GIDNERAL DISCUSSION.

Less than two months before the entrance of the United Statesinto the great war, the Smnith-Hughes Act was approved by thePresident; within three months after the declaration of war theboard created by that act had been appointed and was at work.Thus, at a critical time in our national existence a Federal agencycame into being, charged with a duty the proper fulfillment of Whichin war or in imoace is vital to national defense and prosperity.

This duty is to promote vocational education in cooperation withthe States. Translated. into less formal language, this (luty is toextend and democratize the sec(,ointday pul)lic-sclool system of theUnitedI States so as to offer broad, practical training for useful employ-mnent to the growing millions of our boys and girls who, for want ofsuch training, are going unprepared for their life work into agricul-ture, industry, commerce, and the home. The passage of the lawin question, however, the organization of the board under that law,and, even the first mofiths of the operation of the law representonwly the begin-iings of a task which will require years in the per-formance. Stimulation by the war.The war has fortunately brought home to the country both the

fact of our need, for vocationally trained, men and women, alnd, thefact of our want of facilities for training men and women vocation-ally. The war has, furthermore, disclosed t military and industrialshortage of trained workers, and without (ioUbt has stimulated. theStates in their response to the cooperation offered by the vocational'education act.

It is too early to render a report of very substantial progress underthe law by which this bOar(l was create(l; the details of such. aclieve-ment as there has 1)eefn are set forth in timo second part of this doeu-ment.1 But the l)oar(l believes that it) is 1)ropeCr to (lescribo here thegei)eral. character of its business in sulih tennis as to render a trueaccount of its work since its organization late in July.

the United States Shipping Board,1 has undIertaken to assist insecuring the training of men especially neecle(e in the prosecution of'the war. 'rhe necessity for this assistance was great-far greater,indeed, than the actual assistance yet given or which the board isal)le to ren(ler with its present budget. The war had, so to speak,found the Unlite(l States vocationally unlyrepared. While thoe buildingup of a permanent system of vocational education. was clearly thefirst task of the board, nevertheless the emergency (derandle(1 eier-goency effort for the solving of the problem of trainillg men in thoseskilled occupations nee(led in tio carrying oll of hostilities.

It may not 1)0 proper in it public report for this board to (liselosein (detail thle vocationall requirements of other (lepartmenlts of theGovernment. But it should 1e) a matter of the widest-spread jpullicknowledge that this board, cooperating with other (dopartmnents ofthe Government, has unidertakenx the establishment of a series ofspecial war-trainlig classes, designod, in the main, to fit draftedmen nlot yet called to the eantonments for various-, occupationsrequiring other than military schooling. T1he general principlesundo'rlyim(g this training arc as follows:

training con scripted men.This preliminary training is to be voluntary and limited to the

actual needs of the Army as indicated by the several departennts.None but physically fit conscripte(1 metn due for thel second andfollowing drafts may 1)e admitted to the, training courses. Classeswill be held for the most part in the ovenlings, on Saturday afternoons,and Sundays, thus permitting the men to continue their regular ocCU-pations as uninterruptedly as-possible. Certificates of officiencly willbe issued to the men u)on completion of the course or when droppingout of the course. Trn0se certificates or records will b1 taken by thestudent to the cantonment as evidence of work (lone by hima in pro-parillg for an occupnation which the Armry needs. Tuition will be free,and equipment and instructors are to be furnished by the schoolscooperating, except in such cases as Government aid might b1 desir-able and necessary. Records of the numbers of such moen undertraining in any subject or locality, as well as information as to name,residence, status as to draft call, cantonment to which they wouldbe called, occul)ation for which they took training, other occupationsin which they havo hadt experience, etc., are to b1 compile(d iy theboard for its own information and for the information of the WVarDepartment.

In doing this work, the 1)oard has ncted in a wi(ler capacity than asan administrative board d(ealimIg with the appropriations to the Statescontrolled by the State boards. It has acted under Section 6 of thevocational education act, authorizing the making of studies andinvestigations. So far as schools undertaking this work which reo-ceive Federal money are concerned, they are under the control andsupervision of the State Boards for Vocational Education, just as

they are with regard to any other approved work in which Federalfunds are used.Thus for the first time in the history of the United States the

schools of the country were called upon by the Federal Governmentto undertake vocational training. While it is yet too early to statewith accuracy the result of this "mobilization," it may be said thatthe response from the schools was one highly to the credit of thepatriotism and energy of America's educational institutions; find theboard is convinced that this emergency program has greatly stimu-latod not oily the idea but the practice of vocational education.The investigation into shipbuilding occupations is still in progress

and has not at the time of the submission of this report resulted inthe development of training classes similar in purpose to thoseilitendedi for conscrilted men.

In this connection it should be pointed out that during the con-tinuanco of the present emergency it may be necessary for the boardto extend its service much further along this line in order to meetthe war demands for mechanics and technicians 1)oth in the Armyand in industry.

Disabled soldiers anml sailors.Another war activity, to which the board has given much time, is

an investigation into the question of the vocational reduction andplacemnerlt of disabled soldiers and sailors. This investigation ismna(le under section 6 of the law, which imposes upon the Federalboard the duty of making studies and reports for the purpose ofaiding State(s in the establishment of vocational schools and classes.This investigation is intended to develop such facts as may be neces-sary in the formulation, at an early date, of a plan to meet the situa-tion which is expected to arise upon the return to this country of warcripples-. Every belligerent nation in the present great struggle inEurope has taken measures to restore its citizens, handicapped as adirect result of their military employment, so as to enable them, asfar as possible, to resume useful industrial employment. This inves-tio'ation, which is already well in hand, includes the study not only ofthe probable number of men thus returned, but also a review of theeconomic issues involved, a discussion of methods of financing andadministering the work of reeducation, an examination of possibleagoncie.s and methods of cooperation, and a study of the kinds ofWorkshops necessary to promote further vocational education in thesoclasses. In this task the board has 1)boen ablo to secure the servicesof experts who have brought to the problem at futend of special knowi-edge, without which progress would have bieen impossible. Progress o01vocationl education.The movement for vocational education is progressing so rapidly

that no complete account of the schemes that are being proposedand adopted can be given within a limited space. In addition tothe passage by Congress of the Smith-Hughes Act, there is to be re-corded the acceptance by practically every State of the provisionsof this law. At the same time many State systems of vocationaleducation were established. In the majority of cases these schemesare integral parts of the State public school system, an(d are main-tamined to a large extent by State funds, and supervisedi by the State(educational authorities.This year for the -first timle teacher-training systems in agricul-

ture, lhomle economics, aliid industry have been established. Thesesystems are in most instances finance by the States alone, but in theinstance of approved work Federal aid will be forthcoming. Themeeting in this way of the most important problem of the prepara-tion of teachers marks a long stop in the right direction. Again,through State and Federal aid, many new vocational schools havebeen established in small communities which, without sulch assist--ance, would be unable to bear the financial buirdetis thuis necessarilyimposed. Next year the board will ren(ler a more comrIl)lete report ofthe progress of vocational education for the year beginning January1, 1917.By far the, most important event of the 12 months just passed in

vocational e(luca tion xwas the passage of the Smith-hiughes Act.Trhis event lhas mllarked tile beginning of a new oera ii vocationtal e(du-cation in thel United Stateos. Froml now on vocational education is amatter to which the elenrgies of both State and Fe(lrnl governmentswll lie (hirecte(1.
