The Y Preschool is a trusted program that has provided educational and developmental support to children and families for over160years.Ourpreschoolprogramsarelicensedbythe MarylandStateDepartmentofEducationOfficeofChildCare(OCC)and combine a safe and happy educational environment with a curriculumdesignedtostimulateintellectual,social,emotional,andphysicalgrowth.TheYhastakenaninnovativeapproachin designing programs that meet the needs of the various communities weserve.Weofferfull-timeinfantandtoddlercare;full-timeandpart-timepreschoolprograms,andbeforeandafterschoolprograms.

IfachildhasanIEPoranIFSP,thenwerequirethat parents provide a copy to us upon enrollment so that we can make reasonable accommodations to best meet theneedsofthechild.PleasenotethatthisinformationwillbesharedwiththeMarylandStateDepartmentofEducationonanas-neededbasis,aswellaswith membersonthepreschoolteam,ChildFind,ProjectAct,andInfantsandToddlerstohelpmeettheneedsofyourchild.Ourpreschoolsworkdirectlywiththeseagenciestoprovideastrongfoundationforyourchild.

CONFIDENTIALITY POLICYOurpolicyistomaintainconfidentialityandrespecteachfamily’srighttoprivacy,refrainingfromdisclosureofconfidentialinformation.However,whentheteacherhasreasontobelievethatachild’swelfareisatrisk,wearerequiredtoshareinformationwithagenciesand individualswhomaybeabletointerveneinthechild’sbestinterest.

ENROLLMENT Priortoenrollmentparents/guardiansmustrequestatourofthecenter.Abrieforientationwillbeprovidedandquestionswillbeaddressed.Enrollmenttakesplaceatthecenterwiththedirectororassistantdirector. Children may not participate in the program until all necessarypaperworkhasbeencompleted.

Continual EnrollmentRe-registrationfeesandformsaredueannually. Registrationpacketstypicallygoouteachspring. Allrequireddocumentsthatareincludedintheoriginal registration packet will be given to you during the re-registrationprocess.Thesemustbereturnedto secureyourspot.Spacesforthenewschoolarefilled onafirstcome,firstservebasis.

Custody IssuesWeassumethatbothparentshaveequalrightsto pickup,dropoff,visit,orrequestinformationabout theirchild.Ifthatisnotthecase,thenitisyour responsibility to provide court documents to clarify therightsandresponsibilitiesofeachparent.Itis imperativethatofficial,currentcourtdocumentsbeinyourchild’sfileifcustodyorvisitationisaconcern.Withoutcourtorders,wecannotwithholdaparent fromtheirchild.Basedontheinformationthatyou sharewithyourdirector,he/shewilltellyouifadditionaldocumentationisrequired.Inaddition,weaskthat parentskeepthepreschool,ourteachers,andother childrenoutofanylegalorcustodialissues.Weexpectthat you communicate effectively with each other in the best interest of your child and that you refrain from placingourteachersinthemiddleofyoursituation.

Failure to follow our policies regarding custody issues mayresultinimmediatetermination.

Theparent(s)whoregistersthechildforenrollmentis responsibleforchildcarefees.Wecannotsub-dividefeesandestablishmultipleaccounts.

New Student OrientationNew students are provided with special support systems to help them transition into their new classroom environment.Weoftenprovidethemwitha‘buddy’ who can help them make their way throughout the classroom.Wealsoprovidespecificinstructionstohelpthempreparefortransitionperiodsthroughouttheday.Ourteacherstakespecialcaretoensurethatnew students feel welcome and are given the attention theyneedtoadjusttotheirnewenvironment.

Onoccasion,therearechildrenwhosimplycan’tadjust to a classroom environment and who demand more individualizedattentionthanourteacherscanprovide.Shouldthisbethecase,wewilldoourbesttoprovideadditionalresourcestohelpyoufindalternativecare.

TUITION TheYinCentralMarylandisanon-profitorganizationand all revenue goes directly toward the operation of ourprograms.Whilewestrivetomaintainaffordable tuitionratesforourfamilies,changesintuitionmayoccur.Writtennoticewillbegiveninadvanceregardinganychange.

Registration FeesAllnewapplicantsandapplicantsre-enrollingwillpay anon-refundableregistrationfeeannually.

Tuition DiscountsOnlythosewithanactivefamilyYmembershipare eligiblefordiscounted“member”tuitionrates. Membership discounted rates are not applicable for complimentarymembershipoffers.TheYoffersa 10 percent sibling discount to families enrolling multiple childrenfromthesamefamily.Thefullratemustbepaidforthechildwiththehighesttuitionrate.

In-house Financial AssistanceFinancialAssistancemaybeavailabletoqualifying families.Verificationofincomeisrequiredand applications are renewed and reviewed on a regular basis.Applicationsareavailablefromthebusinessoffice.Theinformationthatyouprovideisconfidentialand applicationsareevaluatedonacase-by-casebasis. Outside Financial AssistanceTheYalsoacceptsChildCareSubsidyvouchersfrom thestate.Foradditionalhelpwithpayments,familiesshouldcontacttheirlocalDepartmentofSocial Servicesoffice.

Vacation CreditsAvacationcreditofoneweekperyear(SeptemberthroughAugust)maybeusedifyourchildisabsentforfiveconsecutivedays(Monday-Friday)forafamily vacation.Thiscreditonlyappliestofull-timechildrenthat have been enrolled in the program full-time for at least6monthsormore.Writtennoticemustbegiven atleasttwoweeksinadvancetousethiscredit. This written notice should be given directly to the preschool director for approval and delivery to the billingoffice.AVacationCreditRequestformcanbe usedtoprovidenotice.

Absences & ClosingsPlease notify your center director if your child is going to beabsentorarrivinglaterthan11a.m.Also,please notifythecenterviaemail,writtennote,orbyphoneif your school age child is leaving early from the public schoolorgoinghomeafterschoolwithsomeoneelse.

Thereisnoreductioninfeesforholidays,absences,orifthe site is forced to close due to circumstances beyond ourcontrol.Pleasenotethatparents/guardiansarerequiredtopayfordaysthecenterisclosedandforallabsencesfromtheprogram.

Payment PoliciesPaymentcanbemadebycheck,moneyorder,orcreditcard.Pleaseputyourchild’snameonthecheckormoneyorder.Makecheckormoneyorderpayabletothe YinCentralMaryland.Mailyourpaymenttothe CustomerServiceOffice,ormakepaymentatthe membershipdeskatyourlocalYFamilyCenter. PaymentswillnotbeacceptedatourYpreschool centers.Areceiptwillbeprovidedonlyuponrequest. Automaticweeklybilling(formerlyEFT)canbesetup in your online account at any time via our website at www.ymaryland.org.Weeklypayments(formerly PayPal)viacreditcardorcheckingaccountcanbe made in your online account at any time via our website atwww.ymaryland.org.

Late Payments Alatechargeof$25willbeappliedtoanyaccountnotpaidinfullbytheduedate.Ifpaymentislate,thenpar-ents will receive either a note or a phone call concerning late payments and a date for termination of services if paymentisnotreceived.Toavoiddisruptionofservice,paymentmustbemadeinfullbythefinalterminationdate; and you must provide receipt of payment to the center director or opening teacher before your child will beadmittedintocare.Thoseaccountswithrepeatedlatepaymentswillbeheldtotheconditionsofamodifiedlatepaymentpolicy.

Bad ChecksChecks that are returned for non-payment will not be re-deposited.Anadditionalchargeof$25.00willbechargedforanyreturnedchecks.WewillnotifyyoubyphoneorletterofaNon-SufficientFundsoccurrence.The$25.00feewillbeaddedtoyournextpayment. Personalcheckswillnotbeacceptedondelinquent accounts or if a personal check has been refused for payment(NSF-nonsufficientfunds)byourfinancialinstitutionwithinthelast12months.MultiplereturnedchecksmayresultintheYnotbeingabletoaccept personalchecksforfuturepayments.

Late Pick-Up ChargeLatefeesbeginatthetimethattheprogramendsfor theday.Theyareassessedasfollows:$5.00forthefirstfiveminutesand$5.00foreach5-minute periodthereafterorfractionthereof.ParentswhoarelatewillbepresentedwithaLateChargeSlip,andaskedtosign/verifythelatebalancebeingassessed.Parentsare responsible for paying the accrued late charges by thecloseofthenextbusinessday.(Regulationsrequirethat two teachers stay at the center until every child is pickedup.Teacherswhoworkovertimearerequiredtobepaidtimeandahalfsalary.)Pleaserememberthat late parents must call the center to inform the teacher ofthedelay.Tenminutesafterthecloseofbusiness,emergencycontactswillbenotifiedtoarrangepick-up ofthechild.Ifwecannotreacheitheryouoryour emergencycontactstopickupyourchild,thenwe willcontactChildProtectiveServices.Parentswith excessive,unexcused,latepick-upswillbegivennoticetofindalternatecare.

Withdrawal/Changes in CareAllchangesinscheduledcaremustbemadein writingthroughthepreschoolofficeatleasttwoweeksinadvance,includingrequestsforvacationcredits.Verbalnotificationsofchangesorwithdrawalscannotbeaccepted.AChangeinCareFormmustbecompleted.Please note that a 30-day notice must be given if you plantowithdrawyourchildfromtheprogram.

Student Observations and AssessmentsTheYsupportstheMarylandStateDepartmentof Education(MSDE)MarylandModelforSchoolReadinessandwillorientfamiliestotheirchild’sreadinessforschool.Ourteachersobserveandassessstudentson a regular basis in order to adapt their lessons and activitiestomeeteachchild’sneeds.Ourteachers conduct formal assessments three times a year and share results with parents during parent-teacher conferences intheFallandintheSpring.WeutilizetheOunceScaleandtheWorkSamplingSystem.

Furthermore,weoftenutilizetheAgesandStagesscreeningtool.Studentscanbeassesseduptothreetimesayear.Studentswithsignificantlylowerscoresonthisassessmentwillbereferredtotheirpediatrician,InfantsandToddlersprogram,ProjectActorlocalChildFindforformaltestingandscreenings.

Classroom EnvironmentOurpreschoolcentersareclean,safe,anddesigned appropriatelytomeettheneedsofchildren.The child-sizedfurniture,equipment,sinks,andtoiletswillhelp your child develop the independent skills needed to takecareofhisownpersonalneeds.Suppliesarewithinreach of the children who are encouraged to explore in the different learning centers throughout theclassroom.

Eachlearningcenterisequippedwithcarefullyselectededucational toys and materials designed to help your childdevelopmotorskills,socialskills,andcognitiveskills.Forexample,thetwo-year-oldroomcontainslargetrucks,largerpaintbrushesandcrayons,andlowshelveslabeledandsuppliedwithage-appropriatematerials. The three and four year old classrooms have writing materialsinavarietyofthelearningcenters,age- appropriate manipulatives that encourage problem- solving,andsmallerpaintbrushes,coloredpencils andcrayonsdesignedtoenhancefinemotorskills. WereferencetheITERS(Infant/ToddlerEnvironmentRatingScale)andtheECERS(EarlyChildhood EnvironmentalRatingScale)guidelinesforhelp withselectionofmaterials.

Eachclassroomcontainsavarietyofmaterials,includingpuzzles,dolls,andpostersthatreflectdiversity.Theseitemsencourageinterestinmanyculturesandabilities.Infact,weencourageparentstotalktoourteachersandstudents about their cultural traditions and to discuss theirchild’suniqueabilitieswiththeclass.EachcenteriscompliantwithADAguidelinesandisdesignedtoallowaccesstoallchildren,regardlessofability.

Yourchildwillbeassignedacubbyandamailbox.Whenyoudropoffyourchild,pleasesignthemin,puttheirbelongingsintheircubby,andescortthemtotheirclassroom.Whenyoupickyourchildup,pleasesignthemout,collecttheiritemsfromtheircubby,andchecktheirmailboxforinformation/projectstobesenthome.

Pre-Employment ScreeningsYpreschoolteachersundergocriminalbackgroundchecks,referencechecks,andmedicalexaminations priortoemployment.Allteachersmustalsoagreetorandomdrugandalcoholtesting.Inaddition,allteachersare provided with a Teacher Handbook which covers policiesandprocedures,includingspecificpoliciesonChildAbusePrevention.

TrainingTrainingonthenewestinformationinthefieldofEarlyChildhood Education is provided during monthly teacher meetings.Inaddition,teachersareprovidedwithongoingfeedbackduringmid-yearperformancereviews,annualperformancereviews,ongoingobservationsfromcenterdirectors,andannualindividualdevelopmentplans.

Family Code of ConductMaintainingawarm,nurturingenvironmentforchildren,parentsandteachersisamutualeffort.Weexpectbothteachers and parents to keep honest and respectful linesofcommunicationopen.

Just as there are expectations concerning appropriate teacherconduct,therearealsoexpectationsfor appropriate parent conduct:

PROGRAM OPERATIONSMealsTheYprovidesamorningsnackandanafternoonsnack which consists of either fruits or vegetables at leasttwiceaweek.AmonthlymenuispreparedbasedonUSDAguidelinesandispostedforyourreview.Atcenterswherelunchisnotprovided,parentsprovidea“bagged”lunchwhichshouldincludeabalancedmeal. Wesuggestwholegrains,freshfruitsorvegetablesandfoodwithlowerfat,sugarorsaltcontent.Pleasedonotsenditemsthatneedtobeheated.Wedonotheatanylunch items as we cannot guarantee the temperature of food or move teachers out of the classroom to do so.TeachersarerequiredbytheOfficeofChildCaretoreview the meals children bring from home to ensure that foodisnutritious.Weoftensendhome“tips”orideasforlunch.Ifaparentdoesnotprovideahealthymeal,then we will provide a supplement to the child to meet the basic nutritional needs as outlined and set forth by theOCC.

Meal time is an important part of our day that is never rushed.Wheneverpossible,weimplementFamilyStyleDining–amethodofservingfoodtothechildrenseatedat a table in which the main and side dishes are brought to the table in serving bowls or on platters that are passedbetweenthechildren,whotakewhattheywantandtransferittotheirownplates.Yteachersjoin the children at the lunch table to help facilitate conversationandtablemanners.Youngchildrenare assistedwiththeirlunchandencouragedtoeat.

Whenmilkisprovided,only1%milkisserved.Waterisoffered and made readily available throughout the day andatmealtimes.OCClicensingregulationsstatethat wearerequiredtohavephysician’sdocumentationforeach child who is on a special diet due to medical reasons.Thedocumentationmustincludefooditemswhicharetobeexcludedfromthediet.Ifchildrenareonspecialdietsduetoreligiousorculturalreasons,asignednotefromtheparent/guardianisrequired.Thenotemustoutline the foods to be excluded and the reasons for excludingthefoodsfromthechild’sdiet.

InfantsandToddlersarefedinaccordancetotheirInfantand Toddler Care Plan that is provided by the parent/guardian.Careplansareupdatedeverythreemonthsorasneeded,bytheparent/guardian.Duringallfeedingsour teachers promote social development through conversational interactions with the child as they are eating(seetheINFANTANDTODDLERCARESectioninthisHandbookformoredetails).

Special OccasionsAccordingtotheCentersforDiseaseControl,allergieshaveincreasedmorethan20percentamongAmerican

childrensincethemid1990s.Sendingafoodtreattothe classroom to celebrate a birthday or a holiday can excludethosechildrenwhohavefoodallergies,diabetes,orotherdietaryrestrictions.Furthermore,inaclassroomwithtwentychildren,itspossiblethatwecouldhavesugary food several times a month if each parent brings afooditemintocelebrate.Assuch,wedonotpermitoutside food for holiday events and birthday celebrations.Wearehappytorecognizeyourchild’sbirthdayandholidayswithnon-fooditems.Weinvite youtobringinstickers,pencils,mininotepads, playdough,andminiFrisbeestocelebrateyourchild’sbirthdaywithhisclassmates.Pleasecontactyourcenterdirectortodiscusswhatyou’dliketobringinandtoensurethattheitemisageappropriate.

CACFP Federal Food ProgramInanefforttokeepourcostsincheck,theY participatesintheUSDAChildandAdultCareFoodProgram(CACFP).Wereceiveasmallreimbursementformeals and milk that is directly applied to the food line onouroperatingbudget.Atthebeginningofeachschoolyear,youmaybeaskedtocompleteaUSDAapplication.AnypreschoolthatparticipatesintheCACFPFederalFood Program is restricted from accepting any food fromhomeunlessaccompaniedbyaphysician’sorder.

Rest TimeRestperiodsafterluncharedesignedtomeetyourchild’sdevelopmentalneeds.ThelengthofresttimeisbasedonrecommendationsfromtheOfficeofChildCare(OCC).Childrenwhodonotnapduringtheirresttime willbeofferedquiet,cotactivities.Wewantyourchild tobecomfortableduringresttime.Achild-sizedcotisprovidedforeachchild.Asmallblanketandcrib-sizedsheetisrequiredforyourchildpertheOCC.Ifa crib-sizedsheetisnotprovidedbythefamily,achildmaybesenthome.Beddingneedstobestoredinacloseablebag(i.e.,drawstring,duffel,backpack,etc.–pleasedonotsendplasticbags).Theblanketandsheetwillbesenthomeeachweekendforlaundering. Field Trips and Special GuestsMostYpreschoolsdonotofferoffsitefieldtrips. Specialguestsfrequentlyvisitandenrichour preschoolprograms.Guestsincludestorytellers, magicians,puppeteers,musicians,etc.Youwillbe notifiedofthedetailsforeacheventinadvance. Additionalcostsmaybeincurred;howeverwewill strivetokeepthesetoaminimum.

Screen Time PolicyOurpreschoolprogramsfollowtheOCCregulationsinregardtotechnologyuseintheclassroom.Weutilize ‘interactivetechnology’whichisdefinedaseducationaland age-appropriate technology designed to facilitate active and creative use and to encourage social engagementwithotherchildrenandadults,includingprograms,applications(apps),noncommercialtelevisionprogramming,videos,streamingmedia,ande-books. The use of interactive technology is limited to no more than30minutesperweekforchildrenages2andup.Anychildrenunderagetwoareexcludedfromtheuse oftechnologyatourcenters.

Children are not permitted to use cell phones or tablets fromhomeatourpreschoolcenters.

Outdoor PlayTheMarylandOCCrequiresthatchildrenareoffered an opportunity to participate in outdoor activities on adailybasis,weatherpermitting.Pleasedressyour childappropriatelyfortheweatherandactiveplay. Unfortunately,inordertomaintainchildtoteacher ratios,wecannotkeeponechildinsidewhilethe remainderofthechildrenareoutside.Wearemindful ofheatcodesandairqualityandwilladjustouroutdoorscheduleaccordinglyasneeded.

Clothing/ShoesForsafetyreasons,shoesneedtobesturdyandcovertheentirefoot.Flipflops,sandalsandclogsarenotsafeforrunning,climbing,andbiking.Wesometimesgetverymessyinourlearningsopleasedon’tsendyourchildintheirSunday-bestoutfit.Water-basedpaintandmarkersstillleavestains.

Toiletingaccidentsdohappen.Pleasekeepaseasonallyappropriatechangeofclothes(includingsocks,shoesandunderwear)inyourchild’scubby.

Lastly,pleaselabelallofyourchild’sclothingand belongings.Wehavelotsofchildrenwearingthesamekindsofoutfitsinthesamesizes.

Restroom PolicyOurteachersarenotpermittedtoaccompanyyourchildone-on-oneintotherestroom.Assuch,itisimportantto understand that your child must be able to use the restroomindependently,includingwipingiftheyare‘fully

potty-trained’.Studentswillalwaysbesupervisedbyteachersduringbathroombreaks;butneverone-on-one.This policy is designed to protect children and teachers fromchildabuseand/orfalseallegations.

Scheduled and Unscheduled ClosingsAtthebeginningofeachschoolyear,youwillreceive acalendaroftheY’sscheduledclosingsand inclementweatherpolicy.Werecognizetheneedsofworking parents and make every effort to open during inclementweather.PleaseseeyourCenterspecificplanfor additional information on policies regarding inclement weatherclosingsanddelays.Forquestionsregardingtuitionduringtheseinstances,pleaserefertothe TuitionsectionofthisHandbook.

BEHAVIOR INTERVENTION PRACTICESFormanypeople,disciplinehasonlynegative connotations.Somemayregarditaspunishment.Ifwelookatthesourceoftheword“discipline,”however,wefindithasaverypositivemeaning.Todisciplinemeans“toteach.”Itisalearningexperience–somethingwedowithchildren,nottochildren.Childrenhavetolearnhowto take care of themselves and live in a world with other people.Throughdiscipline,weteachself-controlandresponsibility.Teachingdisciplineisoneofour mostimportantjobs.

Ourqualified,trainedteacherswhoareknowledgeableabout the traits and needs of preschool children effectively diminish disruptive behaviors by:• Usingredirection• Implementingpreventativemanagementtechniques

Steps for Disciplining Children at the Y Preschool Program1. DiscussionandRedirection• Wewillallowthechildtheopportunitytocalmdownandtalkaboutwhathashappened.Wewillhelpthechildverbalizefeelingsofanger,fear,etc.

• Childrenwill,throughencouragementand demonstration,beshownhowtoproblem-solve.Teachers will discuss why the behavior is inappropriate and help the child develop different waystohandletheirfrustrationoranger. Positive reinforcement will be given when the appropriatebehaviorisdisplayed.

• Childrenarenotforcedtoapologizeorexplain theiractions.Theteacherwillhelpthechild understand how their actions or words have made theotherchild/adultfeel.Theywillalsoexplain theconsequencesoftheiractions.

• Ifateacherishavingdifficultyrelatingtoachild orhandlingasituation,anotherteachermaybe askedtoassist.

• Teachersaretoredirectthechildtoanotheractivity. Ifthechildishavingtroublechoosing,thenteacherswillofferalternativechoices.

2. CalmDownSpaces• Occasionally,itmaybenecessarytoremoveachild

from an activity or from the group if the behavior is toodisruptiveorharmfultoothers.Thisallowsthechildtogainhis/hercomposure.

• The child will not be removed for more than one minute foreachyearofage(i.e.–threeminutesfora3-yearoldchild).

• The child will remain in the classroom and will be within sightandsoundofateacheratalltimes.Aspecificplacewillbedesignatedasthe‘calmdownspace’ andusedassuch.

• Aftertheallottedtimeandwhenthechildhasregainedhis/hercomposure,ateachermemberwilldiscussthebehaviorwiththechild.

• Physical restraint will only be used in instances when itisnecessarytopreventachildfrominjuringhimselforothers.

3. SeparationfromtheClassroom• Ifachild’sbehaviorisuncontrollableorconsistentlydisruptive,theteacherwillseekassistancefromtheassistantdirectororthedirector.

• Ifachild’sbehavioristoodisruptiveorposesasafety risk to himself or others and the child cannot becalmeddownthroughdiscussion,redirection,orseparationfromthegroup,theparent/guardianwillbecalledandaskedtopickuptheirchildfortheday.

• Dependingontheseverityofthebehaviorachildmaybesuspendedforaperiodofuptothreedays.Severebehavior concerns include:

• DeliberatelydestroyingYorpersonal property(1day)

• Runningoutoftheclassroomoraway fromtheprogramsiteorgroup(2days)

• Consistently aggressive behavior (hitting,biting,kicking,throwing)(3days)

Behavior Communication ReportAnychildwhodisplaysinappropriatebehavioratschoolwillreceiveaBehaviorCommunicationReport.Thisreport will provide families with a description of the incident,classroominterventionstrategies,andparent/guardianactionsteps.Thereportwillbepresentedtoparents/guardiansfortheirreviewandsignature. The purpose of this form is to ensure that you are informedofyourchild’sbehaviorandthatweare working together in helping your child to be successful inourprogram.Maintainingthereportsinthechild’sfilewill help teachers to assess whether a pattern of unacceptablebehaviorisdeveloping.Ifapatternof unacceptablebehaviorisevident,thenteacherswillrequestaconferencewiththecenterdirectorandtheparents/guardians.Alackofparent/guardian participation and cooperation toward a resolution may resultinthechild’sterminationfromtheprogram.

Behavior Plan• Iftheteacherhascontinuedconcernsaboutachild’sbehaviorintheclassroom,theparent/guardianwillbenotifiedandaconferencewillbescheduledtodiscussconcerns,developstrategies,andcreateaBehaviorPlan.Parents/guardiansareexpectedtoworkwiththeteachersandthedirectorinfindingeffectivesolutionsforthebehaviorconcerns.Appropriatereferralscouldbe made for professional assistance or outside specialists.Parentsmaybegivenadeadlinefor contacting outside agencies for assistance and submittingrequiredpaperwork(i.e.–ProjectAct, ChildFind,InfantsandToddlers).

INFANT AND TODDLER CARESomeofourpreschoolsprovideinfantandtoddlercare.Atthesecenters,youwillberequiredtoprovidethefollowingitemslabeledwithyourchild’sname:

Infantsarefed,changed,andplacedinacribtosleepaccordingtotheirindividualschedulesandneeds.They are held while being bottle fed and are placed in theircribsonlytosleep.Duringtheirwakinghours they are removed from their crib and provided with interaction,nurturing,verbalization,singing, andplaytime.

Allbottlesmustbetakenhomeeachdaytobecleanedandsanitized.Pleasedonotleaveanybottles,openfood,orformulaattheschoolattheendoftheday. Allleftoveropenfooditemsnottakenhomewill bediscarded.

Forthosecentersthatprovideinfantcare,a designated space is provided for mothers to breast feed.Pleasecontactyourdirectorfordetails.

Youwillbenotifiedwhenyourchildneedsdiapers andwipes.Pleasereplenishtheseitemsimmediatelyaswedonothavetheseitemsinstock.Handsarewashed before and after diapering and gloves are worn as a precaution in helping to reduce the spread ofillness.Ifyourchildneedsointment,thenplease alert the director so that you can complete any necessarypaperwork.

HEALTH AND MEDICAL INFORMATIONInjuryTheYmakesitaprioritytoimplementbestpractices andprocedurestoensurethesafetyofeverystudent.However,evenwiththebestpoliciesinplace,accidentsdooccur.Ifyourchildincursaninjurywhileinourcare,youwillreceiveaFamilyCommunicationForm.Thisformwillprovideyouwithdetailsontheinjuryandadescriptionofthefirstaidprovided.Theformshouldbe reviewed and signed by the center director/assistant directorandtheparent/guardian.Ifyoutakeyourchildtoadoctor’sofficeoremergencyroomasaresultofanaccident/injurythatoccurredatourcenter,pleaseinformthepreschooldirectorassoonaspossible.

Parents/guardianswillbenotifiedimmediatelyofany injurytothehead,iftheirchildwasbittenbyanotherchild,orofanyinjuryrequiringimmediatemedical attention.Assuch,parents/guardiansneedtobe availablebyphone(itisimportantthatcontact informationontheemergencycardbekeptuptodate).Doctorsandhospitalswillnottreatachild(exceptinlifethreateningcases)withouttheparent’spresence orpermission.

Incaseofaninjuryrequiringemergencymedical attention,teachersarerequiredto:• AdministerFirstAid• Call for an ambulance• Make the child comfortable• Notify the parent• NotifytheRegionalOfficeofChildCare(OCC)• Accompanythechildtothehospital• Informparent/guardianthattheyneedtomeetthe

Child Health ServicesFamilies may contact their local health department for helpwithroutinewellnesscare,visionscreening,hearingscreenings,etc.

Health ConsultantsUtilizinghealthcareconsultantscanhelpachievethegoalofprovidingsafe,healthyanddevelopmentally appropriateenvironmentsforourchildren.Ourhealthcare consultants have an interest in and experience withchildren,haveknowledgeofresourcesand regulations,andarecomfortablelinkinghealthresourceswithourcenters.Wecontactthemforavarietyof reasons,includingdevelopingacareplanforchildrenwithspecialmedicalconditions,orrespondingtoaninfectiousdiseaseoutbreak.

Exposure Control PlanOurpreschoolcentersarecommittedtoprovidingasafeandhealthyenvironmentforchildrenandteachers. Weimplementvariousmethodsofexposurecontrol, including: universal precautions; work practice controls; housekeeping and sanitary cleaning guidelines per the OfficeofChildCare;andBloodbornePathogenstraining.

Guidelines for the Exclusion of CareCertain symptoms in children may suggest the presenceofacommunicabledisease.Childrenwhohavethe following symptoms should be excluded from the centeruntil:(1)aphysicianhascertifiedthesymptomsare not associated with an infectious agent or they are no longer a threat to the health of other children at the centeror(2)thesymptomshavesubsided.

Ifyourchildissenthomewithafever,vomitingor diarrhea,he/shemustbesymptomfreeforatleast 24hoursbeforereturningtothecenter.Atminimum, a child who is sent home for any potential communicable disease,mustbeoutthefollowingschooldayunless adoctor’snoteclearingthechildisprovided.The Yreservestherighttoconfirmnotesfromthedoctor. Children who have been sent home with head lice must have had at least one treatment of medicated shampoo and have all live lice and nits removed from the hair beforereturningtothecenter.Ifyourchildshows symptomsofacommunicabledisease,thenhe/shemusthaveadoctor’snotetoreturntothecenter.

Communicable Disease ReportingOurpreschoolcentersarerequiredbylawtoimmediatelyprovide the name and address of any child or teacher member who appears to be infected with a reportable communicable disease or has been exposed to a reportablecommunicabledisease.

Forcontagiousillnessessuchaspinkeye,strepthroat,impetigo,headlice,orchickenpox,thedirectorwillpostasigninformingparentsofanoutbreak.Thesignwillidentifytheillnessbutwillnotidentifythespecificchildforconfidentialitypurposes.

Ourpreschoolsmaynotknowinglyadmitanychildorteacher member to the center during the period of communicability,unlessthechildorteachermemberreceives a written approval by a licensed health care practitioner.Apreschoolmaynotknowinglyadmitanychildorteachermemberiftheyhavebeenidentifiedas a carrier of a reportable communicable disease unless thelocalhealthdepartmentgrantsapproval.

MedicationsNo child will be permitted in care without proper medication(s)andform(s)asindicatedbyaphysician.Maryland child care regulations will not allow our preschool teachers or center directors to administer any prescription or non-prescription medication without a completedmedicationadministrationauthorizationform.This form must accompany each medication and must besignedbybothaphysicianandtheparent/guardian.The form must be reviewed and approved by the center directorbeforeanymedicationcanbeadministered.

PleaseseeyourcenterdirectorfortheOCCmedicationadministrationauthorizationforms.Thefirstdoseofanymedicationmustbegiventothechildathome(withtheexceptionofepi-pens).Thisisforthechild’ssafetyintheeventthereisanallergicreaction.

Pleasedonotsendmedicationsinwithyourchild,inalunchbox,backpack,etc.Anymedicationsshouldbe givendirectlytothepreschooldirector.Emergency medicationsarekeptwithyourchild’steacherintheclassroom.Onlyteacherswhohavecompleted MedicationAdministrationTrainingcanadminister medications to students and each time medication is administereditwillbeloggedaccordingly.Other medications are located in a central location at theschool.

Allprescriptionmedicationmustbeintheoriginal pharmacy container and labeled with the name of the medication,currentdate,dosage,nameofthechild, physician’sname,andanyspecialinstructions ifapplicable.

Topicalmedicationssuchassunscreen,diaperrashcream,etc.maybeadministeredrepeatedlywithwrittenparental permission as indicated on a medication administrationauthorizationformand/orpermissionslip.

Children with Asthma and/or Allergies Student’swithasthmaand/orallergiesarerequiredtohave medical paperwork completed by their physician priortostartingourprogram.Theseformsalongwiththepropermedication(initsoriginalcontainerwiththeprescriptionlabel)mustbeprovidedtothedirector.Please note that most of our preschools are not “peanut-free”environments.

AsthmaIfyourchildhasasthma,thenyouwillberequiredtocompleteanAsthmaActionPlan.Theplanshouldbecompletedbyyourchild’sphysicianandsignedbyboththephysicianandtheparent/guardian.Iftheplanindicatesthatyourchildrequiresaninhaler(Ventolin,albuterol,etc.),thenthemedicationwillneedtobe on-siteatthepreschool.

AllergiesIfyourchildhasanallergyrequiringanemergencymedication that would need to be administered on-site (Benadryl,Epi-pen,etc.),thenyouwillberequiredtocompleteanAllergyAlertPlan.Theplanshouldbe completedbyyourchild’sphysicianandsignedbyboththephysicianandtheparent/guardian.

Smoking PolicySmokingisnotpermittedonpreschoolproperty,includingplaygroundsandparkinglots(signsareposted).

VolunteersTo ensure that individuals who regularly perform volunteeractivitiesattheYdonothaveahistoryofcriminal or child abuse convictions that may impede theirabilitytoperformtheirjobresponsibilities,orpotentiallycauseharm,theYwillconductabackgroundinvestigation for all applicable volunteers before they begintheirassignmentandperiodicallythereafter.

BabysittingEmployees are often asked to provide babysitting and otherservicesontheirowntimetoYmembersand families.TheYinCentralMarylanddoesNOTpermitemployees to provide babysitting or other services to familiesorchildrentheymeetinYprograms.Inaddition,teachers should not provide transportation in a personal vehicle or be in contact with your child outsideofYprograms.

Families are prohibited from contacting teachers outsideofthepreschoolincludingnon-yemail,socialmedia,texting,letters,etc.Suchpoliciesaredesignedtoprotect children and teachers from child abuse and/orfalseallegations.

Child Abuse PreventionTrust your instincts and watch for signs of abuse:• Unexplainablebruisingorotherphysicalmarkings• Disturbedsleepingoreatingpatterns• Abruptchangesinbehavior–anxiety,clinging, aggressiveness,withdrawal,depression

Childabuserscanbeparents,caretakers,friends, neighbors,oranyonewhocomesincontactwithyourchild–evenotheryouth..Talktoyourchildabouthis orherexperiencesinYprograms,school,sports,andotheractivities.

Ittakeseveryone’shelptostopthecycleofabuse. Ifyouthinkyourchildisphysicallyinjured,seekout appropriatemedicalattention.Ifyouseesignsof distress,withdrawal,oractingout,considercounselingforyourchild.TalktoyourYpreschooldirectorfor assistance.CallChildProtectiveServices(CPS)orthepolicetoreportanyabuse.

Fire and Emergency Evacuation DrillsWeconductfireandemergencydrillseverymonthandhavebi-annualemergencyevacuationdrills.Parents,teachers,andchildrenarenotnotifiedofdrilldates andtimesinadvance.

Duringafireand/oremergencyevacuationdrill,parentsmaynotsignchildrenintooroutoftheschool.Weaskthat you wait until the drill is complete and the children havereturnedtothebuilding.

Intheeventofarealfire/emergencysituation,the directorwillprovidetheteacherwithspecific instructions according to our emergency preparedness plans.AlllicensedpreschoolcentersintheStateofMarylandarerequiredtohaveanemergency preparednessplan.Ourplansprovideclearguidancetoteachers to ensure the safety of everyone in the event ofanemergency.Ifitbecomesnecessarytoremovethechildrenfromschoolproperty,eachpreschoolhasa designatedlocalemergencyevacuationsite.Parents willbenotifiedofanyemergencysituationassoonas it is possible to do so without interfering with the safety ofthechildrenandteachers.

Emergency ContactsBecausetheunexpectedsometimeshappens,abackupplan should be established should you be unable to pick upyourchildintheeventofillnessoranemergency. TheMarylandOCCrequiresatleastonealternate/ emergencypick-upperson.Anychangesincontact information should be given to the center director immediately.Youareresponsibleforalertingteachers toyouralternativeplaneitherinwritingorverbally.Teachersshouldreviewtheplanwithyou.Allchildren’srecordsmustbeupdatedeachyear.

Drop-off and Pick-upForthesafetyofthechildren,familiesmustaccompanytheirchildatalltimes.Inaddition,perMSDEOCC regulations,childrenmustbesignedinandoutofthepreschooldailybyanadult18yearsofageorolder. Childrenwillonlybereleasedtoauthorizedadults. AdultswillberequiredtoshowphotoID.

Ifwehavereasonforconcernregardingthesafetyof achild’sreleasetoaparentorotheradult,wemaycallthepolice.Causeforthiscourseofactionincludes:• Parent/adultsuspectedtobeundertheinfluenceof

drugs or alcohol• Parent/adult is abusive or threatening to the child

Ifthecenterhasakeycodedentry,familiesarenot permittedtosharethecodewithanyotheradultorchild.

Parking LotPerMarylandStatelaw,childrenarenotallowedtobeleftunattendedinavehicle.Failuretocomplywiththislawwillresultinaformalpolicereport.

Vehiclesshouldneverbeleftrunningintheparkinglot.

Firearms and WeaponsWedonotallowfirearmsorweaponsofanykindonYproperty.Forthoseauthorizedtocarryconcealedweapons,weaskthatanyweaponsbeleftinyourvehiclewhenyouenterourcenters.

Cell Phone PolicyTransitioning into and out of the center can be both overwhelmingandexcitingforyourchild.Assuch,weaskthat you put your cell phone aside and provide your child withyourfullattentionwhileinourcenter.Yourchild’steacher may have important information to discuss with youandwillneedtoknowthatyou’reavailabletotalkwithoutthedistractionofacellphone.Furthermore,forthe safety and the privacy of the other children in our program,ourpreschoolcentersarenocellphonezones.

Cleaning ProductsTheYPreschoolcentersfollowOCClicensingguidelinesinregardtocleaningandsanitizingthetoys,equipment,etc.inthecenter.Weutilizeableachandwater solutionandasoapywatersolutionasrequiredbytheOCC.Wealsostrivetoutilizeenvironmentallysafe cleaning products as much as possible and ensure that allofourcleaningproductsarestoredinasafemanner.
