SynopsisThis Seminar highlights the key opportunities, trends and challenges in the Southeast Asia construction market.

ASEAN forms a crucial part of Asia’s total economy with an estimated nominal GDP amounting to around US$ 2.3 trillion in 2014. Over the years, ASEAN has developed rapidly to become a 10 nation member organization with the addition of Laos, Cambodia, Vietnam, Brunei and Myanmar.

The vast demographic, cultural, political and economic differences in the countries of South East Asia have often been the basis for a lively engagement with the world. Regional diversity means that each South East Asian country has its own particular internal characteristics that are driving enormous changes.

Despite this, the growth prospects, profitability, openness and attractiveness of construction markets in Southeast Asia appear broadly positive in most locations.

SpeakersMr. Koh Lin JiGroup Director (International Development)Building and Construction Authority (Singapore)

Mr. Koh Lin Ji has taught and researched in economics in the University of Ottawa from 1982 – 1985 and worked on an econometric forecasting for the Singapore Economy in the National University of Singapore from 1986 – 1989.He joined BCA (then known as the Construction Industry Development Board) in 1989 and developed the first econometric forecasting model for the Singapore construction sector. Under his supervision, his team formulated the first Singapore Construction Tender Price Index, developed and managed the ports at Lorong Halus and Tuas for the imports of sand and granite and made forecasts for construction trends in Singapore between 1990 and 2002.

Mr. Koh moved on in 2002 to promote BCA services and Singapore firms overseas, in particular China, Southeast Asia, South Asia and the Middle East. He is now the Group Director for the International Development Group in BCA. His team also set up the BCA International to facilitate the export of BCA services overseas.

Mr. Koh led the BCA team to work with his Chinese counterpart to develop the green building standards and regulations for major cities and agencies in China; some examples are the Sino-Singapore Tianjin Eco-city, the Sino-Singapore Guangzhou Knowledge City, the Beijing Municipal Construction Decoration Association. He was involved in green building assessments and gave talks on green building policies in China.

Mr. TAY LideSenior Assistant Director (ASEAN Division)Ministry of Trade and Industry, Singapore

Mr Tay Lide joined Singapore’s Ministry of Trade and Industry (MTI) in July 2012. Lide started with MTI’s International Trade Cluster (ITC), focusing on the Asia-Pacific Economic Cooperation (APEC) portfolio, before moving to MTI’s ASEAN team in December 2014.

Lide’s portfolio has required him to represent Singapore at international trade fora, lead on trade negotiations, and coordinate among agencies and stakeholders in Singapore. In addition to his experience in international economic relations, Lide also has particular expertise in goods-related market access and regulatory issues, including matters relating to Rules of Origin (ROO) and Trade Facilitation (TF). Lide was Singapore’s lead at APEC’s Market Access Group (MAG) discussions, which looked at reducing tariff and non-tariff barriers to trade in goods in the region.

Lide’s focus is currently on the ASEAN region. Lide is Singapore’s representative at ASEAN’s Coordinating Committee for the Implementation of the ASEAN Trade in Goods Agreement (CCA) and the ASEAN TF Joint Consultative Committee. Both these bodies are responsible for the negotiations and implementation of ASEAN agreements that liberalise and facilitate goods trade across ASEAN countries’ borders - one of the key elements of the ASEAN Economic Community (AEC). Lide is also actively involved in several of Singapore’s Free Trade Agreement (FTA) negotiations, including the ASEAN-China FTA, and the Regional Comprehensive Economic Partnership (RCEP).

Ms Lena Ng is the Board Advisor for Amata Corporation Public Company Ltd, a leading Thai Conglomerate listed on the Stock Exchange of Thailand. Established since 1989, Amata Corporation is a leading developer of industrial estates with operations in Thailand, Vietnam and other ASEAN Countries. Lena also acts as Managing Director of Raffles Partners and Board Member of the Singapore National Paralympic Council. Lena was honoured Young Global Leader by the World Economic Forum in March 2014 and nominated as Global Agenda Council Member of World Economic Forum.

Prior to her current appointments, Ms Ng was a former Singapore Diplomat (First Secretary Commercial) based in Thailand and Director (Infocomms & Technology) of IE Singapore, an agency under Singapore’s Ministry of Trade and Industry. With more than 20 years of public policy, international relations and corporate advisory experience, Lena’s expertise has been trapped for developing key Nation-wide masterplan and G-to-G collaboration platforms. These include Singapore-Thailand Enhanced Economic Relationship (STEER), APEC E-Commerce Taskforce and Singapore Logistics Masterplan.

Lena is an experienced speaker and judge with past participation in many international forums such as World Bank Conference, Asia Pacific Supply Chain Conference, Asia Pacific ICIT Awards ASOCIO Judging Panel, Mobile World Congress (Barcelona) – UBI France Partnership Panel and Microsoft Imagine Club Judging Panel. Lena started her career with leading international firms such as Standard Chartered Bank, British Telecoms Services (Asia Pacific) and Creative Labs (United States/Asia).

Lena holds a Bachelor of Business Administration (Upper Honors) with major in Logistics &IT from National Universities of Singapore. She has also completed her LKY School of Public Policy programme, Executive MBA, Lean Six Sigma Black Belt and Green Belt certification in 2009. Lena speaks fluent English, Mandarin, Thai and Basic Korean.

Mr. Chester TohPartner, Rajah & Tann Singapore LLP Director, Rajah & Tann NK Legal Myanmar

Mr Chester Toh co-heads the Myanmar Practice of Rajah & Tann and oversees the Firm’s Yangon office. He regularly advises multinationals and Asia corporates on investing in Myanmar and has been involved in numerous projects in the country. Clients routinely turn to Chester for regulatory risk assessment when investing in frontier economies.

Having practised in London, Hong Kong, China and Singapore, Chester has a wealth of experience in merger control and foreign investment approvals. He has advised on a number of applications to the Myanmar Investment Commission, including some of the most high-profile investments into Myanmar. In the power sector, he recently acted for the sponsors in the financing of a 230MW project in Mawlamyine, Mon State.

At the same time, Chester heads up the Firm’s Integrated Regulatory Practice. He has an active practice advising governments on the drafting of regulations and running procurement exercises for large scale infrastructure projects.

SpeakersMr. Pham Van Ca Standing Deputy Chairman Thai Binh People’s Committee, Viet Nam

Being Standing Deputy Chairman of People’s Committee, Mr. Pham Van Ca is in charge for development of Thai Binh province in infrastructure sectors such as rural development, transportation, natural resources and environment, among others. Thai Binh is a coastal plain province in the south of Red River Delta, adjacent to economic growth regions in the north Viet Nam (Ha Noi, Hai Phong, Quang Ninh). In recent years, the province focuses on promoting economic development in the direction of modernization, industrialization and construction of new rural model.

Mr. Pham holds a Bachelor of Economics, Hanoi Foreign Trade University.

Mr. Ricky KusmayadiDirectorThe Indonesian Investment Promotion Centre (IIPC) Singapore

Mr Ricky Kusmayadi is responsible for promoting Indonesia as an investment destination and providing networking and matchmaking opportunities for Indonesian and foreign entrepreneurs. He is appointed as the Director of IIPC Singapore on March 2015. Prior to that, he was the Deputy Director of Training Centre at the Indonesia Investment Coordinating Board (BKPM).

He has more than 7 years of experience in the field of investment, including investment promotion, consultation, cooperation, evaluation, licensing, etc.

He holds an Architecture degree from Diponegoro University, Semarang, Indonesia.

Mr. Glenn G. PenarandaCommercial CounsellorPhilippines Embassy in Singapore

Mr Penaranda is the Commercial Counsellor at the Philippine Trade & Investment Center of the Embassy of the Philippines. The Philippine Trade & Investment Center is an ASEAN Team Leader and promotes Philippine exports to and investments from Singapore, Malaysia and Brunei. Mr Penaranda has a diverse spectrum of experiences under his belt, with his previous posts in different countries either investment or trade-related. He plays an important role promoting closer trade relationships between countries, as witnessed during his service in the United Nations Industrial Development Organization – Investment Promotion Service, and the Department of Trade & Industry at the Foreign Trade Service Corps.

Mr Penaranda holds a Bachelor in Business Economics from the School of Economics, University of the Philippines.

SpeakersMr. Danny SamuelChief Executive OfficerITNL International Pte Ltd, Singapore

Mr Danny Samuel is the Chief Executive Officer of ITNL International Pte Ltd, Singapore ("IIPL") - the international business arm of IL&FS Transportation Networks Limited, India ("ITNL"). He has been with the IL&FS Group for the last nine years. He has been associated with the infrastructure sector throughout his career spanning two decades and has experience of the power, telecom and transportation infrastructure sectors. Prior to taking over as the Chief Executive Officer of IIPL, he used to head the investor relations, business strategy and structured finance departments of ITNL. He has led many landmark transactions in the infrastructure finance sector including the first rated and listed domestic project bond in India for road projects, first RMB issuance by any Indian Corporate in the offshore market, first high yield RMB issuance in the offshore market by an Indian sponsor, structuring of the largest single PPP project in India. He also coordinated the initial public offering of ITNL as also a private equity investment before its listing. He is an associate member of the Institute of Company Secretaries of India and has a master’s degree in economic and financial management from the University of Rajasthan, India.

Ms Grace Chiew is the Senior Manager of Enterprise Services Division in International Enterprise Singapore (IE Singapore). The Enterprise Services Division in IE Singapore provides assistance to help companies who are new to internationalisation. The division develop strategies and programme to ensure sustained engagement of SMEs in their various stages of internationalisation.
