Article 5 of Council Directive 90/423/EEC and Article 72 of the draft Commission proposal to amendCouncil Directive 85/511/EEC [Document COM (2002) 736 final] require Member States to draw upcontingency plans for Foot and Mouth Disease (FMD). These plans must specify the national measuresrequired to maintain a high level of FMD awareness and preparedness, environmental protection andthe measures to be implemented in the event of an outbreak of FMD.

The criteria for drawing up the plans are set out in Commission Decision 91/42/EEC and Articles 72-78 and Annex XVII of the draft proposal to amend Directive 85/511/EEC.

This contingency plan has been drawn up to meet the requirements set out in these documents.

The detailed procedures to be followed by staff in the field, laboratory, public health inspection serv-ice and headquarters in the event of an FMD outbreak are set out in the FMD Operations Manual.

In accordance with the requirement of the Directive, this Contingency Plan will be reviewed at leastevery 5 years.

1.4 The slaughter of infected and contact animals and the payment of compensation

Section 17 of the Diseases of Animals Acts, 1966 and 2001 empowers the Minister of Agricultureand Food (MAF) to require the slaughter of animals:

• affected with FMD• suspected of being affected with FMD• that may have been exposed to FMD virus• within an area which in the opinion of the Minister sufficiently defines an area where a

risk of FMD infection exists.

Section 58 of the Acts, along with Article 22 of the Foot and Mouth Disease Order, also specifythat compensation shall be paid for animals slaughtered for FMD.

Article 22 of the Order states that valuation shall be carried out by a person appointed by theMinister.

1.5 Notification of suspected FMDControl of movementsDestruction of carcasesSanitation and other procedures at infected premises

Article 3 of the Foot and Mouth Disease Order, 1956 requires the notification of suspicion ofFMD and Article 6 empowers a Veterinary Inspector of the Department of Agriculture and Food(DAF) to declare premises on which there is a diseased or suspected animal or carcase to be aninfected place (Form B).

Article 7 provides powers to temporarily control the movements of animals, carcases and equip-ment in an area (5 miles) 8 km around a suspect premises for the purpose of controlling the dis-ease (Forms A and AA). Article 9 (as amended by S.I. No. 271 of 1967) provides for a notice tobe served on a person, requiring that person to regulate their movement within the area.

Contact premises may be restricted under Article 13 of the Order (Form D).

Additional powers of restriction on the movement of any person, animal, carcase or thing, to orfrom any place, if there is an attendant risk of spreading the disease, are provided for in Article19.

The cleansing and disinfection of any place which may have been used for diseased or suspect-ed animals is required under Articles 12 and 17 of the Order.

Article 39 of the Order provides for the disinfection of vehicles used for the transport of live-stock and carcases into, within and out of an infected area.

Article 23 of the Order prescribes the method for disposing of carcases of animals that have diedof, or have been slaughtered on account of FMD.

1.6 The designation of Protection and Surveillance Zones

Under Section 14 of the Diseases of Animals Acts, the Minister has the power, by Order, todeclare an infected place or a place at risk of being infected, to vary the area and to prescribe theduration. The FMD Order, 1956 precedes the provisions of EC Directive 85/511 (as amended).It empowers the Minister to declare Infected Areas (Part III) and Controlled Areas (Part IV).This in effect allows the Minister to impose the Protection and Surveillance Zones provided forin Directive 85/511/EEC. The wording of the Order is sufficiently flexible to take into accountnatural boundaries as provided for in Directive 90/423/EEC. The Order limits the movement ofanimals, carcases, farm produce, dung, milk and milk products within and from Infected orControlled Areas, and empowers the Department to enforce the other limitations described inArticle 9 of Directive 85/511.

1.7 Vaccination

Under Regulation 6.1 of the Animal Remedies Regulations, 1996 (as amended), animal remedies(including vaccines) may not be sold or supplied without a product authorisation. No authorisa-tions have been issued for FMD vaccine.

Under Section 3 of the Diseases of Animals Acts, 1966 and 2001 the Minister may make ordersfor the prevention of the spreading of disease. An Order making vaccination compulsory couldbe made under this section.

If there is a serious disease epidemic Regulation 16 of the Animal Remedies Regulations, 1996empowers the Minister to authorise by licence, the possession, sale or supply and the adminis-tration to an animal of an animal remedy for which no authorisation exists.

1.8 Aid from the police and other persons

Section 42 of the Diseases of Animals Acts, 1966 and 2001 gives Veterinary Inspectors all thepowers of a member of the police force for the purposes of the execution of the Act.

Section 46 of the Acts requires the police to execute and enforce the Acts.

Section 45 of the Act provides for the employment of additional inspectors, valuers and othernecessary persons as the Minister sees fit, subject to the approval of the Minister of Finance.Assistance from the Local Authorities and Defence Forces is also available in the event of anemergency.

Section 17A of the Acts authorises officers of Customs and Excise and certain members of theDefence Forces to execute and enforce the Act.

2. FINANCIAL PROVISIONS

2.1 Personnel

The cost of staff employed by DAF (veterinarians, lay support staff in the field, office staff) andtravel and subsistence costs incurred by such staff are covered by monies voted to theDepartment each year (Subheads A1 and A2). If additional personnel are required on a tempo-rary basis the cost is borne by the same subhead.

2.2 Small equipment and consumable items

The cost of routine items is provided for in Subhead A3. In an emergency situation, the cost ofadditional items would be borne by the same subhead, or in the event that insufficient funds areavailable in A3, from subhead C2.

2.3 Slaughter, destruction of carcases and contaminated material, sanitation

These costs are covered by the Disease Control/Eradication Subhead (C2).

2.4 Compensation payments

Compensation payments, which would be based on a valuation by a person appointed by theMinister, are paid out of Subhead C2. When valuation has been agreed payment is processed byAnimal Health and Welfare Division. Under the Farmers Charter, which was introduced in 1995,payment should take place within two weeks of receipt of all relevant documentation (includinga tax clearance certificate).

2.5 Emergency vaccination

The cost of emergency vaccination (vaccination equipment and travel and subsistence costs) isborne by Subhead C2.

2.6 Limits to budgetary authority

Any finance required to deal with an outbreak would come out of the Subhead for GeneralDisease Control and Eradication (C2). Any additional funds would have to be sanctioned by theMinister for Finance under the virement procedure or by the Houses of the Oireachtas by meansof a supplementary estimate.

3. THE CHAIN OF COMMAND

3.1 Responsibility for the control of FMD rests with the Minister of Agriculture and Food, who del-egates the direction of control strategies for exotic diseases to the Chief Veterinary Officer(CVO).

3.2 The CVO has in turn delegated contingency planning for FMD to the officer in charge of theNational Disease Control Centre (NDCC) (name and address of the centre at Annex 1). In theevent of an outbreak of disease the centre will co-ordinate the national strategy under the over-all direction of the CVO. The head of the NDCC is responsible for directing the disease emer-gency strategies of the Local Disease Control Centres (LDCCs). The 28 District VeterinaryOffices (DVOs) (listed in Annex 2) are responsible for FMD control measures (infected prem-ises and area restrictions) in their area.

3.3 The 28 DVOs cover the 26 counties in Ireland. A map of the county codes used in the notifica-tion of outbreaks to the Commission via the ADNS system is shown in Annex 9.

3.4 A Central Decision Making Unit (CDU) will co-ordinate all activities relating to the nationalresponse of the Department of Agriculture and Food.

3.5 The CDU will comprise the CVO, DCVOs (NDCC Manager, Logistics and Public Health),Assistant Secretary responsible for Animal Health and Public Health, Principal Officer ofAnimal Health and Welfare Division and the NDCC Policy Co-ordinator. An organogram show-ing the CDU is shown in Annex 1D).

4. THE NATIONAL DISEASE CONTROL CENTRE

4.1 The NDCC is located at:

A co-ordinator has been appointed by the officer in charge of the NDCC to ensure that it canbecome a functional centre at short notice. The responsibilities of the co-ordinator include themaintenance of checklists for people, equipment and facilities.

The NDCC is responsible for:

a) Maintaining disease preparedness and awareness during ‘peacetime’

• directing and monitoring of the operations of the Local Disease Control Centres (DistrictVeterinary Offices) and ensuring compliance with instructions

• liaising with diagnostic laboratories• liaising with European Commission

• liaising with agricultural and trading bodies, and the media (at the national level)• arranging financial provisions for the contingency plans• arranging training programmes and nominating personnel for Community training pro-

grammes• arranging disease awareness campaigns• managing controls at ports and airports• managing controls on the disposal of swill.

b) Directing the national strategy in the event of an outbreak of disease

• deploying staff and other resources to local disease control centres and liaison with otherDAF Divisions for the release of staff (through the Staffing and Logistics Unit)

• determining limits of Protection and Surveillance Zones (in conjunction with the LDCCs)• determining the necessary control measures• ensuring prompt and efficient implementation of the measures by LDCCs• maintaining a shared daily journal of all events associated with the outbreak• providing information to and liaison with the Commission • providing information to the SCoFCAH & OIE• providing information to the media and national agricultural and trading bodies (through

Corporate Affairs Division)• liaising with the EPA regarding carcase disposal and disinfection to ensure minimal harm

to the environment (through the TSE section)• liaising with the police authorities regarding legal measures (through the A/S Animal

Health)• authorising the importation of vaccine and the determination of vaccination zones (after

consultation with the Commission)• arranging the distribution and use of vaccine • negotiating emergency financial provisions to cover the cost associated with the epidem-

ic• consulting with the National Expert Epidemiology Group.

c) In the event of an outbreak of disease in another Member State

• arranging for release of staff if required.

4.2 In ‘peacetime’ the National Disease Control Centre is staffed by:

• an officer in charge (DCVO)• a co-ordinator (SSVI)• 2 senior veterinarians (SVIs)• 4 veterinary inspectors (VIs).

In the event of a disease outbreak, staffing will be supplemented as necessary.

The unit can be contacted 24 hours a day (see Annex 1).

4.3 The unit is equipped with the following facilities and lists:• one dedicated outside phone line• one internal phone line• three dedicated fax lines• two PCs (with e-mail and Internet access)• LDCC Suspect Tracing database• Laboratory Results (Foot & Mouth Blood Sampling) database• one photocopier• access to the Cattle Movement Monitoring System (through NBAS Division)• facilities for the press (through Corporate Affairs Division) • maps: 1:50,000 (11/4 inches: 1 mile or 2cm: 1km)• lists of National Organisations• lists of environmental protection authorities• lists of rendering plants• lists of staff with training in control of and experience of FMD, and knowledge of other

languages.

4.4 The 2001 outbreak of FMD highlighted the value and necessity of close co-operation and co-ordination between administrations in Ireland and Northern Ireland. In the event of an outbreakimmediate contacts will be established at all appropriate levels between the administrations i.e.Ministers, CVOs, Assistant Secretaries, NDCC and, where relevant, LDCCs and SpecialInvestigation Units.

The action taken will depend on the precise circumstances of the outbreak. However, the over-riding need will be to ensure adequate and appropriate consultation, exchange of information andco-ordination of policies.

5. THE LOCAL DISEASE CONTROL CENTRE

5.1 FMD control at local level

FMD preparedness and operational control at the local level is the responsibility of theSuperintending Veterinary Inspector (SVI) at the District Veterinary Office (DVO). The RegionalSenior Superintending Veterinary Inspector (R/SSVI) has overall responsibility for the control ofFMD in the relevant region (North West, North East, South West or South East). The R/SSVI isdirectly responsible to the officer-in-charge of the NDCC.

In the initial phase of an FMD outbreak, it is likely that the local DVO will become the LDCC.However where circumstances dictate (e.g. several outbreaks, infected premises located too farfrom the DVO), an alternative premises will be chosen. Suitable premises have been identifiedin each DVO area. The criteria used during an outbreak are that the building:

• is of sufficient size• is located as close as possible to the infected premises• has sufficient parking facilities• is able to be equipped with the necessary phone and IT equipment

• has separate entrances and facilities for staff which are ‘clean’ and ‘dirty’ or a secondbuilding is located nearby to operate as a Local Biosecurity Centre (see Chapter 16 of theFMD Operations Manual, Local Biosecurity Centre).

5.2 Location of LDCCs (DVOs) in ‘peacetime’

A list of the 28 local DVOs and a map of their location is shown in Annexes 2A and 2B. The 28DVOs cover the 26 geographical regions – counties – in Ireland (see map showing the 26 coun-ties and their ADNS codes used for notifying outbreaks to the Commission and Member Statesin Annex 9).

21 DVOs are responsible for a single county. County Cork is divided into 3 DVOs (Cork North,Cork Centre and Cork West). Tipperary is divided into 2 DVOs (Tipperary North and TipperarySouth). Dublin/E. Wicklow DVO is responsible for county Dublin and the eastern half of CountyWicklow. Kildare/W.Wicklow is responsible for County Kildare and the western half of CountyWicklow.

5.3 Staff at LDCCs in ‘peacetime’

Local Disease Control Centres (DVOs) are staffed during ‘peacetime’ by:• 1 Senior Veterinarian in charge (SVI)• 2 to 10 Veterinary Inspectors (VIs)• 8 to 10 technical support staff (TAOs) • 10 to 47 administrative support staff.

5.4 Equipment at LDCCs

The local centres are equipped with the items listed in Article 77 of the draft Commission pro-posal to amend Directive 85/511/EEC [Document COM (2002) 736 final], as follows:

TelephonesSeparate lines currently exist in each DVO for the R/SSVI (where relevant), SVI, VIs, technicaland administrative staff. In the event of an outbreak the LDCC will be provided with one gener-al telephone number for the public, with connections via an exchange to the various sectionswithin the LDCC. Separate lines will be installed to the DVO SVI and the SVI in charge ofEpidemiology. Field staff and key LDCC staff will be provided with new mobile phones.

Fax machinesTwo fax machines are present in each DVO – the numbers listed in Annex 2A will be dedicat-ed to communications regarding FMD in the initial stages of an FMD alert. Additional faxmachines will be installed in the LDCC during an FMD outbreak.

Computer hardware and softwareMost of the software applications now operate from a common platform of networked PCs. Allstaff have their own work stations. Several computer software applications are used. The AnimalHealth Computer System (AHCS) will replace the Nixdorf system in late 2003. This system,which currently records details relating to TB and Brucellosis Eradication programmes, will be

developed for OIE List A diseases in the next phase. Other software systems include ANIMO,the Bovine Tagging and Registration (BTR) scheme, Animal Location File (ALF) and CattleMovement Monitoring Scheme (CMMS).

E-mail, intranet and internetE-mail, intranet and internet facilities are available in all DVOs. In the initial stages of an FMDalert, all FMD-related emails will be sent to the SVI. When FMD has been confirmed a dedicat-ed address for each LDCC will be set up. The FMD Operations Manual is available to all DAFstaff on the intranet.

GIS systemsThe CONTIGUOUS HERD ENQUIRY facility on the intranet lists all herds owning or rentingland parcels within a 150m radius of a target farm, and gives the following details: the name,address, herd number and herd profile (for cattle only giving the numbers of cows, bulls, males,females and calves). The target farm's herd number is entered directly of found by searching byits name, address or DVO.

HERDFINDER is a standalone software application available on dedicated machines. It providesprintable maps of A3 or A4 size, in black and white or colour, of all land parcels owned by thetarget herd number. It can also map land parcels owned or rented by herd owners within a defin-able distance of the target farm (currently 0 - 1000m). HERDFINDER is currently under devel-opment and the next version will allow the viewing of other map data and will extend the dis-tance available to 3 and 10 km.

Both applications use the same dataset that is gathered from Area Aid and ERAD data. Thisincludes farmers wishing to avail of various dairy, beef, sheep and arable support schemes.

During an FMD outbreak, staff from the Area Aid section within DAF will be transferred to theLDCC to assist in the production of ortho-photography maps for use by veterinary staff on sur-veillance duties. Other maps showing the Protection and Surveillance Zones and predicted virusplume will be produced by the Centre for Veterinary Epidemiology and Risk Assessment at UCDand delivered to the LDCC. The detailed procedures are set out in Chapter 6 of the FMDOperations Manual, Mapping.

Posters and signsA limited supply of posters and signs are stored at each DVO. Further signposts and warningnotices are stored at the NDCC, from which they can be dispatched immediately to any LDCC.All DVOs can be reached within six hours. Chapter 28 of the Operations Manual, Adviceleaflets, posters and signs, contains examples of the most commonly used posters and signs.

MapsMaps with a scale of 1: 10,560 (6 inches: 1 mile) and 1:50,000 (11/4 inches: 1 mile or 2cm: 1km)are present in each DVO.

Contact listsEach staff member in the DVO has a list of contact numbers for the other staff in the DVO. Listsof contact numbers for persons and local organisations who may assist in an FMD outbreak arestored in the Notifiable Disease Contact Database, which is present in each DVO.

Lists of large livestock unitsEach DVO has details of large livestock units in their area. A map showing the density of cattleper District Electoral Division (DED) in 2002 is shown in Annex 9. A database containing thenumbers of animals in all pig herds also exists (National Pig Identification and Tracing System– NPITS). Work is in progress to map the density of cattle and pigs per km2.

EquipmentThe following equipment is present in each DVO:

• captive bolt (and ammunition)• blood sampling kits• disposable protective clothing• disinfectant• knapsack sprayers.

[Tissue sampling equipment is maintained at each of six Regional Veterinary Laboratories(RVLs). Research Officers (ROs) at RVLs are responsible for taking tissue samples and the pack-aging and transport of samples to the Central Veterinary Research Laboratory (CVRL). In anescalating scenario, tissue samples will be taken by VIs and the necessary equipment will be sup-plied by the RVLs to the DVOs/LDCCs].

5.5 Setting up an LDCC

Details on how to set up an LDCC are set out in Chapter 13 of the FMD Operations Manual,Local Disease Control Centre.

5.6 Role of the LDCC

The responsibilities and tasks of the LDCC are divided into:

a) responsibilities and tasks to ensure preparedness.b) responsibilities and tasks during actual (realtime) situations.

a) The ‘peacetime’ responsibilities include:• maintaining disease awareness and preparedness within the area, as instructed by the

national disease control centre• arranging disease control exercises locally and participating nationally as directed.• maintaining a system of after-hours access for the public, including weekends and public

holidays (see Section 5.8 below)• maintaining links with the Gardai, local authority, environmental health officials, other

government departments for availability of equipment and personnel and disposal of car-cases

• identifying large livestock units.

b) The ‘real-time’ responsibilities include :• directing and implementing the control strategy in the event of an outbreak, in consulta-

tion with the NDCC

• arranging immediate investigation of reported cases of suspect disease and the transportof samples to the diagnostic laboratory in accordance with standing instructions

• notifying reports of suspect disease to the NDCC• liaising with the National Expert Epidemiology Group• declaring Infected Premises following confirmation of disease• liaising with the NDCC to determine the extent of the Protection and Surveillance Zones

and demarcation of the zones • carrying out immediate census of animals on holdings within the Protection and

Surveillance Zones, and of epidemiologically connected holdings• supervising procedures on the Infected Premises - quarantine of premises, valuation of

susceptible livestock, slaughter and disposal of carcases, cleansing and disinfection• closing markets within the Protection and Surveillance Zones and liaison with police to

ensure control of livestock movements• liaising with the Local Epidemiology Team to identify livestock units where risk of dis-

ease is highest and make recommendations to the NDCC for slaughter of potentiallyinfected units

• carrying out surveillance on livestock units in the Protection and Surveillance Zones. Allunits in the Protection Zone must be inspected as soon as possible after confirmation ofthe disease. Visits to be prioritised on guidance from the National Expert EpidemiologyGroup

• tracing of movements off and onto infected premises. Market tracing where necessary.Tracing movements of personnel, vehicles, etc.

• liaising with National Expert Epidemiology Group and NDCC on required action.• recording data collected during the epidemiological investigations, movement licences

issued, staff and equipment used, diary of events on infected holdings and in LDCC• liaising with Local Authority (and EPA where relevant), regarding disposal of carcases and

control of disinfectant run-off to minimise effects on the environment.

5.7 Role of other authorities, agencies and individuals

5.8 Emergency disease hot-line

An emergency disease hot-line operates during peacetime and during an FMD outbreak. Thenumber is:

1850 200 456

This is a telephone hot-line that is dedicated to the Department of Agriculture and Food. It oper-ates outside working hours, at weekends and on bank holidays and is solely for reports of suspi-cions of Class A disease by the public. The number is available to the public on a recorded mes-sage on the answer-machine in each DVO, which plays when they ring the DVO after workinghours. The number has also been circulated to all registered private veterinary practitioners.

The system is a paging system operated by Pageboy.It alerts the VI on call for the relevant coun-ty. A back-up system involving copying the message to the inspector on call for headquarters,messages repeated every 15 minutes, use of home telephone number for VI on call and the localSVI, is in place to ensure that a response is obtained. In addition monthly alerts are carried outby Pageboy to check the operation of the system. Each of the 20 officers on call carries an emer-gency information pack (‘Yellow Pack’), disposable protective clothing, bucket/brush and disin-fectant. The contents of the Yellow Pack are listed in Annex 5.

6. ENVIRONMENTAL CO-ORDINATION

6.1 Established contacts exist between the NDCC and the Environmental Protection Agency (EPA).In addition each DVO SVI has established contacts with the Local Authority engineer. WhenFMD is confirmed the EPA and the Local Authorities will be consulted on any proposal to ren-der, burn or bury carcases of FMD infected animals or animals at risk.

6.2 The aim will be to minimise:• risk to soil, air, surface or ground water, plants and animals• nuisance from noise or odours• adverse effects on the countryside or places of special interest

6.3 If burial of an infected herd/flock is to carried out on site the Local Authority engineer will beconsulted on the location, construction and monitoring of the burial site.

7. FOOT AND MOUTH DISEASE EXPERT GROUPS

7.1 National Expert Epidemiology GroupIn accordance with Article 78 of the draft proposal to amend Directive 85/511/EEC [DocumentCOM (2002) 736 final] a National Expert Epidemiology Group exists during ‘peacetime’. TheGroup has skills and technical knowledge of the clinical signs and the epidemiology of FMD andalso of the methods of prevention and eradication of an outbreak of the disease.

Arrangements are in place to keep the relevant knowledge and expertise up to date. This includeseducation and regular training of the Expert Group and individuals are encouraged to visitMember States experiencing outbreaks.

The group comprises:• a virologist from the CVRL• an epidemiologist from the Centre for Veterinary Epidemiology and Risk Assessment

(CVERA)• an expert on carcase disposal from the TSE section at HQ• a meteorologist from Met Eirrean• a GIS expert from the CVERA.

In the event of a report of suspicion of FMD, the National Expert Epidemiology Group will bealerted by the NDCC. The primary task of the team is to:

• evaluate the clinical picture and the epidemiological situation• give advice regarding sampling and analyses needed in diagnosing FMD• give advice regarding additional measures that need to be taken• provide advice to the NDCC and Local Epidemiology Team• follow-up and guide the epidemiological enquiry• amplify the epidemiological data with geographical, meteorological and other necessary

information• analyse the epidemiological data and perform risk assessments at regular intervals• provide advice on sanitation and carcase disposal to ensure that there is minimal harm to

the environment.

The Group reports to the NDCC and the CVO.

The NDCC, with the assistance of the National Expert Epidemiology Group, conduct trainingcourses for other members of staff in accordance with Article 72 and Annex XVII of the draftproposal to amend Directive 85/511/EEC [Document COM (2002) – March 2003].

7.2 Local Epidemiology Team

A Local Epidemiology Team will be established at the LDCC, when FMD is confirmed.

The Team will comprise:• 1 SVI from the FMD training group• 2 VIs (at least one of whom is from the local DVO)• Technical and administrative staff from the local DVO.

The role of the Team is to:• investigate the origin and possible spread of the disease • liaise with the experts from the National Expert Epidemiology Group and other experts

(RO, Teagasc, Gardai etc) and the NDCC as necessary• examine and assess the surveillance and epidemiology reports• risk assess and categorise contact holdings• make recommendations regarding herds/flocks that should be preventively slaughtered,

limits of protection and surveillance zones, other control measures.

7.3 FMD Expert Advisory Group

An FMD Expert Advisory Group will be established when FMD has been confirmed on theisland of Ireland.

The Group will consist of experts in a variety of fields relevant to the control of FMD.

The role of the group will be to:• evaluate the national disease situation and assess risks posed by different types of animal

movement• provide advice that is consistent and proportional to the objective of preventing the intro-

duction and spread of disease• advise the Minister on any additional controls considered necessary for the different types

of movement • review movement controls as the situation evolves and provide up-to-date advice to the

Minister • advise on relaxation of controls and timeframe as the situation improves• evaluate codes of practice and protocols for various activities which may involve direct or

indirect contact with animals and/or agricultural land and submit recommendations to theMinister

• liaise with stakeholders.

8. RESOURCES (PERSONNEL, LABORATORY, EQUIPMENT)

8.1 During an FMD outbreak it will necessary to deploy quickly large numbers of staff and equip-ment to LDCCs. This will be the responsibility of a dedicated Staffing and Logistics Unit basedin HQ. The detailed procedures are set out in Chapter 7 of the FMD Operations Manual, Staffingand Logistics.

8.2 The NDCC maintains a list of veterinary staff that can be called upon if there is an outbreak ofFMD. Those experienced in the operation of an LDCC and NDCC are listed in Annex 3.

8.3 Details of the location of all DVO staff, their relevant training and experience of FMD in thefield, their ability to use another community language and their IT experience are also main-tained. There are currently 326 veterinary staff in the Department (172 in DVOs) and 470 agri-cultural officers (175 in DVOs).

8.4 The CVRL maintains a list of all laboratory staff experienced in FMD sampling, diagnosis, sero-logical testing, packaging of samples for transport and transport arrangements for samples to besent to the National Reference Laboratory.

8.5 The number of staff required to operate an LDCC when FMD is confirmed will be dictated bythe number of outbreaks, and the size of the Protection and Surveillance Zones.

8.6 The staff will include:• administrative personnel trained in the management of disease emergencies at a local level

and persons trained in the maintenance of record systems required for FMD control• veterinarians trained in the diagnosis of FMD, slaughter, zoosanitary and other procedures

at infected premises, the operation of movement controls and other restrictions• technical support staff trained in the tasks of the LDCC e.g. valuation, procedures at

infected premises, the operation of movement controls etc.

8.7 Initially sufficient staff to establish the sections set out in the organogram in Annex 2C will beneeded. These will be drawn initially from local DVO staff and staff who gained the relevantexperience in 2001 (see lists in Annex 3).

8.8 The DVO SVI will then assess the additional staff needed to carry out surveillance duties,depending on the number and type of farms in the Protection and Surveillance Zones.Surveillance can be carried out on an average of five farms per day per VI. Surveillance visitswill be carried out as far as possible every two days in the first week, every three days in the sec-ond week, and a final visit after 21 days.

9. STANDING INSTRUCTIONS

Standing instructions for field, laboratory and headquarters staff are set out in the FMDOperations Manual. A list of the contents of the Manual is included in Annex 6.

10. EMERGENCY VACCINATION

10.1 Ireland is a member of the International Vaccine Bank situated in Pirbright U.K., and also hasaccess to the EU Vaccine Banks at Pirbright, Brescia and Lyon.

10.2 The criteria to be used in deciding whether or not to vaccinate are set out in Chapter, 11 of theFMD Operations Manual, Vaccination.

10.3 Contingency plans for the implementation of an emergency vaccination campaign are containedin the Irish FMD Emergency Vaccination Plan (currently in draft). A summary of the Plan isas follows:

• the NDCC will draft a Vaccination Plan that contains the relevant information on the areato be covered, the species to be vaccinated etc. in accordance with Article 51 of the draftCommission proposal to amend Directive 85/511/EEC [ Document COM (2002) 736final]. This plan will be presented to the Commission and the Member States, along withthe Irish FMD Emergency Vaccination Plan, in support of any proposal for Ireland to useemergency vaccination.

• when agreement of the SCoFCAH has been received the Minister will sign an Order des-ignating the relevant vaccination zone

• a vaccination centre will be established at or close to the LDCC. It will be under the con-trol of a Senior Veterinarian, who will be assisted by other veterinary, technical and admin-istrative support staff

• vaccine will be delivered initially to the CVRL, Dublin via Dublin Airport, and taken inrefrigerated transport to the vaccination centre

• refrigerated transport will be available for distribution of the vaccine from the vaccinationcentre

• farms in the vaccination area will be listed according to a risk assessment carried out bythe Local Epidemiology Team on foot of advice from the National Expert EpidemiologyTeam

• administrative officers will make arrangements for the farm visits on the day prior to vac-cination

• a veterinary officer will be responsible for clinical inspection of all animals on the farmprior to vaccination by the vaccination team (private practitioners will be used for thistask)

• each veterinary officer will be assisted by two technical or lay staff who have receivedinstructions in vaccination technique

• sufficient staff will be available to put 100 vaccination teams in the field, with the abilityto vaccinate 25-30,000 animals per day (250-300 animals/day/team)

• up to 125-150,000 animals can be vaccinated within five days by 100 teams• vaccinated animals will be marked by a special ear tag (in the case of cattle the existing

tag will be recorded)• individual vaccinated cattle will be recorded on the CMMS database• a database of all vaccinated herds/flocks will be set up.

11. TRAINING PROGRAMMES AND AWARENESS

11.1 Training programmes

(a) There are currently two DVO staff and two HQ staff who have attended courses at IAH,Pirbright on exotic virus diseases, including Foot and Mouth Disease.

(b) Two HQ staff attended an FMD Epidemiology Course run by MAFF, UK in 1999.

(c) Veterinary staff are nominated for Community training courses and to assist in the control ofoutbreaks in other Member States when they occur (see lists of staff who gained experienceof FMD in the UK and Ireland in 2001 in Annex 3).

(d) Training for DVO staff is as follows:• Refresher courses on FMD diagnosis and control are organised by the NDCC. These

include a table-top simulation exercise. Courses were held in 1994 (Portlaoise), 1997(Kilkenny) and 2000 (Athlone).

• Training of veterinary, technical and administrative staff at local level is arranged by theDVO SVI with the assistance of the Regional Class A Disease Trainer on an annual basis(see list of trainers in Annex 4). This may take the form of “procedures in the first 12hours” and may or may not include an assessment of a farm, mart or other type of prem-ises. A video demonstrating clinical signs is also shown.

(e) Eight laboratory staff were seconded to the Pirbright laboratory in 2001 to gain experiencein the laboratory diagnosis of FMD. Laboratory staff have also received training in interna-tional requirements for the packaging and transport of infectious substances. Staff whoworked in FMD testing in 2001 are now designated the ’emergency team’ and are broughttogether at least once a year for refresher training and familiarisation. Training includes newequipment/diagnostic tests for FMD as part of the Veterinary Laboratory Contingency Plan.

11.2 Public awareness

(a) The National Disease Control Centre has organised awareness exercises through lectures atthe National Conference of Irish Veterinary Association (now called Veterinary Ireland) andat local veterinary clinical society meetings.

(b) Posters are displayed in the waiting rooms of DVOs and in markets:• Irish Veterinary Association ’Animal Diseases Exotic to Ireland’• DAF ’Don’t Import Animal Diseases’

(c) Posters are displayed at airports and ports informing passengers of the rules relating to theillegal import of meat and dairy products. Announcements requesting passengers who havebeen in contact with livestock to report to Department officials on arrival are also made onincoming flights to Ireland.

(d) Intensive publicity would be embarked upon in the event of a disease outbreak. This wouldinvolve information and advice given via:• press conferences• press releases• TV/radio/newspaper interviews• TV/radio/newspaper advertisements• web-site• teletext• lo-call help-lines.

12. MULTIPLE OUTBREAKS

In the event of a large number of outbreaks contingencies exist for:• The use of foreign veterinary personnel for disease surveillance and other duties at LDCCs• The use of Private Veterinary Practitioners for DVO work (freeing up VIs for work at

LDCCs)• VIs to take samples for FMD diagnosis instead of ROs• A ’slaughter-on-suspicion’ policy in an escalating scenario• The use of the army to assist in the logistics of slaughter and carcase disposal.

13. MASS DISPOSAL

13.1 If mass burial sites are considered necessary, the Environmental Protection Agency will be con-sulted on the location, construction and monitoring of any site.

13.2 The use of approved landfill sites is not an option in Ireland.

13.3 Any mass burial site will have to be lined. Leachate collection systems will also be installed tominimise any risk of contamination of ground water.

14. RENDERING PLANTS

14.1 If rendering is the preferred option for disposal of carcases the relevant rendering plant must beapproved by the EPA to handle infected carcases.

14.2 Ireland has nine rendering plants with a total capacity of 21,000 tonnes per week. The list ofplants is included in Table 1 below.
