In the United States, prospects for a record crop diminished as yields fell well below expectations. Lower production, combined with both strong foreign and domestic demand, is expected to push ending stocks to their lowest level since 1995/96. The EU continues to aggressively pursue corn imports to offset smaller crops as indicated by its strong pace of import licenses. After China’s unexpected imports last year, the potential for further imports adds another element of market uncertainty. Imported corn prices have lost some competitiveness vis-à-vis domestic feed ingredients in China. Against this backdrop of shrinking supplies, hopes of a bumper Argentine corn crop have now diminished, reducing exportable supplies. However, countries such as Ukraine, Serbia, and South Africa have greater exportable supplies that could help moderate global corn prices. Additionally, poor quality wheat crops in Australia and Canada will mean more feed-quality wheat available to partially replace corn in some countries such as South Korea and Israel. Global markets will be focused on USDA’s upcoming 2011 Prospective Plantings report to be released on March 31 as an indication of U.S. farmer responsiveness to the relative price signals for grains and oilseeds. PRICES: Domestic prices: Prices of Hard Red Spring (HRS) and white wheat climbed in December on concerns over tightening global supplies of higher quality milling wheat. HRS surged $27/ton to $467/ton and Soft White Wheat (SWW) jumped $16/ton to $316/ton, while Hard Red Winter (HRW) rose $7/ton to $331/ton. On the other hand, Soft Red Winter (SRW) was down $7/ton to $316/ton. TRADE CHANGES IN 2010/11 Selected Exporters

• Argentina is lowered 1.0 million tons to 7.0 million on the slow export pace and limited availability of export licenses despite a higher crop.

• Australia is reduced 500,000 tons to 14.0 million on a lower crop, crop quality concerns,

and the rain-delayed harvest.

• Brazil is raised 500,000 tons to 1.1 million on a larger crop and recent government auctions of wheat via the Subsidy Auction Program (PEP).

• Kazakhstan is down 1.0 million tons to 5.0 million on lower production.

• Pakistan is up 500,000 tons to 800,000 due to the government announcement allowing

wheat exports and the subsequent reported sales.

• United States is raised 2.0 million tons to 36.0 million, the highest in 18 years, on the strong pace of sales and expected late-season surge in shipments.

Selected Importers

• EU-27 is lowered 500,000 tons to 4.5 million due to the slow pace of imports and import licenses.

• Thailand and Vietnam are both raised 200,000 tons to 1.3 million and 1.7 million, respectively, on the expected imports of feed-quality wheat from Australia.

• South Korea is up 400,000 tons to 4.0 million on the expected replacement of corn with

feed-quality wheat.

RICE: WORLD MARKETS AND TRADE

PRICES International: Five months ago, U.S. #2/4 rice was cheaper than comparable Thai and Vietnamese varieties for the first time ever. After a few weeks as the lowest-priced option, U.S #2/4 lost its advantage due in part to low milling yields. Since October, U.S. rice is again the most expensive option in the market. U.S. quotes have remained at $610 per ton, FOB, for the past month. On the other hand, quotes for Thai 100 B have come down by $10 in the last month to $544 per ton, FOB. During the same time, quotes for 5% brokens from Vietnam slid by $32 to $509 per ton, FOB. The current price differential has hurt U.S. competitiveness in Africa and the Middle East. Domestic: California medium grain #1/4 quotes remained steady in the last 5 weeks at $875 per ton FOB. TRADE CHANGES

• Egypt’s 2011 exports are slashed 265,000 tons to a mere 35,000 as the government cut production and is preventing exports. Imports are also cut 135,000 tons to 15,000 as Egyptian traders purchase rice for their traditional markets elsewhere and have it shipped directly instead of going through Egypt.

• Thailand’s exports are raised 300,000 tons for 2010 and 2011 to 8.8 million and 10.0 million, respectively, as the release of government stocks continues to boost trade.

• Vietnam’s exports are up 234,000 tons to a record 6.7 million on final 2010 trade data.

• Indonesia’s imports are hiked 350,000 tons to 1.2 million for 2010 and 300,000 tons to

950,000 for 2011 on recent purchases that will continue to ship through early 2011.

• Nigeria’s imports are raised 300,000 tons to 2.0 million in 2010 on recent large shipments from Thailand.

COARSE GRAINS: WORLD MARKETS AND TRADE OVERVIEW Global corn trade is forecast down over 1 million tons with lower imports by Brazil, South Korea, and Turkey more than offsetting increases for Indonesia. Argentine and Turkish exports are lowered on smaller crops. World barley trade is up 700,000 tons on larger exports from the EU, Argentina, and Australia, combined with greater imports by Syria. PRICES: Domestic: Through December, U.S. corn export prices are up $20/ton to $267/ton, due to strong domestic use for feed and fuel and concerns over increasing dryness in Argentina. TRADE CHANGES IN 2010/11 Selected Exporters

• Argentine corn is lowered 1.0 million tons to 14.0 million on a cut in production.

• Canadian corn is up 200,000 tons

to 700,000 based on tightening world supplies.

• Turkish corn is reduced 250,000 tons to 50,000 based on lower production and continuing uncertainty caused by biotechnology restrictions. Imports are slashed 400,000 tons to 300,000.

• Argentine barley is up 200,000 tons to 1.1 million on higher production.

• Australian barley is raised 200,000 tons to 4.5 million and EU barley is raised 300,000 tons to 4.9 million on expectations of stronger import demand by Syria.

• U.S. sorghum is cut 200,000 tons to 3.8 million due to stronger domestic use.

Selected Importers

• Brazilian corn is lowered 200,000 tons to 800,000 based on slower-than-expected imports ahead of new-crop supplies.

• Indonesian corn is raised 300,000 tons to 1.1 million based on a smaller crop.

• Philippine corn is cut 200,000 to 100,000 based on ample domestic supplies and the

tightening global corn situation.

• South Korean corn is down 500,000 tons to 8.5 million on slower-than-expected sales and shipments to date and expected substitution by feed-quality wheat. Despite uncertainties caused by animal disease outbreaks, total feed consumption is essentially unchanged.

• Syrian barley is up 500,000 tons to 800,000 on expectations that current dry conditions

are likely to cause greater import demand.

• Mexican sorghum is cut 200,000 tons to 2.4 million based on tight U.S. supplies. TRADE CHANGES IN 2009/10 Selected Exporters

Consumption: World totals for consumption reflect total utilization, including food, seed, industrial, feed, and waste; as well as differences in local marketing year imports and local marketing year exports. Consumption statistics for regions and individual countries, however, reflect food, seed, industrial, feed, and waste only. Trade: All PSD tables are balanced on the different local marketing years. All trade tables contain Trade Year (TY) data which puts all countries on a uniform, 12-month period for analytical comparisons: wheat is July/June; coarse grains, corn, barley, sorghum, oats, and rye are Oct/Sept; and rice is calendar year. EU Consolidation: The trade figures starting from 1999/00 represent EU-27 and exclude all intra-trade. For the years 1960/61 through 1998/99, figures are the EU-15 and also exclude all intra-trade. EU-15 member states' data for grains are no longer maintained in the official USDA database. Data for the individual NMS-10, plus Bulgaria and Romania, exists only prior to 1999/00.
