THEY SHOULD BE IN A CONVENIENT LOCATION FOR THE TRUCKS, PREFERABLY NEARTHE PLACE WHERE THE CONCRETE IS BEING POURED, BUT FAR ENOUGH FROM OTHER VEHICULARTRAFFIC TO MINIMIZE THE POTENTIAL FOR ACCIDENTAL DAMAGE OR SPILLS. WHEREVER POSSIBLE, THEYSHOULD BE LOCATED ON SLOPES NOT EXCEEDING A 2% GRADE. CARE SHOULD BETAKEN TO ENSURE CONTINUOUS CONTACT OF THE SOCK WITH THE GEOMEMBRANE AT ALL LOCATIONS.WHERE NECESSARY, SOCKS MAY BE STACKED AND STAKED SO AS TO FORM A TRIANGULARCROSS-SECTION.
PREFABRICATED WASHOUT CONTAINERSCARE SHOULD BE TAKEN TO ENSURE THAT THE CONTAINERS ARE INTENDED BY THE MANUFACTURER FORUSE AS CONCRETE WASHOUT BMPS, THAT THEY ARE WATERTIGHT, AND APPROPRIATELY SIZED.ACCUMULATED MATERIALS MUST BE PROPERLY DISPOSED OF (PREFERABLY RECYCLED) WHEN THEYREACH THE CLEANOUT LEVEL.
SELF-INSTALLED WASHOUTSTHESE TYPES OF WASHOUTS SHOULD BE EXCAVATED BELOW GRADE TO PREVENT RUNOFF OF THE WASHWATER AND MINIMIZE THE POTENTIAL FOR BREACHING. THEY SHOULD BE SIZED TO HANDLE SOLIDS, WASHWATER, AND RAINFALL. A GOOD RULE OF THUMB IS THAT 7 GALLONS OF WASH WATER ARE REQUIRED TOWASH ONE TRUCK CHUTE AND 50 GALLONS FOR THE HOPPER OF A CONCRETE PUMP TRUCK.FOR LARGER SITES, A BELOW-GRADE WASHOUT SHOULD BE A MINIMUM OF 10 FEET WIDE AND PROVIDE ATLEAST 12 INCHES OF FREEBOARD ABOVE THE LIQUID AND SOLID WASTE ANTICIPATED BETWEEN CLEANOUTINTERVALS. THE PIT SHOULD BE LINED WITH PLASTIC SHEETING OF AT LEAST 10-MIL THICKNESS (WITH NOHOLES OR TEARS) TO PREVENT LEACHING OF LIQUIDS INTO THE GROUND.
WASHWATER RECYLING SYSTEMSWASHWATER RECYCLING SYSTEMS HAVE ALSO BEEN DEVELOPED WHICH SEPARATE THE SOLIDS FROMTHE WASHWATER, CAPTURING BOTH IN IMPERMEABLE BAGS AND ALLOWING THEM TO BE RECYCLED.THESE SYSTEMS MAY BE USED IN LIEU OF WASHOUTS IF MANUFACTURERS' SPECIFICATIONS AREFOLLOWED. CARE MUST BE TAKEN TO PREVENT THE FILTERED WATER FROM ENTERING ANY SURFACEWATERS.
SEDIMENT BASINS AND SEDIMENT TRAPSSEDIMENT BASINS AND SEDIMENT TRAPS MAY NOT BE USED AS CONCRETE WASHOUT DEVICES, SINCETHEY DISCHARGE DIRECTLY TO SURFACE WATERS. THIS DISCHARGE WOULD HAVE AN ADVERSE EFFECTUPON THE RECEIVING WATER. IN ADDITION, CONTINUED USE OF A BASIN OR TRAP AS A WASHOUT FACILITYWOULD SIGNIFICANTLY REDUCE THE STORAGE CAPACITY OF THE BASIN OR TRAP.
MAINTENANCEALL CONCRETE WASHOUT FACILITIES SHOULD BE INSPECTED DAILY. DAMAGED OR LEAKING WASHOUTSSHOULD BE DEACTIVATED AND REPAIRED OR REPLACED IMMEDIATELY.
ACCUMULATED MATERIALS SHOULD BE REMOVED WHEN THEY REACH 75% CAPACITY. PLASTIC LINERSSHOULD BE REPLACED WITH EACH CLEANING OF THE WASHOUT FACILITY.

DUE TO THE VARIABLE NATURE OF SINKHOLES, THEY SHOULD BE REPAIRED UNDER THE DIRECTOBSERVATION AND SUPERVISION OF A PROFESSIONAL GEOLOGIST OR LICENSED GEOTECHNICALENGINEER. FIGURES 17.1 THROUGH 17.4 ARE PROVIDED AS GENERAL GUIDELINES FOR THE REPAIR OFSINKHOLES. THEY MAY BE MODIFIED AS NECESSARY TO ACCOMMODATE SPECIFIC SITE CONDITIONS. SITESPECIFIC SINKHOLE REPAIR PLANS WILL BE REVIEWED ON A CASE-BY-CASE BASIS.
WASTE MANAGEMENTBUILDING MATERIALS AND OTHER CONSTRUCTION SITE WASTES MUST BE PROPERLY MANAGED ANDDISPOSED OF TO REDUCE POTENTIAL FOR POLLUTION TO SURFACE AND GROUND WATERS.
NO BUILDING MATERIALS OR WASTES OR UNUSED BUILDING MATERIALS SHALL BE BURNED, BURIED,DUMPED, OR DISCHARGED AT THE SITE.
UNDER NO CIRCUMSTANCES MAY EROSION CONTROL BMPS OR STORMWATER MANAGEMENT BMPS BEUSED FOR TEMPORARY STORAGE OF DEMOLITION MATERIALS OR CONSTRUCTION WASTES.
PROCEDURES WHICH ENSURE THAT THE PROPER MEASURES FOR THE RECYCLING OR DISPOSAL OFMATERIALS ASSOCIATED WITH OR FROM THE PROJECT SITE SHALL BE UNDERTAKEN IN ACCORDANCEWITH DEPARTMENT REGULATIONS. INDIVIDUALS RESPONSIBLE FOR EARTH DISTURBANCE ACTIVITIESMUST ENSURE THAT PROPER MECHANISMS ARE IN PLACE TO CONTROL WASTE MATERIALS.CONSTRUCTION WASTES INCLUDE, BUT ARE NOT LIMITED TO, EXCESS SOIL MATERIALS, BUILDINGMATERIALS, CONCRETE WASH WATER, SANITARY WASTES, ETC. THAT COULD ADVERSELY IMPACT WATERQUALITY. MEASURES SHOULD BE PLANNED AND IMPLEMENTED FOR HOUSEKEEPING, MATERIALSMANAGEMENT, AND LITTER CONTROL. WHEREVER POSSIBLE, RECYCLING OF EXCESS MATERIALS ISPREFERRED, RATHER THAN DISPOSAL; RECYCLING OF WASTE MATERIALS, WHERE FEASIBLE, SHOULD BEPERFORMED
ALL WASTE MATERIALS, SCRAP, OR EXCESS CONSTRUCTION AND/OR BUILDING MATERIALS AND WASTESSHALL BE COLLECTED, STORED, AND RECYCLED OR DISPOSED OF IN ACCORDANCE WITH THE SOLIDWASTE MANAGEMENT ACT (35 P. S. § § 6018.101—THE MUNICIPAL WASTE PLANNING, RECYCLING ANDWASTE REDUCTION ACT (53 P. S. § § 4000.101—4000.1904), THE CLEAN STREAMS LAW (35 P. S. § §691.1—691.1001) AND RELATED RULES AND REGULATIONS. (TITLE 25, CHAPTER 105, SECTION 46A), THEPENNSYLVANIA DEPARTMENT OF ENVIRONMENTAL PROTECTION REGULATIONS AT 25 PA CODE 260.1 ETSEQ., 271.1, AND 287.1 ET. SEQ., AND 25 PA. CODE § 102.4(B)(5)(XI).
WHEREVER HEAVY EQUIPMENT WILL BE USED DURING CONSTRUCTION OF THE CUTS AND FILLS ORPROPOSED BUILDINGS, A POLLUTION PREVENTION AND CONTINGENCY (PPC) PLAN MUST BE AVAILABLEON SITE. THIS PLAN DOES NOT HAVE TO BE INCLUDED IN THE PERMIT APPLICATION PACKAGE SUBMITTEDFOR AN NPDES CONSTRUCTION PERMIT IN PENNSYLVANIA BUT SHOULD BE AVAILABLE ON THE PROJECTSITE. THE APPLICANT MUST PREPARE AND IMPLEMENT A PPC PLAN WHEN STORING, USING ORTRANSPORTING MATERIALS INCLUDING: FUELS, CHEMICALS, SOLVENTS, PESTICIDES, FERTILIZERS, LIME,PETROCHEMICALS, WASTEWATER, WASH WATER, CORE DRILLING WASTEWATER, CEMENT, SANITARYWASTES, SOLID WASTES, OR HAZARDOUS MATERIALS ONTO, ON, OR FROM THE PROJECT SITE DURINGEARTH DISTURBANCE ACTIVITIES. THE PPC PLAN MUST BE AVAILABLE UPON REQUEST BY THEDEPARTMENT OR CONSERVATION DISTRICT. GUIDANCE FOR DEVELOPMENT OF A PPC PLAN CAN BEFOUND IN "GUIDELINES FOR THE DEVELOPMENT AND IMPLEMENTATION OF ENVIRONMENTAL EMERGENCYRESPONSE PLANS" (DOCUMENT #400-2200-001), WHICH CAN BE FOUND IN THE DEPARTMENT'S ELIBRARYAT WWW.DEPWEB.STATE.PA.US.
ALL APPLICABLE FEDERAL, STATE, AND LOCAL LAWS AND REGULATIONS MUST BE FOLLOWED IN THE USE,HANDLING, AND DISPOSAL OF POTENTIALLY HAZARDOUS MATERIALS.
SHOULD SPILLAGE OR MISUSE OF REGULATED MATERIALS RESULT IN CONTAMINATION OF SOIL,CONTACT THE CUMBERLAND COUNTY CONSERVATION DISTRICT AND THE MUNICIPALCONTAMINATEDSOIL SHALL BE DISPOSED OF AT EITHER A) AN APPROVED DISPOSAL FACILITY WITH AN APPROVED ANDCURRENT PADEP SOIL WASTE MANAGEMENT PERMIT, OR B) AN APPROVED LANDFILL (TYPICALLYDISPOSAL AT A LANDFILL DOES NOT REQUIRE A WASTE PERMIT).
