declared that it had enough with prohibition in the Prov-ince of Quebec, and invoked its rights as a company thatmanufactures a product that has been given aCLEAN BILL OFHEALTH by Health Canada. Dow argues that the federal government owesmillions of dollars in lost revenues for a product that was prohibited need-lessly.
