preparation of the Comprehensive Harvesting Plan in USM Forest Reserve was closely monitored and CHPs had been completed for 6,647 hectares with the supervision of 87 SFD staff. The number of approved CHPs for three (3) logging contractors is shown in Table 17.22 as follows:

RIL Monitoring, Auditing & Compliance Analyses of the SPKP RIL 03 form and SPKP RIL 04 form as reported in Quarterly Progress Report is a major task in RIL monitoring works. Compliance results are then reported after field inspection and verification. In 2006, forest stock assessment through field observation, had been carried out in several FMUs as listed in Table 17.23. A total of six (6) compartments in the KTS Plantation area complied with the
